[ laughter ] >> it has been sad and disappointing. frankly, when i became the presumptive nominee, the president called and congratulated me on becoming the presumptive nominee and said america deserves an honest debate about the future of the country. i agreed. i'm waiting to hear him begin that. >> president obama also had the press corps waiting for a news conference. he had one today. he defended the tone of his campaign saying he had not gone over the line. he noted that he didn't make the controversial priorities usa ad

that linked mitt romney with the cancer death of the wife of a laid off steel worker. president obama said his calls for mitt romney's tax returns more than the one-year release so far are appropriate. >> this isn't overly personal. it's standard stuff. i don't think we're being mean by asking him to do what every other presidential candidate has done, right? it's what the american people expect. >> there was one thing mitt romney and barack obama agreed on today. they both denounced the comments by todd akin and republicans commenced a full court press to get akin out of the race. it could endanger the senate seat in missouri and the entire control of the senate given how close it is. >> yeah, john. i i think you were right on the last one. $5 million has been pulled from his campaign. he's a dead man walking. isn't he? >> you know, you never say never in one of these situations.

israel as well. >> that would be my quarrel with the article is the word "bungling." on the conservative side the view of obama is he wants x but keeps getting y. right? in other words, he gets results opposite to what he intends. i think it's wrong. i think obama is getting the results he intends. in other words, obama wants america's footprint in the world to be smaller. he wants america to have a smaller role in the worl. he's a global redistributor. he's perfectly happy to see oil drilling go down in america as long as it comes up in brazil, mexico and colombia. >> just as he wants more people dependent on the u.s. government and fewer people paying taxes. more rich people, but the rest of -- it's the same idea. he's redistributing in home just as he's redistributing abroad. >> that's the key. the reason democrats

his impoverished brother and family in kenya. that's real poverty over there. >> well, my initial thought was this is a case of pure hypocrisy. obama's brother is living in a 6 x 10 hut in nairobi. he walks through sewage to get to the street. obama hasn't given him a penny. then obama has an aunt who sells coal on the streets of a small village in kenya. she'd like to get her teeth fixed. i thought a pure case of hypocrisy. when i met george obama in kenya. we did an interview in the film. something interesting emerges. it's a funny way to put it but george obama is a little bit of a conservative. >> ooh. >> he's a free market guy. george obama says, don't blame the west for the poverty -- >> for that his brother barack is not -- i have to hear you. how can barack obama not give his brother $50,000?

all right. let's talk markets. on the verge of an impressive high markets finished flat today. blue chip index trading at a narrow 45-point range. peter fischer, head of blackrock's fixed income group and a former senior executive. served as undersake of the treasury. as always, welcome to "the kudlow report." we appreciate it. i want to talk policy. the federal reserve has created $2 trillion some odd in money. the federal government has spent at least a trillion on one thing or another. according to the joint economic committee this is the worst recover are you in mo attorney times going back to 1947. unprecedented stimulus, lousy growth. what happened is th? >> it was the end of a bull run in credit creation. we got over exuberant with credit creation. when you squeeze back on the

financial system it's a slow recovery. that's part of it. i agree. i think the stimulus was misspent. i didn't think about it at the time. i tell you what a shovel ready project is. it's a project a governor never bothered to fund. they had it on the books but it didn't have the pay-off for anyone to fund. out's a good idea in principle but didn't work in practice. there are a lot of things that have to go wrong to get a recovery this feeble. >> most of the recoveries, and there is a lot of research done on the united states. we have had terrible financial downturns followed by big snap-backs. this is not one of them. i want to ask another related question. for all of your monetary experience. do you think the federal reserve should come back in now and start more manipulation, buying bonds or creating money from quantitative easing? hasn't the fed run its course at this point? >> i think they have. i don't want to say they are out of powder.

they could keep trying. they have reached diminishing and maybe negative returns. particularly on operation twist. go back five years. out's a good thing that the five biggest central banks grew their banking sheets while the private banking system was shrinking. >> the first qe. i agree. >> i think operation twist, it's time to put it on the shift. i don't see why driving down the term premium will help us create more credit in our economy. the fed thinks it will through a portfolio rebalancing. private investors have to find the risk. but i think it runs the risk of driving us into liquidity trap. uh you push down on the term premium, you're reducing the opportunity cost of putting your money in cash if uh you want to go under the mattress, if you will. >> you ran open market operations for the new york fed and you were the undersecretary of the treasury.

you have 1.6 trillion dollars in excess bank reserve on the fed's balance sheet. they can create another 500 million or trillion. it sits on the fed's balance sheet. meanwhile they are enabling and financing unprecedented budget deficits. how does it sit with you? this is a different federal reserve role. they are enabling and financing unprecedented budget deficits in the trillions every year. >> it makes me very nervous. i'm not nervous about inflation in the short run. much more nervous about the deflation when i see the chinese currency turn the other way. that's a big sign for me. i do worry about the fed crushing the incentive to lend. they say we'll make borrowing cheaper. but who will lend if you don't get a reward?

>> out's too narrow. it's a mistake. >> twist is a mistake. if they think we need to balloon the balance sheets more, they are welcome to do it. i don't know why they need to given the idle reserves. >> do you think the fed -- i know they control short rates. i i get it. i worked in open market operations as a little tiny weenie back in 1974 and '75. do you believe the fed controls medium and long term rates? my question is suppose you get regime change in wash ington an pro growth policy. suppose the economy grows at 4% to 5% instead of 1% to 2%. would that not drive up long-term interest rates regardless of what the fed wants or what the fed is doing? >> probably. they control rates.

the market would start to think the market would respond. that jacked up the long end as well. they have a big influence but not the only influence. i wish they would free them. >> people would understand risk better and make better decisions. >> both investors and corporate executives. the u.s. economy is uh showing remarkable resistance here. i wish we were growing faster. given the recession in europe. given the slowdown in china. given the fiscal restraint already coming through, the head winds we have, the u.s. economy is being resilient. i hope we keep it up. >> you are the guru of bonds for blackrock. what's your favorite investment? >> you pressed me on the fed. as long as they keep pressing down they are forcing us into credit spreads. they are hording the duration and curve. >> what's the credit spread? >> investment grade or high

american action forum. roger, i will start with you. anti-supply side root canal paul ryan. a disciple of jack kemp. you're being very tough on him. >> a protege of kemp. it's interesting. he says he read ayn rand so people think he's a libertarian. he's a protege of jack kemp. but he's more interested in spending reduction than growth. he virtually never talks about jobs. he voted for t.a.r.p., the bank bailout, medicare part d. the ryan budget doesn't stop deficit spending. it's a deficit budget. i agree with ron paul and governor johnson. either you cut spending by 1.4 trillion and balance the budget or we are headed for monetary collapse. >> before i let doug back in, ryan has a good tax reform plan. it would go to 10 and 25%. that's pro growth. he also has a corporate tax rate

of 25% from pa%. now that's all very pro growth. that's kemp. that's laffer, kudlow, supply side. don't you think that gives him bonifieds? >> it's one element of it. he spans the washington, d.c. republican globe. he's more interested in the deficit bomb in the spending issue overall. he's not a libertarian. as far as his foreign policy views, afghanistan, iraq, the patriot act. the national defense authorization act which, as you know, for the first time an american citizen can be held without charges, without bail. this is america? now he blasts the president for lifting the debt ceiling but paul ryan has voted consistently for it. >> is mr. ryan really a root canal guy or a growth guy? what's your take? >> he's a growth guy.

what's the greatest threat to growth in the united states? the debt load. the math says if you don't take it on you ask for a financial crisis. that's not pro growth. if you let the financial crisis happen the way to fix it is higher taxes. he's cognizant of the world in which he lives. take medicare. it's not like using the independent payment advisory boards. cutting medicare. he'll have a smaller government with people in charge. it eliminates the debt and deficits. that's a conservative approach. >> i don't want to defend roger stone because he's gone too far. he's a friend of mine. romney and ryan are fighting back on medicare. they are doing a good job.

we'll cover it in the next segment. i get it. i don't hear them talking about it. they have it on paper the supply side tax cuts i believe would get the deficit down. they aren't talking about it. >> if we don't grow more rapidly we won't fix problems including the deficit. i haven't followed every campaign stop. their policies are sound. if they are not pursuing them that is a mistake. this should be a policy-rich debate. the president is unwilling to talk about the issues. they should talk about issues every day. they have the better policies. >> you will agree unlike the jack kemp days, spending has gotten so large and the debt is

larry, even the doctors who stay with medicare and keep seeing patients aren't going to want to spend time on things like hip replacements when the pay is so low. here's the hitch. they can't even agree to give you the care you need and charge you an extra fee for it. that's against the law. so you're trapped. >> i want to come to the wheres and why fors. you have two other major points. >> that's right. hospitals are going to be forced to treat patients according to a very skimpy standard. hospitals that spend more treating the elderly than the lowest cost hospitals spend will be penalized. this was tried in 1997 and it pushed up the death rate for heart attack patients by 8%. >> run it by me again. in other words this is lowest common denominator spending for all hospitals. >> lowest. >> even if it's a high end hospital with high end services. >> oh, yes. we have seen data from california that elderly patients treated at the skimpy low

spending hospitals have much higher death rates from pneumonia, hip fractures, congestive heart failure. patients at higher spending hospitals for the same ailment recover and go home. >> let's go to the third point. >> this is the next one. seniors could lose access to preventative services like getting a mammogram or colonoscopy. section 410 # 5 a empowers the secretary of health and human services to eliminate preventative services for seniors based on the recommendations of the u.s. preventative services task force. >> is this the unelected board? >> it's a different one. but this one caused outrage when they said women over 7 # shouldn't get routine mammograms and the agenda is clear. half a page later the same law empowers the secretary to expand services for people on medicaid. >> this is extremely punitive and will damage the quality of medicare services. >> it will shorten lives for

states senate. claire mchaskill is chuck schumer in a skirt. before he made the comment the chances of republicans taking the seat was 70%. after the comment it collapsed to 45%. in fact, our chances are so good there were nine republicans in the republican primary. they wanted to be senators now. according to the new york times mchaskill and her supporters contributed $2 million to akin's campaign because that's the candidate they want to run against. now we know why. >> what about sarah steelman. she's been a guest on the show. i guess she finished second. if you get akin out will she come in and take this nomination? >> i am encouraging that. you are encouraging that. she was the sarah palin-endorsed candidate and i think after a comment like this to have a woman running we are guaranteed a pick-up. i would call on representative akin to please think about the good of the country.

one senate vote can mean the difference in repealing obama care and not. it will mean the difference in supreme court nominations. the senate approves supreme court appointees either by romney or obama. he may be a fine fellow but has to put his personal interests aside for the country. >> i never understood. i don't know him, but the issues are the economy and jobs and spending and the deficit. not whatever he's calling it legitimate rape. i don't know why you have to do there. you have to have common sense in politics, don't you? >> yes. he was asked about it. but i think common sense comes in, of course he was going to be asked about it. it wasn't some out of the blue question. every republican candidate, a republican candidate for dog catcher will be asked about abortion in the case of rape and incest. we didn't need the diversion on how many rapes end up in

said, quote, romney committed a felony or lied to voters. this is respect to when romney officially signed out of bain capital and s.e.c. papers. he committed a felony or lied to voters. today in obama's press conference he was asked directly. he said, no one said felony. no one said he lied to voters. is that cognitive dissonance to be polite? >> no. obama is desperate. it's going to be the war on women and republicans are racists, liars, felons. we just have such a dynamite ticket. their rally in new hampshire today, i would have preferred to be the news all day rather than a senate candidate in missouri or skinny dipping or what obama said. i don't know if you saw the new hampshire rally. it was fantastic. it was designed by romney.

they are extremely articulate. i love all republicans. a lot of them aren't that articulate. we have a beautiful ticket and so what is obama going to do? it will be a campaign of slander. one thing i want to mention about stephanie cutter. it disappointed me no one brought it up. she was the one defending the ad accusing romney of killing that steel worker's wife when he wasn't at bain, when the health insurance didn't come from bain. bain only kept a bankrupt company. i want to point out her prior job was working for ted kennedy and there is a more direct line there. >> i'd like to pursue that, but i have to leave it there. thanks for coming on. good luck on the book. we have a news alert coming into cnbc. let's get to mary thompson. >> this could have important implications. we have just learned exclusively
