schatzker in any rule spoke with ed lazear to get his take on the prudent and gradual rate raising strategy. he explained to reasons why the fed would keep rates low. the first necessary condition if the economy is still struggling, but the second is that fed policy is doing something to remedy that. even if you believe the economy is still struggling, and i think the data suggests we're not recovering at a rapid case yet, so you could still make the argument we need help, has runately the fed out of gas, and janet euro -- janet knows that. their view is we need to get back in to normal times in large part because we will not have freedom in the future if we do not get rates back to normal levels there will not be the ability to cut rates when we need to do that. since it is not doing much to

nothing coming out of congress. we all know that. does that matter who was in charge. furthermore, the rest of the developed world economy is still flatlining. unfortunately i think you have already said it will happen. the 30 year average. if you look at what the market is predicting right now for the next four quarters, the market prediction its 2.4%. that is if you look at predictions based on s&p 500. pretty much same thing. that is not bad given the numbers recently.

look like we will get a rate hike. now you have deposits, alone book. about half of the loan book will be flowing. positive.l it benefits earnings pretty substantially for morgan stanley. about a 15% increase in earnings from higher rates. that is roughly in line, a little less than bank of america, the most rate sensitive of the money centers. j.p. morgan and citigroup at the bottom. morgan stanley best of the bunch? >> based on low expectations, perhaps. morgan stanley devaluation is no longer constructive. it was my top pick for over a year. i really loved the story in execution. valuation no longer is helpful.

this business, doesn't mean you are pretty bullish on the domestic economy and growth here? i guess we don't have the same view as much of the rest of those that follow it plus or minus 2% economic growth, but our intention is to continue to gain market share and make investments of growth concurrently that. bloomberg data shows states and cities have issued 231 billion worth of debt this year, more than 50% of the same time a year ago. the fastest pace since 2003. what sparked a turnaround in your view, and d you feel states and cities are taking the lead as far as the domestic economy is concerned? >> it does look like we have the potential to have a record issuance this year. i think the prior record with 430 billion.

records, mastercard and visa at records. going into the earnings report oppenheimer raised earnings targets on both of the company saying that currency wins have abated. i do want to talk about ibm. the company still in the midst of a turnaround here. some analysts say the earnings will show signs of progress. not much change going into the earnings report. the implied one day share move in the options target 3.2%. shares have fallen after the past eight of the 12 earnings report. the you take a look at bloomberg terminal, you can see what ibm is up against. a five-year chart. the company at a record march 2013. has not been able to regain that. down 20% since. even as we look at the amazon and facebook of the world.

do organic work. that is a criticism of paypal. that the product has not evolved and is not a long-term strategy to keep fighting thing. a evolution dealt with the social aspect of payments. mily: all of the kids out there are using venmo. apparently. it is all the rage. it is a very social and. experience.al the fact that payments have not changed all that much in the past 10 years, we all still pull out our credit card, that is a huge opportunity for somebody. it is whether any of these companies apple or google or paypal can take advantage of it. was: evercore partners concerned about paypal keeping its relevancy.

belinda. when you look at the report, what is the primary number you want to check out? reporter: the first thing's topline revenue growth. we have seen this company tried to introduce new products and services that are really easy. you can buy them online. right now we have seen revenues come down 12 quarters in decline. analysts expecting them to come down again. some of them will be for in exchange for -- which we are seeing with the foreign national companies. i will be looking to see are the new initiatives selling faster than the older software and services declining? alix: what was that wind of meaning in terms of ibm transition? to competey are able and what oracle is new reselling and the smaller tech companies. when you look at the business, they have software about a quarter of the business, and

that is where a lot of the transition is going on. less of the licensed product you sell and pay for up front. more of a customer coming in and saying i want to get the software going up really quickly and do it online and scale later. alix: the stock has a big run-up, over 5% the big market. reporter: right now in line with estimates will continue to prop up the stock. shares came off a lot back in october and the ceo throughout the big time here profit plan. they have kind of come back since then. you want to see in line with estimates both on top line and earnings per share growth. ?lix: what about margins i asked you earlier what margins will be like and how important they are? reporter: four software, they have come down a little bit. cloud product are higher valued. when you look at the services business, 60% of the business

that is where we are seeing a real squeeze on margins. some competitors have offered technology outsourcing services for lower pricing or automating the process. that is the point where investors will pay attention to what is going on in the services business and if they can continue to sell things higher value than their peers. alix: the comment we're often is the stronger dalby -- stronger dollar. what might be the impact their? reporter: they guided 49 percentage points on declined revenue. 4% from the vested businesses. thisis 13% down on sales quarter. analysts expect to see somewhere in the range, nine percentage point drive on what will go on. for the year, anywhere between five and six percentage points is what they said three months ago, and we will continue to see if they think that is the race going forward. alix: continued initiative. what does that actually mean? were ibm security and
