"power lunch" and the second half of the trading day starts right now. >> scott, thank you very much. signs, signs, everywhere a sign. as the old song went. but they are pointing different ways. left, right, down, up. we will help you break down what many say is a very complicated up and down market picture. is boeing bouncing back? a team of executives leading with the faa in washington today to try and sort out that battery mess and get that 787 back in the air as quickly as possible. and here is something you probably didn't expect to see. a tb outbreak in the united states. how big a risk is it for the u.s. in 2013? there are some drug resistant strains making their way around the world in this very infectious disease. it is happening now. make sure you are safe. that's all in the next 59 minutes. simon hobbs is my partner today. he is in for sue.

>> let's focus on the economic signs today. the drop took us from record highs, let's not forget. was it the correction that so many people have warned us about? right now, you can see, we are just about to retake on this bounce, it would appear, dow down. s&p, 1513. also higher on oil but we've lost a lot this week. gold, as you can see, 1572. still way below the $1600 level. that market bouncing back clearly, sign number one, for investors heading into the weekend. sign number two comes from europe. european commission very negative on the country's economic prospects for the year. they say you will barely grow for the whole of the 27 nation eu. they will contract again in 2013. sign number three provided by the federal reserve bank of st.

louis, james bullard today on squawk box. >> it is very easy and it will stay easy for a long time. i think policy is much easier than it was last year because i think that the outright purchases are more potent tool than the twist program was, and we replaced the twist program with the outright purchases. i don't think the market has absorbed that switch. >> giving you their analysis of those signs in a moment. but first, let's focus on the price action we have heading into the weekend. bob pisani has that. >> remember we started falling apart when we had the fed minutes at 2:00 p.m. wednesday. that's when the market changed and it changed around when bullard said they would stay for a long time. i think bernanke will imply that next week in his testimony. take a look at the dow. this is what you saw throughout january into february, up until wednesday. slow melt up into the afternoon again. starting to get close to the historic highes. look at big multinational companies that i watch

carefully. signs of people risk on-risk off appetite. all up, some of them up 2% or more. we add tough week for building companies, building material stocks and home builders. but they turned around today adds well. owens corning. disappointment today in the retail group where we did have negative comments from abercrombie. >> let's get analysis. thank you, bob. lets the beauty of wisdom and experience is that you are able to wait things and ne which is the most important of those signs, of the three. which is the most important? >> i would lean toward bullard because he backed up what william said the day before, which it started a bit of an afternoon rally. i would add to one other thing i think that we are seeing some signs that the weekend anxiety is not that heavy. we have the italian election coming up. a variety of other things. and a sign that i look at is the u.s. dollar. it was higher this morning on some anxiety. a little bit of flight to safety

in treasuries. that's telling me the market is giving me a sign that they are not too kreconcerned about the weekend and that why we have a good rally. >> once again, i think the sign is confusion. you had fisher come out and reiterate that fed policy may not be doing anything to create jobs and the rally is very fed based. markets are higher just because of all of the stimulation. then you have bullard come out and that gave further pressure to the market and bullard comes out and says the complete opposite. what we don't have is update. i would be concerned because that is not necessarily so much commit many right back. >> but bullard is a voting member. >> i understand. >> i think that carries weight -- >> i understand. but it is confusing to inveorves because have you two feds giving different positions. >> wait a minute. you will get an answer. the harkins testimony next week. we have a full plate and saloon full of feds -- >> you both not think that

bernanke will lean more towards bullard's commentary? >> i said this the other day when they started cracking with ice and you talk about 50% correction. >> the other two things next week, result of the italian election and brinkman ship over the sequestration. >> the forecast, economic forecast with that is, for europe is not pretty this year. since the beginning of february, dow jones european index is down more than 2% as you see there. get this, in that same time period wbt italian market is down almost 7%. more than three times as much. and ahead of this weekend's election, that's where our focus is right now. in italy, and michelle crewso cabrera is little live in rome. michelle? >> the hey, tyler, the reason the italian market has fallen so

much is it is possible that this weekend's election is inconclusive. that means less tax revenue in the future and the country would struggle to pay back its huge mountain of debt. why is this inconclusive? in part because of the incredible come back of the silvio berless scony. he is the richest in italy. he is a media magnet. if he wins, comes in first place, which isn't likely, but he t is close. it would be the fourth time since he is prime minister of italy. look at why he is so wealthy. he has insurance and banking, a publishing business, he ownes a soccer team ac milan, he ownes a famous theater in rome and a media set, a huge private media company, which is what he is best known for. the biggest competitor to the state-owned media companies here. he has done an -- he has nine lives. if you look at the screen, this

time line of silvio burrless coney's life. you can see prime minister from 49-59, 2001-2006, again in 2008. in 2011 charged with paying for sex with a minor and abuse of power. november of 2011, he is forced to resign. has nothing to do with the abuse of power or underaged minor. it has to do with italy's interest rates hitting 7%. then charged with abuse of power in february 2012. convicted of tax fraud in october of 2012, last year. and yet, he is second in the polls. it's pretty amazing. it is possible he could come in third because now there is a comedian that's risen in the polls as well. but simon, he's got nine lives and he is really been a disruption to this election, with many people completely counting him out. back to you. >> 9:00 a.m. monday morning, we will be on for that. michelle bb thank you very much.

the view from rome as we head into that vote. one hour ago here, closer to home, head of the department of federal transportation, ray lahood took center stage at a white house news briefing saying airline traffic will be hit bit automatic government spending cuts if congress does not reach a deal by the deadline the end of next week. there is not a lot of negative movement in the sector in a market that is climbing. let's bring in john harwood in washington. john, this is part after constant drum beat from the white house and his team, obama's team that if we go through the sequester, it is bad, bad, bad. >> exactly right, simon. who what the white house is doing is a steady application of pressure on republicans in congress hoping this he will accept ultimately tax increases as part of a budget deal.

ray whlahood, former republicanf congress, walked into the briefing room and said you may not see the effects immediately but they will be very real and build over time. here is ray lahood. >> it will ripple across the country. cuts mean preventative maintenance and quick repair of runway equipment may not be possible which could lead to more delays. >> what you heard was a hundred small airport towers could be shut down. control towers because of lack of funding. you will see 90-minute delays. furloughs every week. visitors centers, rest rooms, garbage cans won't be serviced as efficiently as they are now. again, they are trying to build a ground swell of outrage against what will happen. put pressure on republicans. republicans so far standing their ground. >> har wood, thank you very

much. john harwood reporting from washington. another big story today, focussing on washington. and boeing's trip to the nation's capitol to meet with the faa. shares of boeing up about 61 cents at 76.63. and those shares, since first sign after battery problem on january 16, the stock has pretty much recovered, as you see by that chart of about the fast month or so. phil lebeau live on the beat in chicago. phil? >> tyler, that meeting between boeing executives and faa is scheduled to start within the next hour. as you look at shares of boeing, you were talking about what it's done since the grounding started on january 17. keep in mind it moved higher and we are in day 38 of the grounding. that's one day longer than how long it was that dc 10 was grounded in 1979. so what is this meeting in washington between boeing executives and faa all about? this is where boeing will formally present a proposal for fixing the 787 and eventually get the grounding lifted.

essentially coming down to two things. protection and prevention. prevention of fires means redesigning battery. reducing chance of fires within the lithium ion battery pack. on the protection side, vening fumes if there is overheating with batteries or fire. then fumes outside the plane and containing and limiting any potential fire damage to that battery. in other word it wouldn't spread beyond that and threaten the rest of the airplane. boeing worked with the faa over the last month developing the 787 battery solutions. so they are working hand in hand. they have done test flights. talking about what the data shows them. and if the faa proves it, data plan is likely to require a few more test flights before the grounding is completely lifted. beauing is hoping to get the grounding lifted by late march. though i have talked with a few people in washington who have said, listen, that is aggressive. it may be more like april if the faa signs off on this. boeing has teams that are ready to go immediately to fly to

where the 787s are grounded around the world so they can make repairs in addition to the boeing 787s already being built in washington and also in charleston, south carolina. tyler, we want to show you this real quick. while boeing shares recovered over the last month and since the beginning of the year, they are actually holding up, there is no comparison between what happened with the dow versus boeing. this is a dow component not part of the rally tyler. it is holding up but not part of the rally over the last month. >> thank you. let's bring in mary, she used to be the inspector general. mary, good to have you with us. >> thank you. >> you just heard phil lebeau say that timetable is to get the aircraft back in the air by the end of march. what has to happen and do you think that time line is achievable? >> that time line is achievable. what has to happen is there is a third component here and that is the national transportation

safety board. it said it will release ilts initial findings. this won't be recommendations, only causational findings in the first week or second week of march. faa will not get ahead of that. if the fix is good to the faa, how the boeing will fix the problem, the faa could allow the test flights and only test flights to see that this cure for the problem will work and once the ntsb issues findings, then the faa can give boeing approval. but the faa will not get ahead of ntsb. >> so late march early april is possible. >> it is. >> as secretary lahood said today, not just air traffic control, but other portions of air safety and major delays potentially in flight times and at the saythe airport. how do you see it? >> actually, been there done that. i was there when we had to shut

it down twice in the '90s under bill clinton. air traffic control will exempt. air traffic control will continue as will law enforcement. tsa should continue to work. the repairs come out of the trust fund and so that is already funded. regular rank and file faa, inspectors, et cetera will be subject to furlough. but air traffic controllers are exempt. repairs are budgeted already and tsa law enforcement. i think travellers won't see it right away and some of this is a scare tactic, but that's washington. that's how washington works. >> you got that. mary scavvo thanks for being with us. >> jason has a buy rating on the stock with a hundred dollar price target. jason, you just heard mary and phil lebeau say the 787 matter could be solved and planes back in the air by early april, late

march on the most optimistic time line. what does that do to boeing and its stock? >> certainly constructive for the stock. but i don't think well be fully out of woods by then. we've got to keep in mind this at least a 090-day process. for the faa to do its comprehensive review of manufacturing, assembly, and design. which is what they are doing with the 87. this is a positive step. but i don't think we will be fully out of the woods on the stock and have it not be gated until we have that comprehensive review done. again, that's probably a 90-day process which puts us out into perhaps as late as mid april. >> is this a good time to buy the stock, in your view? >> i think this is just as good a time as any to buy the stock. i don't think it'll come under further pressures. phil pointed out the stock held in there pretty well. you might as well start nibbling away at it here but keep in mind, we are off to the races

and ruling that lasted two hours, athlete oscar pistorius has been released on bail. the shooting of his girlfriend, he calls it an accident, has riveted south africa and the world. crowds gathered outside the courtroom awaiting the decision. the judge ruled he is not a flight risk. his bail was set at $113,000. pistorius cried during the hearing while his family cheered the decision. no trial date has yet bu been set. ty? >> simon, thanks. remember all those people who could pay their mortgages but walked way because it was bet are for them? they are called strategic defaulters. now they are resurfacing. diana has found them in washington. diana? >> that right, tyler, they are back, they want it buy and some of them are buying. we used to call them walk-awayes. now some people call them boomerang buyers and now companies are cashing in. remember the website, you walk away.com. very controversial.

they would counsel homeowners on how to voluntarily walk away from mortgages. given the legal pit falls. now they have released a survey of their past clients. it found that 80% expressed a desire to purchase another home in the next 12 months. so you walk away.com goes ton site moody's data showing 1.5 million people who had previous foreclosure will be eligible to buy again by the beginning of next year. big surprise, you walk away launches after foreclosure.com and new pass/fail app which claims to tell new around one minute if you have another shot at homeownership. now, i checked with fanfannie mg with freddie mac, and they said the strategic defaulter waiting period is seven years. other former borrowers can prove hardship or short sales but not if uk walked way when could you pay. is what left in government.

to nine months in bed and you could die for it if they couldn't treat it. how seriously are you seeing it in los angeles at the moment? >> the at moment we have an exposure after very large population of homeless people. of course they are very hard it track. they have poor nutrition, which sets them up for tb. they may have underlying illnesses. some of them have mental problems. substance abuse. so this is a very difficult problem population with which to work. >> which is why the search is on for the 4,500 people. how is tb caught? >> it is transmitted through close personal contact. usually the same breathing space as someone else. usually in an enclosed room, over a period of time. it is usually not all that readily transmitted. but as you say, if you catch it, you could become seriously ill. >> and people that haven't actually tried to immigrate to

america recently should be aware, as i just went through the green card system, the authorities are paranoid about tb above all else. in this situation, in l.a., at what point and how do you escalate it if you need a bigger public response to protect the rest of the can country? >> fortunately, the public health department is run very rigorously by dr. fielding, know how to do this. they now how to track people down, test them. and if they are positive they will get directly observed therapy. a healthcare worker will be with them three times a week making sure they actually take the drugs. stand there and make sure they take it. which will help treat them and revent the bug, tb bug, from becoming resistant. we are out of time. but i wanted to mention there are a large number of people in india, in russia, in other parts of the developing world that have a totally resistant strain of tb. how worried are you for americans that that even exists

we saw a little volatility as we had option expiration. over all, traders cautious as we head into the weekend. do want it highlight the fact that copper is lower today after declines yesterday. its worst decline for 2013. for a brief moment this morning, copper did change to the upside. we saw this positive momentum but it really wasn't able to sustain it. i also want it mention silver. silver is the biggest loser with more than 1% decline. simon, back to you. >> jackie, thank you very much. one thing for sure, everybody woke up to the market action. where do we stand? >> german confidence was up. that helped us in europe. the fed is going it keep easing for a while. a lot of traders i talked to believe that mr. bernanke will reiterate that next week in his testimony. that's what is helping stocks today. take a look at dow jones industrial average. we are up a hundred point at one

point. take a look at some big names here. gold and copper might be down but material stocks are leading overall market. there is a turn around. there's your risk on stocks. i want to note the container board stocks to the upside yesterday. georgia pacific saying they would raise container board prices. that's yesterday. there are historic prices there on rock tenn and packaging corp. >> hewlett-packard enjoying its best day in 17 months. the stock now sitting at six-month high. what a come back that has been during the period. earlier today hewlett ceo sat down, meg whitman, and talked about the future. >> we are better and stronger together. but in the end, the financial results will have to underscore that strategy. >> needless to say, meg whitman

divergence with this capital out of apple and into google that we sometimes speak about. here are the numbers analyst are watching in the latest earnings report. apple's net income and cash flow is roughly four times higher than google. when looking at its forward price to earnings ratio, thanks to the sharp drop in apple shares, trading at ten times whee google is trading at 17. keep in mind, average pe in stocks is around 15. now to some it all up, morningstar says google has a great top line growth going forward but the business end which might be a concern for operating profit margins while apple has great innovative product. fears of future margin compression leading to unfavorable product mix. leave it there. simon, back to you. >> they could double dividend. seema, for the moment, thank you. let's head to chicago and rick santelli ch te

okada out with 96% no vote, even though okada resigned yesterday, vowing it is not over. promising to keep fighting in court to have his 20% stake in wynn restored. wynn bought back that stake at discount after declaring okada unsuitable over dealings in asia. now vegas turns to the next ugly proxy fight. igt, this one is all local. chairman versus chairman. charles matthewson and ader says the company lost its way from hatry who came from harris and hart who came from yahoo!. reportedly sheldon adelson has two. governor miller is on the board and friends with all of them. shareholders meet and vote on board members march 5th. two told me, quote, this is a small town. by the way, only one analyst

we're up triple digits on the dow. abercrombie and fitch is losing ground. retailer reporting a drop in sales as company struggles overseas. it is also forecast a slight loss inity current quarter. but it did raise quarterly dividend nearly 12% to 20 cents a share. here is howity rivals are trading today. you know, it's been a roller coaster year for abercrombie as you can see from the one-year chart. if we are able to put that up. take it from me, a roller coaster year for amf. >> worries about retirement of global. hsbc surveyed people in 15 countries. here is what they found. 48% of them never targeted saving specifically for retirement. globally more than half, or 56%,

hours ago, department of justice announcing joining floyd in defrauding the government. basically the allegation centers on armstrong using performance enhancing drugs while on sponsorship of the post office which paid lance about $30 million. the government could be entitled to triple damages which makes lance's response interesting. part of his statement reads kwoest the postal service's own study shows it benefitted tremendously, benefits totaling more than a hundred moil million which is slightly more than triple damages. feds were looking at lance for fraud and landis filed his case about three years ago but nobody joined. since lance admitted to cheating on oprah things changed. both sides, i can tell you, have been talking so a settlement could still be possible. reports are millions. lance is worth estimated $125

favorite. >> a lot of snubs come up this time of year. a lot of people felt affleck was snubbed in the best actor category. do you agree? were there any other oversight? >> it was clearly a surprise and snub of course, the complication here is you had nine pictures nominated for best picture and only five directors can be nominated for best director p. that snub i think gave argo tremendous momentum. people felt it was unfair that ben affleck, who was the major driving force behind the picture as director, was not nominated. and it started a tremendous momentum for kwt argo" that i think will be difficult to topple. >> a good year for movies. i was sur riced, frankly, david, at the box office that "life of pi" generated. more than a half billion worldwide. do you think ang lee will win in best director? >> i think that's a tremendous race to watch.

i would say a race now between ang lee and steven spielburg. steven spielburg probably the greatest director in the history of the business, one could argue, is always somebody to watch out for. and ang lee's picture, which is basically all shot on the water, tremendous visual effects. beautiful looking film. i think a lot of people in the director's branch think he did a spectacular job and that box office number you referred to, that the biggest grossing film of the nine worldwide. which is quite a shock, really. over $450 million just in international box office. that's a good race to keep an eye on. >> and silver linings, weinstein film, $443 million at box office. that has kind of been a sleeper, gaining buzz as oscars draw near. >> well, silver lining's play book is a darling in the business and a darling amongst moviegoers and deservedly so.
