if there were more than one to say nothing of three. but i think they want to be as cautious as they possibly can because the worst thing in the world for them is to say it's all clear and, in fact, it's not all clear. they're going to take it room by room, floor by floor, building by building until they're absolutely certain there's nobody left. >> i would like to ask you with regard to the military base itself is it safe to assume we can say it is not safe to have a domestic military base? you obviously have military bases off shore and they can be in dangerous situation when you see something like this you don't know whether it's work place violence or terror, a lot of questions out there, is it safe to say our military bases are not safe' ven on domestic turf? >> we've had two pretty serious shootings on military bases where the response was forced to be delivered by police officers. a lot of the people who are getting shot probably are terrific to handling firearms,
2:05 pm
but most military bases don't allow firearms except in the hands of the police and this does raise a question of whether or not wl we should think about that again. >> mr. baker, give us an idea what's going on behind the scenes in the department of homeland security where you used to work as we're trying to rule out this was an act of terrorism? >> they're deeply handicapped by the fact that there is no secretary of homeland security. there is no deputy secretary of homeland security. no permanent one. so they're having to make this up for the first time with temporary staff. but they are meeting in secure facilities, pulling in information from all the components, looking through the intelligence to see if there's any indication. >> i do apologize, mr. baker. we're going to break in now. we have to get a briefing from the d.c. police. let's listen in and see what more we learn. >> navy yard.

i would like to ask you, if it you just one shooter that is one thing and we can potentially rule out terrorism, start to focus on work place violence or disgruntled employee, but once you have the possibility that he was in cahoots with one or two or more other shooters that completely changes the dynamic in terms of a potential motivation. what are your thoughts on this? >> like i said earlier it's very unusual for a situation like this to have more than one suspect. and if, in fact, there are two or three or maybe even more, that puts a different spin on it altogether. it means there was an organized attempt to do this that took a lot of planning and so on. it also means that they -- the other two people, if they are involved, also needed to have access into the area because you can't get into a military establishment without having your vehicle searched unless you have an i.d. card. which means that all of them had
2:14 pm
to have had an i.d. card. even if they came in different -- even if they came in the same vehicle. it's all very strange. >> mr. baker, given that it's a mixed facility and that you have civilian and military folks working there, some 3,000 in total, i believe, how many civilians would even have access or how many people on the property at a place like this would even have security clearance to carry a firearm, which is a -- it's a secure place, but doesn't necessarily have to be the most secure place in the world given that it's not a base so to speak? >> in general, the military is remarkably stringent in saying people who were in combat six weeks ago, can't bring weapons on to d.o.d. facilities. my guess is that nobody but police had firearms on this facility. >> i want to you, colonel, you
2:15 pm
say obviously you would have to have proper i.d. to get through the gates in a facility like this. your vehicle would be searched. they would probably, therefore, may be known to the people inside but you have to ask a question, if this thing can still -- if this kind of thing can still happen, are the security protocols of such military facilities sufficient? >> this what is would normally happen in a circumstance on a base like this. people who do not have a department of defense parking sticker on the windshields of their cars, and a government i.d. military or drjt o.d. government i.d. their vehicles are searched. which means that if these people managed to get weapons on to the base, they had to have had a department of defense parking sticker and have a department of defense i.d. card. that's usually, you know, unless you have a military member who is going to do something like this, that's usually sufficient. you can bet that after this,
2:16 pm
most military posts are going to have complete examination of all vehicles, whether you have a d.o.d. sticker and i.d. or not. >> mr. baker, i'm wondering because this event takes place less than a week after the observance of the 9/11 anniversary, whether the response to this was any different than it otherwise might have been had it happened at a different time of year? what your thought is on that. >> no. i think our response to these sorts of events is pretty much standard playbook that got a fair amount of workout in the boston marathon bombings, so my guess is pretty much everybody, apart from the new people who are filling in because the administration hasn't named anybody at the dhs, pretty much everybody had been through this before. >> stuart baker and colonel james, thank you for your input into this as we say. very dynamic, fluid situation and at this stage there is still

you about the market reaction today or lack of reaction i should say to the naval yard's shooting. do you think that it is a little strange that there should be no reaction at all in terms of the negative one to what's going on in d.c. right now? >> well, that's a tough one. obviously a tragic event, our hearts go out to the victims and, you know, the associated family, but i don't think at the moment it's a market moving event in terms of financials or financial policies. we'll have to see going forward whether or not it's associated with terrorism or not. that perhaps would invigorate markets perhaps on the downside. we don't know that yet. >> bill, is it market getting it right today? summers really going to make that much of a difference to the dow jones industrial average? >> well, a little bit to the dow. a little to risk assets certainly to the extent that markets prefer certainty over

uncertainty and, you know, that ratio shifted significantly yesterday with the withdraw of larry summers, you know, perhaps i think it has. would summers have been a good fed chairman, perhaps. i think there's uncertainty that came with it. the markets today are reflecting, you know, a reduction in -- of uncertainty not just in equity markets but in bond markets too. i think that janet yellen, she's not a slam dunk nominee but it's going to be difficult for the president to introduce a new contender at this point. i would say in the bond market go with yellen and in the stock market go with yellen with a capital "d" and that capital "d" applies to dove. >> uncertainty over what, summers was going to end any fed stimulus earlier than janet yellen or perhaps somebody else and that's why the market seemed to be spookz by the prospects of his taking the next position of fed chairman is. >> i think so. larry summers was on the record if terms of qe and posing that

janet yellen was always the frontrunner in terms of the market, in terms of investors, was the frontrunner basically in terms of, you know, the congress and the senate and so to the extent that rumors were floating that larry summers was the choice of the certain choice, you know, of president obama,p perhaps those were rumors instigated by summers himself. we don't know. we know that the markets prefer janet yellen and we're seeing that reaction today, are we not is it. >> we are seeing that reaction and keeping a dove i'm sure is more politically palatable to those in charge because it makes them -- they don't need to make the tough decisions they would otherwise have to make. but does having yellen necessarily mean the punch bowl is going to be taken away at a slower pace? do you think the market is -- as to scott's point, really getting it right on this? that we're not going to see monetary policy as stringent as perhaps under summers? >> i think so. janet yellen is on record in terms of recent speeches,
2:25 pm
historical speeches, in terms of, you know, her view and in terms of this policy rate and its connection to 6.5% unemployment. as recently as three or four months ago she released a major speech which basically said, that once we reach 6.5% unemployment, she's going to look around as a decider, as a potential decider, for a number of things, not just the unemployment rate but the participation rate, the work week, hours worked and wage growth and all those in terms of consideration. now perhaps on wednesday, you know, we're going to see from a bernanke and perhaps from a yellen influence bid, the introduction of an inflation minimum that establishes not only unemployment at 6.5% but an inflation minimum at 1.5%. that's a very dove-ish statement for treasuries on the front end and a dove-ish statement for stocks as well. >> bill, what happens if they do taper this week? there seems to be a debate raging as to whether that move is actually priced in to the

bond market. we've seen, you know, the ten-year yield go back towards 3%. today it's dropping, of course, at 286. is it priced in and what do you think is going to happen in a couple days? >> i think it is, scott, and i think all along that the taper is not been a dominant influence in terms of bond markets. the dom napts influence is really the policy rate and the forward guidance and to the extent on wednesday we get a substantially increased and more firm policy guidance going forward and in terms of where that policy rate will be the markets will take heart. it's true on wednesday we'll see the release of the 2016 forecast from not only fed governors, presidents and members as well and that guidance in terms of inflation, that guidance in terms of growth rate will be important. i think we're also going to see substantial improvement in terms of inflation floor as i suggested and that will anchor, you know, the front end, the fed
