we've got life pictures from edinburgh. scotland has been quite badly hit and although the police are urging people not to go out, a lot of people have gone out in their cars, causing traffic build—up around areas. also in edinburgh, lothian buses, the largest municipal bus company in the uk, 700 buses operating on 70 routes, they have had to suspend all of their bus services in and around the edinburgh area because the conditions are too hazardous. they've apologised but say that at the moment it isn't safe for them to go out. that's causing problems. one of the bridges in scotland has had to close because there was a fear that ice could fall from the actual cables over the bridge onto cars below. certainly it has been a problem of snow in scotland, also in north yorkshire and the northeast of england. fora yorkshire and the northeast of england. for a time, yorkshire and the northeast of england. fora time, there

come down in these winds and that will lead to localised power cuts in some areas. the next issue we are going to see is probably flooding because we've had the snow and particularly in north yorkshire, the temperatures are rising so that means that the snow that fell this morning is now beginning to melt and that will build up in the rivers and so there are now a number of flood alerts and flood warnings in force. that applies to scotland. it applies to areas of england and we are also seeing a rise in those of flood alerts in wales. so across the whole of the uk, there have been problems. also in the republic of ireland, storm bert hit the republic of ireland first last night. there was a red warning in force and county donegal sought some really heavy flooding, and there are

thousands of people in the republic of ireland who are without power. 16,000 in that county donegal area where there has been serious flooding. there has also been flooding in northern ireland. we were hearing from one of our correspondence in belfast that she had been to one street where there was flooding and people were dealing with that. also some of the train lines in northern ireland have also been affected by that flooding. translink saying check before you travel. we even heard that one of the gritters that had gone out to try and stop the snow from forming got stuck while it was out gritting. nikki, thank you. bbc weather presenter chris fawkes gave me the latest situation across the uk.

one of the biggest problems is this heavy snow as storm bert works into the cold air. we are seeing snow turn to rain across north yorkshire and we are seeing some of the snow turn to rain in county durham so it's increasingly raining across the far north of england, even over high ground but we still have snow in scotland and a met office weather warning for amber. the warning across northern scotland will be in force until about 5pm with further significant accumulations of snow, but it's notjust in the hills, we've seen impacts in central lowlands of scotland, and some of the main waterways have been struggling as well. we've seen some very slow—looking traffic across perthshire and livingston as well, to name two examples.

you can imagine some of the minor routes would be really, really difficult so i think the main message for people who are planning to travel around is to check conditions before you do so. this was one of our weather watcher pictures and you can see how horrendous conditions were earlier in this part of scotland. this follows from a period of cold weather in the uk. are these related? yes, it has been brought about by cold northerly arctic winds and it is happening as storm bert runs into the cold air, causing the snow we are seeing at the moment, which increasingly will be confined to scotland as the milder air works in. we've had gusts of 67mph in buryhead in devon and also the isles of scilly, and we could see gusts of 60 or 70mph in the irish sea coasts through the afternoon. inland areas, gales, pretty widely, those could be strong enough to bring down tree branches so there could be localised disruption due to the winds.

what we hear is that the offer from richer countries has actually been raised now to $300 billion. i know it sounds like an incredibly large amount of money, but the problem is we've got a clause in the effectively saying that developing countries need $1.3 trillion a year in order to transition to renewable energy and adapt their countries to make them more resilient to climate change. the very next clause says — or it will say, if i'm right about the 300 billion — that richer countries are going to payjust 300 billion, so a tiny fraction of the total. and that's the problem. negotiators are trying to bridge that gap. there's another issue here, which is that a group of of of fossil fuel—rich countries led by saudi arabia have chucked into the pot the idea that they don't want to see the language that was adopted back in dubai last year at the cop conference last year. then it was agreed that the world would transition away from fossil fuels. i know it's amazing — after 28, it was the 28th iteration of these talks,
