the, "war between the believers and the disbelievers". the fbi said they recovered two improvised explosive devices that were left in ice boxes, one on the cross section of bourbon and orleans street and the second at an intersection two blocks away. officials now have surveillance footage that shows jabbar placing the devices where they were found. an address in mandeville, a city near new orleans, is still being searched for potential evidence. we know that he specifically picked out bourbon street. not quite sure why. i mean, i think one can assume that it was because there were lots of people, new year's eve, you know with a target for an attack. that's the stuff in the coming days, as far as that path to radicalisation goes, that we're really going to be digging into and making a priority of. so what i can tell you right
8:03 pm
now is that he was 100% inspired by isis. it will be some relief to people in new orleans to hear jabbar was working alone. tonight there are thousands of football fans in the city for the sugar bowl. the quarterfinal between georgia and notre dame which was postponed for 2h hours to give the authorities more time. carl nasman is in new orleans. and on, as you can see, bourbon street. why don't you give us a show and tell around the area so we can see what it looks like. , . , . ,., so we can see what it looks like. , . , . . like. christian, 'ust about an hour ago h like. christian, just about an hour ago bourbon _ like. christian, just about an hour ago bourbon street - hour ago bourbon street reopening to pedestrians only, but this is the first look we're starting to get that attack took place and also the city is starting to move forward, beginning to recover from this attack. i want to show you you the way the city is grieving and mourning the 14 victims of that attack on new year's day. you can see here 14

yellow roses along with the mardi gras beads, these were laid during a ceremony, christian, that took place before bourbon street reopening. we were hearing from the head of police here, they said it was very important that that type of ceremony happened before they let people come back and begin to have fun and carry on the traditions we always see her on bourbon street, gathering of local religious leaders. i do want to show you something else, because there will be questions asked about security on the day and how this was able to take place. you can see behind me, this is a security barrier. this was here on new year's day. this is lifted now, but on the night of the attack it was down, so traffic and obviously the attacker was able to drive on to bourbon street, reportedly, according to local media, the concern was it could get stuck in an up position, that might*ve prevented emergency services from driving and if that was necessary, that was the concern why it wasn't lifted on the day and that is
8:05 pm
the thinking about why that wasn't actually in place and ready. if you can look here now, we are going to walk into bourbon street. these are new in place, new security measures you might often see them during mardi gras but this has now been placed by local authorities, they said look, we are confident bourbon street is safe but what we want to make sure is that the public feel safe. these yellow barriers here, that's part of that process, part of trying to make sure that the people feel they can return to normal life or at least as close as they can. we'll just least as close as they can. we'lljust make our way a little into bourbon street, you can see lots of fans out now, football fans, notre dame fan here hitting ready for the sugar bowl. that will start off in about an hour or so, plenty of georgia fans here, too. business is beginning to reopen, people returning to bourbon street, obviously this is not, though, how they wanted this day to play out. homeland security department had warned law enforcement last month of

music and the people, having a good time, and we saw these doors open with some live music being played so we walked in there, and within a few minutes that we were inside, we heard the gunshots and the people that, the bar that we were at, they shut the doors and they told us all to get down. and they locked us in there. and we were in there probably about five minutes, we took cover and when we walked out we saw the truck that was crashed right in front of us, right in front of where we were at and we didn't really even know what happened, we didn't know it was just an accident and then we saw people on the floor and first responders giving cpr and we stood there and watch them try to save this young kid that was similar in age to my son. so i got really emotional, i was in shock and just washing them trying to save this young kid

were down yesterday, the view was taken that they needed to be updated in time for the super bowl, and so there were makeshift bollards in place. what are your feelings about that given the warnings that had already been given by the homeland security department? i think they definitely should have took those precautions with everything that's going on right now. it's a real theme with these terrorist threats and they do carry them out and when you're dealing with that many people in places that are saturated like that, i think it's so important to take those threats seriously and do everything possible to keep all these innocent people safe that are out there to just have a good time with her family. ruth and jonathan — good time with her family. ruth and jonathan chavez, _ good time with her family. ruth and jonathan chavez, we - good time with her family. ruth and jonathan chavez, we are glad you're safe and well. i know it's not easy to talk about it but we appreciate it. we'll take a short break. around the world and here in the uk, you are watching bbc news.

us authorities say there is no apparent connection linking the attack in new orleans with the explosion of that tesla cybertruck outside the trump international hotel in las vegas yesterday. even though there are some curious similarities. the dead man recovered from the vehicle has been named as matthew alan livelsberger, a 37—year—old green beret who was with the tenth special forces, he had served in afghanistan and was on leave at the time. he too had crossed states lines, driving the cybertruck truck from colorado to nevada, recharging at various tesla station along the way. the fbi say vehicle was first spotted on the strip early new year's day, pulling into the hotel, for the first timejust after seven in the morning, and then returning to park in the valet area just an hour later. it exploded 17 seconds after coming to a standstill. the agents said the man inside the tesla had shot himself before
8:15 pm
it exploded. we do know that are subject here is served in the military, in fact he's a current member of the military. both of the subjects served at fort bragg, north carolina. what we do know about that is, it's a very large military base and we have no record that they served in the same unit or even the same years at fort bragg, something that continues to remain under investigation. lilyjamali is in las vegas. if they are not connected and there is no suggestion as we just heard that they are, there are a number of coincidences in the two attacks that were staged on the same day. there really are. _ staged on the same day. there really are, both _ staged on the same day. there really are, both on _ staged on the same day. there really are, both on new- staged on the same day. there really are, both on new year's| really are, both on new year's day and both people as you heard there, that served in the military, in fact the perpetrator, the proof and believed to have perpetrated the attacker was an active member. new mention he was in

the greene berets, that is an elite branch of the us military and that cross over at fort bragg, then in afghanistan as well reportedly in the year 2009. law enforcement has been careful about drawing any conclusion and really treating both of these incidents as separate. both of these incidents as separate-— separate. they didn't talk about, really, _ separate. they didn't talk about, really, in- separate. they didn't talk about, really, in that - separate. they didn't talk. about, really, in that press conference was motive. that's absolutely _ conference was motive. that's absolutely right, _ conference was motive. that's absolutely right, we _ conference was motive. that's absolutely right, we do - conference was motive. that's absolutely right, we do not. absolutely right, we do not have a motive from law enforcement officials at this point. and that is something that so many people i have questions about. one officials said something ifound questions about. one officials said something i found very striking in the press conference. it's not lost on them that this incident in las vegas took place in front of the trump hotel, a trump building, and it involves a tesla vehicle, the ceo of tesla of course is elon musk who has

forged close relationship with the president—elect of late. he is very visible, heading up along with vic ramaswamy, the department of government efficiency aimed at cutting back government spending. his presence in this future administration has not been welcomed necessarily by all. the truck was packed with explosives, weapons in the back and a handgun found in the driver's foot well.— driver's foot well. that's ri . ht. driver's foot well. that's right- in _ driver's foot well. that's right. in addition - driver's foot well. that's right. in addition to - driver's foot well. that's right. in addition to the | right. in addition to the fireworks and fuel enhancers from what law enforcement officials said yesterday, this morning we learned there were multiple firearms in this vehicle, that the subject of the vehicle in fact had sustained a gunshot wound to the head and a handgun was found at his feet and this vehicle. you have to understand that, you saw the explosion, you saw the visuals and law enforcement officials talked about this today, how the person's body was so badly burned that they are really in

the beginnings of this investigation. what we did see was military identification, there was a passport, matthew levels burger of colorado springs located inside the vehicle. they will only confirm that he was the subject and the vehicle when they can confirm it with dna evidence.- vehicle when they can confirm it with dna evidence. thank you very much _ it with dna evidence. thank you very much for— it with dna evidence. thank you very much for that. _ new orleans is the deadliest isis inspired attack they have had us soil in several years. thinking back to others there was a 2015 shooting — by a husband—and—wife team who killed 1a people in san bernardino, california. in 2016 massacre at a gay nightclub in orlando, by a gunman who killed 49 people, and similarly had pledged his allegiance on a 911 call to the then isis leader al—baghdadi. perhaps there was this perception the threat had gone away, in spite of the warnings issued by the intelligence agencies.
8:19 pm
just this past summer fbi director christopher wray said he was "hard pressed to think of a time in my career where so many different kinds of threats were all elevated at once. clearly going forward that has implications for some big upcoming events, the funeral of the late former presidentjimmy carter, the inaguration, and next month the super bowl in new orleans. joining me now is dr matthew levitt, director of the reinhard counterterrorism programme at the washington institute and former fbi agent. you're very welcome to the programme. let's pick up one of the similarities between these two men, in terms of the threat level, and that is that they are both, both served in the military, when a veteran, one still serving. military, when a veteran, one still serving-— still serving. thanks for havin: still serving. thanks for having me _ still serving. thanks for having me on _ still serving. thanks for having me on the - still serving. thanks for - having me on the programme. that's very concerning because when people come out of the military, when they were serving in the military they are learning some unique skill sets but i think it's important to remember that the overall percentage of people who are
8:20 pm
serving or have served and compare that to the number of people who have come from the military and engage next violence a small number. it's large enough however that people are concerned under really a look both within the us military and social service organisations outside the military at what more can be done to prepare people who are leaving the military to enter society, leave a place where violence is part of your life and go into a place where it's not supposed to be. it's too early to say if the military link between these two marks something different than what was, or if it really is a coincidence that you had to people who carried out attacks at a time when people tend to carry out attacks, not because there is significance to it for any particular militant group but because there are lots of people out and about. because there's lots of media attention. and so we need to kind of wait until more information comes out, as you heard from law enforcement. they have no definitive ties
8:21 pm
between these two people yet, despite serving at the same basic different times, we will know more fairly quickly and we should try not to speculate. obviously, we have good experience of this here in europe. there is a big difference between isis inspired and isis directed. i think one of the things that directors will need to ascertain is whether he was inspired online by videos he'd search for himself, or was he conspiring with others overseas, and that is an important factor. absolutely. auain, important factor. absolutely. again. too — important factor. absolutely. again, too early _ important factor. absolutely. again, too early to _ important factor. absolutely. again, too early to know - important factor. absolutely. again, too early to know forl again, too early to know for sure but statistically, it's far more likely for him to be a home—grown violent extremists who was inspired by material he consumed, that was put out there on social media or anybody who is interested to dip into. far more likely that that would be the case then that would be the case then that he was actually in touch with actual isis personnel or even more so that he was directed by some of them, before and directed attack. we have had very few of those in the united states, the last i

can think of was the attack at the military base in pensacola florida which was not an islamic state, it was al-qaeda in the arabian peninsula. hagar do in the arabian peninsula. how do ou in the arabian peninsula. how do you think _ in the arabian peninsula. how do you think this _ in the arabian peninsula. how do you think this affects - in the arabian peninsula. how do you think this affects those big events that are coming out, notably the inauguration and funeral ofjimmy carter? i think it's more of an issue for the public, for the average person watching tv. there haven't been a lot of successful attacks, thank god, and therefore may be this threat isn't so big. for people who followed this very closely, it certainly does and the fbi and others that you just mentioned from director ray, this is an ongoing day—to—day offence. so from law enforcement and intelligence perspective, the surprise of course is that these attacks go through —— were both successful, devastating. it was not that a perpetrator tried to carry them out. for me, the big take away is that there is no

such thing as 100% success even among the best of the best. the bad guys got to get it right once and they will carry out attack, we have to get it right every single time and that is just not possible. we'll find out later if there was a ball that was dropped, something was missed, that won't necessarily be the case, it's just not possible to stop every bad person from doing something wrong all the time. find person from doing something wrong all the time.— person from doing something wrong all the time. and yet joe biden wrong all the time. and yet joe itiden has _ wrong all the time. and yet joe biden has talked _ wrong all the time. and yet joe biden has talked about - wrong all the time. and yet joe biden has talked about the - biden has talked about the threat over the horizon. he talked about that when they withdrew from afghanistan and christopher reyes talked about that. isis linked to afghanistan, a few weeks ago donald trump said not our fight when we were talking about the collapse of the regime in syria, but we know that there is a resurgent isis group in syria and we also know what happens when a vacuum is left. do you think this perhaps changes the way donald trump will view foreign policy? idat
8:24 pm
will view foreign policy? not likel . will view foreign policy? not likely- and _ will view foreign policy? not likely. and partly _ will view foreign policy? iirrt likely. and partly because it is not likely we are going to see a direct connection either to afghanistan or syria. i don't know, but it's not the most likely scenario. these things will be shaped as politicians will shape them. i think it is the case that fighting counterterrorism over the horizon is much more difficult when you're not there, but these two incidents will not necessarily have bearing on that because they will most likely be cases of home—grown violent extremism. my home—grown violent extremism. my biggest concern about syria, frankly, is that we have isis fighters who have been in detention since isis suffered territorial defeat and if someone isn't there to detain them or to get them to their home countries to be detained and tried to, then we could see them go free. we could see them break out of prison. and so the situation that we've enjoyed the past few years where isis has been less of a threat is

not something we can take as a given and we have to keep at that. dr given and we have to keep at that. , ~. given and we have to keep at that. , that. dr matthew levitt, good to talk to you _ that. dr matthew levitt, good to talk to you tonight, - that. dr matthew levitt, good to talk to you tonight, good i that. dr matthew levitt, good| to talk to you tonight, good to have you on the programme. let's leave you with some pictures from new orleans. we can show you the sugar bowl game which is about to begin in the next half an hour, the game between georgia and notre dame, also people there, lots of security as well, officers brought in and sniffer dodds tonight to reassure the public there will be some relief they think that they know this man was acting alone. hello. well, it's felt pretty bitter outside today given the brisk north/north—westerly winds. but despite the cold air, the brisk winds, many of us have had blue skies and sparkling visibility. lots of sunshine. there have been a few, though, that have seen different weather. and across northern scotland, a bit more snow here, the roads already looking quite tricky in places, and there's more snow to come over the next 2a hours as these bitter north/north—westerly winds continue to drag in the arctic air across the uk.
8:26 pm
now, weather—wise, overnight tonight, we've got a little weather front that's going to be bringing a few more centimetres of snow to scotland, particularly the hills. around coastal areas, you're more likely to see a mix of rain and some sleet. it's going to be another cold night with a widespread and sharp frost. that means we're likely to see some icy stretches as we head into friday morning, particularly across the northern half of the uk, where those showers have fed in through the night. now, away from that, many areas starting cold and frosty. another sparkling day for england and wales with lots of blue skies and sunshine. that said, there is a greater chance of showers working into north wales, north—west england and the isle of man on these north—westerly winds as they work through the irish sea. as they work through the irish another cold day, temperatures quite widely 2—4 celsius. heading into the weekend, we start off on a cold and frosty note. saturday sees a veil of clouds spilling across england and wales. that traps cold air near the surface. temperatures really struggling, two or three degrees. brighter for scotland and northern ireland, with a mixture of sunshine and wintry showers.
8:27 pm
but then, as we go through saturday night into sunday and monday, this area of low pressure is set to bring some areas of the uk some severe weather. in the cold air, snow gets right down to sea level, but it's not cold everywhere. so at the south of the weather system, we see snow falling to about 2500m elevation. you'd need to be up a mountain that tall to see snow. in other words, we are more likely to see rain. and that dividing line between the cold and the mild is super sharp and super important. for sunday, then, it's where we see the snow become slow moving and persistent that we're in real trouble. in the south, any snow turns back to rain as that milder air works in. potentially a spell of freezing rain for a time in the hills of north wales, making for some very icy conditions. but where we see the biggest accumulations of snow, over the hills, we could be looking at around 20 to 40cm, enough to cut off some communities this weekend.
