meaning a risk to life and property — and several yellow alerts — indicating that some disruption to travel or daily activities is possible. they're predicting storm bert will bring up to 20 to 30 centimetres of snow across scotland and parts of northern and central england. weather warnings for heavy rain and high winds are also in place across the uk, including most of northern ireland, wales and cornwall. a crash has closed the m71; motorway in south lanarkshire, where weather conditions are said to be very poor. 60,000 homes in the republic of ireland are without power after the storm struck overnight. northern ireland has been under a similar alert since midnight, as storm bert makes its way across the uk. let's show you the pictures in different parts of the uk. this is lyme regis in dorset in the southwest of england. the coastline is being battered by

which saw heavy snowfall. he gave me this update earlier on what impact the weather has had. this is the a66 behind me. the snow gates that are usually closed are not closed today, that surprising to national highways who i spoke to elia, who said officially this road should be closed, but we've had cars, trucks and lorries coming past us all morning. we have also had gritters moving that huge amount of snow to try to keep people on the move out of the way. gritting behind them as well. we were told we could expect 30 centimetres of snow in this part of the world due to the amber weather warning. it's not quite that extreme, i've done an unscientific test with a tape measure and it seems to be about 10cm, but we are told about the destruction that is being caused in other

parts of northern england and scotland as well. we've heard about places like harrogate that currently have no bus services because of how slippy the roads are. we've also been told about issues on the rails, avanti west coast saying anyone wanting to travel north to preston should not do so this morning, and issues on the transpennine express routes north of carlisle because of these issues. north yorkshire police telling us they are dealing with eight crashes due to the snow and a warning against all but essential travel, to only go out if you absolutely have to because of how treacherous the conditions are here. we're also hearing about proper cuts, part of amber weather warning, talks about communities becoming cut off, drivers becoming stranded but also the possibility of power cuts in areas. we are hearing that is happening as well. there are teams out on the ground trying to restore

be confined to scotland as the milder air works in. we've had gusts of 67 mph in devon and also the isles of scilly, and we can see gusts of 60 or 70 are in the irish sea coasts. inland areas, gales, pretty widely, those could be strong enough to bring down tree branches so there could be localised disruption due to the winds stop if that wasn't enough, we are now starting to see the impact of the heavy rain. that is in terms of the risk of flooding. the largest rainfall totals, high growing could see as much as 150 millimetres of rain, enough to cause flooding problems, but it is gradual accumulations of rain. in other words, for communities across wales and southwest england, the risk of flooding will increase hour by hour through the rest of today, to date and into tomorrow. it's not at it's worse now, —— at it's not at it's worse now, —— at its worst now, things will get worse before they get better.

0ur correspondent nicky schiller has the latest. you've been keeping an eye on the destruction across the country and the impact of the weather. bring us the latest. as chris was explaining, the worst at the moment is the snow which has hit the northeast, north yorkshire and scotland, and in particular the airport in newcastle has had a lot of heavy snow this morning so that has been causing problems there. they've had cruise out to try to keep the runway open. we can also bring you live pictures from edinburgh where there has been snow, which is affecting the bus services stop lothian buses, the biggest municipal bus operator in the country, are having to suspend all of their bus services in edinburgh at the moment. this is due to the adverse weather across the network. buses, they

say, are unable to continue due to safety concerns. also, the queensferry crossing bridge is closed at the moment because of the danger of falling ice from some of the cables across the bridge, so the traffic being diverted. scotland being particularly badly hit by the conditions. it has been snow that has been hitting the northeast of england and scotland but it is the winds that are causing issues in the western area. we have seen pictures from lyme regis, the winds they are, and also port levin in cornwall. that is affecting the railway services. we are hearing from south—western railway who run services out of waterloo, they go down from the south into exeter, they are going to sea journey time is extended between salisbury and exeter, and also between bournemouth and also between bournemouth and weymouth, and they say this

disruption could last into monday, so it won'tjust be today that there are issues. it could well be that public transport services are having problems into monday. you also mentioned ireland, who saw pictures from county donegal because of storm bert went through the republic of ireland before it hit parts of the uk. 60,000 homes are without power in the republic of ireland. county donegal has been the worst hit, around 12,000 people, particularly their without electricity, and you can see the amount of water they've had around there. they had a red warning issued for heavy rain in west cork and west galway, that is what has caused this flooding in the republic of ireland. in northern ireland, there have also been issues. we heard one

of the gritters actually got stuck. we are also hearing real lanes between belfast and antrim and newry and portadown are closed because of the flooding —— the rail lines. the message to anyone who is going out is to think again, particularly where it is snowing because if you go out in a car and get stuck, it means the emergency services and those snow ploughs and gritters also have trouble getting out, and you just cause more issues. basically the message is a stay at home if you are in an area that is affected by storm bert today. 0ur scotland correspondent, catriona renton is keeping an eye on the sitution

in pitlochry. she gave us this update we are starting to see storm bert arrive here now. in the last hour or so it has appeared here. while it is pretty, it can bring problems. the amber warning for snow and ice is in place until 5pm and that covers perth and kinross, parts of the highlands, angus and aberdeenshire. there has been significant snowfall in the central and southern scotland, there is an amber warning in place there as well. that is until midday and that covers east ayrshire, south lanarkshire, dumfries and galloway, and the borders. there was a crash on the main road south, the m74, earlier. apparently the weather conditions were very poor, but that has now been cleared up. we are expecting disruption on the roads. police advise people to really think about whether travel is necessary on the roads.

we've had rail disruption in the past week and we could expect more of that today, depending on how the weather turns out. 0n calmac ferries to the islands, watch out for disruption on those. we're watching the shops open here, people starting to clear the pathway. the snow is starting to lie a little bit on the pavement, so people are getting ready, but the place waking up now and people looking, at the moment, like it's a very pretty, wintry scene. it's a good area for tourism so i'm sure this will be something that will please people that are here on their holidays. and, of course, with that always comes the warning to take extra care. i have a fact for you — the uk's lowest november temperature in 1a years was recorded at 2am in kingrace, a small village in sutherland in the highlands, that

was —12.2 celsius, so we can see what we are expecting across the day, we are expecting it to get worse here before it gets better, its expected to clear about 5pm, but then there are more weather warnings, yellow ones, into tomorrow for wind and rain. really rotten stuff. you can keep up—to—date with updates on the bbc website. 3,000 buildings are without power in the south of england and wales due to the strong winds. to lebanon now, where israel has carried out a powerful air strike on central beirut overnight. lebanese media says an eight—storey residential building collapsed after being hit by several missiles. lebanon's health ministry says 11 people have been killed and more than 63, injured. search and rescue efforts are under way.

eyewitnesses say the explosions shook the city. israel's latest attack comes despite renewed efforts for a ceasefire. since the escalation of the conflict in september, israeli air strikes have killed several top his brother leaders in beirut. 0ur middle east correspondent hugo bachega says this part of beirut had yet to be targeted but the building was flattened by multiple strikes. this is the site of this massive israeli attack that happened overnight and hours later, there's still a massive operation here to remove the rubble. a search effort is also under way. just moments ago, we saw a second body being removed from under the rubble. and this is a densely populated part of beirut, the bastar district here in central beirut. and as you can see, there is a lot of damage in nearby buildings, which gives us a sense of the scale of the attack that happened here. this attack happened at around 4:00 in the morning, and it was felt and heard all across the city. it's not the first time that this part of beirut

has come under attack. and there is a huge crater over there where this attack happened. several explosions were heard as a result of this attack that happened here in central beirut. and this happens as we've seen more efforts for a cease fire here in this conflict. we saw a us envoy come here to beirut, had talks with a senior lebanese officials to try to reach a deal to end this conflict between israel and hezbollah, but a massive attack here that happened with no warning. and again, the indications here, the scale of this attack suggests that a senior hezbollah figure was the target. we haven't had any reaction from hezbollah yet. there hasn't been any kind of comment by the israeli military. but again, a massive attack hitting central beirut. and, hugo, how does this attack fit into the picture of what we've seen in terms of the conflict over the past few weeks there in lebanon?

yeah, we've seen that there has been an escalation in this israeli campaign against hezbollah, not only here in beirut. we've seen that the southern suburbs of the city, a place where hezbollah is based. it has been repeatedly attacked in the last week or so, but also attacks in the south of the country where the israeli military is also carrying out a ground invasion. it has been advancing in the south and also attacks in the bekaa valley. so these are areas where hezbollah has a very strong presence. and this escalation happens as, again, we've seen these efforts by international mediators, the americans in particular, trying to reach a ceasefire here in this conflict. amos hochstein was here this past week. he had discussions with senior he had discussions with senior lebanese officials. lebanese officials. he reported progress he reported progress in those discussions. in those discussions. he then went to israel to have following those talks. he then went to israel to have discussions with israeli discussions with israeli officials, including officials, including the israeli prime minister, the israeli prime minister, benjamin netanyahu. benjamin netanyahu. we haven't had any reaction we haven't had any reaction

multiple israeli strikes on the lebanese capital. 0ne affecting an 8—storey building that has killed at least 11 people, as we had in the report. these are the latest pictures coming in from beirut, showing an israeli air strike that occurred in the last few minutes in the city. negotiations have taken place through the night and into the afternoon at the cop29 climate conference in azerbaijan with no sign of a breakthrough. countries can't agree how much richer nations should pay developing countries to tackle global warming. reports say the eu, the us and other wealthy nations have now raised their offer. 0ur climate editor justin rowlatt has the latest from baku. well, we were told 6am this morning — that's 2am uk time — it is now after one in the afternoon. so, this has been going on a long time. what we hear is that the offer from richer countries has actually been

raised now to $300 billion. i know it sounds like an incredibly large amount of money, but the problem is we've got a clause in the text saying that developing... effectively, saying developing countries need $1.3 trillion a year in order to transition to renewable energy and adapt their countries to make them more resilient to climate change, the very next clause says, or it will say, if i'm right, about 300 billion that richer countries are going to payjust 300 billion, so a tiny fraction of the total. and that's the problem. negotiators are trying to bridge that gap. there's another issue here, which is that a group of of of fossil fuel—rich countries led by saudi arabia have chucked into the pot the idea that they don't want to see the language that was adopted back in dubai last year at the cop conference last year, then it was agreed that the world would transition away from fossil fuels. i know it's amazing — after 28, it was the 28th iteration of these talks, that that was finally

recognised that fossil fuels were key to this. anyway, they want to roll back from that. so that's what's in play. we're in, actually, the olympic stadium. i know it doesn't look like that, it's been made over into a conference centre. they're up on the second floor, shuttling between different rooms, trying to find a compromise. and, you know, obviously, the fact that, you know, nothing's happening here tells you that they haven't yet got there. now, there is kind of goodwill here that people would like to see a deal, i think it's fair to say, but they are clearly not managing to find one quite yet. in a dramatic outburst in the philippines, the vice—president says she made plans to have the president assassinated if she herself was killed. sara duterte has told reporters she spoke to a hit man about killing president ferdinand marcos and his wife if she ends up dead. the two politicians — from powerful political families — ran on a joint ticket in elections two years ago, but have since fallen out. the president's office says any threat on mr marcos' life has to be taken seriously.

the rapper and music producer, sean "diddy" combs, faces further days in detention after a new yorkjudge delayed a decision on whether to grant him bail. the 55—year—old is awaiting trial on sex trafficking and racketeering charges, which he denies, and was refused bail more than two months ago. two previous bail requests were rejected afterjudges deemed him a flight risk and said he may try to contact witnesses. a guitar owned by the beatles star george harrison was recently sold at auction for more than £1 million. it was sold by a private collector who bought it in 2019, but the instrument almost had a different owner, when a man from sussex won it in a magazine competition but turned it down. 0ur reporter ellie crisell has been to find out why. screaming all you need is love...

and a crystal ball, as one man from saltdean may appreciate. known only as a] thompson, he won a guitar owned by george harrison in a magazine competition in 1964. george generously donated this to our contest for beat magazine for the beatles fans when they were trying to promote the beatles — can you imagine promoting the beatles? that was when they were just starting to become famous. but thompson, oblivious as to the future success of the group, turned it down, opting for a cash prize of around 100 quid instead. the guitar he could have owned has just sold at auction for over £1 million. we've noticed recently that these types of instruments — memorabilia, if you will — are now in the investment class, people really look upon these as a good investment, but also great conversation pieces, and the guitar is something you can pick up and play. harrison's guitar was bought

hello, there. a bitterly cold start in scotland, with some heavy snow moving its way north and east so far today as a result from storm bert. but for the rest of us, it's a case of very heavy rain throughout the day and widespread gales as well. let's take a look at what happened then. during the early hours of the morning storm bert arrived in from the west on the leading edge. there was some snow. it turned readily to rain, but we've still got some snow, potentially to come across northern england, gradually drifting its way through the southern uplands into the north east of scotland. so that's why we still have two amber weather warnings in force. middle tier warnings. this means be prepared for some disruption. the amber weather warning here is valid until lunchtime, but across the far north east of scotland we could see further snow and with strong winds, blizzard conditions until the end of daylight hours. so here there'll be some snow for a time, but turning readily to rain,

some of it really quite heavy, particularly across northwest england and parts of wales, that will continue to push its way steadily eastwards into the afternoon, arriving towards east anglia and south east england. behind it, quite a clearance, brightening up but still very windy. widespread gusts of winds, 50, 60 mild an hour on exposed coasts, but maybe in western scotland we could see 70 mile an hour gusts of wind, may be strongerfor a time. a little less cold, but still some of that cold air sitting in place in scotland, but noticeably milder further south as the wind direction coming from the southwest through the evening and overnight there will still be further spells of rain, some of it heavy at times, moving its way from west to east. bert�*s centred itself to the far northwest. here is where we'll see the strongest of the winds as well, but a noticeably milder start for all of us in comparison to nights just past. so storm bertie still with us up to the far north west,

the strongest of the lows and the winds here, there's still some heavy rain to clear away as well. areas like the midlands down into east anglia and south east england will have a wet start with that rain slowly easing into the afternoon behind it. brighter but a rash of squally showers tucking in around that low pressure with 60, 70 mile an hour gusts of winds. look at the temperatures, though — incredibly mild, 9 to 17 degrees. and app. stay with us here on bbc news.
