8:51 pm
belarus. dear friends, ladies and gentlemen, we are pleased to welcome you to the high-level international conference eurasian security, reality and prospects in a transforming world, the goal of our conference is discussion , dialogue, inclusive, open, on the topic of eurasian security, you know, today there is a lot of talk about the fact that the world is not just on the verge of the third world war, on the verge nuclear war , we all haven’t heard such dangerous rhetoric since
8:52 pm
the cuban missile crisis, but then the politicians, the people who were responsible for world security, had enough political will, enough strength, to pick up the phones and to agree with each other, in our opinion, this is what is so lacking, today in our time, some, i draw your attention, some of the centers of power, unfortunately, completely exclude the possibility... on issues of eurasian security and planetary security generally. moreover, they prohibit dialogue, such dialogue with their partner, which, of course, does not contribute to improving security on the continent and on the planet as a whole. you know, of course, in every country, on every continent there are a huge number of people who perform
8:53 pm
for dialogue, who want to speak, who want to be heard, many of these... people are in this room today and will take part in our conference, i want to inform you that about 120 people from almost 30 countries of the world have come to us, this political scientists, these are economists, these are scientists, these are politicians of a very high level, these are the heads of international organizations, and we all really hope that our minsk conference will be the first step in ensuring that that same security on the eurasian continent and on the planet in general has become a reality, so i wish us all fruitful work over the next two days, and in order not to procrastinate, i propose to start our high-level plenary meeting, allow me with a welcoming message from president
8:54 pm
belarusvichashenko... dear participants of the conference, dear colleagues, ladies and gentlemen, first of all, allow me to read out the greeting from the president of the republic of belarus, alexander grigoryevich lukashenko, yours. i welcome you to belarus, a friendly and peaceful country, today we we are holding another, open, constructive discussion on the topic of international security, which worries literally every inhabitant of our planet. i am convinced that the conference in minsk will become an expert platform on
8:55 pm
which data will be given. assessments of current events, but most importantly, the political leadership of eurasia will be offered effective countermeasures. challenges and threats, which is why this format of interaction and communication is now more in demand than ever and will always be relevant. i think that it is a difficult task to the prevention of wars and armed conflicts should be decided by people of good will in all countries and on all continents, because guarantees of tranquility and sustainable development... are created by our efforts to maintain peace, resolve emerging disagreements through diplomatic means, and reduce the level of confrontation, hostility and hatred. without
8:56 pm
exaggeration , not only the management decisions you make, but also the maintenance of trust, the lack of which is especially acute at the present time, depends on your professional expertise. has already led to catastrophic consequences in certain regions. i sincerely thank everyone who responded to our invitation to visit belarus. the opinion of each of you is important to us. i sincerely wish the participants and guests of the conference successful fruitful work for the benefit of peace and progress, as well as pleasant impressions from their stay in the hospitable republic of belarus, alexander grigorievich lukashenko.
8:57 pm
dear conference participants. i am sincerely pleased to have the opportunity to officially begin our conference. judging by the active communication before the meeting, it is obvious what to discuss highly relevant topic. you started the prospects for eurasian security in the morning. and this only confirms the fact that this issue not only worries us all, but is essentially existential for our region of greater eurasia and for the world as a whole. the very general understanding of this fact is already the unifying beginning of our conference. let this be the first brick in the foundation. eurasian security and i hope that over time we will be able to find and build all the rest through joint efforts. the head of state is not accidentally emphasized the hospitality,
8:58 pm
friendliness and peacefulness of the belarusian land. i think all of this is an important prerequisite for meetings like ours. we have already met several times in a similar format at the minsk dialogue. discussing european security. at first we tried to find a formula for safety for everyone, then we discussed how to move away from the edge of the abyss. unfortunately, our hopes for the best were not realized. the darkest predictions have come true. on the european continent, which has survived two world wars, we are once again faced a bloody conflict. the prospects for other outbreaks to flare up in various regions of the world are growing. and this, as uncynical as it sounds, becomes commonplace. now, in fact, the whole world is faced with the task of holding on and not stepping into the abyss
8:59 pm
of mutually assured destruction. in the meantime, we are confidently moving in this direction along the so-called escalation ladder. very many. and on different sides they are asking why the lessons of two world wars could not save our continent from the current extreme degree of confrontation and mutual distrust. why did the numerous safety mechanisms that were so painstakingly persistently developed by our predecessors in the seventies, eighties, and early nineties of the last century not work? much has been said on this topic and many copies have been broken. in our opinion, and this is obvious to many sitting in this room, the reason for the current situation is the nato-centric model of security for
9:00 pm
the elite, which the west has promoted and continues to promote. that doesn't mean we will today use this platform for some sweeping accusations. not at all. our goal is frank, inclusive discussion. it was precisely this approach of the western bloc that prevented the osce from becoming a structure that could contribute to the construction of a common security space from vancouver to vladivostok. the west never allowed it to become a full-fledged international organization, and now, instead of a platform for serious discussion of issues of war and peace, it is simply being turned into a model of the rules-based order that we we hear now from many of these countries that supposedly no discussion on security is needed, we just need to forget about the origins of the current
9:01 pm
conflicts, bring everything to... we must definitely force it to submit to western rules, and belarus at the same time, as an ally, and all other countries, it should be recognized that european security does not exist today, either as a fact or as a system. nato members believe that they are the umbrella of their alliance, an alliance that ignores all other structures, mechanisms that could provide common security for everyone, and not only ignores , but tries to reduce their effectiveness, we feel this from the example of the organization of a collective security treaty, what should the rest of the countries and, in general, the countries of greater eurasia, which have serious and justified fears for their security, do. probably, strengthen existing and new
9:02 pm
international organizations, such as the eu, sco, brix, csto, sfmda. here we see examples of a new galaxy, a new generation of organizations that operate on fair principles. western-centricity is becoming a thing of the past, this multipolarity and polycentricity take place. most countries in the world are speaking out. for the diversity of development paths and want their choice to be respected, and not alien principles imposed on them. and in this process, eurasia occupies a key place. if we manage to unite those who understand that the future lies in eurasian interconnectedness, based on a unified security system and stable economic ties, then
9:03 pm
everyone will benefit from this. we do not need to reinvent the wheel and come up with new principles of security and peaceful coexistence. they enshrined in the un charter, the helsinki final act, and other osce documents, which clearly establish the principle of indivisible security. yes, it didn't work in europe. largely because it is separate. the players decided to grossly violate it and strengthen their own security at the expense of others, on the principle, as they say, of a blooming garden in the middle of the jungle, this led to completely logical, catastrophic consequences. in eurasia , the importance of this principle of indivisible security is much better understood and realized. with great respect to international law, national, religious. and each
9:04 pm
other's cultural characteristics. this is the most important basis that can be laid in the formation of a harmonious space of common security. belarus welcomed and supported initiatives aimed at strengthening integration processes in eurasia, although in today's conditions their further development is quite difficult to predict. moreover, still hoping to achieve compromises, we proposed, drawing on the experience of agreeing on the un charter, to begin a global dialogue on security in the spirit of san francisco, because it was at that conference that states were able to put aside their differences and sit down at the negotiating table in the name of common ideals and the peaceful existence of nations. if the west is now not ready to talk about common security, but only about its own, then we proceed from the fact that such a time will come sooner... or later, and
9:05 pm
no one today has ready-made recipes for forming a model of eurasian security, but in this the task of the current conference is to propose, if not a concept, then at least elements, outlines of this model, which in in the future, politicians could use it, here are a few components that i propose to think about: first, we have already formulated the idea of preparing for a charter. century. eurasian countries, and even more broadly, the countries of the global east and south, and in fact the global majority, could be open. and transparently develop a document that would set out the principles for building a fair world order and would reflect the fact of the diversity of civilizations; western countries could also become participants in this process. second, the most serious need
9:06 pm
think about how to stop the movement along the escalation ladder, which will practically develop dialogue between the countries of the eurasian space, using all formats of interstate communication, including the platforms of international organizations and integration associations. we should not forget about the osce, which, despite all its shortcomings, is an integral element of the eurasian security system. the third follows from the second: we all need to strive to reach a serious summit of heads of state of the eurasian space for discussing the future architecture of eurasian security.
9:07 pm
an architecture that would ensure lasting peace on our common great continent. peace is necessary. for progress, creation of sustainable development of countries of peoples. i hope that the ideas developed during our conference will not remain only within its framework, but will receive further development. and the format of this conference, if necessary, will be continued, and we will meet again at the minsk dialogue platform next year. i wish everyone successful work. at the conference, thank you, thank you very much, sergei fedorovich, you know, today a representative of a country, a member of the european union of a very high level, is taking part in our conference, which we see as
9:08 pm
extremely important, given the degree of confrontation on the eurasian continent, between the west and the east, and i am pleased to invite... i present the floor to the minister of foreign affairs of foreign trade of hungary, peter szjaart. mister siarto, i ask you. good morning everybody. dear ministers, participants, conferences. first of all, i would like to express my gratitude for being invited here, i am convinced that dialogue is an important thing, i am convinced that keeping the channels of communication open is very important, it is for this reason that i am
9:09 pm
happy accepted this invitation, and of course, despite the fact that i risk being exposed... unfortunately, it would not be an exaggeration, no longer, to say that global security is now in its worst shape since the end of the cold war, there are two major wars, who are now determine global security, or rather insecurity. at the moment, one of them is happening right in our neighborhood , since we are neighbors of ukraine, the second is happening in close proximity to europe, and the consequences of this military conflict seriously affect us as well, there are
9:10 pm
many consequences, and among them, the threat of even new ones waves of mass migration to europe. and there are also problems related to security issues, these two threats, the largest threats cause serious difficulties for us in europe, but security issues are just one of two sets of major challenges that we now face, there is another challenge that the eu is now facing, and this is a serious... level of competitiveness of the european economy, this is not just a political statement, it is a statement based on facts, last year was the first year when china took over the eu
9:11 pm
's second place in terms of share in global gdp, in 2010 europe was in the lead with 22% versus nine, compared to china, now china has an 18% share of the global gdp, and the eu has only 17, for the first time, the european union for the third place instead of being... second in this competition. and returning to the debate about how the european economy should develop over the past 10-15 years, i would recall here an expression that was mentioned many times by western european politicians, and it was about a trade zone from lisbon to vladivostok. many years. this was an ideal that should have become the basis for the economic development of europe, but we know
9:12 pm
that now this is nothing more than an illusion, since the ties between russia and europe, cooperation has gradually come to naught in recent years; the european continent, the european union itself, has faced serious problems. and this has put us in front of a difficult choice in europe , we, hungarians, members of the european union and members of nato, further, we are interested in europe being strong and safe, in order for it to be strong and safe, but the question is what do we need for for europe to be strong and secure again. and we are convinced that there are two things that
9:13 pm
are necessary for this, the first is peace, the second is this is connection, peace is connectedness, this is what will allow europe to be strong and safe again, european peoples, including hungarians, have already paid a great price for the war in ukraine, despite the fact that we do not bear any responsibility for it, europeans are dying, european the infrastructure is collapsing. and we, the citizens of hungary, do not want more people to die, we do not want more people to die, and we do not want further destruction to occur, so we, the hungarians, stand for peace, peace as soon as possible, and we do not agree with those who say that the circumstances and conditions for peace will develop by themselves over time, we believe that the conditions for peace. will only get worse over time, because with every new
9:14 pm
day that this war goes on, more people die, and the destruction multiplies, i am convinced that the war in our neighborhood has no solution on the battlefield, what we see on the field fighting is not a solution to the problem, it is just death of people and destruction, and the solution is built around the process of negotiations, it is at the negotiating table. we are confident that communication channels should kept open, again, that's one of the reasons why i'm here now, if we think that - the channels of communication need to be cut off, we thus lose any hope of making peace, and we have to raise the question altogether, why do we need diplomats, what is the main goal of diplomacy, it is to talk to each other to find a solution to the most difficult issues that exist we, the people of hungary, we do not want the world to be
9:15 pm
divided into blocs again, for us it was would be the worst case scenario, we have very bad memories of those times when the world was divided into a bloc , we were then the losing side in this world order, so we are hungary, based on our national interests, our experience... we stand for civilized cooperation and pragmatic dialogue between east and west, we want for this to be the status quo again. and there is a real demand for this in real life. now, while we are listening to the speeches of politicians in some european countries, we hear an expression that roughly translates as
9:16 pm
disconnection. but we are ready to successfully become a point of contact between. the success of the western economy of western countries is almost impossible to imagine without cooperation with the eastern economy, and the opposite is also true, the backbone of the european economy is the european automobile industry, but the european automobile industry will not be able, in the new century of development of this industry, precisely the construction of electric vehicles without resource suppliers, this very simply, eastern and western economies depend on each other, whether you like it or not no, that's the fact. and in recent years, even
9:17 pm
decades, the foundation of constant economic development of the economy has been good. and this combination has now fallen apart, mainly, unfortunately, as a result of this, now in europe we pay four times more for gas than in the usa, we pay three times more for electricity than people in china, it is very difficult to understand, how can the european economy be competitive in such conditions, and there is another serious consequence of the last year and a half, very practical issues have been held hostage ideological debates, for example, energy supply, we look at the secure supply of energy resources as a more everyday, practical issue than a political one,
9:18 pm
energy has nothing to do with politics, it is not a political statement. this is a matter of physical reality and it is the duty and responsibility of the hungarian government to guarantee a safe supply of energy to the country, since this is physically impossible without russian sources, we will continue to cooperate in reasonable relations with russia. mister minister, i would like to say the following: what we need in order to make europe capable of finding good and successful answers to the challenges it faces, what we need in order to avoid further deterioration of the situation in europe, these are three things: first, stop the war in ukraine, this is our
9:19 pm
first priority: ending the war in ukraine, concluding peace there, therefore: immediately, without delay, we need to cease fire and hold peace negotiations that would allow us to come to a peaceful solution, if we don’t come to it, we will continue to die people, and destruction will continue. so, the first thing is to stop the war in ukraine and establish peace. the second is the restoration of a civilized dialogue between the west and the east. we need to return to reasonable dialogue. with a friend, we must make sure that instead of an ideologically politicized dialogue, which is impossible, we return to communication based on mutual respect, rationality and common sense, and we, hungarians, are ready to continue to work for the benefit of peace in ukraine, for the benefit of a civilized dialogue between the east west, for the good
9:20 pm
mutual respect and rational relations between east and west, again i thank you for ... for giving me the floor, even knowing that we are unlikely to agree 100%, but one way or another, if we do not even in these conditions talk to each other friend, we will lose hope for a better future, thank you very much again for the invitation, thank you very much, mr. särta, for an extremely informative and interesting speech, but now let me... give the floor to the minister of foreign affairs of the russian federation, sergei lavrov. please, sergei viktorovich. kind day. dear sergei fetrovich, dear ministers, colleagues, thank you for the invitation to the conference on eurasian security. for
9:21 pm
me, this is a very important opportunity to continue our. dialogue with interested members of foreign policy services and the expert community on how we can further build our policy, and first of all, i would like to sincerely express my gratitude to the initiator of the conference, alexander grigorevich lukashenko , for this initiative, and to all our belarusian friends. international relations are experiencing new, truly epochal, tectonic shifts, a more equitable multipolar world order is being born before our eyes, based on the cultural and civilizational diversity of the modern world. the natural right of peoples to determine for themselves the paths and models of their development, implementing the most important principle of the united nations organization, written in
9:22 pm
its charter: the sovereign equality of states. a sign of the times is the desire of an increasing number of states in the global south and east to strengthen their sovereignty in all areas, to implement a pragmatic, independent, nationally oriented course in world affairs, which was most clearly reflected, most recently, in the process of rapid expansion of brix. the geopolitical balance of power continues to change not in favor of the historical, collective, no matter what you call it, west, and this is beginning to be recognized, including publicly, by representatives of western elites who have started talking about the end of the post -cold war era, president bayton also spoke about this, and not so long ago president macron and other. leaders of western countries, and these main trends also influence the international processes that are unfolding on our common continent of eurasia.
9:23 pm
new world centers continue to strengthen their positions here. they not only have large-scale potential, but also demonstrate the political will to search for solutions in the spheres of politics, security and economics that would be based on a verified balance of interests. about this in particular. and president putin also said just a week ago in beijing, speaking at the third belt and road forum, the efforts of the world majority countries, including russia , to promote a positive, forward-looking interstate agenda in eurasia and other regions of the planet are encountering fierce resistance from the western minority. the united states and its satellites do not hide their goals: to maintain dominance. to monopolize the right to make globally significant decisions, unilateral non-consensus rules of the game are imposed on the international community, the so-called order based on
9:24 pm
rules, in relation to those who disagree, the collective west applies a wide range of methods of pressure from unilateral coercive measures to demonization in the global information space, clearly making a disastrous choice in favor of geopolitical games from zero. the state of the north atlantic alliance led by washington provoked a serious security crisis in the european part of our continent, and they have been doing this for many years, this includes the bombing of yugoslavia, the forced separation of kosovo from serbia, the reckless expansion of nato to the east, contrary to the promises made to the soviet leadership, support for the unconstitutional armed coup in ukraine and many years of pumping... the criminal kiev regime with billions of dollars in weapons for the war against russia are all part of one chain. without the direct encouragement of the united states, kiev would not have dared to take the path
9:25 pm
of destroying the entire russian language, education, media, culture, orthodoxy, would not have dared to legally and physically exterminate the opposition and openly introduce nazi orders of magnitude. including the legislator. at the hands of the west, the system of confidence-building measures and arms control in europe has been destroyed; it is enough to mention the withdrawal of the united states from the anti-missile defense treaties and the ban on intermediate-range missiles over open skies. increased strategic risks are created due to the forward deployment of american nuclear weapons in a number of european countries and the implementation of so -called joint nuclear missions. has an extremely destabilizing charge against the backdrop of a general increase in threats from nato, forcing us to resort to compensatory measures.
9:26 pm
western geopolitical engineers, who, apparently, have lost any connection with reality and imagine themselves to be the representatives of the lord god on earth, are not embarrassed that by their actions they trampled on the assumptions made at the highest level, including in the osce, which peter mentioned today, obligation to comply with the principles. equal indivisible security, not to strengthen one’s own security at the expense of others, not to allow any country or organization to dominate europe, and the osce itself, which was originally conceived as a pan-european platform for equal dialogue and broad cooperation, through the efforts of nato members and members of the european union, is turning into a marginal structure that does not influence the state of affairs in the security sphere to any extent. the true intentions of western politicians were once again revealed when washington and brussels arrogantly rejected russia's nomination in
9:27 pm
december. 2021 proposal to agree on reliable security guarantees to resolve the situation around ukraine without its involvement in nato and without using kiev regime against legitimate russian interests. they didn’t even want to talk to us seriously. the military activity of the alliance is consistently and multiply increasing. the series was unprecedented since the end of the cold war. recent joint exercises of the united states and its allies in the bloc, including testing scenarios for the use of nuclear weapons against targets on the territory of the russian federation. washington is pushing the most aggressive russophobes from europe to the front ranks of the proponents of such a reckless course. hoping to entice other members of the european union and nato to follow them, and of course
9:28 pm
to sit out overseas. on... members of the european union against the russian federation and demanding that they sever all trade , economic, investment and cultural ties with russia, while simultaneously organizing terrorist attacks like the bombing of the nord stream, which no one is going to investigate, and many other actions that destroy the infrastructure that was being created decades, ensuring interconnectedness, as my... colleague spoke about today before me, the economies of the west and the east of the continent, all this destroys the foundations that, to a decisive extent, ensured very rapid, sustainable economic growth and the socio-economic development of the countries of the european union as well. nato doctrinal documents declare russia a direct threat. there is an open, hybrid, whatever you want to call it, war against us. but
9:29 pm
this is a real war using all available forces and means, the declared task is to inflict a strategic defeat on russia on the battlefield, including and above all with the hands and bodies of ukrainian neo-nazis, subsequently put together some new european architecture, but without russia and without belarus. remember the invention of the so-called european. community, president macron came up with this initiative, it was openly announced that everyone was invited except moscow and minsk. i think there is no need to explain how short-sighted and simply unprofessional this is for any person who decided to engage in foreign policy, build security in europe, without taking into account opinions and legitimate interests.
9:30 pm
the attempts of the kiev regime are just as unpromising. security from their western masters. this also suggests that the goal is to tear russia away from those and belarus from those agreements that the west subsequently wants to build on the continent. they openly say: yes, we will have to reckon with russia, and after the war we will have to ensure some kind of agreements that would protect us from russia. that's the mentality. back in march in april 20202 and which led to the fact that the principles were agreed upon between the negotiators of moscow and kiev, but these principles seemed insufficient for the united states, and london and the anglo-saxons were simply banned, this is well known, those who were related to
9:31 pm
those in the united states and others are now writing about it, and even more so, especially now it’s difficult to talk about something when the west declares every day that russia must be defeated on the battlefield, and zelsky has forbidden all his employees to enter into any negotiations with russia, with the putin government, but it is obvious that it is aggression. against russia, just part of the us crusade, and its satellites against any member of the international community who demonstrates independence and defends national interests. there is a clear desire of washington and its allies to create a long-term point of tension in the asia-pacific region, which is already openly declared, is, in their opinion , nato’s area of responsibility , the situation around taiwan is being deliberately escalated,
9:32 pm
various narrow formats are being put together for military preparations with the participation of the anglo-saxons, i mean aucus , and their obedient fellow travelers, the so-called... china is advancing, the isolation of russia and the collapse of the open, equal regional architecture based on consensus that has developed around the oceans. recently, with particular zeal, the united states has been striving to extend its destructive influence to central asia and the southern caucasus. they continue to rock the situation in the middle east, the consequences. the undermining of the principles of the un charter and the decisions of its security council is still being felt by the people of iraq, libya, syria, yemen, sudan and, of course, palestine. washington's attempts
9:33 pm
to monopolize the middle east process settlement have led to the current catastrophic situation, condemning terrorist acts and any other actions that violate international humanitarian law causing harm to civilians, russia calls for an immediate cessation of hostilities and the resumption of negotiations on the creation of an independent palestinian state, solemnly promised to the palestinians almost 75 years ago. president putin spoke about this in detail yesterday once again. taking into account the destructive line of the west to undermine the sustainable development of eurasia, its lack of readiness for fair competition and teamwork as never before. a new continent-wide architecture of equal security, which is actually the goal convened on the initiative of the president of the republic of belarus, an architecture conference that is as open as possible to the widest range of states ready for
9:34 pm
equal and constructive interaction. the goal is to stitch, connect, as peter said, eurasia into a united space to counter common challenges in the name of ensuring peace and prosperity for all, i emphasize again, all its peoples. in in this context, it is logical to rely on the potential of existing international structures that operate on our continent , of course, i’ll start with the union state of belarus and russia, the collective security treaty organization, the eurasian economic union, the commonwealth of independent states, the shanghai cooperation organization. the league of arab states, the cooperation council of the gulf states , the association of southeast asian states, ocean, other unification processes on the continent are also promising, in including in central asia and the southern
9:35 pm
caucasus. between many of the mentioned formats, contacts have already been established in one form or another , including at the level of executive secretariats, there is an exchange of experience and information, that is , complementarity is naturally developing, that very connectedness, a positive natural division of labor is developing. if the tasks coincide, then efforts to solve them can and should be combined, increasing their mutual effectiveness. it is in this way, in this vein , that relations between the eurasian economic unions, the shanghai cooperation organization, osian and the chinese belt project. eurasian partnership. a collective approach is in demand not only in the economy, but also in the field of security. in addition to the relevant programs of the sco and csto, we see an opportunity to creatively unleash the potential

of the meeting on interaction and confidence-building measures in asia. as part of the work to transform it into a full-fledged organization, this structure could become a platform for discussion in circles. eurasian agenda, including and issues of ensuring military-political stability on a mutually acceptable basis. belarusian friends are holding today's event under the auspices of their chairmanship in the odb. organizations that are celebrating their twentieth anniversary this year are proving their effectiveness in practice , helping to ensure the security of their members and contributing to pan-eurasian cooperation. i would like to recall the initiative of the leaders of the cst state to launch a dialogue between the integration structures
9:37 pm
of the continent for the exchange of views. it could to become an important step in understanding the prospects for building an indivisible eurasian space of mutual trust, including in the context of discussions on the diversity charter, which the minister of belarus mentioned today; diversity, of course, should be much wider than sat and jungle mister. who came up with this scheme, did not mention either the taiga, or the tundra , or the sultry sands of the central asian deserts, so i think we must correct such a narrow view of the universe, it is important that the discussions i am talking about, and which , as i understand it, in
9:38 pm
in which everyone is interested, based on generally recognized norms of international law, first of all... european security should be inclusive, take into account the interests of all countries of the continent without exception , literally from lisbon to vladivostok, but this conversation should be honest, aimed at achieving practical results, and not throwing out beautiful slogans. which concealed the desire to pursue a selfish policy anyway, and this dialogue, this architecture, this is what we are talking about, should ultimately to become a solid foundation that helps prevent the resolution of conflicts, the refusal of each state to provide its territory to create threats to anyone, to exclude the possibility of forceful dictatorship from outside ... regional non-continental players, as for
9:39 pm
the attitude of our western neighbors to this prospect the eurasian continent, then well, for now they are obviously completely almost the overwhelming majority of them are completely subordinate to washington, and the prospects for a meaningful conversation with the overwhelming we do not see most of these countries today; they are not viewed. independent, to gain that very strategic autonomy that neighbors on the continent will find the strength to become , president macron and a number of other leaders constantly talk about, if they can abandon neocolonial instincts, from a thoroughly ideological confrontation. to find
9:40 pm
a balance of interests, a fair balance of interests, we will wait and see, but in this regard, i welcome the participation in our conference, the minister of foreign affairs of hungary, my friend, peter siyajart, his participation is evidence that the leadership in budapest sees the opportunity to use natural competitive advantages and cooperation. between the countries of our common continent and the significance of this cooperation for the national interests of hungary for the more effective development of its country for the benefit of its citizens. in any case, the work on eurasian security remains titanic, but delaying its practical start would only create additional risks, so i would like to thank again belarusian friends for a very timely initiative, i am sure that these discussions at the conference will help us better understand
9:41 pm
the prospects that will need to be realized in the interests of our citizens, thank you, thank you very much, sergiy viktorovich for your speech for participating in our conference, now allow us uh let's continue and i give the floor. chargé d'affaires of the people 's republic of china in the republic of belarus luoshi xiong, who will speak on behalf of the ministry of foreign affairs of the chinese people's republic, please. dear conference participants, at the opening of the high-level international conference , i would like to greet everyone, greetings and good wishes, the world is currently entering
