of stocks, ibm and boeing is not helping. let's get to the developing story out of canada. shootings on parliament hill. we are awaiting a press conference from the royal canadian police. what more do we know at this hour? >> while we wait for the news conference. this all started when a gunman shot and we now know killed the canadian soldier standing guard at the war memorial. the gunman then entered parliament and a cabinet minister tweeted that 30 shots were fired. that gunman is now dead. look at this dramatic video taken during the shooting. you can hear gun fire. we are not sure who was doing the shooting. prime minister steven harper is safe. he was in a meeting with his cabinet when the gun fire erupted. this is an ongoing operation and no one is in custody at this

time. ottawa hospital says they received three patients and police are warning people to stay away from windows and roof tops. we want to show you a photo from inside the parliament tweeted out by ctvchieve anchor. i want you to look into the back of the photo. ministers of parliament barricaded themselves with chairs against the door. the american embassy is under lockdown and president obama and prime minister harper have spoken by phone. a white house official says there has been no change in security at the white house. norad has gone on high alert posture. here is josh earnest moments ago. >> canada is one of the closest friends and allies of the united states. and from issues ranging from the strength of our nato alliance to the ebola response to dealing with isil there is a strong partnership and friendship and

alliance between the united states and canada. the united states strongly values that relationship and that relationship makes the citizens of this country safer. >> perhaps not surprising the nhl has announced tonight's hockey game has been postponed. this incident follows another one two days ago when a convert to islam killed one canadian soldier and injured another in a hit-and-run. he was killed by police. nbc news reports that officials in canada have been concerned about the potential for small attacks in canada and the united states. the mountys have publically stated they were watching 90 known isis sympathizers. there is no indication that this has any connection to isis. mandy back to you. >> let's bring in bob right now. how much do the news of the shootings in ottawa make us lose gains? we are down by 108 points.

what do the traders believe are implications. when the first headlines hit it was just after 10:00 eastern time. it is only when we got broader headlines. for example, around noon it was announced that the u.s. embassy was on a lockdown. that and other headlines got i think traders attention a lot more and they realized that this may have broader implications. that is when you started to see a pickup in volume, groups like spy, diamonds, etfs that are easier to get out of so pickup in volume started to move to the down side. we have had defensive names generally on the positive side and growth oriented names on the down side. utility stocks, consumer staple stocks have been on the upside. they are in positive territory right now. i want to point out the vix did spike up around 12:00 as we saw broader headlines about this.

the vix has been on a remarkable run from 15 to 30 last week all the way back down to 15 earlier in the day and now you can see as those headlines hit around 12:00 the broader headlines the vix went into positive territory now up about 10%. >> we will continue to monitor the impact on the markets. the canadian shootings dominating the news. we already have a nervous market. let's do what we do here and discuss any and all potential impacts. let's bring in president of ed asset management and jill. difficult day today for our friends in canada. this is what we do here on cnbc. let's hope this is a single isolated event. are your clients calling you about it? what are your thoughts? >> certainly, our thoughts go out to those affected by the terrible incident in canada. for edge our focus is on maneuvering through the very volatile markets.

for us we believe the core thesis of the u.s. economy remains in tact and the strength we had been seeing over the last couple of quarters will continue. so that is what we are focused on right now. >> what about you? would you like to answer brian's first question in terms of what you think the impact might be on this? certainly it feels like the market is sort of hanging on a shoe string here in terms of its nerves are very frayed. >> i think in many ways perhaps on an intraday basis it may be. the economic data continues to be very good. earnings are exceptionally strong with about 80% of companies that have reported so far surprised to the upside. we have got to look at it and think that this is a natural response to the market. usually a tragic event, an act of violence like this, the market will respond. and but we would think it has very little implications for the u.s. economy. >> sometimes it seems this is

what we do. this is what we do here. so we have days and big stories, terrible stories like today. you have to report what your mission is at the time. your job is to look forward. let's hope we can get through this with minimal and hopefully it will come to a conclusion very soon. look out tomorrow, next week, next year, how are you advising your clients? >> right now with all of the volatility that has happened over the last couple of weeks we have expected some type of pullback. it is not that uncommon for the market to have five plus percent pullbacks when you look back over history. on average since 1928 it averages about three times a year that there is a five plus percent pullback. so that does not change our fundamental view about the strength of the economy and we are still constructive on u.s. equities. so we are using this buying opportunity to identify good

businesses that can maneuver through volatile times and that have good fundamentals and we are definitely finding investing opportunities right now. >> what are you thinking about the earnings season so far? it has been patchy depending on the company or certainly the theme of the stronger dollar is starting to come home to roost but maybe they haven't fully come home to roost until this quarter we are in right now. >> i think this quarter will be the test to see what will be the effect. the third quarter so far looks remarkably good overall as i mentioned before. 80% surprise to the upside. you have also got what i was looking earlier today of all companies that reported so far, 85% are positive earnings. only about 12% negative. skroev a overall this is likely another quarter that is surprise to the up side. we think equities move higher through the end of the year not withstanding pullbacks can

happen. >> i think to mandy's point you refer to coke and mcdonald's as being not good. >> a few standout stocks have disappointed. >> that is an important point because while the meteorologyaj earnings night be great -- they see that and think mcdonald's stinks and coke stinks. >> apple on the other hand is a big consumer stock, very, very popular. 10 million iphone 6 phones sold. the problem for coke and mcdonald's and ibm those are related to secular and changes in technology and the diet. the younger generation doesn't like hamburgers the way i do. at the same time you have situations where management has to deal with that. it is going to take a while to turn those stocks around. we can't help but think with

dividends attached to those for real value players if they believe in the managements they might want to get into the stocks now. >> you make an excellent point for the mom and pop investors when you have big household names like that not doing well it catches their eye because those are the names that they follow. >> we hope they would look further and look at the companies that are really delivering the goods. >> earnings you can manipulate. >> massage was the word i was going to use. >> jill, let's talk about massages. >> we are happy with the earnings season so far. and as your other guest said about two thirds of the s&p have reported and about 80% of them have beat estimates. good earnings, good profit growth and we are seeing some sales increases. so that top line sales growth is going to be important even for those large multinationals who are impacted by the slower

global growth, but there is definitely winners and losers in this environment. so it is important to go back to the fundamentals and at edge we are a very long term investor so we are looking not just at this earnings season but over the next three to five years about our expectations or how our companies will do in the long run. >> jill and john thank you very much for joining us. john thank you for coming to the floor of the stock exchange. just for an update we are awaiting the live news conference from canada as the police are about to update us on the shootings on the canadian capital. ottawa police chief. to his right commander officer assistant commissioner and to his right, major general christopher coats, deputy commander of joint operations command. and to my far right, mayor of ottawa, jim watson. in terms of proceeding with the press conference we will first have a statement by ottawa police chief charles bartolo. good afternoon. at 9:52 a.m. this morning the police service received multiple 911 calls regarding a shooting. the victim of the shooting is a member of the canadian armed forces. his injuries were fatal. our thoughts and prayers are with the member, his loved ones and other members of the forces.

his identity and age won't be confirmed at this time as we are in the process of contacting his family. what followed was another incident on parliament hill. i can tell you a male suspect is now deceased. together with rcmp all available resources have been deployed to this operation. our priority is the safety and security of our community. additional resources are on stand by should they be required and all measures have been taken to ensure the safety and security of our residents. we are very aware of the large presence of military personnel in our community and want them to know that we are committed to their safety. as i said, this is an ongoing operation. we are asking members of the public to stay away from the downtown core. people in the downtown core are asked to follow instructions of their building's management. the ottawa police service is looking for witnesses to come

as you pointed out many times during the show pretty much everything in technology was up yesterday. today a bit of a reversal. >> that is absolutely right. there are other reasons why the dow was down. the dow was being pulled back a little bit. after news of the ottawa shootings came out one male suspect is confirmed dead and that took us on a down leg for the market. let's go back to the press conference. i believe they are speaking once again in english. >> this is a dynamic and unfolding situation. i understand that people have many questions and we are committed to providing some answers as soon as we are able. what i can tell you right now is that all available and necessary resources were activated and deployed immediately when we became aware of the incident. they will continue to be here for as long as they are needed. the ottawa police service is

leading police service for all incidents that have taken place. these are situations that we as police officers train for. we train our own members and we train with other police agencies. we conduct scenario-based training to cover all kinds of threats including what we have seen in ottawa today. it's important for all canadians to be vigilant and report anything they think is suspicious to their local police so it can be assessed and follow up on. we are assessing and monitoring the situation as we move forward and sharing information with law enforcement and security community in order to ensure we have what is necessary to do our jobs in keeping canadians safe.

[ speaking french ] let's get back to cnbc headquarters. michelle, can you recap what was said in the press conference? they did say the one shooter i guess was dead but we still don't know if there were others involved at this time? >> there are two questions that we are likely waiting to hear asked and be responded to which is, what is the current ongoing investigation? we were under the impression and according to people on the

ground they appear to be looking for other individuals. they say they have no one in custody. one suspect is dead but what and who are they looking for right now? what is the operation that is underway? there is likely to be questions about how it is that they got so far into parliament at this point and questions about the security and additionally the fact that we know that the canadian police have been concerned about penetration of isis within canada recently and had been monitoring dozens of individuals at this point. those are three things we are waiting to hear from. because they speak both english and french in this area it is a bilingual news conference. we know we will hear from the mayor of ottawa, as well. >> just a quick question to you. this is purely speculation, i don't know whether things are being identified on this subject, but to what degree do we know if it is one lone wolf

or several or something more organized? how far reaching is this going? >> they were looking for other suspects. they were looking for multiple shooters. we don't know if that is still the case at this point even though from reports on the ground the reporters who are there have told people to stay away. it is clear that they are looking for individuals so there is an ongoing investigation but we know that va the put out a press release saying there is an ongoing investigation, no one is in custody. >> thank you for keeping us updated. let's get straight back to the news conference. >> our thoughts go with the family at this time. we are working closely with our law enforcement partners in response to this ongoing situation. as a precautionary measure and until such time as the situation is considered under control military and civilian personnel working have been told to remain in their buildings until further notice.

to update you we are currently down by 100 points on the dow. we were down by more earlier on. we are coming off the lows of the day and the negativity in the markets has overshadowed positive things happening earlier on today. strong results from yahoo and broad com early on. >> let's go back to the press conference. >> i think it is too early to confirm that but i think from our reaction it caught us by surprise. >> how is that possible? >> again, it is too early to get to the bottom of all of the details of what transpired. it is an ongoing police operation. until we have had a better chance to investigate and determine exactly what happened it is too soon to answer that question. >> you are telling the public to be vigilant. there are suspects out there. you said there was more than one suspect earlier. is there still someone on the

loose? >> we are still investigating the active operation. we are in the process right now with the rcmp in clearing and securing parliament hill. that is a slow approach. we are asking the community to be aware and vigilant and report any suspicious activity that they deem serious that could impact their safety. so to phone 911 or to phone or e-mail us with information that will assist in the investigation but also in general terms we have been asking the community to remain vigilant over potential acts that we have seen overseas and other countries. that is something we always ask canadians to be aware of and be constantly vigilant and report suspicious activity that may identify any individual that may want to cause harm to fellow canadians. >> is there more than one? >> we are still in the process in the active operation right now. we are treating this seriously

police. they did report that one suspect has been dead. let's go back to cnbc headquarters to recap so far what we have heard, what we know and what we are still yet to learn. >> what you can tell, as well, it is difficult to hear some of the questions were in french. one suspect is dead. one soldier is dead and what is clear from the questions being asked and answered from the news conference is they don't have a lot of further answers. they keep saying ongoing and fluid situation. one area of ottawa is locked down as they are trying to clear it to make sure it is safe at this point which suggests they are looking for other suspects. we don't know much more than that at this hour. as the ongoing news conference is occurring it is clear they don't have a lot of answers for the reporters who are there at this point. >> do we have any indication about what kind of response there has been so far either

policy or security response that is likely to occur here in the united states as a result of this? >> certainly, we know that when it comes to the new york city police that they are on alert and nationally here we know that the white house and president obama has spoken with the prime minister of canada to talk about the situation. certainly this is going to heighten every major police department to at least be on alert considering what has happened there. we don't know that this is connected to some kind of international terrorist attack. we don't know that this is isis. we do know that the canadians were concerned about thas, that there had been an attack earlier which left one soldier dead beyond today. they have been worried about penetration of isis into canada. that has been worrying the europeans and the united states, as well. we should point out the prime minister of the united kingdom david cameron has been talking about the situation on twitter. he said i offer my full support

to the canadian people as they deal with this incident. the president of the united states has spoken with the prime minister of canada, as well. >> what we can say is this. canada has a very low murder rate. a couple of years ago they had the lowsheest murder rate in 50 years. this is far clear different than an every day shooting. this is on parliamentary hill. the soldier that was killed was done so at the war memorial. that would be the equivalent of the tomb of the unknown soldier. it seems clear the site of the shooting was done for maximum emotional and psychological impact. >> an incredibly symbolic location. if it would happen here we would see this as some kiend of messae

>> at least nine brokerages did raise price targets by at much as $10 to a high of 53. third quarter revenue beat the street. and broad com helping earlier on in the day. negative sentiment has crept in on the news of the shootings. >> there are dow stocks that are high today. travelers, wal-mart, proctor & gamble, pfizer, the much maligned coca-cola is up one penny today. i think in the words of "street signs" everything is fine. let's take a look at crude prices because they have just settled down one back 97 at $80.52 for a barrel of the black stuff, the lowest since june of 2012. 80.41 is what we are sitting at right now. >> gasoline and natural gas are down today. a tax break for the consumer just continues.

there you see the markets are down. let's get back to michelle. >> the news conference has wrapped up. at least according to one reporter who was there we pleev it suggests that they are backing away from the possibility that there was more than one shooter. here is what we do know. one canadian soldier is dead. one suspect is dead according to the canadian police. they say one suspect is dead. what is not clear is if they are looking for more suspects, if they believe there are more suspects. if you recall earlier in the day they did say it was an ongoing investigation which they were looking for multiple shooters for the events that occurred today at the war memorial in ottawa and at the parliament. it is unclear as to whether or not there was more than one shooter. we are waiting for clarity on

that and they are probably trying to determine that, as well. this is video from earlier in the day where you hear shots fired and it is unclear if shots were from the shooter himself or from police who are on site during the situation there. so once again it appears that they are not sure whether or not there is more than one shooter in this situation. that news conference has wrapped up. >> thank you very much for keeping us updated on that developing story and the canadian police saying the ottawa attack simply caught them by surprise. very sad and our hearts go out to those affected. let's get an update to those in the markets. crude settled down currently sitting in the 80s. do we have jackie over to give us an update on that? we will hopefully get to her shortly. bob, it was quite palpable the nervousness that sort of crept into the market on news of this,

whether it effects us or not i guess it is psychology, isn't it? >> i think the initial headlines came out in the 10:00 hour and the market didn't have much of a reaction. the market topped out at that time but didn't noticebly turn over until noon when the u.s. embassy announce tornado was in a lockdown and -- announced it in a lockdown. it is important what is happening in crude oil today. we had a very large drop. put up an intraday of west texas intermediate. we had a drop in oil when the weekly inventory levels came out. there was a large announce. oil dropped about 80 cents to around 81. about noon it rallied a bit. around noon you see we started drifting lower as canadian

headlines intensified. my point is that last week there was a good relationship between the stock market and how oil moved. there normally is not. there was last week and may be a bit of a relationship here as oil at west texas intermediate starts hitting around $80. we closed $80.52 in crude oil. in the trading after the market close at 2:30 eastern oil continued to drift lower. i think that is having a bit of an impact on the market. >> are you saying the market wants higher oil prices? are you saying you want the americans to pay $5 a gallon. is that what you want personally? >> of course not. the market is concerned about deflation. global implications of deflation, slower economic growth, oil is a proxy for that map. of course, it is a good idea that oil is down. as a proxy for deflation and global slow down that is what it

has become. there is something here today i think the markets in addition to the canadian incident maybe canada and oil are connected a bit. oil drifting lower is my chart to lighten up from traders saying pay attention here. >> kind of like a double whammy. let's get to jackie. we settled down about $2 here lowest since june 2012. >> actually, this is very significant as bob was saying. we were trading higher earlier this morning ahead of our inventory report which was bearish and then we pop up into positive territory. everybody saying the trade would be correlated to the market. as long as the equity market was going higher and then the incident in canada and breaking news all day we have seen equities sell off. that did impact the oil market. with wti back at the $80 level it is critical because if we

drop under here 75 could be the next stop. that is what everybody has been worried about. the constant discussion is has oil seen a bottom? you had a divergence of opinion. some saying oil was going higher from here and others saying the worst isn't over yet. what is interesting is what bob also mentions, which came first chicken or egg? is equities driving oil or oil driving equities? it is really tough to say right now. let's go back to art cashin. explain how the market works today. what i mean by that is when you talk about stuff you are going to get people on social media saying you are fear mongering. i understand their point of view. because we do through the lens of media tend to magnify stuff by existing. it does appear that -- the first time i was on air was 1998. it does appear that in 16 years

things have changed dramatically, we are so reactionary to headlines. is that just how it feels? how do we trade now? >> i think that is to some degree how it feels. headlines moved markets for decades. you are much more sensitive now. volatility is built in. >> why? >> we went through periods with minimum volatility. there was the fed put. don't worry about it. >> the fed has your back. >> move along. and now we are beginning to see these things pop up. the uncertainty around ebola, was it really very contagious? was it going to be an epidemic here in the united states? you began to see oil moving down and yes you are right that lower oil prices are good for consumers. we built up a pretty sizable oil industry in this country now. it would change a lot of potential employment figures at north dakota and other places.

so there is linkage there. when the story came out about canada it wasn't a snap. people had to start putting things together. they were reminded that several days ago there was another incident there was another incident in canada. >> that's right. >> now looking at a series of lone wolf events in which people would begin disrupting normal life one at a time? so that began to build up. and as to oil, i'd put a note out of friends of 12:30, watch the 81 level. it will put pressure. as jackie said, if they break 80 then i think there's severe pressure on the stocks. >> remember, the media reacts to things quicker because the markets react to quicker things now. there was no spdr. there was when you first starting but the only one out there. there was no etfs. the market moved immediately when we got those headlines about the u.s. embassy in lock down around noon. spdrs picked up.

volume picked up. this is the chicken and egg thing. are we just reporting when's going on? we saw the markets moving and people came out and said, take note here. why's the market moving? looking for cause and effect. >> that's the thing. i'm sure same way with you. everybody i talk to personally and professionally last week mentioned ebola. every single person. and yet, don't talk about ebola. it's three people. everything's fine. i mean -- >> you're damned if you do or don't. you have to report the headlines and give the information to the people and do what they want with that and yet because the very fact we're reporting it, the media is charged with enflaming panic but at the same time if we didn't give people the information and it was much worse, we would be accused of not putting it out there and maybe hiding something. >> so i think -- i'm going to get to the heart of mandy's excellent statement and i'm going to ask you directly. you are not -- we work for cnbc. right? when's the best way for the

media to handle something like this? >> i think you have to bring it up. you have to remember one other thing. this is the age of the internet. i mean, you can be as quiet as you want and twitter would have this story everywhere. so i think your best bet is to come across with things you know. >> right. >> not things you're guessing about. and say, you know, we have this data so far. and you could see the huge sigh of relief. everybody was worried this thing was hyper contagious and instead what happened the people who were living with the victim and others, nobody came down with it. there was a sigh of relief here in the market. >> right. >> we reported the huge sigh of relief and i used that word, you did three times on monday. i must have used it several times myself. media came out and reported. huge sigh of relief. >> we have to leave it there for the moment. bob, art, always very wise words. thank you for being -- >> i believe in 20 years the dow will be higher than it is today. >> i believe that, too. >> so will i be higher than

breaking news desk, we have statements from both the fbi and the department of homeland security. reference the situation in ottawa. both of the agencies are saying and specific terminology. they say they have no specific reporting indicating a threat to the united states. as a matter of precaution due to recent events, the fbi reminded field officers and government partners to be vigilant in right of recent calls for attacks of government personnel by terrorist groups and like minded individuals and a similar statement of the department of homeland security, as well. we should also add that the new york police department says in response to today's incident in canada, they're assigning special attention to certain locations within new york city that may be associated with the canadian government. but once again, the fbi and the department of homeland security say they remain extra vigilant, reminding officers to be extra vigilant and no specific

reporting indicating any threat to the united states. brian, mandy, back to you. >> all right. michelle, thank you very much. we continue to monitor the situation in ottawa and joining us now is don barell i. looks like the government of canada is walking this back a bit and heard of potential of multiple shooters and looks like they're reasonably confident it's a lone gunman. does that, if indeed found out to be true, change the way this is looked at as a shooting? >> i don't think it will change things. it obviously makes it a bit easier if you're just investigating circumstances of one person than a cell of people. but i think at this point all doors are going to be left open in terms of the theory of investigation. they're going to want to identify this guy. make sure -- walk backwards, what was he do. who are his family and friends

and circle of influence. the online personality look like? you know, what's the motive here? related to something, you know, isis or another terrorism group? more of a domestic thing? we have disgruntled former military. all theories are still under way. right now, the police are doing what they can to make the scene cleared. that's the first priority right now. even though it sounds like they're leaning towards one person, we don't get the all clear until every nook and cranny is checked out. >> to what degree does it take on heightened scrutiny perhaps, don, the fact that this comes two days after there was a hit and hunt essentially recent convert to islam killed -- sorry, killed a canadian soldier and injured another in a hit an run and only a couple of days afterwards, naturally would make people start to lean to conclusions that may of course

not be correct and you can understand why. >> absolutely. it definitely would raise your index of suspicion. you have this -- the reports of increased chatter and the event with the car where the soldier was killed. you have the threat level being raised. and now this. and then, you know, kind of globally everything going on. sure. it's very natural that you might want to jump to conclusions. and it may be that those conclusions are correct but you don't want to have blinders on when you go into an investigation like this. you want to make sure that you've looked at every possible motive and, you know, all the information is made useful before you start drawing conclusions. >> don, thank you very much for joining us. we appreciate your time. thank you. take care. >> okay. >> okay. thank you very much for watching "street signs." update on the market. coming off the lows of the day here, brian.
