well quick check on the futures looking strong after we capped off the best month for stocks. the s&p, dow and nasdaq since back in february coming off of a very strong october, which is seasonally a weak month it looks like we're starting off november solidly in the green. dow futures rallying 100 points. s&p is up 8. nasdaq futures are up about 29 points teeing off some strength that we saw overseas, especially in the japanese market, when the nikkei surged another 2%. >> having been up 8% for october. we'll get to the market picture in a moment. first new details on yesterday's terror attack in new york city 8 people are confirmed dead a dozen others were injured after a man drove a vehicle down a bike path in manhattan contessa brewer has the latest >> reporter: what you're seeing behind me is the rented home depot truck used in that attack.

it's still there b two milaboute of the west side highway are shut down, and the truck surrounded by crime scene tape and investigators. yesterday afternoon, as local schools were letting out, the driver turned on to a popular jogging and bike path mowing down pedestrians and cyclists. he swerved off the path, slammed into a small school bus injuring two adult ts and two children the driver got out of the rented truck and pulled a couple of bb or pellet guns he was shot in the torso by the nypd patrol officer. investigators learned the driver rented that truck from a home depot in pay sssaic, new jersey. investigators found a note inside the cab of the home depot rented truck that professed that the driver carried out the attack on behalf of isis

here's what we know about the driver this morning. his name is sayfullo saipov, a 29-year-old from uzbekistan. came to the united states in 2010 and he lived in tampa, florida before moving to patterson, new jersey. he had a commercial driver's license. professionally key have bee he e been a truck driver but most recently has been driving for uber they go on to say we're horrified by this senseless act of violence. our hearts are with the victims and their families we reached out to law enforcement to provide our full assistance this continues to be an active crime scene here there are 11 victims who have survived the attack, but they're still being treated for injuries the death toll this morning stands at eight. >> so we know where you are, because it's sort of en route to the new york stock exchange where we go every day. can you tell us more about the

area, how much is going to open up it's the conduit between the financial center and the world trade center site, that's just a few blocks from you. a very residential neighborhood. is it open >> no, it's not open the street where we're standing now has been closed off except for media. this is the special place they have kept media. two miles of the west side highway, that major thoroughfare into lower manhattan are shut down that will create morning gridlock for wall street everyone will be shunted over to the fdr, which goes down the other side of manhattan. as for local families, look, there were schools, an elite public high school here in lower manhattan was on lockdown yesterday. the borough of manhattan community college, students were taking video on snapchat as this was all unfolding. this affects so much more than just the people on that bike

path i personally use that bike path with my small children on a regular basis, a weekly basis. this is my neighborhood. it has people, of course, with a sense of foreboding and especially remember last night was halloween, and families were out trick and treating to the soundtrack of helicopters and sirens >> contessa what will investigators be focusing on this morning what don't we know yet >> they're going to look and find out how and why this man was inspired by isis he's from uzbekistan, he moves to tampa on a green card they'll look into his ties, into his communications they're scouring that minivan parked outside the home depot. they will look into the process by which he rented the van he has a mugshot this is from missouri. they'll look into his background and his ties, social ties, who is his family, who did he know we heard from one of his friends, he said this was not like him

this is not something he would do investigators will get into that to find out if there's other co-conspirators here >> you said how he's tied to isis do we know there is a tie or is the question is he tied to isis? >> i think that we know that he left a note professing that he was carrying out this claim on behalf of isis in many cases we've seen these attacks who are done by people inspired by isis not organized by isis. whether he has real ties to asis is something investigators look at >> do we know the names of the victims? have they released anything about them >> yeah. we do know some names of the victims. here's what's really astonishing. eight people died, five of them were argentineans who were here on a 30-year anniversary of their high school graduation there was a sixth person, part of that party as well, who was

injured and is in hospital this morning. five of his friends have been killed local media in argentina reported that there was a steel mill owner who paid for some of these flights for his friends to come here and celebrate this big anniversary. this morning lots of grieving families in argentina. >> it could have been anyone down there contessa brewer, thank you very much on the scene in lore manhattan for us president trump tweet being this all night long the latest tweet, i just ordered homeland security to step up our already extreme vetting program. being politically correct is fine but not for this. >> mentioning vetting program, he did have a background security check on uber, which is a question of how stringent that is if he wasn't known to security services, perhaps even security services carried out a background check they may not have known it's a question to ask >> ending on a high note, governor cuomo came out last

night and say new yorkers be new yorkers. we saw that. it was halloween night, everybody was out. people trick and treating in costumes, even in that neighborhood in tribeca where that was following a developing story out of washington. house republicans are delaying the release of the new tax bill it was slated for today. nbc news is reporting not all republicans were on the same page about what the final version of the bill would look like kevin brady saying the rollout will happen tomorrow president trump weighing in on twitter saying the republican house members are working hard and late towards the massive tax cuts that they know you deserve. they will be the biggest ever. we'll have more on this coming up from washington including what those key sticking points are on the pay forces as is and whether they can agree. executives from facebook, alphabet and twitter are headed

back to capitol hill today representatives from facebook, twitter and google kicked off the first round of testimony yesterday afternoon. facebook's chief lawyer was the target of most of the questioning. he called the use of fake accounts to spread misinformation reprehensible and said facebook is determined to do better to fight foreign interference. to the wall street agenda all about the fed. policymakers wrapping up a two-day meeting with their latest decision on interest rates due at 2:00 p.m. even. the fed expected to keep rates unchanged. we'll parse that statement for clues on how they're feeling about the economy. as for the economic data, adp employment report, private jobs, manufacturing pmi, ism manufacturing, construction spending and auto sales. so a busy day. same westernings results from facebook, kraft heinz, qualcomm and tesla. facebook will be fascinating it's had a strong run up into

earnings, not just for the year but in the last few days on the back of solid earnings from alphabet, microsoft and amazon the expectations are stet highe no matter how many analysts we talk to the political headlines, the fact that the general counsel was on the hill yesterday getting grilled. not expecting to impact how much money they make. >> in the short-term it's not surprising they are doing well last week a huge blow out surprise for some companies, but they didn't flinch yesterday, the companies. you have to ask whether that's the medium term risk and we'll see more in terms of types of questions. >> i'm not sure it is clear what can be done about tchlit even increased regulation, or whether they will handle it themselve themselves >> you could have more severe regulation on it, but we didn't get a tone yesterday from

congress that they're prepared to go that far yet it's a threat to the american capitalist model that these companies have taken over the world. do we want to threaten that? america and silicon valley are the center for this type of innovation >> the tech sector is the biggest winner for the s&p, up more than 7% on the earnings front, shares of papa john's are lower after the company reported results. landon has the details >> shares of papa john's pizza moving lower this morning as the firm delivers disappointing guidance the pizza maker posting third quarter result information line with expectations. internationally comps increased 5.3% making it the 30th consecutive quarter of positive international comps. same-store sales increased 1% domestically, that's lower from the previous range of 2% to 4% guidance weaker than anticipated. papa john's anticipated growth of 3% to 7 % down from the

welcome back to "worldwide exchange." i'm wilfred frost along with sara eisen futures as we showed you earlier are strong up over 100 points for the dow nasdaq up 30 s&p is up 8. ten-year treasury note has slipped significantly. we got up to 2.45% week.

today at 2.39. the strength we're seeing in the u.s. equity futures market started overseas let's show you what happened in asia overnight the japanese nikkei soared another 2%, which means we're at the highest since the mid '90s the japanese market has been on fire green across the board hong kong, hang seng up 1.25%. saw similar strength to a record high in south korea. did get some chinese manufacturing pmi numbers. they matched expectations in october. that came after a little bit of a lighter number yesterday so, all is calm when it comes to the thinking on the chinese economy. part of in global recovery story. early action in europe looks firm as for the gains across the pond, the dax up 1.3%. also fresh record highs. 1% gains in italy. spain lags, but still is higher.

france is up a half percent. >> this international rally, i've been discussing this with steve sedgwick in london, no obvious catalyst for it. the news overnight state side is that tax reform is slipping a bit. i can put it down to the first day of the month, people perhaps putting cash back to work. it comes off strong month already. >> and the seventh in a row. >> great start around the world. let's look at broader markets. oil prices which had a great month, wti up about 5% for the month of october they continue at pace this morning. up to 55 bucks for wti brent well past $61. dollar board for you, the dollar was flat yesterday, up 1.5% for the month. so the last two months have been a change in direction for the dollar in the course of 2017 dollar up the last two months. having fallen steadily for the year today not much happening

the dollar is up against the yen but not much against the pound and euro bitcoin hitting a new high once again. big news for by the coin yesterday, the cme will start trading by the coin futures. that adds some legitimacy to somethings that been criticized by some financial firms. up 0.9%. >> part of the maturity process here. last night on "mad money" jim jcramer summing up what's happening in the global market here's his take. >> it's not just about the u.s., it's the whole world europe, which had been a constant worry flipped and became a source of growth this year eurozone has finally got the house in order that's while the euro went up which helped earnings. china stayed steady, the rest of

fla noninflationa noninflationary boom going on and the stock market reflects this this is what a rally looks like. don't exploit it, enjoy it while it lasts >> the only issue i take with jim's positivity there is, yes, we're seeing synchronized growth but it's coming for different reasons in different regions yes, eurozone has picked up significantly from where it was, but it's all relative. it was in a dire situation for so long. when you look at the u.s. growth, 3% gdp that's come in spite of hiking rates. in the eurozone, that's different. i don't think we know -- we don't know -- >> it's firing on all cylinders. the reason we picked it we've been all over this theme on "worldwide exchange" this is what christine lagarde was telling us about why she upgraded the global economic forecast for the first time in years. >> i don't think it's fine to say that europe has had its problems there's a lot of underlying problems in the eurozone and the growth we're seeing is

reliant on the loose policy. if you look at the u6 unemployment rate, that is at 18% still across the eurozone. the same measure stateside is at 9% i think there's a lot of issues there. >> it's all relative >> it's a ul relatiall relative you saw policy removed in the same vain in europe and japan, you wouldn't have the same movement as we have in the u.s it's still very much monetary policy induced worldwide >> but we're still in the sweet spot, the fact is for the first time since 2010 you have a lot of major economies contributing to global economic growth. you have to look at an earnings report like mondelez to understand that which is 80% of its sales abroad such improvement in places like latin america and asia and europe and even north america. >> that's fair, but how long can it last if it's fueled by -- >> that's a different question. >> still to come a new development in the drama

we're live in washington. and investors have a lot to digest today between the late eftd nlatest news out of d.c. and the fed meeting. good morning welcome to "worldwide exchange" on cnbc. i'm sara eisen >> i'm wilfred frost good morning to you from me as well let's have a quick check in on futures which are standing tall this morning we were up triple digits for the dow, just below that now 99.76. s&p up 8 points. nasdaq up 30 points, off big gains around the rest of the world. the nikkei up 2% almost. we're getting new details on yesterday afternoon's terror attack in new york city. eight people are confirmed dead a dozen others are injured after a man deliberately drove a truck down a bike path in lower

manhattan. let's go straight to cnbc's contessa brewer who is on the scene for thus morning contessa >> the injured toll has just been updated to 16 in the hospital and that includes the gunman himself or the attacker himself. he was inngery overnight but now is out and in critical condition. at the scene the students returning to community college and high school will find a vastly different scenario the roads are blocked off. entrances to their school are being blocked off. they're being rerouted around. they'll be returning to homes and businesses, schools, to the sound of helicopters overhead and still sirens occasionally. crime scene tape surrounds this scene where the attack ended yesterday. the home depot truck that was used as a deadly weapon still there. yesterday afternoon just as these local schools were letting out, the driver turned on to a popular jogging and bike path. he mowed down pedestrians and

cyclists and then near a high school he swerved off the path and into a small school bus injuring two adults and two children there and then the driver got out of the truck and pulled a paint gun and pellet gun when he would not drop the weapons, we're told the nypd patrol officer opened fire shooting him in the torso. he survived that shooting but in bellevue hospital this morning investigators have also learned that driver rented the home depot truck from a store in passaic, new jersey. the minivan of the attacker still there in the parking lot investigators scouring that for evidence we also know that investigators believe he was a lone actor. they're calling it a terror attack because he got out of the reasons and shouted, and inside the truck they found a note processing he was carrying out the attack on behalf of isis the picture you're seeing is of

sayfullo saipov. he came here in 2010 from uzbekistan on a green card he's been to tampa, pennsylvania, new jersey he's been an uber driver in new jersey for the past six months, has a commercial driver's license as well. there were traffic citations against him in pennsylvania and missouri he was arrested because he failed to appear that's why there's a mugshot of him. investigators will dive into more, and any background has th that he has. he may have been on law enforcement radar but not identified at this point again, rioriginally from uzbekistan not one of the countries on president trump's travel ban for muslims. uzbekistan's president reached out to president trump offering his condolences and his willingness to help out in the investigation. sara, wilfred? >> contessa, thank you very much for that update on this very sad

story. >> i'll wrap up with the defiant new yorkers who not too far away, several blocks away, marched up sixth avenue for the halloween parade out in force, thousands of them to celebrate >> absolutely right. let's get back to the markets. strong rallies around the world fueling u.s. futures this morning. asian trade positive across the screen particularly for the japanese nikkei, up nearly 2% following 8% of gains last month hong kong up as well european trade for you, also positive, not quite as positive. not quite as positive for october. germany and transgaingained 3%. oil building strength off of october. wti starting off strong, 1.25% higher 55.05. brent crude oil above $61 a barrel

61.48. up almost 8% the u.s. dollar is weaker. actually a bit stronger against the yen. that's where we've been looking for clues about the global risk environment and the synchronized recovery 114 almost for dollar/yen. all is right in the world when the dollar is trading positive against the yen. the pound is showing some strength, up a quarter percent gold prices had a weaker month in october and in reaction to the stronger dollar, which we did see about a 1.5% gain during the month of october, gold was down a half percent. actually up this morning we're following three major developments out of washington first house republicans delay the rollout of the new tax bill until tomorrow big tech is back on the hill today as lawmakers demand answers on russia's role in last year's election and the federal reserve wraps up a two-day

policy meeting a rate decision is due this afternoon. >> our team of experts are standing by to tackle each of these stories. let's kick things off with ylan mui and the latest on the gop tax plan >> there was drama last night on capitol hill as republicans delayed the release of that tax bill until thursday after they failed to reach agreement on details of the plan. congressman kevin brady, chairman of the tax writing committee said they're making progress and still intend to begin debating and vote on this bill next week president trump appeared to give lawmakers a little wiggle room in this tweet last night he wrote the republican members of the house are working hard and late to award the massive tax cuts that they know you deserve. these will be the biggest ever members are still divided over what to do about the state and local tax deduction. one compromise suggested had been to keep the property tax

deduction but get rid of the one for state income taxes some republicans for high tax states like new york and new jersey are not on board with that idea. also yesterday two sources who had been briefed on the plan told me that the corporate rate would be lowered to 20% immediately. it would not be phased in over several years, a possibility that spooked markets earlier in the week it was still unclear were the reduction would be temporary or permanent this bill is clearly still in flux this delay casts doubt on whether republicans can really get this passed by thanksgiving. not a good sign when you can't meet your first deadline back over to you >> will they be able to get it out by tomorrow, which is the next deadline they set >> november 1st was already arbitrary. they wanted to get it done so they could begin markup next week tomorrow is the last day they have before the president leaves and before they can move forward to that markup so we will see whether or not they will be able to reach

agreement on those very thorny issues one key issue that they are concerned about is how much is this all going to cost they're still fine tuning those dials to see where the final numbers will land and if them be able to modify those numbers from states like new york and new jersey >> the cost is where the phase-in is an issue and has risen. a lot of back and forth over that reiterate for us what the latest is on that it's crucial for markets >> right what we heard yesterday was that phase-in would not be happening. the corporate rate would immediately go to 20%. this is something that conservative groups like heritage foundation and like americans for prosperity, they said they want to see that 20% rate -- they want to see lawmakers get to that immediately. however they may have to make changes on the back end. does this rate snap back after the ten-year budget window that lawmakers are working in does it rise in year 11? that's an open question.

again, another dial that lawmakers may have to turn >> kick the can down the road for someone else to deal with. >> there's one thing we can say, we constantly debate whether tax reform odds are priced into the market this morning this one-day delay, s setback and thorny issues does not seem to be hurting sentiment. dollar is up this morning. so are futures big tech companies are headed back to the hill today. executives from facebook, twitter and google are set to appear before u.s. lawmakers they faced the first round yesterday. the hearings are focused on how russia allegedly used tech services to influence the 2016 election joining us from washington is tony rahm from recode. what will you be looking for as far as answers from these executives today that you didn't get yesterday? >> i'm looking to get a lot of

answers that we didn't get yesterday. surprisingly facebook and google and twitter fielded a lot of tough questions from the senate judiciary committee, but it wasn't the tough grilling that i i had some folks had expected to see from this hearing. and in many cases lawmakers maybe didn't have the technical details to assess the extent to which the kremlin had used social media platforms to spread disinformation around the 2016 presidential election. that's not the case today when the senate intelligence committee holds its hearing in the morning and the house follows this afternoon they'll have all the details in front of them, they'll press companies like facebook on why so many millions of users saw these fake ads and posts it could be an uncomfortable few hours. >> facebook shares are up 1% premarket. the company reports earnings later today. wonder if any of this will be mentioned on the call. >> should be mentioned on the call but i don't think it will

affect the numbers to affect the numbers, we will need to see significant new laws or regulations is there appetite for that to be delivered soon >> certainly not any time soon to be clear there are members who want to see more regulation. specifically focused on political ads. some folks are putting forward a piece of legislation that would require tech companies to make coppice of all the political ads available for public inspection, to do a couple other things in the realm of disclosure and transparency >> but these are not political ads, right we learned they were imitating support groups, issues, it would be hard to cast as straight-on political ads. how do you prevent them. >> it's quite impossible even on the narrow question of political ads, things about issues sometimes but definitely federal candidates, lawmakers have a tough sell in bringing that to the floor, particularly before the 2018 midterms congress moved so slowly, we

talked about tax reform and how long that will take. imagine a narrow question like political ads. a lot of things posted on facebook were not ads. they're organic posts, stories, things of that sort. those were seen on facebook by 126 million u.s. users before and after election day congress doesn't have an answer for that facebook doesn't have an answer for that either. the company has said it will hire more folks to have a better sense of what's happening on its platform it's an open question on what do with that organic content. >> seems to be two main issues that faces the tech companies. one is should they have to check the authenticity of some of the news posts and what -- and things like that that get posted on their website which is a big focus as well of yesterday. the second issue is who owns the data they take off consumers that's massively tilted towards the tech companies at the moment is that a focus of the hearings or not really?

>> for now we have seen some of those questions. there were a good number of lawmakers yesterday who were really pressing facebook and twitter in particular on the fake news that spread on their platforms. with that some automated accounts or bots that amplify those messages it's a serious problem for twitter though it did not take too many tough pieces of criticism as a result. to your other point, there's a sense that tech companies need to do more on this but also a hesitance about allowing tech companies to have that say about being the policeman of the content of their networks. lastly when it comes to privacy, senator john kennedy did begin to press facebook, google and twitter for the information they collect on users there was a point where he asks the companies if they could compile dossiers of teens who were having a hard time with weight so they could market diet pills to them. there were moments when the executives looked stuns as to
