>> boston remains in lock down. 23 hours after the fbi circulated pictures of the two men they were looking for in connection with the bombing at this hour. one of them remains at large and one of them is dead. let's get you caught up on what has transpired here since last night. 19-year-old dzhokhar tsarnaev is wanted in connection to a crime spree that began in his hometown of cambridge, massachusetts, where the pair are alleged to have robbed a convenience store. robbed a car then led police on

they had been told that they need to stay indoors. not open the door for anybody other than a police officer. but it's not just watertown. they are doing it throughout this area. at that point they had gotten through about 60% of the searching. police are going through executing what seems to be a very carefully thought out plan. they have developed some

promising leading and that they had hoped to update us within the next hour. time has gone by. hopefully that means that those lead leads we have kind of got it covers from all sides. >> i know a couple of hours ago that the police drove you and other members of the media away from the center of activity. do we know more about why? >> we don't know why other than, you know what they have been concerned about which is that there is a home that is booby trapped or that the suspect is here. it's hard to tell .

>> you don't want civilians in a street when that happens. you don't want children in the street when that happens. i think this was a very well executed plan. and the reality is they had to put this together overnight. because everything led to watertown with the chase. they obviously seem to have eliminated one of the terrorists. the other guy is on the loose. i don't know if he has accomplices or not. i'm not sure if they do. this is the plan you should have, given the fact that they are facing a guy who looks like he wants to go down shooting.

if at all? was it determined here? i'm interested in the connection to chechnya. we have not had a situation where they have been a problem to the united states. >> what is your gut instinct telling you? are they lone wolves? >> i think it's too early to have a gut instinct. it seems to me that they are better trained than originally was thought when they sort of looked at the devices and thought the devices were not as sophisticated as they thought. given the success that these young men have had and alluding a massive fbi manhunt tells me that these people have some knowledge of what they're doing. some training was involved here. i don't know who got it or gave it to them but these are not just complete amateurs. >> is that your assessment as

well? what are the chances of taking him alive? we have heard some conjecture of wherever he might be that it could be booby trapped. what are the possibilities that he is taken alive? >> there is two issues there. aagree with the mayor. there are some asumgsumptions bg made. when we manhunted al qaeda, i look at it more of a smaller group. there was not a lot of intelligence that came out. not a lot push about it. so i see this more probably as a very small group or cell. because the larger the group gets, the more chance you get to get information out. >> i have got to jump in. secretary of state john kerry is speaking now. let's listen in. >> and the rights of people are represented in many different ways. i ploebl stand here today to

pages. they had some religious fiery commentary on their social media pages. do you believe that they acted alone? >> i would say the best working hypothesis is they acted in some inspiration, conceivably some training. but this is a few people, a hand full of people who more or less self-radicalized and got some help in design and perhaps other trade craft. they are acting in some respects very amateurishly and other respects they look as though they had training. my guess is that this is a very small group of people. >> are there policies or measures we could put in place to help reduce and prevent self-radicalization. a kid who was raised in the united states from the age 9 or

10 would have assimilated in some way and come to enjoy the freedoms of america compared to other parts of the world. what can we do do you think? >> i don't know about you but my adolescence was no picnic. you have the logical narrative esstrangement was to look to their ethnic roots and begin to explore radical muslim identity. i think we need communities of immigrants who are particularly worried about that and particularly quick to try to nip that in the bud. but with are going to have this problem. we have this in the somolian community as well.

>> i know you need to get out of here. do the american people now learn to live with a sense of low level fear for the rest of our lives because we have seen oklahoma city and atlanta and 9/11? we have seen this now. what advice do you have for the american people about dealing with this? >> this is a reminder that this is for real. it has been forreal since september 11. just think of all of the incidents that have been stopped if they had taken place. this is the reality of the world that we live in. so far the record of our law enforcement and intelligence services has been pretty darn good. i can think of at least 30 or 40 attacks that have been stopped including some in my city. we're going to have to make the best of it and figure out why they will have as much security

standing by there with the latest. >> massachusetts is normally a quaint new england town founded in 1630. helen keller attended school here. this is a different place now with all sorts of armed vehicles and police. i'm not sure that i have seen more of a collection of armed vehicles since probably new orleans after hurricane katrina. everybody is here. and what they're doing as you said is going door to door, house to house, trying to gather evidence and presumably try and find dzhokhar tsarnaev and any evidence that could lead them to him. this is where the chase culminated last night. a chase that started at m.i.t., the fatal shng o a m.i.t.

police officer. and on here to watertown, including a shootout. and then this morning, early hours of this morning. >> scott, i want to tell you what we can see. you probably can't see what we can see. we're showing live pictures and armed police officers on the front lawns of people's homes. there is a tank in watertown with an armed soldier out of the top of it with a gun poised ready to go. numerous, numerous armed, heavily armed and armored police officers walking and heavily walking. it must be an extraordinary scene and quite frightening for the people. >> sue, i can see it. it's to my left. it's a street to my left. now some of this, we have to be careful here about what it is. some people just may not want to be searched. there have been people who have been detained and it has turned out to be nothing. this has played out in every

home on every block in watertown. i can see what you're seeing as well. you probably have a better vantage point. >> it strikes me as video as i would see from almost overseas. >> one of the dogs they are bringing in, there has been a lot of k-9 units from around the street and around the region. i see what you see. and i can't tell you exactly what it is. >> can you help us? we brought this up earlier. can you help us understand something in the scenes we're looking at, very dramatic. the police still heavily concentrated.

how can you square the two pieces of information and powerful images that we're seeing? >> well, i can't without having more information. there are people coming out on the roof of the house and i hope you can see that. i -- the only thing that i can say is that the authorityies there are videocassettes that have been hauled out of here. a black ford pick-up was hauled out of here on a flat bed. i have no idea what the significance is. at the last news briefing, the state police chief said they had come across a promising lead.

just a few minutes before the news conference. we don't know until they tell us. this is the site of a great deal of activity. a great deal of investigation. they are leaving no stone unturned and that's sort of what you're seeing. >> scott, we will see you in a bit. let's talk more about the possible political implications of this. >> is this part of something bigger? >> it's very difficult to tell at this point.

let alone what may have played a role in motivating them to commit this attack. we know they are originally from chechnya and that they are muslims, potentially very devout ones. motivated the actions of two apparently alienated and disillusioned children. >> is there any indication of any chechen action if this turns out to be connected? >> i think this is important to keep it in perspective. they are not necessarily operationally linked to a group such as al qaeda. and what i think is fascinating here, this is almost answering to a tee the 2010 guidance that was issued by al qaeda american

adam gadan where he talks about striking locally. striking in area s where you knw and picking targets you are familiar with. they were very familiar with the marathon route. they knew the city. they have lived here for years. in essence these are americans. >> we want to show people. we have conducted a map so we can show people where exactly chechnya is. it is a region in the southern part of russia. it doesn't come up as a country but as a region but for roughly 200 years, they have tried to get independent of russia. can you give us more background about that, that battle? and why on earth it might have reached the united states? >> certainly. as you say, the struggle for

independent comes back for centuries. more recently after the soviet collapse, they launched a struggle for independence that was originally a nationalist struggle. russia suppressed the bid for independence brutally. i would say some turn up with links to international jihadist groups. there is certainly a precedent for involvement, but i don't know that tells us anything about what these two men may have been involved in. >> if you look at what he is referring to. you also, the 4. >> we has to go down.

these two. these are individuals who have lived inside the united states for quite some time and grown up in our school systems and have become radicalized and have taken a play out of the al qaeda on how to hit and how to hit targets that are going resonate arn the world. it's not over. they have accomplished their mission. >> that's true. thank you so much for joining us. i believe we have some footage now of the fbi agents leaving the house of the sister of a suspect who lives in a town called west new york, which is actually located in new jersey.

high alert is on a super high level. people very carefully watching for unattended bags and the light. you can see a real heightened attention to that and authorities will go out of their way to make sure they get to any potential situation. >> i know they said that you can leave and you are able to drive home but paint the picture for our audience of what it was like to be in an office building in downtown boston today? >> it was bizarre, including the commute in. which really resembled something out of a hitchcock movie where it seemed like every car driving by is a police car. really, the city is a ghost town. if you didn't have to come to work or couldn't, that was one

issue. a lot of people chose to close businesses for the day which made a great deal of sense and very supported by the officials. once you get into your building and you're told don't go outside now it's a whole different feeling. it is very bizarre. in contrast to what's going on in watertown, it's massive activity. it is very, very quiet for us right now. it's about four blocks from my office to the studio. i think i walked by one person this afternoon and i don't think i saw a car. we are talking about something that is literally bizarre. >> how would you say the people in boston are handling this at this point? >> this is something that you're very used to seeing in a lot of the reporting you have done whether it's riots in greece or things outside of the united states. i think people in boston are handling this as well as can be

expected. the unknown is the hardest part of this. now that the facts are unrolling and the story is playing out, there is an inner strength that seems to be unbuilding. at least we know some things and we're going after the bad we're going after the bad guys and hopefully there's going to be some closure soon. but you get a sense, there's very a feeling of we've moved from that helplessness and feeling of insecurity to, you know, we know who did this and we're going to get them. >> some action on that front. thank you so much, art. art hogan. >> all right, michelle. >> let's show you some video we've gotten in now. this is the s.w.a.t. team around the suspect's house in cambridge. this happened earlier and we're just getting it in now. as you can imagine, a very large police presence, extremely armed and armored as well, with flak jackets and helmets and et cetera. >> and earlier, we showed you the pictures of the armored vehicle. you've got a huge amount of firepower, you've got state, you've got federal, you've got local authorities there, at the same time, we know they're also possibly on the hunt for another suspect or this suspect in a

all right. let's talk more about the suspects. how does their age factor in? one, we believe, only 19 years old. joining us now in our discussion, harvard kennedy school professor, dutch leonard, expert in domestic terrorism. dutch, by the way, you drove by watertown en route to a studio. you said it's a complete ghost town, which is interesting and totally believable. i want to go more into what we can discern from these kids. we heard a very fiery news conference from the boys -- and i shouldn't call them kids. they're men who did something terrible, allegedly -- from their uncle, who said they were, quote, losers. do you believe these were just disaffected, angry individuals? >> well, brian, good afternoon. and i just wanted to say, i began today, it's april 19th. so it's actually patriot's day here in massachusetts. and i began this day at 6:00

a.m. at the dawn salute in concord where we celebrate patriotism, where we gather to honor the minutemen who fought for our freedom. so what we've been doing in boston, we've been keeping calm and carrying on. but as to your question, i think it's too early to tell. we'll know more about these specific individuals as we go along. but i think age is a factor here. one of the things that we do see is people who are 19 years old don't have the same brain process that older, more seasoned people do in terms of evaluating risk and in terms of evaluating what's happening to them and to the world around them. >> but this one's 19. the other was 26. >> right. so a lot of people are currently, you know, sort of speculating that the older brother led the younger brother into that. by the time people are 25, they tend to have a pretty well-formed view of the world and a sort of more hardened

orientation about that. maybe the 19-year-old was more impressionable. >> but your expertise is domestic terrorism. what can you tell us right now based upon what you know? >> again, we'll know more about what the exact connections of these folks are, but i think it's really important to notice, this is a kind of event that people in the crisis management and counterterrorism area have been worried about for a long time. this is a relatively low-tech and small-scale attack in a dense place, so it could do a lot of damage. but it's a relatively easy kind of attack to arrange. doesn't take many people, not much organization to do it. and so that kind of attack on a vulnerable target is something we've been worried about for a long time. marathons are a particularly difficult kind of event to provide safety for, because they have, literally, a 55-mile perimeter, which is designed in our open society to be open access and to have people coming and going and that's the way we
