vegas on wednesday to meet with families of the victims and also with law enforcement this is an event the scale, the size, the seriousness of which would test the meddle of any leader in nearly any country, and we've seen this president face most of his most trying moments from external forces, from our allies and adversaries overseas, and it's only been recently with the events on the congressional ball field in alexandria, in charlottesville in august, and then with the hurricanes in florida and texas, that have really put his domestic mindset to work, but you heard his speech where he spoke directly to the american people, put party and politics aside for now, and that's what we've seen these events have the potential to be a galvanizing force, if only temporarily so, but this is also a president who likes to give people answers. his staff, the american people, and i imagine they are trying to get to the bottom of exactly what this motive was and how exactly you can learn from this

going forward. >> you know, chris, the president's homeland security department did say earlier there was no specific credible threat involving other public venues in the united states. how do they make that determination for certain? >> what they had in front of them, i think they are referring to based on this incident. i think there's always a generalized threat out there in large public events. those soft targets we've been talking about. and people need to be aware. i saw a lot of people at that concert standing around watching what was going on instead of seeking cover, and i think that probably created a situation where more people were hurt than needed to be i mean, these fully automatic weapons can kill a lot of people very quickly, but we just have a very low level of awareness. >> chris, we thank you for your insight. john and kayla, thank you. we'll touch base with you little later on this morning. if you're just joining us this

morning, good morning, welcome to "squawk alley." i'm carl quintanilla with sara eisen at the new york stock exchange john fortt joins us this morning from san francisco, where he'll talk to mark herd of oracle later on this morning in the hour markets have been behaving very well, despite obviously grim headlines. dow is up 67 as we see yields at the highest since july dollar continues to add to its strength we do want to get the latest from las vegas at least 50 people have been killed, more than 400 injured. let's get to our jane wells, who's on the scene jane >> reporter: hey, carl let me show you where we are at the southern end of the las vegas strip, mccarron airport on the other side there that's mandalay bay behind me there. that was not the side facing the concert. it was the east side if you pan across the other side of las vegas boulevard, that white building, that's the tropicana and the concert was just to this side of it, so the gunman had a clear shot. we now have a picture of him,

64-year-old stephen paddock of mesquite, which is about 80 miles away from here they have searched his home and at least word there was no booby trapping at the home 50 dead, over 400 in the hospital police say he killed himself as they were breaking into his hotel room his girlfriend, whom they have contacted, is reportedly out of the country and he may have been using some of her i.d. here is more of what the sheriff said about paddock >> we have no investigative information or background associated with this individual that is derogatory the only thing we can tell is he received a citation several years ago, and that citation was handled as a matter of normal practice in the court system >> reporter: let me show you now a map so you can get a better idea the mandalay bay, again, was on the west side of the las vegas strip. the concert was on the east side paddock shot across the strip at 10:00 last night, opened fire to kill all those people and injure all those people

we do have a picture now from what i'm told of the shot-out window i saw it everybody on the plane landing at las vegas airport this morning saw it as we came in the lone window, which appeared to be shot out in an upper floor on the east side of mandalay bay. they are now asking everyone in the town that can to donate blood. early this morning there was a line of over 100 people at one blood donation site. they are asking for many others elsewhere. i do have to tell you, what makes this so particularly incredible, this is a city where a record breaking 43 million tourists visited last year this city runs on tourism. this is a place, guys, people come to relax and have fun and kind of let go who knows what kind of impact a horrible event like this will have mandalay is owned by mgm resorts and the ceo released a statement saying he's devastated and sending out his condolences. it's all still breaking this morning, hours later, but we do

know as i reported earlier, that at least one other large casino company, an emergency preparedness team is meeting this morning as they figured out what have we done right, what do we need to do now. if you come and check into a hotel room, all you need to do to get to your room is show the security desk usually when you go in that you have a key. there's no check of your bags. i'm not sure how one gets that many firearms into their room, but that's going to be an issue. what do you do in a place like this where so many people come to enjoy themselves? you don't want to increase security too much, or that defeats the purpose. >> absolutely. that's going to be one of the key questions. jane, i'm looking in your live shot behind you, i don't see a lot of people. did they shut down the entire strip, are people confined to their own hotels >> reporter: they are allowed -- you can get -- if you go on the side streets, you can go around the strip, but the police have

the strip shut down from here. i'm not sure how far north they have it shut down. people for a while were on lockdown in their hotels i'm told that situation has changed. it's so eerie to be here on las vegas boulevard, even though it's early in the morning on a monday, to see it quite so empty. i'm asking -- this is a tough shot for you to get. i don't know if you can, you have to swing around the news 4 van. do you see that billboard over there? right here in the foreground of the mandalay bay, there is, of course, a billboard for the gun show coming up this weekend. gun shows very popular in nevada guns very popular in nevada. this guy was a citizen he lived in mesquite of course, more information, we don't know much about him at all. back to you. >> jane, we'll check in with you in a bit thank you very much, jane wells. we want to bring in bill daley this morning, former fbi investigator, also joining us from washington, former assistant homeland security

secretary b secretary. i wonder to jane's point about hotel access, does it surprise you if you had ten long rifles that you could get them into a hotel room >> well, you know, this is certainly a serious question about how we control environments i think hotels are quite porous in a way in fact, many times people who check in the front desk go back out again, maybe go out to a vehicle, maybe meet some other people, and can come back into the hotel, whether disguised as golf clubs, whether broken down and contained in small packages, backpacks, we don't know at this point. so as far as this hotel security, may not be severe lacking of their security, but this person just found some nuanced way to get around it >> bob, we discussed part of this in the last half hour, but hotels are porous, because as guests we expect to go in and bring what we want, come and go as we want i guess the question for the industry will be whether or not that needs to change

>> well, carl, it's a good point, and the conversation you've been having all morning is, you know, how do you maintain a good business environment and provide security for people attending either a public event like this or a concert or a venue with a lot of people outdoors? you're going to create choke points along this process no matter where you are, so for instance if you put magnetometers in hotels or entry points to public venues like this, you're going to have people lined outside depending upon the motive of a particular attacker, in this case the attacker chose a high ground and, therefore, there might have been an opportunity to identify the weapons that he brought into the hotel, but if you had put magnetometers there to prevent that, you would have moved the choke point where people are aggregating outside the hotel and required more security there, because you're creating a potential vulnerability in that side when you look at security processes, you have to look at the entire continuum of security, and as we said before,

you're never going to have 100% security so, you know, you need to be looking at these things from a long-term perspective, and it's a combination of processes and technologies that i think will ultimately help us get to that answer we've done a pretty good job at the airports obviously, those are highly controlled environments and we're not talking about the same levels of controls, but as i said earlier, this is the type of thing where security can no longer be an option for businesses >> bill and robert, we just heard from president trump moments ago speaking at the white house on this deadly attack in las vegas. here's president trump i want you to listen and then react. >> it was an act of pure evil. the fbi and the department of homeland security are working closely with local authorities to assist with the investigation, and they will provide updates as to the investigation and how it develops >> robert, the president also

revealed he will be going to las vegas to talk to first responders and meet with families on wednesday. these terrible tragedies in america, we've seen it so many times, are always a test and display of leadership at the very top what does president trump need to do? >> well, i think, clearly he needs to show compassion, and i'm no doubt the trip out there on wednesday is to show unity and support for our homeland security, fbi, local law enforcement, and, obviously, the people of las vegas. clearly, that's going to happen. but i think in terms of businesses and processes and things that have to be ensured we've got the right things going on, he's got the right people in place. homeland security, fbi, local law enforcement have to work together maybe we can look at ways we can enhance that process, but since 9/11 a lot has gone into that, those processes already. you know, this is probablynot going to be a homeland security issue, although they will look at all the information that might lead up to connections, the intelligence community is going to be looking at any

associates that might have a linkage here, but nothing is jumping out that this is an act of international or even domestic terrorism >> it was curious, bill, to hear isis, the islamic state, claim credit for this in a way they said the shooter had converted, which was quickly knocked down by some u.s. officials. does it strike you as odd isis would try to claim credit for this, which even to the layman it might appear like a reach >> not really. i think they are trying to get any attention they can to their cause at this point and it is not unforeseen that people would have connected what isis said in their earlier publications and the beak and the other propaganda machines they have, where they are asking people to strike out against crowds of people, much like up in manchester where they are using guns or knives wherever they can. i think it's a further way they are trying to get more attention to the cause, even though they know later on it's going to be rebuked. they just think this is a way to get followers or people to draw

attention to commit these acts >> bill, somewhat technical question based on your expertise. when does the fbi have a role here and what can they do to provide support for the local authorities and when does it come an investigative matter for the metropolitan police department in las vegas? >> great question. and really it comes down to the fbi supporting local and state authorities, given their ability to be able to reach across state lines. if there is some connection, they can get information and subpoenas to do swarearch warras or warrants to look at communication. also the fbi's lab has an extensive ability to look at these crime scenes, analyze what's happened from a ballistic standpoint and preserve that evidence for future prosecution. so although there may not be, let's say, the fbi taking overall lead in it, they are providing a supporting role and perhaps there's a federal violation where they can step in and further take on the

prosecution. >> bob, one last question, last hour we looked at an fbi study of active shooter incidents between 2000 and 2013, 130 incidents, 45%, nearly half, took place at a place of business the second most common arena was education, followed by government i just wonder how you would characterize, say, hotel or i guess business security at large versus schools or post offices or movie theaters? and are they going into this situation with as much preparation as other sectors >> they are. two points there, carl number one, the soft target as a category of infrastructure, are those things where we typically classify where there are large gatherings of folks for whether it be a sporting event, concert such as this, or even casino anywhere with large gatherings of folks with public access and may not necessarily be the

strict security measures in place just because the venues can't handle that is a soft target you contrast that with a chemical plant or nuclear facility or other types of harder targets, those things which we think are critical in terms of infrastructure, we have the ability to control those areas because they are not publicly accessible. we've seen terrorist groups, as bill pointed out, you know, isis and others have advocated these sort of lone actor types of attacks to be able to inflict damage, causalities, where they can gain easy access to it that is a trend, clearly the type of thing we can expect to see more often again, i don't think there's a direct terrorism connection, but regardless, it does demonstrate the ease of which these types of event could occur at these softer targets as we said earlier, there are things that can be done, but you're never going to have 100% security mark. we don't even have that in tsa and the most highly controlled areas either >> to your point earlier, hard

let's get over to john fortt sitting down with oracle ceo mark hurd. john >> hey, carl mark, thanks for being with us this morning first i want to talk about the tragedy in vegas it's a place that we're all familiar with, lots of tech events held there. just an important city for this industry your thoughts this morning >> well, john, i don't know all the details. obviously, it's broken just as i got up we have a lot of customers in las vegas, as you know we had large events there, we have a lot of employees based there, so our thoughts and prayers are with everyone who's somehow been affected by this. >> moving to some of the announcements that you have made and are making here at open world, you're talking about a

self-tuning going to call it autonomous database. so, in your database cloud now, customers who are getting that aren't going to have to do the same level of patching, the same level of maintenance, to get performance out of this. how long have you been working on this, and where does it rank in kind of the database innovations we've seen over the past decade or two >> john, let me go up a level to give you some construct for this database market growing 3% to 4% per year, so it's a market that's still continuing to grow. oracle in that over the past four years we've grown on average about 5% so we've been gaining share in the database market over the past four years and i would argue this announcement you just describe is perhaps the biggest announcement forever in the database market, certainly the biggest announcement we've made, perhaps ever, certainly in years. >> why is it so big?

>> think of it this way, all the things done today, lots of labor in terms of managing all of this data now gets done for you automatically, autonomously, by us, by computers >> so if i'm a database administrator, i need to go back to school. >> you get a chance to work on more fun things now. so you're going to have us doing that work. add to it, i'll give you an example in security, one small example, when we see a vulnerability and do a thing -- you've heard a lot lately in the news of a thing called patching, which is basically doing something to add to a software solution that sort of closes a vulnerability. >> equifax should have done more patching >> well, and in that case the patch was available. you might say why wasn't that patch applied, and it's easy to ask when you don't know about it, but applying patches is tough. you have to take the computers down, stop them from running you have to many cases ensure all the other software packages

are all aligned together at the same time. it's just a lot of work. our customers on average take a year to get our patches all the way through the system and implemented. this now patches for you automatically. it is done for you that risk, whether you're a programmer or whether you're the ceo, that risk actually gets alleviated with this announcement of the autonomous database it is a really big deal. >> your stock has done nicely over the last 12 months, looking back to the end of september 2016 there was a little bit of a trough of doubt happening in your stock and around that time. wall street has had trouble figuring out this new cadence with the cloud this past quarter there were concerns about your guide, particularly platform as a service, infrastructure as a service. what can you tell us about how this is going to smooth out as far as how customers adopt, i mean, is there trouble in growth in those two areas in your cloud

business >> no. so, let me try to -- i know you like data. we've talked about this for years. q3 for us, which is -- we're on not a calendar year, but our q3 would have ended sort of at the end of february. we grew 4% total company we grew our eps 7 or 8, 11% eps in q4, these are all cd dollars. >> constant dollars. >> nongap cd 11% in q1, and our issue is being able to take all these investments we made, because as you know, we invested quickly. our view was, let's go at this, we increased our r&d from high 3 billions to 5.2, 5.3 billion we increased our sales force, we had to put all these data centers in place, and i think you're right the investors' view is let's see how that's going to translate into total revenue growth and earnings leverage, so i think you've seen that now, our applications business last

quarter grew 17% that's total company, 17% in a market growing, i don't know, 2%, 3%, something like that. so, it's showing up now in numbers, which is why you see what you see clearly, in infrastructure and platform that you're describing, this announcement is a really big deal, but remember, when you get into things like platform growth, it's different from apps i think it's very important to look at what we do collectively across the company, because some of this revenue shows up in the database business in license, as well as in platform, and that's all in in the number that says we're growing 5% on average, that's cloud and license all together >> i read your press releases, i read them so our viewers don't have to. i read your press releases and i'm used to you calling out ibm, sales force, work, s.a.p., you're calling out amazon and how much more affordable oracle is versus amazon

how much does that have to do with how much you're seeing amazon show up when you're competing out there in the marketplace? >> well, i think in the end, we have different competitors in different parts of our business. amazon has been a competitor mostly on the infrastructure layer. we, obviously, use different competitors, so that we can compare. i think that's what customers want to do i want to compare this versus that, so we try to show up with a set of facts here's a situation in the database where you have the opportunity to get an incredible amount of innovation, incredible amount of automation, and you can spend less while you do it i think that was sort of larry's point last night, you know, this is an incredible amount of innovation an incredible amount of security you get all of this and you spent in some cases seven, eight times less than competitive offerings from people like amazon it's hard to say no to >> does amazon have the sales force out there to actually compete with you guys, or are

they doing this remotely >> you know, to be honest with you, they have sales people out there, but i don't really worry so much about them, to be very blunt with you we need to just worry about ourselves. we're in a great position. i feel great about our position from an r&d perspective. i feel great about the ever evolving knowledge and awareness in our customer base, and even outside our customer base. now, database is different from abstract almost everybody today is our customer of some type or another, so our ability to drive awareness with the quality of the offerings we've got, we're extremely optimistic >> all right a lot going on here. thanks for having us here at oracle open world. sara, back to you. >> john fortt, thank you very much, from san francisco just want to check on markets here as we head to break. we've been seeing record highs this morning all around. the dow, s&p, and nasdaq as for the dow, it's intel and proctor and gamble leading right

ordinarily we would have mentioned spain and the weekend more today, seema? >> carl, thank you most european stock markets are rising on this first trading day of the fourth quarter, but the exception is the spanish equity market following yesterday's independence referendum in spain's catalonia region spanish prime minister deemed the vote illegal protesters clashing with spanish police, who were looking to prevent voting from taking place. earlier today european council president urged further escalation and use of force in catalonia. now, catalonia is one of spain's power houses, making up 19% of the country's total gdp. this political uncertainty weighing on spanish banks, including sabadell, caixbanc, the bond market reacting to a

make more of what's yours. back to the latest from las vegas. jay gray is in las vegas and has the latest details in what is now the worst mass shooting in modern history jay? >> reporter: hey, carl yeah, we're right here along the the strip. in fact, you can see behind me where they locked things down here this is the area that no one is getting into or out of right now. this is where it all took place and there is still a massive investigation going on there, as you would imagine. we're learning more about the shooter at this point, knowing that there had been more weapons discovered inside his mesquite, nevada, home we know that that person of interest that police have been looking for has been identified and has communicated with officers she is out of the country and they don't believe she had anything to do with the attack

here the fbi, as well as state and local police, are on the ground right here, and they are trying to find anything that may give them some indication of how and why all of this happened there are still people out right now, who were at that concert. can't get back into a hotel room, because it's locked down or trying to find family and friends that they were separated from this area still in shock at this point, and there's an eerie silence here, an emptiness you don't normally associate with the vegas strip. as you know, it's a busy place noon and night not only trying to get their head around something that, frankly, may be impossible to understand >> same could be said for ourselves and a lot of our viewers this morning, jay. we appreciate that jay gray of nbc in las vegas the president made some comments in this hour our kayla tausche has the latest on that. kayla? >> carl, the president has now

taken phone calls with the mayor of las vegas, the governor of nevada, and the sheriff from clark county about exactly what is going on on the ground at this very moment those phone calls, according to the press secretary here at the white house, follow remarks that the president made to the nation last hour, speaking from the diplomatic reception room, where he thanked the first responders and the police department for their quick action that saved lives and offered his sympathies to the families of the victims >> it was an act of pure evil. the fbi and the department of homeland security are working closely with local authorities to assist with the investigation and they will provide updates as to the investigation and how it develops >> the president did not discuss the shooter's motive, his beliefs, or his potential affiliation. he also did not describe the act as a matter of terrorism or describe terror groups, despite

bataclan, we saw it in manchester, england, at the ariana grande concert. what measures have been put in place in the u.s. and could anyone ever have anticipated something like this, where bullets are raining down from 32 floors higher on an open-air concert space? >> well, you're right, this was a watershed event that took place in front of our own eyes here in the united states. i don't know ifin the risk analysis prior to the event were there any actions taken to consider what the role of someone might play coming from the hotel itself, so i think this was a watershed event, and i think we've got -- we'll have to look at lessons learned from this and down the road develop best practices so that we can avoid this in the future >> derek, i'm curious about your take on the question of best practices, what we can learn

about all this, still not knowing so much. in fact, just wait a second, because we're going to go to las vegas and hear from the local police >> are we ready? kevin? can you come up? well, good morning, everyone for those of you that don't know, i am sheriff lombardo from clark county i don't have much to update you on from previous briefings one thing in particular that's changed in the negative is our body count that's the wrong way to say it the number of people that have died associated with this event has increased. right now we're using the number of 58. i just was informed that it may be 59 of an individual that may have expired at sunrise hospital, so, in normal fashion

i do not want to give you bad information, so please do not press me on that number until we get further into this investigation. the number of injured, we are using the number of 515, and as you can tell, as the hours go by, that number continues to increase we have not received any additional intelligence associated with the suspect. we have completed the search warrant in mesquite. i am not aware of any derogatory information that we can utilize to furtherance of this investigation at this point, but we have just recovered items and it will take a little while to evaluate that information. we have learned information of additional property in northern nevada, and the fbi has responded to the location and will be serving a search warrant here shortly we have completed the investigation at the room. we have collected all the items associated with the suspect, and

we are in the recovery phase of that the mandalay bay itself has gone back to service, minus the 32nd floor, and they would like everybody advise -- now, the location in question, the concert hall, we will be in a long process of body recovery out there and evidence recovery. and evidence documentation, so, you're going to have to ask the public's patience as we bring information forward. it's a long laborious process to identify the victims and reunite them with the family members to advise them of their situation so, we still have the families responding to the las vegas metropolitan police department headquarters in order to conduct a reunification of their family

or friends eventually in the next few hours -- actually, i don't want to give you a skewed timeline, but approximately 1:00 p.m. we will request family members to respond to the convention area, convention center area, to utilize a larger space and we could bring in victim advocates to assist with the family members in the long term right now it's just a temporary phase associated with the reunification. additionally, we are asking to solely utilize united blood service for blood donation and umc as the onlyplaces to donat blood. we had some resource issues associated with the laborers medical clinic i applaud their effort to help us in that effort, but we have some resource issues associated with that. so, better utilize lvmpd.com to make sure you know where the

united blood service locations are, so we can get the needed life-saving blood for the victims associated with this at this point, as you can tell, i have several individuals to my rear that would like to make comment. reference the isis statement, i want to bring that up now, so i give the opportunity to special agent raus to respond to that from the fbi, and he will explain what we know now in reference to the isis claiming this individual. thank you. >> good morning. as this event unfolds, we have determined to this point no connection with an international terrorist group. as this investigation continues, we will continue to work with our partners to ensure that this is factually, thoroughly, and absolutely investigated to be able to bring comfort and peace back to this community thank you.

>> good morning. my name is ruben, i'm the congressman for the 4th congressional district here in nevada i just want to say thank you to law enforcement and to all the first responders who are now fighting tirelessly to protect and save lives i had the opportunity to stop by sunrise hospital earlier this morning, saw firsthand a lot of the victims, a lot of the family members, but i also saw a lot of nurses and doctors that were working tirelessly to save lives. and today is a very sad day for nevada it's a very sad day for las vegas, but if anything good came out of this, is i saw humanity i saw our community come together i saw strangers helping strangers and saving lives so i do want to say thank you to the sheriff, to metro police, to firefighters, the doctors, the nurses, and everybody who is working tirelessly to save lives at this precise moment i know we're going to get

working together to get through this i want to thank sheriff lombardo in your leadership for leading us through this terrible, terrible day >> i want to first off begin by thanking the sheriff i got down here eight or nine hours ago. there weren't many of us here, just a handful immediately after this incident, but i can tell you, first responders, men and women of the firefighter, and metro, were on their way in when this all happened. we've got first responders that are literally covered in blood as a result of this. there's a lot of victims that have not been identified as to this point, but they have stepped up it was a sole shooter. there is no further threat that we're aware of no immediate threat. i want to assure everyone that's listening, that las vegas is safe the men and women at mandalay bay and mgm resorts have been incredible in terms of communicating and working with the sheriff's office to assure

us everybody can be taken care of, get back into their rooms, and they all understand we are safe and doing everything humanly possible to protect all our tourists and our citizens in clark county that being said, the sheriff and i have set up a go fund me account some of you might have seen we have been inundated with phone calls and e-mails and text messages of people asking what they can do. there's going to be a lot of family members that are going through an awful lot at this particular time, as the sheriff said, we have over 500 in our hospitals being treated and we need to provide them with some sort of support, so we have done that, and i just can't say enough about the fine men and women that are our first responders here in clark county and all the cities and jurisdictions have pulled together and i thank them for that we pledge full resources of clark county to assist in any way humanly possible and we'll be of service and ask for your prayers. god bless you.

who have lost loved ones and so many still suffering in the hospitals, going through major surgery, we have some that were hit quite lightly with shrapnel as they were near the exits. it's been a hugely traumatic time for all of us and for our visitors who love country music, many of whom have come from the northern part of our states here, and just really came here for a wonderful, safe time we pride ourselves in our law enforcement. they are unequal they are so rapid to respond, so thorough in what they do, and our first responders have been simply phenomenal. it is a city and a community that has pulled together, everybody is working so hard to make sure that we are taking care of the needs of the families and those who have lost loved ones and it's just been a very, very traumatic time for everybody. the president gave a beautiful

entertainment and fun it has to offer. never thought i'd be standing here trying to offer solace and my office assistance to victims of something like this that would happen all through the night we were briefed by law enforcement i thank you, your team for all that you did and the first responders mainly we were trying to stay out of way because you don't want to turn a personal tragedy into a political event today, my office will be giving blood as the mayor said. they appreciate your thoughts and prayers but what they need is blood it will be open to do anything we can to assist you know, i've just been hearing all these stories of heroism that occurred in midst of this tragedy. you had off duty police officers who were there for the concert who were able to help people get shelter and able to identify the location of the shooter.

just random strangers. a friend of some of my staff members who said they were running with trampled. somebody opened a van door and pulled them inside for shelter and safety that's the kind of people we have here in las vegas that are willing to reach out and help one another. i think all of our law enforcement. i thank the first responders those in the hospitals where people are just in the halls, in the parking lot trying to take care of so many and please call on our office if there's any way we can be of assistance. >> i'm nevada's attorney general. i want to echo what a lot of people have said today i've been here since about 2:00 in the morning and the job that metro and our law enforcement and first responders have done is absolutely remarkable we have never been hit with such a tough situation in this city and to see the poise and the
