getting a lot of criticism from across the board. have you learned anything or adjusted your behavior particularly those who say you have not been outspoken enough criticizing some of the rhetoric used against the police department? >> the point is, we are in a very difficult moment. our focus has to be on these families, and we are in a season that suggests we have to find a way forward. it's supposed to be a time of peace and reconciliation. i have throughout my public life expressed tremendous respect for the nypd. it is very well-documented. i will continue to. i also think in a democracy that people express their desire for more fair society, and that is right and proper as well, but they must do it peacefully. there certainly can be no violence against those who protect us and who represent our society. the police are our protectors, and it must be respected as such. commissioner bratton has devoted his entire life to this mission.

i learned from him every day about how much perseverance it takes to get there. we have to move forward. it's not going to be the kind of see it was meant to be if there is a division between our police and our community. >> in the wake of the shootings on saturday and the murder of these two police officers, the mayor said he has asked people not to protest at the officers funerals. if this a one off incident tom as horrible as it is, or is it something that's going to be a problem for new york in the country going forward? >> i think in this case it's a one off, but as you mentioned, the rhetoric needs to be quieted. the truth is, there are 40,000 police officers and we need to respect and celebrate them. i don't want to live in a city like that again and am certain you don't either. >> i totally agree. while there is a little bit of

feeling on the edge, as harvell as the tragedy is in the heart rate for those families, despite some of the incredible rhetoric from one of the union heads, i think people are going to see that the city needs to come together, that the tragedy of these two deaths, some good is going to come of it and i think the country will focus on it in a way that we may be able to turn the tide. x maybe some of these stories should have been told sooner. there was a beautiful profile on who these officers were. there are extraordinary people here defending our city. let's tell the stories before hand and maybe people will get their head around it more. you hear the head of the police union saying there is blood on bill de blasio's hands. we have to stop all that and realize we need to come together. >> people around the mayor will tell you that think a lot of the police union behaviors because they have contracts pending and

negotiations and part of it is having to get leverage. turning their back on the mayor at a time of crisis like that is outrageous. as much as the police look -- deserve our support of those cunning hijinks at a time like this are unacceptable and unforgivable. but maybe the mayor should let the protesters taking to the street. we have not seen any administration do that before. the fact that they are in the streets with just a loud voice is unsettling. do you want to be in the street of new york right now? >> i think the battle will continue her in a quieter way in the wake of the tragedy. president obama responds to the attack against sony and the hacking of their computers. today was korea's internet collapsed. the fact of the matter is, we don't know what caused it. i think it's too big a coincidence that this happened right now, but my question is as president obama held a lot of

tools to use to retaliate against north korea either in public or quietly behind the scenes? >> not really, saying it is cyber vandalism and john mccain saying it's an act of war, what can the administration actually do? north korea doesn't have an internet infrastructure. the gdp of north korea is something like $12 billion. sony's market cap is $22 billion. what can obama really do? he's not going to bomb north korea. >> we cannot go to the chinese and say we need your help cracking down on cyber crime. the one thing i think we can do is put back sanctions that hit the north korean elite. that is the one tool i think he has and i think the president probably will do that because that can make squirm. >> even though he has backed off saying it's vandalism, it makes

me think he's not going to take a hard line. >> it's nearly the 105th anniversary of the end of the civil war but rand paul and marco rubio decided they would celebrate a little bit early by charging at each other with their proverbial second amendment bayonets. rubio criticized president obama which led rand paul to smash the keys on his iphone and post on twitter. they took their fight to television. >> i never start a fight, but i'm happy to finish the fight. i think the remarks were a little bit rude and intemperate. he wants to become the chief cheerleader of obama foreign-policy and he thoroughly has the right to do that. why do we want to keep something that's not working?

>> i will continue to oppose the foreign policy on cuba because i know it won't lead to freedom and liberty for the people of cuba, which is my sole interest. >> rand paul does not shy away from fights. did either of these guys have the upper hand in the fight? >> i love rand paul. but marco rubio, is this really going to be your way to get to the presidential election? cuba is important right now, but international aid national age, is this what the country is really going to care about? it doesn't seem like a big enough issue to open the door for him. >> i thought rubio was not particularly commanding on the sunday show appearances. if he's going to try to win as a foreign-policy candidate, he needs to step up his specificity and clarity of attacks. rand paul is a confident guy. >> he's been the one member of the republican party who is connecting with millenial than trying to pull in minorities.

>> this afternoon i talked with the new york police commissioner as he and mayor bill de blasio navigate a racially charged crisis that has taken hold of this city just before what should be the happiest time of the year. we talked about the steps the nypd is taking in the wake of saturday's horrible shooting of two police officers.

>> you have officers out on the street now who have had to adjust some of the way they do business. how much anxiety is there out on the streets? >> in the exercise of caution we did heighten the alert status, if you will, immediately after the homicides, the murders of our officers. we will re-examine that. i'm pretty sure the individual acted on his own and was not part of a larger conspiracy. we will examine the extra security measures we have taken but there is no denying that the officers are feeling both the pain of the loss, but also the idea that they are police officers and faced dangers everyday. this just drives home the idea that the dangers can become very real, very quickly. >> i know you had a chance to

visit with the families. how are they holding up? >> the maronite visited both this morning. the second time we were at the hospital with him the other evening when officer ray most died at the hospital. the families are having great difficulty, as you might imagine. a very close, religious family. a lot of support there. his other family is also very close the chinese customs are so significant to have lost the only son and the wife, married for two months. it's very, very tough scenario. >> one of the aspects is the mayor's relationship with the police force.

you acknowledge this morning that at least some officers have lost confidence and trust in the mayor. you have a lot of confidence in the mayor and his credentials on law enforcement. what is it that you see that others don't? is it your friendship? how is it you come at it from a different place that others don't? >> in the city of new york, every man has had a contentious relationship -- every mayor has had a contentious relationship with the police force, going back to giuliani bloomberg. the experiences with this mayor are nothing new. in terms of the issues of concern i do spend a lot of time with this mayor i know i have received almost $400 million of support run this mayor over and above my budget largely for things that will impact positively on officer safety.

in the circumstance this past weekend, the system that is still in the test phase would perfectly have identified that those shots had been fired at that location. this mayor's heart is at the right place. >> would you call him a law and order mayor? >> is a very strong supporter of law and order in that he has spoken in strong support of broken windows, the philosophy. he has had to take on many of his supporters on that issue and they have tried to equate quality of life with stop and frisk. he understands it's two totally different concepts. there have been a lot of people attacking me for my continued support of that essential policing tool. he has been solidly behind that. >> you been all through -- you

been for a lot of similar things like this and all over the country not just in terms of police officers being shot, but the tough relationship between protesters and some citizens and the police. are we in the middle of something that's going to go on for a while, or is this just a short-term thing? quick i think it would describe it as a change moment, a change opportunity. the police and now expanding to the criminal justice system have been the focus of it but i think it is rocketing. -- broadening. the poverty levels continued to be moving, they seem to be getting worse. the education systems, and a lot of these things impact on minority communities. it is broadening beyond the initial concern about police. we are the most visible, we are in those neighborhoods all the time because we are called to come in and help out.

ironically, if you look at it, the only thing that has improved her medically over the last number of years has been crime. it has been reduced in the city by over 75%, homicide by 80%. the irony of the current controversy, it's one of the best records of minimum use of force and one of the best success records on improving quality of life in neighborhoods because that quality of life is so dependent on public safety. there is an irony in that. one area of concern that has improved so much in public safety has been lost in the controversy. that has been demonstrated in the protest we're seeing. >> what is your holiday and message to folks who are concerned about the state of the city? >> yesterday was the shortest day of the year in terms of the sun rising late and setting early.

there's always been a concern will the sun come up again. echoing that message the sun will come up again and out of the tragedies and controversy in our country i think were going to find a way forward. this is a change moment and we will learn from all of this and move forward. i came back a year ago just to face some of these issues and i saw it coming memories are short in america. we forgot how bad things were in the 19 80's and how much police began to change in the 90's. part of my reason for coming back was to remind people how essential we are to positive change. >> i think were going to end up being in the forefront of the changes that are coming. i have a lot of colleagues around the country we have come

if you are the parent of that son, how would you feel? here is what has happened. they have come together, they trust us, they take they asked to trust each other, and it's working. i started one half the first half, and i start the other half the second half. >> then how do you manage that? these boys have different motivations than you do. they could be the number one all-star at pretty much any other school. how do you manage the fact that you're only giving them 10 or 20 minutes a game? >> its 20. but here is what i would say to you. they have to allow this to happen. if they don't allow this to happen, it's not happening. which means they are great kids. their families have been trusted me with their sons. we have had 19 players drafted the last five years. >> but what is in your recruiting special sauce to make that happen?

>> we are developing players. we have had players say there is no way, and he comes to new york -- it's also developing young people. we don't make promises we cannot keep. we cannot promise you a new york start our meeting minutes. you going to have to go somewhere else because were all coming together and sacrificing here. and they benefit by it. >> your team playing against ucla could be the nets? >> no. i sat in watts philadelphia play. whenever but he said we could beat philly, they beat us by 30. i'm just telling you, they play hard. even on our best day, they beat us by 30. >> can you talking about layers leaving you to go get $70 million, i've got to ask, when

is it time for college players to get paid? those are huge dollars. we're about to see football playoffs. is it on the agenda? >> it is on the agenda. if we had not stayed stagnant for 40 years, we wouldn't have this room ha ha we are having right now with court cases and all that. but we are moving to players should benefit. how we do that, people are still at odds with that. i think again, we always talk about feeding them. kids will say we are starving. we had limits, we had to have peanuts or no cream cheese with bagels in all this stuff. really ridiculous stuff. we are moving now the right way. flying kids in and out. >> what about endorsement deals? >> i think they could put money away for these kids that they get at a later date.
