miss. this is "on the money." here's a look what's making news. hold on to your horses, or maybe your rain dear, santa claus rally is here with dow climbing more than 4%. thursday's spike was the first time since 2011 we've seen one that size. s&p 500 about 4.5% as well and stocks continue to rise on friday. federal reserve open market committee meeting was held this week, relieved the market as some thought a rate hike was imminent. oil still at i five and half year low. mcdonald's cutting eight food items and five extra value meals in an experiment in some stores.
7:32 pm
they have been criticized for its bloeted number of choices and slow serving time. market up 4%. dow up 700 points in that time. does this mean investors will have santa claus rally wrapped in a bow? we're almost at the end of the year, what do you think. >> you know, calling the market in the short-run is a lot of luck. but i had a feeling last year that we were going to still have a good market this year and you know i said 18,000 and wow it came certainly very, very close. and i do think, you're asking about the santa claus rally, i think the last ten days of the market are usually good. that doesn't mean always. but really the week between
7:33 pm
christmas and new year's eve is sometimes the very best week we have. >> unfortunately sometimes sets us up for a big give back in january, do you think that will happen this time. >> that's interesting as january goes so does the year and i began to worry because we did have a down january but a lot of those old sayings, they work 50% of the time 55% of the time. the rally between christmas and new year's eve is more reliable, certainly doesn't mean it's a sure thing. >> what surprised me the most is watching the markets reaction to the fed. as far as i could tell janelle jellen didn't say anything all that different. >> you know what everyone was prying for when they were going to remove considerable time. that was going to be a sell off. so everyone said don't get in until it is cleared.
7:34 pm
and of course they tip toed away from it. they said we can be patient. that is not any different than consider bable time and the mart said this ain't such a big thing and we were off to the races. >> that's why i don't trust some of these moves but we know oil has been moving the market in every direction, it leads every other market from toin stocks t back on the records along the way. how long do you think it happens and is cheap oil good for stocks. >> it was impressive thursday, first time we broke the link, the very close link between oil and stocks. listen, we've all been saying as long as the u.s. is a net importer of oil which we still are despite the increase we have
7:35 pm
had, a lower oil price is net good for the united states. it is easier to calculate the negatives on the oil producers and others than it is the positives because a lot of the positives is lower oil prices putting purchasing power in consumer's pockets. a lot of people say it could bring good christmas sales. most investors say it should but i'm not bringing my money there until i see it. >> i would agree. but i will admit i've had some questions kbauz oil prices have fallen so far and fast and you worry what it means for russia and other economies. >> i hear this. a lot of people say now that the economy is going to be so tough and russia, he's going to have to distract the russians with
7:36 pm
more military moves. it does through a little bit of uncertainty into that. last week we had that three-hour news conference he was blaming a lot on the es and eu to begin with, i think he's looking around like wow what am i going to do. >> let's talk about next year. on u.s. stocks. you are looking for dow 20,000 potentially? >> i say potentially, you know, when i give a prediction, i say that's what my calculations say fair market value is. i think fair market value is around 20,000. a lot of people say isn't that a little bit rich in terms of the earnings and the answer is yes but my analysis says in a low
7:37 pm
interest rate world, now we are going to get interest rates hike but nothing to be frightened off. we may finally see the ten-year treasure back at three which is what is it ended at in 2013 that's nothing to be scared of, still very, very low. all economists say you can't price stocks unless you know what interest rates are going to be. the lower the rates the higher the valuation. >> in other words the central banks will still be calling the shots in 2015. thank you. >> thanks for having me. up next we are "on the money" u.s. and cuba separated by 90 miles and more than 50 years of cold war tension but with the new president policy change could a vacation to cuba

7:41 pm
the fact did happen that did come as a surprise. >> there's been celebration in the streets there thinking this will change things for them and their prospects in the near future do you think is the right thought process. >> yes things will change, more americans will visit, but shorter fundamental restoform o the part of cube raw itself. this is a first step but in and of itself it is not transformational. >> the embargo needs action to be changedhow likely is that. >> not going to happen any time soon. most you could expect is a testing period, put in place new regulations seerks what the c e
7:42 pm
cubans do, and congressional hearings, even then you don't get a full lifting of the embargo, just a partial lifting and that would be linked to political reforms. this is going to be very step-by-st step-by-step. >> do you think it will open the door to american tourists. >> it is going to be slow. there's ten categories under which americans can visit, journalist, medical reasons, but to play golf, that's not going to happen at that point. that would only come with the lifting of the embargo. >> was this the right move at
7:43 pm
this point? >> the argument is 50 years of isolation and economic pressure sure haven't worked so let's at least try this approach. not as though the united states is giving away the store. it will be the cubans who pay the price at the end of the day, eleven million cubans have far more at stake than 310 million americans. >> let's talk about president putin did the capital markets do this week what other nations have been able to do many terms of making russia sit up and pay notice? >> it was an extraordinary week as weeks go. at times the free fall of the ruble was remarkable. russia is on an unsustainable trajectory. it's conset traited economy on the energy and gas sector so
7:44 pm
russia really does need to think about what its options are. the only thing it can do in the short-run other than tactical intervention in the marketplace, is to try to improve its behavior so new sanctions are not introduced or better yet see if old sanctions are rolled back. >> thank you so much for joining us today. >> thank you. up next "on the money" disney's "frozen" has moved to the ice. we will find out how it has become an even bigger hit.
