and the fear of floods is on the rise. there are flood warnings in place in wales, england, scotland and northern ireland. the storm has been described as a multi—hazard event, with snow followed by warm air moving northwards which will see some high winds. at least 3,000 buildings across england and wales are without power. several roads have been closed and public transport services have been affected. this was the scene at barnard castle in county durham this morning, where you can see the a66 it is closed in both directions between the a67 near bowes and the a685 near brough because of heavy snow in the area.

also the m48 severn bridge is closed in both directions because of the wind speeds. storm bert could bring up to 30cm of snow today as wintry conditions sweep across the uk with a "hazardous mix of wet, windy and wintry conditions". and in hampshire, the asa is closed southbound between the a272 and the m3. let's show you where the alerts are in force. first the amber one. it is for heavy snow and ice across scotland. that is in force until 5pm. and yellow wind, rain and snow warnings cover much of the rest of the uk.

and yellow wind, rain and snow warnings cover much of the rest of the uk. here you can see the path that storm bert has taken overnight and into today. storm bert will also bring extremely heavy rain to parts of wales and southwest england, with up to 150mm over high ground. graham satchell begins our coverage. storm bert has been battering the country since first thing this morning. this is lyme regis in dorset, the heavy winds gusting up to 70mph. with warnings that trees may come down in some parts of the country. it's the snow and ice that are causing most problems so far. this is renfrewshire in the west of scotland, with drivers struggling on the road. there has been an amber weather warning in place for much of scotland and the north—east of england for heavy snow.

it looks like a picture postcard in selkirk in the scottish borders, but authorities are saying that some rural areas could be cut off. gritters have been out since the early hours, with national highways describing some routes as treacherous. farmers have also been helping to clear the roads. these extremes do seem to be happening more frequently. but one thing is for sure, right across the country today, farmers are going to be out tending their livestock. travel has been widely affected with trains, and some flights, cancelled or diverted. the advice for those thinking of travelling in the worst affected areas is clear. if you don't need to travel, don't travel at all. if you work this weekend, work from home, stay home. yeah, it is essential that you are not travelling in this weather, because it is causing disruptions. there has already been flooding in some parts of northern ireland. this is county donegal.

thousand homes in wales are without power. storm bert is going to cause more disruption as the day goes on. let's look at the live pictures. that is to lyme regis first. all through the morning there has been those waves coming in because of the heavy winds and those boats that you saw there that often these fishing boats would be going out on a saturday. they are not today, and this is because of those wins. we know that across the country there have been a number of reports of how strong these winds has been. in the isles of scilly we had 67 mph and we have just seen 82 miles and we have just seen 82 miles an hour recorded in conwy

county in wales. gusts of up to 60 miles an hour are expected inland and up to 70 miles an hourin inland and up to 70 miles an hour in coastal areas. you can see there the boats in the harbour in lyme regis. let's go further down into the south—west in cornwall. this is porthleven and again you can see that it is windy conditions. should say that this wind has led to a number of power lines coming down and looking at the map from the national grid in the south—west area there are a number of power cuts that we are seeing. i am seeing that there are power cuts around troon in cornwall and lots of those areas will see that because of those winds the power cables will come down and that will lead to localised power cuts. that is the picture in porthleven. wind is the issue

down there. let's go to scotland, because it is snow thatis scotland, because it is snow that is the issue in scotland and there have been road closures. we have seen on this picture from edinburgh during the morning that kids there, you can see some of them in the top left enjoying the snow conditions and getting those makeshift sledges out to enjoy that. but the police in scotland have been urging drivers not to go out because the conditions have been really poon the conditions have been really poor, particularly on the m8, but in edinburgh, lothian buses, they have had to suspend their services in edinburgh and their services in edinburgh and the surrounding areas because of the adverse conditions. they have apologised to their customers thanking them for their patience while the teams assess the roots. lothian is the largest municipal bus operator in the uk with more than 700 buses operating on more than 70 roots. storm bert also went through the republic of ireland. let me show you

pictures from donegal, a red alert was issued overnight and there you can see a huge amount of flooding that has happened in donegal there. around 12,000 people are without electricity. across the whole of the republic of ireland, 60,000 homes are also without any power. this has moved into northern ireland, where as we heard in graham's report, there has been flooding. this has caused problems on the road also for local people who have been flooded in some of those areas. also there have been issues with the rail services in northern ireland. here you can see these pictures from the rail operator translink and they have had big flooding which has led to the railway lines between belfast and antrim and portadown are closed due to the flooding. you can see one of the railway lines completely submerged in that water. we got the situation on

away out of the street. away out of the street. another resident i spoke to, she'd been lucky enough she woke up just after seven to see the water encroaching on the street and slowly rising. she had left to go and get sandbags because, she says the street does flood quite often, but it doesn't actually encroach on homes that often. she said by the time she returned, that water had entered her house and her and her sister had been lucky enough to escape that flood. but it will take some time here. a lot of disruption for residents. 0ne local politician i spoke to said there is an inter—agency meeting taking place right now to discuss emergency accommodation and the response to the flooding for those affected, but i think it will be a few hours before this street is cleared. certainly we can see that water slowly receding, but really it's about 3 or 4 foot high at the moment, and that will be the case across a few areas of northern ireland this afternoon. so for those residents, it's a wait—and—see situation.

reporting from belfast. we talked about the snow, that amber warning still in force in scotland but it was in force earlier today across the north—east of england and north yorkshire. news reporter 0livia richward filled me in on the situation in the north yorkshire town of pateley bridge. it is absolutely freezing here and the slush is now ankle—deep. well, people here in north yorkshire woke up to absolutely beautiful scenes. there was loads of snow. i live about half an hour away and we had about 2.5in. it was fantastic but it very soon turned to rain. and of course that's caused a lot of problems here in pateley bridge. we're in a valley and all of the roads out of this village are very steep. so this morning there were cars sliding all over the place and struggling and having to abandon their vehicles to come in and out of the village. things are an improving picture, at least as far as the roads are concerned. but the problem now is that its solid rain and there's loads of slush underfoot, so the roads are still hazardous because there's big piles of slush and snow collecting in places and bits of flooding. there's been some disruption.

you talked about the cancellations, delays and diversions that have been taking place at newcastle airport. i understand that planes are now landing there again and hopefully things will be getting back to normal. there's also been a football fixture called off in blackburn. they were due to play portsmouth. well, maybe the away fans will be pleased that that that fixture has been cancelled and will be rearranged. also, you mentioned there have been power cuts. we think that there's about 1500 homes in west and north yorkshire without power, and northern power grid are working as hard as they can to restore power. but conditions are very unpleasant and some roads are very inaccessible. the little side roads are still very inaccessible, but here in pateley bridge it is in terms of driving at least an improving picture, albeit not very nice to be

so thanet parkway in kent, the line from ramsgate across to canterbury and then on to london that is blocked because of a fallen tree. network rail are on their way to remove the tree, but at the moment there's nothing moving to the east of that tree. birmingham new street absolutely the busiest railway station outside london. problems there because of an object caught in the overhead wires, presumably because of the high winds. and ifear later on we might well get those trampolines blowing from people's back gardens onto railway lines, which always seem to occur during times of high winds. elsewhere, you mentioned avanti west coast saying no travel north of preston if you can avoid it, that's going up to the lake district, to carlisle and to glasgow. south western railways don't go west of basingstoke. and then a whole pattern of cancellations across scotland,

including the line from glasgow queen street to 0ban, which is only going as far as crianlarich. if you were hoping to get to 0ban and get a cal mac, caledonian macbrayne ferry, that probably won't happen. they've cancelled theirs to tiree and to barra and further north, the main link to the outer hebrides from ullapool to stornoway. that's not sailing anywhere. up and down the irish sea you can expect disruption. a number of cancellations from belfast and larne across to cairnryan, also dublin to holyhead and actually in the english channel. there's no end to these cancellations. dfds says its afternoon sailing to dieppe from newhaven will not be going. don't forget, national rail is one of the best places to find

what rail services are operating. the only amber warning still in force for the snow is in scotland. earlier, we spoke to our scotland correspondent, catriona renton who was keeping an eye on the sitution in pitlochry. she told us what people in scotland should be preparing for. it was snowing here earlier, but you can see now that it's sleet here in pitlochry. now the amber warning here in perth and kinross and in angus, aberdeenshire and in parts of the highlands stays in place until 5:00 this afternoon. now, there were more problems in the south of scotland this morning. there was an amber warning there which has now expired. the part of the main route south, the m7a was closed for a time and there had been dangerous driving conditions in the borders. now the central belt, which was not covered by an amber warning but covered by a yellow one, has had considerable disruption with congestion on the m8, scotland's busiest motorway between glasgow and edinburgh, and in edinburgh, lothian buses have cancelled all of their services because of safety concerns

and the advice, of course, is to be careful if you're going out and to not drive, if you have to, unless you have to. sorry. and the other advice, of course, is that there's more of this coming with heavy rain and wind forecast into the morning. and catriona has been speaking to people in pitlochry, asking them what they make of the conditions. other parts of scotland have been worst affected in here today. but we are all right. so that is just a normal day. and is this your business? yeah. yeah, this is our business. so will this affect you, do you think? probably. um, yeah. because obviously people have been told not to travel and stuff, which you're going to have to see anyway because you sometimes can't predict it too accurately. but that's what it is. oh, it's horrible actually. we knew it yesterday. but yeah, this is worst rather than last year. i so we didn't expect this kind of weather in this year. - but everybody said this will be worse. |

yeah. if it's not bad, we'll turn back. but if not, we're going to get a nice fire on, nice fire - oi'i. paul tompkins is a dairy farmer in york — you might have seen some of him in our top story. he's also chair of the national farming union's dairy board. he spoke to me about how farmers are coping with storm bert. well, the dark clouds that have been looming over this farm since the chancellor's budget have become really ominous today here in the vale of york. the weather is still very chilly and the wind is picking up. the snow is now, though, turning. snow is turning to sleet and now rain. uh, so it's been a cold start to the day. that means for us that we're having to give our cows lots of extra bedding to lie in to keep warm. but it's the deluge. the winds picking up now. behind me. it's the deluge of of rain, which is really the problem. and we're forecast to get a significant amount of rain through today, and it does tend to get into places which are really

difficult to manage. so it's when the war and we all know water can cause damage. ——water. it's when it gets into the cows feed and starts ruining feed, and it starts causing me real headaches or blocking up drains and gullies. uh, cleaning out those, that's the sort of things that i've got in store for my afternoon. but farms across the country, you know, whilst we experience these extreme events, it wasn't so long. we were talking about the hottest summer on record or the coldest beast from the east. do you remember that? we're now talking about excess rainfall. these extremes do seem to be coming more frequently, but one things for sure right across the country today. farmers are going to be out tending their livestock, checking on their on their on their outbuildings and their farms, their borders, their fences. and we will be keeping the, you

know, food production going. yeah. and let's have a word about the animals. um, how do they cope in this weather? i assume that a lot of farmers have some sort of barns that they can bring their livestock into if it is really bad. but i know i grew up in devon, and even in in the snow you would see the sheep still quite happily sitting in the field while there was snow all around them. yeah, you're absolutely right. different livestock behave differently towards the weather. i have to tell you, the cows that i have seem to be a bit, um, delicate when it comes to the rain. they hate facing into it. so ours come into barns, usually in the winter months anyway, so we've been able to prepare and bring them in ready for the winter months already. but that doesn't mean, like i say, that they don't get cold or need lots of bedding to keep them warm. the sheep mostly us in the fields. i've been out to see them this morning. they're wet, but they tend to fly spots, find spots behind walls or under trees in which they can, um, they can, um, they can dig down, dig deep and ride

out the storm. ijust want i just want to bring you ijust want to bring you a line of breaking news from hampshire police. they say a man in his 60 hat has died. they were called to a report of a fallen tree to a car on the a23a and that driver of a black mercedes was confirmed to have died at the scene. they are appealing for anyone, witnesses or anyone who has dash cam footage. we don't know if it is linked to the storm, but it is certainly after a tree has fallen on a car. a man in his 60s has died on the a3a in hampshire. the police are appealing for witnesses to that incident. they also say a lengthy lane closures have been emplaced while the emergency services work at the scene and they want
