police received multiple reports of a shooter at youtube headquarters. we have been monitoring this story for the last hour. our senior executive editor brad stone is with me on the set. i want to walk through a little bit about what we know. i saw a tweet from a product guy at youtube saying an active shooter at youtube headquarters. saw people running at my desk. now barricaded inside a room with coworkers. he said, safe, got evacuated. i did speak briefly with the head of youtube communications who tell me they are indeed safe. we are getting information in piecemeal. we have seen some reporting that people have been taken to area hospitals. what do we know? i did see one report from kron that said one victim had

walked over to the local carl's jr. right across the street from youtube. the bloomberg technology team has reached out to local hospitals. we know they have admitted some victims. we have a reporter down in san bruno. the police have cordoned off cherry avenue so it is difficult access. may have placed a staging area near el camino. right now, the big question is why this has happened? silicon valley is the latest home to this gorge of gun violence -- scourge of gun violence we have seen again and again around the country. we don't know what the motive is or to the corporatculprit is. emily:home to this gorge of gun violence -- scourge of we have s walking out with their arms raised. we have seen law enforcement going in with their guns drawn. city officials said they have got multiple 911 calls from

inside and outside the youtube offices. we did just get a tweet from google. google, of course, is the parent company of youtube. regarding youtube's situation, we are cooperating with authorities and will provide official information as it becomes available. san bruno, if you don't know where it is, it is 11 miles south of san francisco. unofficially the beginning of silicon valley. it has come to mean the tech industry at large. google's headquarters are much farther south. brad: walmart.com has major operations in san bruno. lately, more and more companies have been moving to these outlying areas in silicon valley. right now, what we are both --

we are both looking at twitter. it is showing its value as an early warning system on these types of crises. lots of rumors flying back and forth. unconfirmed reports about the shooter. we probably should not say it because we don't know. emily: there is a lot we don't know. there have been a lot of tweets about it. and a lot of tweets about conspiracy theories around this incident so we are being very careful to everything we are telling you and making sure it is coming from a legitimate source. again, this has all developed in the last hour. what we know is there is or was an active shooter. brad: it started around 1:00 pacific time. emily: it literally started one hour ago. brad:we are hearing a few people been taken to area hospitals. brad: the buildings have been evacuated. many employees saying they left with her hands up. really, the scent bruno police

department converging on this area really quickly, it seems within a couple of minutes of reports coming in about a shooting. now, all area being cordoned off. very difficult to get access to the area. the pictures you are seeing now shows that very quickly they have moved employees out of the area and an active situation is underway. emily: getting another tweet. i know you are doing your job and i appreciate you reaching out. i'm ok, for the last thing i want to do right now is an interview. we are all shaken up. all of us are trying to get more information. brad: my colleague mark gurman says stanford hospital is expecting four to five victims from the youtube shooting. they are on standby. i would guess it takes about 20 minutes to a half hour to get from san bruno to stanford

hospital so they should be seeing some patients now. emily: another headline we will be covering momentarily -- we are getting a list of proposed chinese products that would be subject to tariffs. we will continue monitoring that story and bring you that as it unfolds. but, continuing our coverage now of an active shooter situation at youtube. youtube has been in the spotlight lately for issues surrounding fake news and conspiracy theories tied to the parkland, florida shooting and that has been very much on them, the platform and how they decide what goes up, what goes down. the ceo of youtube, i saw her a few days ago at an event honoring women in tech. she in particular has had a lot of big issues on her plate. somewhat, ironically now.

brad: every platform in silicon valley finds itself at the center not only of this debate, but about what other kinds of conduct are appropriate for these internet platforms. youtube, a little bit like facebook and twitter, has had to take a stand and take some of its most active contributors off of its network. sometimes those are some people at the extreme end of the political spectrum. extremists who see these channels as their primary way to find their audience. these are all things that puts a company like youtube run at the center of the political fray. we don't have any idea if this motivated this incident or not. susan was one of the earliest google employees. her garage was the staging ground for google about 20 years ago. she has been with larry every step of the way. she took over leadership of

youtube. she has had to make some tough decisions and difficult decisions. youtube is a service that is based on give people voices and the journey that it has been on is very similar to twitter -- it is basically kicking the people on the extreme ends of the political spectrum off of the platform. new headlines coming from the white house. president trump is aware of the shooting at you to. tube.. the president is monitoring the situation. going back to the bigger issues surrounding youtube right now and the parkland shooting, there was a particular teenager who became very outspoken about gun control and gun new headlines cm the white house. violence and there were conspiracy fairie eories that he was a crisis actor and being paid to express these views. overdrives gone into to work on their algorithms and

look at how exactly that happened. what ends up on the platform, what sources they are coming from. we are continuing to monitor this active shooter at youtube headquarters. an employee reporting he heard shots, saw people running, they were barricaded inside for a time, but now they are now safe. we are getting reports that several people are going to area hospitals. stamford hospital, zuckerberg area hospital in san francisco. brad: to your point around the political environment around youtube. it is the context. youtube over the past five years, ever since questions started to rise about the profitability of the google division, has been prioritizing growth. bringing in new voices to the platform as quickly as theyprofe can and propagating advertising. one thing that has happened, particularly since the election of donald trump, the questions

s dto the extent to which youtube should be moderating content. that is what we have can seen susan and her team doing, pull back and getting more reasons on how far they distribute advertising to make sure the company itself is not rationalizing or supporting some of these extreme views. that is the kind of cloud that has hung over youtube. even as it continues to put up very positive financial results. it is extremely strong. the questions around the kind of content people are seeing, getting recommended to them, and the fact that ads are alongside this questionable content. emily: another comment from nancy pelosi -- "thank you to

mark: i'm mark crumpton in new york. we are staying on developing news. nbc news is reporting at least seven people have been sent to ofal hospitals after reports an active shooter at youtube headquarters in san bruno, california. northern california stamford hospital confirms it has received at least four people but no word on their conditions. a representative for the san bruno police department says the campus is being evacuated. you are seeing live aerial footage right now. one employee tweeted that he and other coworkers were barricade inside the room. that employee has since confirmed his safety. san bruno police sent out a tweet warning residents to stay away from the area. google says it is coordinating with authorities on the situation. california congresswoman nancy pelosi tweeted she is watching developments and thanks first

we know that four to five patients have been received at stanford hospital. we have heard reports of some patients have gone to zuckerberg general hospital in san francisco. san bruno police have said they got multiple 911 calls from inside and outside the building. we have been monitoring tweets from employees on the inside. on employees said he heard gunshots, a lot of people running while at my desk, now barricaded inside a room with coworkers. a few minutes later, a tweet saying safe, got evacuated. the head of youtube communications did text me and said safe. we are still looking and hoping for a lot more information here. brad stone and i were talking earlier about the irony of what youtube finds itself in right now. gun violence has been top of

mind for the last several weeks since the parkland, florida shooting and youtube became embroiled in that with regards to fake news and conspiracy theories that were spreading the platform. it has caused youtube to ask themselves tough questions about what is getting on the platform, how the algorithms are designed. walk us through the big questions that you to has been -- youtube has been grappling when it comes to gun violence. mark: last month, youtube made an unusual decision to come out promotevideos that guns, and bump stocks. there are a lot of videos on youtube about assembling a firearm and using what. that has caused an uproar. it is a stance that google went out on a limb. it is something they were clearly thinking about for months as they are thinking about moderation. emily: when it comes to

conspiracy theories, we have been seeing wild theories all over twitter. it is unclear what is fact, what is fake, so we are being really careful about what we tell you. what we do know is there was an active shooter. google has said it is working with authorities. google has not said anything else. we assume they are trying to get a handle on this situation and our hearts go out to everyone there. this is a company that we cover every single day. we are hearing from employees within the company that they are all a very shaken up right now. just getting some word from our bloomberg tech reporter who was en route so the scene and he vorhees,th zach fo a software engineer who escaped the building after seeing a body on the ground with an apparent

susan wojcicki a few months ago. a lot of big issues on her plate as the country really grappled with gun violence and gun-control issues once again. mark: they have been at the center of this as well as facebook and twitter. in the past hour, we have seen the conspiracy theories take hold. i did look at youtube briefly. the initial results i saw world of from news outlets. that is an issue that youtube has faced. conspiracy theories are prominent in the search results. they have been putting a lot of efforts to get that out. very difficult problem with breaking news. suspect names come out. not a lot of information on the web right now. the algorithm will promote whatever relevant context there is. emily: we are getting new

emily: welcome back. we are covering breaking news. a shooting at youtube headquarters in san bruno. we have a bloomberg tech reporter on the ground and getting new information. brad stone, you have speaking to our reporter who is there. brad: he is in san bruno. the actual youtube campus is cordoned off. he talk to a youtube software engineer. i will read his note. he has worked at youtube for two years. was having lunch when he heard some shots. he looked up and saw what appeared by the person's height and stance that appears to be a

female. that is consistent with other reports we are getting. he did not see a weapon, but heard some shots. that is when the evacuation started. he says he saw drops of blood on the staircase, and one person lying on the ground outside the lobby with what appeared to be a gunshot wound. that is what we know now. nico says about 15 emergency vehicles were at the site, including san bruno police and the bart police and the fire department. the police will do a briefing soon. nico is talking to other employees might have witnessed the tragedy. emily: several patients have been taking to general hospitals. we are hearing from san bruno police that the police chief will make a statement at 2:30 p.m. local time, about six minutes from now. we are going to monitor that. still a lot of questions we have and not a lot of answers. brad, stay with me.

i want to quickly get to washington and another developing story. the u.s. government issuing a list of chinese products proposed for tariffs. i want to get to d.c. our bloomberg coverage of economic policy. you have been following your own developing story as we have been here. what can you tell us? >> the u.s. trade representative office has released a proposed list of items, chinese made items they want to impose duties on. it is about $50 billion, the figure we were expecting. what is new is the items by themselves. there is a lot of high-tech gear. the idea is developed this list for something that would focus on the maximum pain for china and chinese industry. china is focused on its 2025 plan, the manufacturing industry. it would inflict maximum pain on that and minimum pain on u.s. consumers.

cafeteria, having lunch. given the time this happened -- i heard from one gentleman that when he was there was setting outside and saw the shooter approaching, walking from the parking garage and heading to the lobby. when he saw this person, he said it seemed from the shooter's stance and from the shooter's height that it may have been a woman. very details are preliminary, so we don't want to jump to conclusions. he said his understanding was that the shooter may have been a woman. very there is another gentleman i spoke with who saw an individual who had been shot and the courtyard of youtube to headquarters. that person had a gunshot wound to his stomach or in a gunshot

wound to his stomach. he was a heavy set man and lying on the ground and relatively unresponsive. run beside tried to a police officer with a assault scene,oving toward the so that this gentleman i spoke to scrambled and left out of the back exit. when i saw him, he was on his electric skateboard, which he said he used to escape. right now the san bruno police is setting up a press conference just in front of me. before that starts i can tell you about another gentleman i spoke to, his name is charlie chen, he works at carl's jr. across the street from youtube headquarters and works at a bank nearby and he was there for lunch. when he went there, he said he and other people in the carl's

jr. hurt at least 20 gunshots around. they called the police, and later there was a young woman who came in and had a gunshot wound to her calf. they opened the door and let her in and called an ambulance in the next five to seven minutes. in and let's arrived and that woman was escorted. many people are leaving the scene -- a cascading flow of groups of three or four people at a time. tens of yards between them, walking slowly. i can see 15 emergency vehicles from my vantage point, which is across the street from youtube headquarters in san bruno. these range from san bruno local police department vehicles, to one fire department pickup truck.

i can see many patrol cars. there was at least one bark police vehicle -- bart police vehicle. bart, the local transportation system in the bay area -- this is not directly at a bart facility, but there are also many unmarked vehicles. the police for quite a wild now have been active of the area, particularly before we saw individuals leaving the headquarters. i am seeing a cascading flow that just picked up as more time passes. police are letting people out and still not letting people in or get closer. people who have their cars parked in these parking lots cannot access them while people investigate what exactly happened here today and what the toll is.

the security people i spoke with come the security at youtube -- they said that there are no metal detectors here. security wasn't something that they seemed to focus on very much. youtube, rightor now something that is happening in many other parts of the country and many environments has hit very close home today. emily: you are listening to nico grant, our technology reporter sharing in horrifying detail what he is hearing and seeing. we are getting headlines that the fbi is on the scene and the san bruno police department is the lead at the time. we are awaiting a press conference from san bruno police chief. still a lot of questions, but nico, a lot of first-person

detail of what happened here. what can you tell us about the mood of people on the ground? thele are shaken up, insanity of the scene at youtube itself has been dealing with questions over the last several weeks of how to cover than violence and represented on their platforms. i am hearing the police chief is taking the podium right now. we'll get to the police chief right now. p.m. we received numerous 911 calls regarding gunshots at the youtube campus located on cherry avenue. police arrived on the scene at 12:48 p.m. and begin a search for a possible shooter or suspect. upon arrival, officers encountered numerous employees fleeing from the building. it was chaotic, and we

encountered one victim within a parent gunshot wounds towards the front of the business as we arrived. several minutes later while conducting a search of the premises, officers located a second individual with a gunshot want that may have been self-inflicted. we are still working on confirming that. two additional victims were located several minutes later at the adjacent business. the extent of all of the injuries of our victims are unknown right now. there were transported for medical care, but they are all unknown. we have four victims who have been transported for gunshot related injuries, and we have one subject who is deceased inside the building with a self-inflicted wound. at this time we believe to be the shooter but we are following up on that. multiple law enforcement agencies have responded to assist and we're grateful for

everyone's help and assistance and we could have responded without everybody's help. this is an active event an active investigation, and numerous but enforcement personnel from numerous agencies are still conducting a search of the business to make sure that it is clear. we conducted a clear and premises search of the when the first officers arrived. after that search was concluded we are going through a methodical and slow search to make sure we cover all bases. that is all i have at this time, we hope to have something later. ofannot give you the time the next press update but we will put that out as we have information. situation in front of us. i will try to get you more information in a few minutes. that is all i have, i would get back to you as soon as i can. emily: in the san bruno police chief mayor telling us everything he knows about what has happened here. but he lot of questions, confirmed there are four victims transported to area hospitals and one person they believe is the suspect dead of a self-inflicted gunshot wound. that person is a woman. the are employees and identify people they want to talk to. describe the chaotic scene and people fleeing the building. we got a statement from google's sake they are working with the security team and authorities to ensure the safety and security of the employees. helphave given employees a line and police sent out have information on the kind of firearms, used but confirming the suspect is dead of a

mark: i am mark richt and we continued coverage of bloomberg of a developing story. for people are wondering following a shooting at youtube headquarters in san bruno, california, located 11 miles from san francisco. as he saw moments ago, the san bruno police chief said the first 911 calls came to the police department at 12:46 p.m. local time. the chief says one person, a female, is dead, and her wound appears to have been self-inflicted. that shooting did take place at the sprawling campus as employees were having lunch, some sitting outside of the patio area. the chief cautioned the situation is active but appears to be under control. as you are watching here on bloomberg television brought afternoon, many of the people who were in the campus at the time were coming out with arms raised and being searched by police to make sure they had no

female suspect that from a self-inflicted gunshot wound. i am in the studio with brad stone, and joining us in a late as lucas shaw who covers youtube. it is a challenge to get legitimate information and there's been conspiracy theories spun up all over twitter. we do have some concrete facts from the police itself. yet been looking into the simple challenge of actually getting the real story here, what can you tell us? lucas: most employees i spoke with or attempted to speak with -- i have heard directly from a few people say they are safe and some are in san bruno and have evacuated and seemed completely bewildered, confused, and scared. and then there are those posting online with live updates. most happen within the first hour of the shooting. recently has gone quiet, which

is both good and bad. good because we are hearing from official sources like law enforcement. bad because it leads to all sorts of conspiracy theories and there are a couple of people condensing those theories into one feed so you can see it -- but the truth is we don't know the identity of the shooter. i did see a report in a few moments ago that the shooter may have had connection to a youtube employee, but i don't believe we have confirmed that independently. emily: a lot still unconfirmed. but we do know is that it strikes at the heart of the issues youtube is dealing with, specifically how to do with content related to guns, and conspiracy theories on their own platforms. banned content related to guns -- and in the face of censorship, we don't know if you to is at the center and if the highly politicized

environment has anything to do with the shooting. this the fact of the matter at every silicon valley platform is at the thick of it. too late this is point -- to lucas's point, some of the employees have had their twitter accounts hacked and jack dorsey on twitter is saying he is on it and try to resolve it. and lends another element of doubt about some of the reports that are coming out. we heard from the police chief in san bruno that for victims -- one suspected culprit who is dead of a self-inflicted gunshot wound, and the four victims in area hospitals with what he characterized and hope is treatable wounds. emily: etude tweet from one employee that they read earlier is that his cap appears to have been bashed his account appears to have been hacked on twitter, and jack dorsey responded saying we are on it. it speaks to the challenge we are dealing with here of bad to wreak havoc,

youtube specifically has been in the spotlight with regards to the parkland, florida shooting and conspiracy theories about students were speaking out about the shooting on youtube's platform, claiming that one of the students was a paid actor. and acts ofings violence have been a huge problem for youtube for several years now. they walk the line between allowing people to upload video that they think is newsworthy, and then facilitating conspiracy theories. this came up with parkland were a video landed on the trending page where i believe it said that one of the survivors was a crisis actor. youtube had to take down in the wake of the shooting, and the las vegas shooting, there were conspiracy theories circulating, and then the bombing in manchester with ariana grande

and the u.k., where i believe one of the people had used youtube to maybe look up how to make a bomb. youtube has spent a lot of the past year juggling what it wants to do with these videos. ist is free speech and what not and what is damaging society and what it is not. what role you to should play in being a sensor or not. they have issued new guidelines many times over the past year. in la.lucas shaw striking at the heart that countries are dealing with, that coming have been current silicon very for a long time. can you remember a situation that comes close to this? brad: absolutely not. discourage has hit schools, colleges, but it hasn't hit silicon valley companies. hopefully -- everyone has to be

thinking of that these institutions in this area are now so vital to this country and the growth of the country and the national dialogue that they might some cells become targets. nothing on the, order of inspections or bulletproof glass or anything like that come up might have to see all of silicon valley companies amplified their security practices. becauseld be a shame these companies try to be transparent and try to have some interaction with the community. companies like goal have redesigned and proposed new offices that are about interaction with the public. if we see tech companies begin to become targets, they may have to reevaluate the way in which they exist in these large committees. emily: youtube is under the parent company of google, which
