future now becky quick. >> we begin with your taxes. it's been 30 years since any major tax reform was passed, but changes in your tax bill might be ahead house and senate republicans have each released versions of a new tax plan this time will tax reform be a reality? that's our cover story today. >> i always like tax cuts. boosts the economy gets more money to the people it belongs to. >> but will you save money under a republican tax plan? congress's own official score keeper, the joint committee on taxation, found 20% of americans would actually have a higher tax bill within ten years. both the house and senate plans would likely lower individual tax rates. the standard deduction would double to $12,000 for singles and $24,000 for couples. >> what i do know that it ends up eliminating the deductions that benefit me. it's going to end up costing me more. >> itemized deductsions could be eliminated or limited. mortgage interest deduction may

change >> my tax deduction at the end of the year, if i buy a new house, i can't write that off anymore. >> for businesses they want to cut the top corporate rate from 35% down to 20% although it would be delayed a year until 2019 in the senate version. >> the way it's going i can purchase things at a better price. i'll have more money in my pocket. >> i think they are spaenlding a lot of time going nowhere. >> we still have a long way to go to find out if congress can reach an agreement on tax reform with what's already been proposed how would different types of taxpayers fare? thanks so much for being with us today. >> thank you good day >> we've seen the two different tax plans, one from the house and one from the senate. overall are these plans very similar? are they different what can you walk us through on this >> well, house bill kind of followed the framework that was put out several weeks ago by the

administration the senate bill really dovetails on to that there are a few nuanced differences. the senate bill increases the mortgage debt amount up to the current standard of a million. they do totally take out state and local tax. they kept the basic premise the same doubling the standard deduction. moving the tax rates around a little bit most taxpayers, especially moderate should enjoy some. >> let's start with a single mom with one child she makes $30,000 a year how would she fare >> she is right in the middle of the bellwether in the good spot. middle income, moderate family single mom making 30,000 with a dependent would lose the exemption which might be problematic. she gains on the child tax credit up to 1600, 1650 on the senate version many take the standard deduction. she will end up a winner to the

tune of 700 on the house bill and more on the senate bill. >> that's a big number. >> family of four, couple with two kids let's say they earn $60,000. >> they will lose the exemptions but they make out on the increased standard deduction up to $24,000 they make some in roads on the child dependent health care and then the tax rates so they end up in a sweet spot as well to the tune of almost 1400 or even higher. >> all right finally, let's talk about refired people because we've heard some retired people complain about this pretty loudly a single taxpayer making $75,000. would they be paying more or less in taxes? >> they will do real well. they lose the exemption but retirees generally don't itemize. they'll double up on the standard deduction some of the tax rates come out favorably. they'll probably do real well under both the house and senate version of this bill. >> let's talk more broadly about

some of the bigger issues because, again, as we mentioned, the joint taxation committee saying that 20% of people will be paying higher taxes ten years from now part of that probably has to do with where you live. let's assume under the senate rules, which would not allow you to deduct anything for state and local taxes, what would that mean for somebody living in new jersey and connecticut and new york and california and illinois >> i think it will be important to keep in mind that not everybody has a high income, high mortgage debt and a high property tax bill. so that 20% that you referenced earlier, those are really the high income taxpayers who might lose a little bit on that property tax deduction. >> who's in the 20% that's going to be paying a higher rate what the joint committee on taxation said the 20% that will be paying a higher rate include some of the middle income people because of what phases out in seven or eight years. >> that's the important detail that shouldn't be lost there's no particular demographic that wins or loses when you hear that one

particular segment is going to be paying more or paying less, you kind of have to take in their entire tax profile depending what constitutes their income makeup. >> the good news is nobody's going to be able to do their taxes on a postcard, they'll still have to come to you to get them done. >> we don't do taxes on a postcard they went out in the electronic age. >> good news. >> good news for all taxpayers i would tell you good news for americans. there's something in it for everyone. >> it's going to be confusing. mark, thank you for your time today. >> thank you for your time now here's a look at what's making news as we head into the new week "on the money." don't look now but oil prices hit a two-year high thisweek they climbed above $56 oil prices matter because they're the biggest driver of gasoline price joos it was a mostly down week for stocks. the dow with its worst day in two weeks on thursday with concerns about the tax bill to blame. the s&p 500 and the nasdaq both

closed at record highs on wednesday though that didn't last for very long the market was mixed on friday amazon was cutting its prices. it includes board games and gadgets among other items. the move is probably aimed at walmart. up next, we're "on the money. an otm investigation of a rising tide of thefts what criminals are targeting now and why it's hard for police to do anything about it. later, kobe bryant may be retired on the court, but he's upping his game when it comes to business we talk to him about who he looks to for inspiration right now a look at the stock market at the end of the week.

it's been less than three months since hurricanes harvey and irma made landfall 63,000 boats were damaged or destroyed in those storms according to the boat owner's association. and the insurance industry is still getting slammed with a triple whammy. both claims, insurance fraud and boat theft investigators are especially surprised at what boat thieves are targeting. contessa brewer is here with the story. >> so many americans love taking their family and friends out for a day on the water jet skiing, fishing, relaxing. power boat pirates put an abrupt end on those targets they're targeting outboard motors the engine of choice for thieves, yamahas here in the wealthy enclave of gables by the sea, we see expensive boat after boat docked on the intercoastal water way. so many of those highly sought after yamaha engines. >> unfortunately, with the amount of water ways we have

here in miami dad county, it is a target rich environment. it's easy to steal the engines we've had a big influx of stolen engines or lower units they can pull up so it's out of the water like this, take off six bolts, take the lower unit and take off >> florida sees more boat thefts than any other state surveillance cameras routinely capture those burglaries in progress, yet the recovery rate is just 36% according to the national insurance crime bureau, and that's for the boats engines are easier to transport and to hide. >> i believe we were just watching the subjects trying to take a boat motor. >> miami-dade police sargeant james barrett says it's very difficult to trace the stolen engines, in part because serial numbers get erased or altered. >> we have to start from the manufacturer and work our way back to see where that motor is supposed to be right now through the records.

>> all these yamaha engines sitting in plain sight even experienced investigators can't tell if they've been stolen we're there when a team of miami-dade police officers shows up unannounced to a boat repair shop it didn't take long for them to find what they suspect is a stolen boat and two stolen engines. one of them, a yamaha. >> this engine here doesn't have any number it has a sticker where it used to be but the number seems to be obliterated or for some reason it's not there so without that, without that, this particular engine, i can't identify who the owner of the engine is. >> police remove the boat and two engines for further investigation. the owner of the yamaha engine shows up he tells us he paid $3500 for the used engine from a local repair shop. >> what i worry about is losing the money. i no worry because i don't do anything wrong i just pay the person. if you go to ebay, you know who

the person, you buy something, you don't know >> part of the problem here is there is no national database compiling engine thefts, but insurance investigators say they a are' seeing a huge spike i spoke to a texas businessman whose dealerships have been hit six times. he installed the sophisticated security cameras and the cameras caught the thieves coming back again and again, same m.o., crashing through the gate, using the forklift to get the stolen engines on to a stolen flatbed it's crazy he's been hit six times in texas over and over again. has lost $700,000 in boat engines to these sophisticated thieves. >> contessa, thank you very much. up next, we are "on the money. the billion dollar market that many retailers are ignoring. we'll talk about how woman is changing the game. the holiday shopping season is here. we have the best deals for black

on wednesday we'll see just how the consumer is doing when retail sales are released and we'll be getting a measure of inflation with the consumer price index. on thursday the industrial production report is out that measures the strength of manufacturing. it also happens to be the day that harry potter and the source ser remember's stone came out. we'll see how many new homes were started. you know him from the basketball court but these days retired hoop mogul kobe bryant is shooting for success. he wants to take on one of the biggest brands out there we have more. >> reporter: kobe bryant has long dominated the hardwood. now he's chasing the new drink >> $300 billion drink. >> reporter: as part of that plan, the five-time nb a champin is the third largest investor in a new sports drink. >> in 2025 we want to be the

largest sports drink >> it was founded by beverage icon and he's known for creating vitamin water and smart water. billion dollar brands that coca-cola bought the sports drink category has remained stagnant over the years. pepsi's gatorade has long dominated the market followed by coca-cola's power aid. body armor has 3% of the market but a new deal with ufc in the 110% annual growth may mean there's an opportunity. >> innovation is the key to anything if you come out with a great idea, it lacks substance, originality and innovation, you're not going to go anywhere. we have innovation. >> and gatorade hasn't innovated. >> the same beverage we drank in 1965 is the same that's in there. >> they've got colors. >> they've called artificial colors, red 40, yellow 5

who wants to give that to athletes and children. >> i can call you from a rotary phone but i'm probably not going to do that. >> reporter: the former lakers star says this has given him unique access to some of the greatest minds in business. >> elon musk i think is a genius the amount of research and study he does is unheard of. the most important thing is imagination. you can learn anything you want to learn study all these things that you have in a book if you don't have the imagination to take it to another level, it doesn't mean anything i think elon, i sat down and spoke with him for a couple of hours, it was a real joy. >> koeb buy's much more than a pitch man. he has coordinated sponsorship deals. leads the creative direction and even helps with flavors. whether bryant's skills translate to the business world is yet to be seen but analysts are impressed with body armor's growth. >> kobe could end up making more money in drinks than on the court. he previously sold his last
