european traffic is challenging. and we're going into earnings season. u.s. economy doing well, but europe economy showing signs of sput ter i sputtering. so i think we'll have a bifurcated season. europe weak, u.s. stronger. take a look at retail stocks. jcpenney down 6%. big day for them coming up wednesday, first analyst meeting i think in three years they will have. they have stabilized until today, but i think a lot of people want to know how they will increase market share at this point. >> we just jumped about 20 points, cut our losses. sue, back to you. >> and as you just mentioned, stocks have been going through a very volatile time lately. no more so than the small cap stocks. and russell 2000 down 8% from its most recent high in july. so that begs the question, could this be a buying opportunity?
1:04 pm
morgan brennan is taking a closer look. >> you're right, it's been a rocky couple 6 months for the small caps. russell 2000 down again after haved climbed back a tad from its slide. analysts had been saying small caps were relatively expensive but could that be changing. action right now is traders selling every rally and we haven't seen this much weakness since august 2011. and o'rourke expects the downward trend to continue. on the flip side on cnbc earlier today, tom lee said the stronger dollar already trading around a four year plus high could actually lift this group because so many of these companies sales are domestic. so there are a number of stocks that are already trading at

1:06 pm
we have steve and jack with us. welcome to you "power lunch". what do investors really need to focus down on? >> they need to focus on earnings. this is not a sector game. the problem with small caps has to do with etfs as much as anything else. you you can sell all of the small caps. truth is you ought to be buying small cap value companies. >> talk me through that. i'm not a professional investor, but it seems blindingly obvious you go for the companies that are not exposed to the rise in the dollar. where the economy is doing well. and wages are in check. >> and on average, these companies only have 18% exposure overseas and company by company, they have very little exposure. and the value companies which are mostly industrial are clearly domestic focused here. >> would that be primary focus? >> within the small cap sector,
1:07 pm
yes. >> would you agree? >> no, i think small cap is interesting. a lot of good buys. but i don't think you need to take that much risk. we've had such a correction in the large cap names on the cyclical side and you said it's blindingly obvious to avoid companies with dollar exposure. a lot of that has already been discounted in these stocks. i think if it were going into the season, we've had a high level of pre-announcements. people are expecting bad news on guidance on the dollar. i think if anything, we could have a relief rally. and that we have pretty good u.s. economic activity. so i'm seeing stocks down 10%, 15% in the cyclical side that i think you've gotten your correction. and this is where we ought to be buying these stocks. >> you were nodding. >> i agree. cyclicals, industrials. it's across the board whether small cap, mid cap or large cap.
1:08 pm
it's on the industrial u.s. focused side of the economy. >> assigns we don't really know where we are on the business cycle because of what the fed has done and central banks. it's kind of all over the place. when do people need perhaps to get more conservative to prepare for things getting worse? >> we think we're early in the cycle actually. or at least mid cycle. we're five years into it, but at a very, very substandard pace. we think we have several years ahead of us of decent economic activity. and with the fed pretty well behaved. so we think it's a goldilocks appeared right now. >> we have to leave it there. thank you both for coming in. sue, back to you. take a look at the brazilian stock market. it soared today on the back of sunday's elections. up 6% after the election day surprise.
1:09 pm
michelle caruso-cabrera joins me live to tell us why the markets are reacting that way. >> there is today renewed investor hope about brazil and its economy because of the outcome of yesterday's election. you were talking about how it was down, but when you look at some of the most actively traded, they are all up more than 5% holding on to their gains even as the u.s. market falls. individual brazilian stocks climbed as much as 20%. second in election is considered the most investor friendly pro business candidate with a chance to win that brazil has seen in a very long time. he will face the current president in a runoff election on october 26. brazil analysts are saying this could be the brazil i don't know market's narendra modi moment and made a similar huge move when narendra modi became the leader of that country. on the phone right now, a man very familiar to wall street, an

adviser to nevez. he also ran the central bank of brazil. thanks so much for joining us. >> happy to be here. >> so you are ann adviser to th candidate. if he becomes president, what will his first move be? >> three things. first get the macro right. we've been sloppy on inflation. haven't been hitting our budget targets. so we have to get those right to the decimal, no gimmicks. number two, tax reform. we have a crazy complex tax system and we'll go for deep, deep cleanup jobs, simplifying everything. in particular, to lift the tax burden on investment that is really hurt by this. and exports. and lastly, we have a massive gap in our infrastructure it should be a great frontier for

near and huge investment here in brazil and we'll go for that primarily by mobilizing private capital and also getting the government to do its part. >> you run an investment firm right now. you used to be a trader. we're seeing huge moves in the brazilian market as a result of his surprise second place finish. what do you think about the brazilian market knowing that you have a vested interest of course? can it move even higher? >> yes, i think it can. for now, the market is still uncertain who will win. still three week of campaign, so there is a ways to go. an think what we see today is really only partially pricing in his victory. could go high, but there is still three weeks to go. so need to keep an eye on that. >> what is your future if he wins? would you go back to running the central bank, would you be
1:12 pm
treasury secretary? what involvement would you like to have in future government? >> he has already pre-announced that if he wins, i'll be the treasury secretary. i'm very honored and i have about 100 things in my mind. and we have a lot to do and i look forward to that. >> terrific. we'll have you on again if that happens. sthank thanks so much for joining us. >> happy to be here. >> hopefully they can get it right. an interesting three weeks. to morgan brennan. >> stocks moving higher, petro bra and vale. getting the boost from the election. up nearly 3%. back to you. >> to another part of the globe, uprising this hong kong. and a quiet night of protests,

become a dominant source by 2050? >> absolutely. but we don't have to wait 35 years. this germany and italy, solar last year was almost 10% of you power generation. in the united states, we're not even at 1%. so just for the u.s. to get to where germany and italy are today is more than a ten fold increase in the size of the solar market. so by 2050, i suspect everybody will be far more than 10% conceivably close to half. but we don't have to again wait 35 years. solar in several major g-7 economies today is already close to 10% of the grid. >> andrew-wil, - -- or drew, ra know you're bullish on the fuft solar, but what about the challenges? a lot of people installed solar panels because as shirley just

told us it was no cost to them or there were government and state incentives. here in new jersey, there was a big state incentive for a while. but separate from that, if the consumer stdoesn't have those government incentives, do you think solar can continue to grow? >> that is i think the key of what is intriguing to us at the this juncture. solar rode a big wave of sub city driven growth in the, six, seven, eight, financial crisis. a lot of governments tried to figure out what to do. but what that did was it reset costs dramatically lower. so today, we're moving into a period where governments are starting to be able to peel back the subsidies some and in other cases draw them down because the cost and it's still viable to the consumer or the residential or business because the costs
1:41 pm
are so low. so there are challenges but the exciting part from an investment standpoint, costs are now making it a viable alternative without subsidies. >> what stocks do you like in this particular space? >> there are two basic camps within solar, one is the module and cell producers which are largely not entirely dominated by the chinese. and then there is a new class of company which is focused on the use of those modules and cells, and those are the installers and system providers. and we think that there may be more long terp term viability to capture. >> pavel, let me turn to you because we've been talking a lot about gt advanced.
