nasty up the eastern seaboard through boston, physical, new york and soon head sfwhungd new add weg. it's not over. the forecast is 30 seconds away. the airlines are affected, not in a good way. thousands of flights cancelled and delayed today. we've got extensive coverage on how much damage this bad stretch of weather is doing to the economy. we call it frozenomics. and a media mega deal involving cnbc's parent company comcast. it's going to buy time warner cable. number one, number two, put them together. you got a big cable company. shares of comcast right now, down about 4 1/3%. time warner moving the other way, up better than 6% at 1 144.20. and sue in the house. >> messy getting in. i'm here. start with the weather. at one point snowing so hard the plows couldn't keep up. it's very unsafe today along

large parts of the east coast and the storm isn't over yet. so here's the weather channel's tom niziol. >> winter storm packs one of the biggest winter storms for the u.s. so far this season. over 83 million people have been impacted by this storm, and i'll tell you what, if you look at this, one way to look at it on a large scale is from space using our satellite imagery. the big spin in the atmosphere bringing tremendous amounts of moisture in off the atlantic ocean. now that's affecting the mid-atlantic and the northeast for the rest of the day. here is the low pressure system. one way to look at the strength or intensities of these lows is to look at the central pressure. from this morning to tomorrow morning in a 24-hour period, the central pressure of this low pressure system drops about 25 millibars in 24 hours. a meteorological tharpe forecasters use called bomogenesis. that drop in pressure. it gives testament to the strength of this system. before it's all over for the rest of the day into tonight, an additional 5 to 8 inches of snow running from west of washington,

d.c. right up across the mid-atlantic, and when you get into interior new england, you're looking at as much as 12 to 18 inches of snow in some areas. the saving grace here, right along the coast. enough warm air gets in to drop the snowfall significantly in places like cape cod running down along the coast here. a big storm. continue to watch it throughout the rest of the day. it's not going to clear the u.s. coast until sometime friday afternoon. back to you. >> thank you very much, tom. never thought i'd have to know a word like bomogenesis. one of our producers supposed to leave for arizona. newark's open, but she's at the airport now. that's the tarmac from the gate. it doesn't look good. good luck. all right. the airport check-in line, well, pretty much a ghost town. peel be kept up to date, if the flights are moving in or out by our producer. doesn't look good. >> doesn't look good, but, boy, arizona on the other end of that flight, and that sounds pretty

good. phil lebeau in chicago as you see, frozenomics affecting practically every sector you it think of. phil is at o'hare around in chicago. 1,500 flights cancelled so far. 3,800 delays. phil, welcome. >> reporter: you know, tyler, just talking about newark. 61% of the flights out of newark today cancelled, but i have good news for you. i've been reporting mounting cancellations all day. one runway, at least one, has reopened at dulles airport in washington. so perhaps we might start to see flights over the next couple of hours there. here are the totals, and they continue to rise throughout the day in terms of flight cancellations and delays. when you look at cancellations, 6,200, more than 6,200 cancelled so far according to flightaware.com. more than 3,700 delayed. the most impacted, delta. 37% of its schedule canceled today. the worst day for airlines cancellations in the united

states in three years. the ripple effect, sure feeling it most in the eastern half of the united states, but across the country, out in san francisco, they're noticing the impact of flights cancelled, and this year has been down right nasty for the airlines. according to moss flights, there have been 73,400 cancellations just this year. working out to a daily average of just under 1670 in terms of daily cancellations. guy, that's about 5% of the daily flight schedule. 4.9 million passengers impacted, and i want to show you two stock charts to look at. take a look at hawaiian versus delta over the last three months. delta has borne the brunt of the cancellations. happ hawaiian hasn't had many. the bottom line is this, these stocks continue to hold up despite what we know are going to be huge losses when you look at the q1 numbers. sue? >> had you to say the word hawaii. didn't you? you just had to, phil. thanks.

thank you, phil. breaking news in the bond market now. the 30-year bond auction off the board. rick santelli has the the sme. >> b for boy. we'll go through internals. remember a tombstone of $70 billion in supply this week. the yield, 3.69. that's the main reason for the pris gi grade, because the offer side of the one issue market was 3.695. price add half point through in a good way. the weak part was, 2.27. $2.27, and every dollar worth securities available, definitely lighter than 2.40 average. light nest three cycles going back to november of last year. a little above average on incorrects, below on directs. b for boy, supply over. turn all eyes, of course, how treasuries trade the rest of the session. sue, back to you. >> okay, rick.

we'll check in with you in a little bit for that, dominic chu with a market flash. >> and beginning coverage of the company with a birating, a $70 buy rating on the stock thinking the company's valuation is cheap given strong u.s. and international expansion plans ahead. the stock currently up 1%, to 2% in today's trade. a developing story. take you to western pennsylvania. a train carrying oil and propane, which is in short supply, has derailed in the town of vandergrift nap , that is a just northeast of pittsburgh. and our nbc affiliate is live near that train derailment. dave what can you tell us? >> reporter: tyler, this is a big derailment. over 20 cars derailed. all of them except two were carrying propane. i want to show you right now exactly the scene, at what we're looking at. you can see the redetailment right back there. the cars on the side of the

hill. it's really bad. one car actually went into that building right over there. thankfully, and believe it or not, no one was hurt. i want our photographer to pan down. you can see, it's hard to see through the trees but the workers are working on one of the cars, the tank we believe is leaking the oil. two other tanks are being looked at that have propane. i want to roll video of what we got when first here earlier. the propane obviously, a big concern. all of these cars will have to be looked over by the local and emergency people. naturally the ntsb, homeland security, they're also here. they don't know exactly what caused this accident and don't believe speed was a factor, but 1,000 to 2,000 gallons of crude oil is leaking. the good news, it's not getting into the river, because you saw the river back there in our live shot and it's not endangering any homes or residences that we know of. they have the situation under control now. you mentioned the propane. that's something that everyone's

concerned about nowadays and they are going to look at the cars that had the propane to make sure it's not leaking out, and if it can be used. right now that's a question that cannot be answered. the great news out here in western pennsylvania, no one was hurt, and by looking at this, it would look like it's a disaster, but amazingly, no one was hurt. they'll are out here, though, three or four days. reporting live, dave bondy, nbc news. >> it a miracle no one was hurt in that incident. a look at how crude oil prices have been trading. basically mixed. a couple of gdp cuts. credit suisse cutting gdp estimate to 1.6% from 2.6%. goldman cutting q1, 1.9% from 2.3% nap was significant cut. both now have their q4 gdp at 2.4%. also know that retail sales fell in january. market's eder patty pointing out

negative retail sales for two straight months. jobless claims rose 8,000 to a seasonally adjusted 339,000. let's check the markets for you. now the dow jones industrial average, either side of unchanged early in the session, but we now are solidly in the green with a quarter percent move to the upside of the dow. the s&p 500 up seven points on the trading session and nasdaq is the winner in terms of a percentage gain on the day up two-thirds percen% percent at 2 and director with o'neil security and a cnbc analyst, good to see you, my friend. >> nice to see you. >> how does it feel down there? >> you know what? it feels quiet today. you saw the weather we're having. it's certainly having a little impact on mentality. market mentality. not a lot of volume. we're stuck in this 18, 25 on the upside, 18, 10, which much short-term support reap zirchs.

it makes perfect sense on a day like today's market is churning. not a lot happening other than people continuing to talk about the weather. really, the impact it's having around the country. >> absolutely. kenny, thanks so much. appreciate it. to europe now, and new political crisis in italy. prime minister enrico letta is expected to resign tomorrow after his democratic party called for him to step aside to make way for a new government. president giorgio napolitano is expected to ask pd leader matteo renz toy form a new government. >> sue, you big dehere in the united states is a big deal. our parent company, comcast, buying time warner cable in a big deal worth more than $45 billion. julia bourorstin on how this wi impact the consumer. first to david. what can you tell us? >> last june we first broke the story of charter communications and liberty medias interest in acquiring time warner cable.

sen since then a back and forth. nominated 13 directors to sit on time warner's board, creating a dist proxy fight for the company. through it all, time warner saying worth $160 a share,alities more than eight times cash flow. what cable companies go for when they get sold. particularly ones with the property we have, and comcast, would you be interested? comcast, would you consider doing it? comcast, come on. make it happen. brian roberts finally decided to do that and for rob marcus, who's been the ceo a very short time, apparently a clear decision. >> the value being offered was very close to $160 a share, and we think the long-term value creation opportunity is even greater than that. for us, a clear decision. >> but before this deal can close and by the way both sides are hoping to close it by the end of the year, though that may be somewhat aggressive it has to pass the muster of antitrust

authorities and regulators. the department of justice and perhaps even more importantly, the federal communications commission. after i broke the story a few months ago, that com kavpt was interested in looking at time warner cable, i also reported many times that in the eyes of brian roberts, it was a difficult deal to get done, in part because it would simply be hard. hard to deal with the fcc. hard to have to enter into another consent degree, if that wering to happen, yet roberts apparently got comfortable with the idea of buying the entire company, and comfortable with the idea that it will be pro-competitive. >> we don't compete, we're not in the same markets. not in any of the same zip codes, with time warner. there is no overlap. no reduction of competition. we're just able to bring better products to their markets, but what we've said today is that we're prepared to divest up to 3 million customers, which will bring our new company, combined, below 30%, even though that 30% was vacated by the courts.

>> referring to subscriber caps that no longer exist allowing you to surpass 30 million homes should they want to. won key constituency is the programmers themselves. those that create the content. of course, we do here at cnbc, and nbc universal does as a part of comcast, but there are other companies. such as cbs, that rely on comcast for a lot of retransmission fees and to buy its content essentially and retransmit it. i did ask leslie moonves, ceo of cbs, how he sees this potential tie-up? >> comcast appreciates the value of our content and will pay appropriately for it. the power struggle we may have had with time warner cable was about what we felt was an unfair offer for our content. we don't think it will be the same struggle. we obviously have an existing deal with comcast and we look forward to continuing that in the future. >> and indeed they do. as for the present, comcast shares are down. you've got a lot of risk setting

it up by shorting shares of comcast going long. time warner cable, this is going to take quite some time to complete, as i said, and far from a sure thing that regulators will give their okay, although there is confidence on both sides that they will get to that end game. as for charter communications, its shares also off given it's unyear it's strategy towards consolidation will be or if it even has one. back to you. >> david, let me ask you a question, if i might. am i flight assuming that the regulatory hurdle is the reason why time warner cable shares are trading where they are, at a discount to what you just said was the -- was the punitive value of the comcast offer of about $158 a share? >> right. trading at about an 8% share. often the case, remember time valley and money, this is not going to get done, if it does get done, probably for a year. saying the end of the year. call it 12 months. right there, of course, discount it, and then the rick, tyler,

you bring up that is not insignificant. which is a big fight with the fcc conceivably, at least, given its concerns on a political front and on a diversity of voice s fronted and a simple ida of so much power held by one company when it comes to, for example, the broadband pipes so many of us rely on. >> thank you very much, david. david breaking that story. now out west to julia on what this means for consumers. david tipping it there, already some complaints being heard. julia? >> reporter: that's right, tyler. this deal is raising red flags for consumers and those complaints will certainly be under the microscope when the fcc evaluates this deal. the consumer advocacy group free press rejecting the deal warning in a statement, "comcast will have unprecedented power over consumers and ability to exert its influence over businesses that want to reach comcast

customers." comcast says the fact they will own only 30% will not affect cooler options or pricing because comcast and time warner cable do not compete in a single zip code. as comcast's ceo brian roberts pointed out, the cable companies defeat pi directv, dish, verizon and in many case as fifth provider. roberts arg gurs consumers and small add medium businesses will benefit, better technology including faster internet speeds and comcast xfinity live and on demand and ability to buy digital movies to then access from anywhere. comcast is also volunteering to extend the necessary neutrality agreement it struck with the fcc as part of its universal acquisition deal to cover time warner internet customers as part of that agreement. we'll see if comcast assurances are enough to clear regulatory hurdles whether added leverage and negotiations could bring down content costs and whether the cost savings will enable

welcome back positive "power lunch." room for the company stock double in value says ackman if the industrial gas producer has the right chief executive officer. the company's big effort shareholder way nearly 10% stake in the company. shows shares are up 2% to 3% in trading but tyler, bill ackman could have influence over that ceo decision. back to you. >> thank you, dom. have we told you it's cold and snowy, steve? i don't know. much of the northeast and the south -- have we mentioned that yet this hour? >> complaining about it too much. >> we'll error wimps up here. it's starting, however, to have a real economic impact. isn't it? >> it trai. first of all, today, retail sales and businesses, cutting into inventories, a big cut from december and january cutting q4

gdp by 3.4% according to a flash survey with moodys.com. tracking 2.5%. government reported 3.2%. steadily coming down. first quarter tracking at 2.4%. a lot of that is the weather, and we that you in the retail sales number today. what we saw is that we saw the, some of the -- some of the detail there's. ex autos. people aren't shopping for cars, buying, selling homes. not coming out to buy furniture. one up, building and garden materials. maybeand shovels. 40% of the country covered by snow. that's 2013. over here, what it looks like this year. that's what it looks like this year. 2014. 60% of the country, and no offense to the flyover area, i just offended, but this is where people live. a lot of snow where people live,

we continue with frozenomics, guise. it's impacting every. first to kate kelly on the other energy plays investors have been looking at beyond the oil and gas. kate? >> thanks, sue. with the east coast reeling as tyler and steve just told us as well as other parts of the country from yet another major snowstorm, natural gas is rallying again to the $5 mark and beyond, but gas, you said, not the only commodity benefiting from the coldest winter in recent memory. power is, too. look at these charts. around the country, power plants operating at reduced capacity are ramping up production again, including in places like texas, where an unusually cold winter in anticipation of a heavily air conditioned summer prompted the pourer company loom nant to add capacity. keepers feeling it in pocket boos books already. an options trader, power doubled

from december to january and a mom of two in flushing teing, cg towards $800 to $1,000 overall. that might have something to do with power plants, reduced in recent years making the power available all the more expensive. still energy administration administration predicting a modest electricity rate hike of what we're seeing. about 2.1% first quarter of this year compared to last. sounds like anecdotically people are feel it more strongly, though, sue. we'll see what their next estimate is. those were compiled before this more recent cold snap rolled in. >> absolutely. kate, thanks so much. appreciate it. and, of course, also a housing impact when the weather's like this. it strikes again and again and again, and nobody wants to go out to an open house. nobody wants to hold and open house at that point, diana. right? >> reporter: of course, sue. there's a housing impact to all of this. isn't there? this whole mess.

we'll ask that question. if you tuk any real estate agent east of nevada they tell you winter sales are weaker this year than last because of all of this mess you see right here. we even asked the ceo realagy. >> truly the weather patterns impacted the listing markets. until we see relief you're going to see lower inventory levels, and then one day it's going to spike. >> reporter: but the numbers don't really hold up. if you look at home sales across the nation, pending sales in december, they're down everywhere, but actually down the worst out west where weather isn't really impacting, and especially in southern california. sunny southern california, which is seeing its worst winter home sales in six years. we did see a slight bump up in specialty contractor jobs in january. that's your plumbers, electricians and roofers. some thought maybe because of repairs due to all the winter mess. but really what's holding home

sales back this winter is simple. it's low inventory, high prices, tight credit and investors moving out of the market. they were the one who juiced the market last year. back to you. >> okay, diana. thank you. next on the frozenomics beat, seema mody in times square new york looking at cabin fever stocks like amazon where customers don't need to leave the house. right, seema? >> reporter: exactly right. bad weather is expected to keep more americans inside, and if that's the case, experts say more people will be online. tweeting, facebooking, and shopping. rj, analyst at morningstar tells me bad weather is particularly good for online retailers like amazon and ebay as more consumers embrace the concept of shopping online. speaking of shopping, many say online travel booking sites like expedia and priceline could see a gain from the freezing winter. shares up better than 11% over the past week. carnival cruiselines recently reported it set an all-time hype

session. you're up to date, ty. >> time for the power countdown. we root in now to cisco, or route. shares taking a hit there after reporting a drop in revenue in its latest earnings. our tech correspondent jon fortt is with us. down 8% from a year ago, jon and the forecast are sort of soggy as well. where's the growth coming from? >> the three ss. services, servers and security seem to be growing but not as fast as those routing and switching revenues are dropping. also high cisco. the kre, how they portion through that. >> topic two the stock. dividends, boosts. what are analyst it's saying about the stock? >> price target drops today, four, after earnings. one hold among those. analysts bullish about cisco's prospects. two price target increases. emerging markets, the bric

countries, revenue dropping off and service provider, settop box especially weak. >> john chambers. been there a long time. can he turn it around? if not who? >> people on the bench, rob lloyd, also gary moore, a strong contender in operations. chambers said he plans to stick around another couple of years. the board asked them to once they saw this turbulence. does it get it completely turned around? might take a game-changing acquisition or divest coliture change the face. >> sue. to the bond market. rick santelli -- >> hovering at the lowest yields of the last two days. see an intraday ten on your screen, the last the auctions done, yield be dropping but already dropping. two day at 30s, what the final

auction was, you can clearly see today's yields slightly under yesterday's. year to date chart, make a twiv resume a bigger drop in yields. trader are mixed on that outcome. one thing they're not mix and. look at this chart going back to early 2011. the pound versus the dollar. as it sits now, should it close here, a 32-month high in favor of the pound. back to you. >> thank you, rick. stocks positive now. the dow up about 50 points and change.ellini joins us and jerry, you've been bullish. remained bullish but a lot of volatility. you view that as an entry point? >> i really do. when you look what's happening right now, the market is transitioning from a great year for defense last year, high dividend slow growing names all had big multiple evaluations upward last year. what we see happening is a move into more of the risk-on

category-type stocks. so technology, energy, industrials. those are the stocks that are still very, very cheap and ironically those weren't down 3%, 4% in the last five, sick we six weeks. they are corrections have been healthy and the place we think have both economic support and valuation support now going for this year. >> todd you're bullish as well. where would you be putting cash to work right now? >> well, sue, we've had a couple different approaches in terms of where we are recommending putting cash to work. the first is just stay with the names that have been working over the past couple years. some of those momentum names that are highly shorted nap actually have low analyst ratings, which leaves room for upgrade. which suggests that there's low expectations, even though the market's discounting good news. it seems there are still a lot of people out there that are expecting bad news.

names like yelp, pandora. the type of names we are recommending in our model portfol portfolio. >> okay. >> but also we have what we would label the turnaround plays. steel and gold miners, for example. these are stocks that are finely showing signs of life. steel for years was not showing any signs of life. they're highly shorted stocks. again, low buy rating, and the steel sector, for example, kind of reminds us of the solar sector at this time last year when it was showing -- >> ah, yes. >> -- coming out of depressed levels pap mix of those names in our portfolio way 10% to 20% cash cushion to use when the market pulls back. you know, it's kind of funny, because everybody talks about waiting for the pull fwook accumulate stocks. yet just like this last pullback and just like many pullbacks prior, what we see on the sentiment landscape is people running for the hills. >> got to go.

no chant of usa, usa, usa. are americans kind of not there? >> very few, compared to other olympics that i've been at, tyler. first of all, london, of course, a lot more americans, right? easier to get to london. english is the language. there's no visa requirement. none of those are true for russia. much tougher to get to. the visa is expensive. take as long time plus additional security requirements if want to go to the olympics. got to get a special credential, and all of these concerns about whether or flot would be terrorist attacks here also scared away a lot of americans. so, look, dwoent have hard numbers. anecdotically, walking around, you don't see a lot of americans. you don't hear them at gamtes o see them in the store. doesn't feel like they're here. >> do you see a lot of people? didn't look like many people. in the olympic village, period. >> depends on the time. right now over my shoulder where they do the medal awards, they run almost like a disco there at

wealthy are more worried, robert, about being seen at wealthy. they want to hide their wealth? >> a new poll shows only 30% of multi-millionaire want to be seen at wealthy. way down from 53% a couple years ago. it's a function of all the talk's inequality. what's happening in politics in the media. some fears are misfounded. look at general public. the general public admires wealth and still want to get there, too. i think this is a little bit of a paranoid plutocracy here. >> so they don't want to be conspicuous i guess? >> that's the thing. again, this day and age, a little more target on your back if you flaunt it out there. occupy wall street was one thing. it's generally speaking perhaps more of a shift towards not being as flamboyant as in the past. >> apple urging conflict-free audits for many of the minerals used to make its products. i guess that means that some of the strategic metals and other things have to come from areas that are not subject, like the
