dismayed in the last few days by the way people who don't own a liquor -- this blame game over the ebola crisis. i don't think the republicans in congress would deny the world health organization the funds they did to organize emergencies or cut back on nih's research ability. >> if you see a fence post you know he did not get there by himself. the president thinks this is a problem for democrats. my question to you is how big a problem is ebola for democratic candidates? >> it depends on what happens in the coming days. of the 40 people that came in contact with duncan, they have been cleared now.

another ebola case could last all the way to election day. >> democrats and republicans are picking up in polling. this is a problem for democrats. even if there are no more cases we are not that far away from elections. >> 65% of americans think there is a high likelihood of a major outbreak of ebola in the united states. there is no chance of a major outbreak. >> you are calling the majority of the american people absurd. >> if they start to see the evidence this will not be an issue. if something drives that fear bar higher it will be bad for democrats and everybody. two weeks until the midterms and president obama is back in chicago today exercising his constitutional franchise and casting an early vote. the president visited the campaign office of pat quinn and

brought along some doughnuts. having fun and looking loose. >> i just voted. you just keep on working now. don't get distracted. you passed the bill? congratulations. >> you would think that is a shot from the 2000 12 election day, it is 2014. the president is not a popular figure in america. there is some polling that suggests he is less of a factor than he was a month ago. how much of an now a trust you think he is for democrats at this point? >> he is a big problem. he is out campaigning some. i think the white house is going to have to explain how in the home stretch he is not going to target these races. he is still the biggest factor.

>> it is a little more confiscated -- more complicated. the republicans have done a very good job of bundling in the secret service and isis and ebola and whipping up the sense that america is going to hell in a handbasket. the president is the biggest symbol for that. jama it is not on the playing field nationally. he is leaving it up to these individual candidates. right now a lot of him on the defensive because the president is not getting a lot of upside of the democratic policy. >> it is a good way to distance themselves from obama without having to push him too far away and worrying about the voters they need to get out. >> on friday the president named ron claimed his ebola czar.

strength. he does not have the science background. >> by choosing some but he who didn't have a public health background, it made him a target for people who had public health backgrounds. he is not that guy. president obama tends to -- he doesn't want to do this. >> here is the thing, he will do a good job organizing it. not one democrat can criticize him. that is a great sign for the white house. if democrats are piling on it will be a real problem. as you said before, if this

thing goes away and ron can manage the endgame of it. >> north carolina is our senate race to watch for the day. kay hagan has a small but persistent lead in the polling. but now things may be turning against her. the race will probably be decided on whether voters will think about this taste for obama and in washington or their negative feelings about republicans in raleigh. is kay hagan in danger of any at risk democrat? >> in a moment he will be peaking too early. she has been put on the defense. she has been battered and now republicans have the feeling that they deserve to be supported financially. >> it is about $100 million.

>> he talked on tv to charlie rose and david letterman. we did two things this morning that we really do. we attended an event about infrastructure and we went to queens. we asked him about the political impact of the ebola crisis and how he thinks the obama administration has handled things. >> i think ebola -- you have two competing pensions lack of confidence in government, lack of policing in government, washington gridlock. they can't -- they cannot get anything done, they cannot pass a budget.

you see that lack of confidence experientially rather than running into a real anxiety about a problem that only government can handle. how do we handle ebola? how do we handle terrorism? >> do you think the federal response has been handled well? >> i like to stay within what i know. i can tell you we have never been here.

much more specific and strict and specific a protocol than before pre-and you only get one slip and one mistake. i do not see any political divider, and -- i do not get that.

>> barack obama is doing a great job managing the federal government. it is disturbing we have had a couple of these cases in the united states. saying the president is doing a great job, the polls are not the safest place to be. >> i'm going to tap dance around it in the most politically neutralized way possible. >> we are going to listen to governor cuomo here. >> can you talk about the context that the common public does not have a lot of trust in the public -- in the government? how do you build the broad-based public support system?

>> if you look at new york you have to say these are -- a are a bold aggressive people. and you are not building. i think it goes back to the confidence of the government. you know what happens on government bills. it is going to be over budget. it is going to be wasted and fraud. i don't believe in our government. i do not believe in our government's capacity -- >> how does it get restored? >> not with a speech or words, but by showing confidence.

show the him that you can do it. you value a dollar, you are not going to waste their money, you are efficient and effective and get it done. >> from a personal and political point of view, how du judge your success on election day? >> 51. these are complicated times. there are a lot of issues on the ballot that have nothing to do with the personalities on that ballot. we have tracking on the ballot. we have common core on the ballot. there is no doubt that there is a washington overlay to all of this.

it's a competition between two people. this is a far more complex election than that. i defy even you political genius the year after an election, to remember what the margin was. i don't remember my margin as governor or as attorney general. >> i don't want to put you in a position of calling the governor a liar, he doesn't really know what the margins are? >> i think there's a reasonable chance he could remember what his father's margin number was four numbers right to the decimal place. that is what i think.

>> you heard those poetry and prose there. he is very proud of his record as governor. >> and he is making this case as very neoliberal. there is a dukakis thing to it. this is a platform meets building. i made in new york work and that served the liberal goals of my father and forbearers of the party. how frantically are those democrats scrambling in north carolina. we will find out.

>> al hunt joins us now. there is no baseball to launch today. he has plenty of time to wow us with his wit and wisdom. tell us what you think is going on. >> i think the north carolina senate race is one of the great negative races in the country. whether you hate rally more or hate washington more, the center is running against the speaker of the house and what i think she has done fairly and effectively is to say you may not like watching but look what they did and rally. isis and ebola were none the forefront of people's minds. right now a slight edge to kay hagan. >> is the momentum because of circumstances or is he running a

better campaign? >> republicans say he has the momentum. it has been a rather steady three-point advantage. i think he has gotten his act together. he was really disadvantaged for so long. that was a real problem for him. >> we talked earlier about how this -- how expensive this races. this race looks like it may be the most expensive per capita. why does this race among the dozens or so, why does this become the focus for so much money? >> republican such a this advantage here. it was much stronger than the right-wingers. they had a real party infrastructure there.

she is proven to be more for a zillion -- more resilient. money will not decide this race. >> we have discuss one of the distinctive things about this race is the education. the hagan folks have been trying to talk about government spending on education. has that issue been diluted? >> she has talked more in the last couple of days about women's issues and pay equity. they all own a piece in the sense of what the republicans did in rally. -- in raleigh. it really was a cut.

it resonates in that state more than any other state this year. mi you mentioned senator hagan has been leaning on these issues. it seems natural she would given what we started to see as polling in the last couple of days. you see president obama's number with women and subset of women has not collapsed, certainly -- is she feeling that? she meets those women voters to win this race. is she starting to see some deterioration their? >> i saw charlotte on friday. there is obviously worry about obama. she does not talk about the president a great deal. they know they are going to turn out the african-american vote they need. they are worried about getting their percentage in the high 30's. as of friday they were rather

confident they could achieve that. she probably needs 47 or 48. he's pulling as high as 6% in the polls. >> today josh earnest was saying there is a lot going on in the world, so it does not that surprising the president is off the trail. as we get down to the last week, will it be more of a problem for democrats and the symbolism of that? >> i do not think in georgia or north carolina or some other hotly contested places they are going to limit the fact that barack obama won't be there. i don't think the president is a welcome sight on most campaign trips.

>> you think they are looking for opportunities to say there is a crisis? >> sure. i think that is a good reason. i do not think he is welcome in a lot of places. his popularity is about 35%. if you are kay hagan you don't want somebody at the defy percent, particularly when your opponent links everything. >> i don't want to rub salt in your wounds anymore. >> i think your giants are probably going to win it. i think they are going to go six games. >> you are on record. >> thank you very much will be right back.
