recessed until september 7. the senate is about to recess until september 7. there's the president of the united states in the oval office. not a big signing ceremony. he's got a bunch of pens in front of him. >> how many? >> i don't know how many he's got. maybe a dozen pens. you don't see a lot of members of coming, contract democrats republicans. he did it privately. he went into the rose garden earlier in the day to deliver his speech as we all know. but they got this problem resolved, members of congress can now -- but they ran to washington, reagan national airport, dulles airport, baltimore washington airport. they got out of dodge as quickly as they can. go read my blog, cnn.com/situationroom. i write about what they're going to be doing for five weeks. some are going on fact-finding missions. others are going to go on junkets. it's going to be a source of interest to see where these members hang out in their districts and their states. maybe doing some work, not doing some work. we'll see.

an you had audio recording of polygamist leader warren jeffs giving sex instructions to one of his brides is being played. prosecutors tall called this texas ranger to the stand and they're playing this audio of warren jeffs in one of his spiritual brides. what is on this audio? >> it's really incredible, brooke. apparently the jurors today heard a recording of warren jeffs speaking to his 14-year-old celestial bride. he's giving her instructions on what's expected of her, and the context of the celestial marriage. there's also a reference of

drawing close and being closer. he also tells her that the prophets and the spirits are with them when they are close. many people believe he is alluding to sexual intercourse with this 14-year-old. now, we also believe that we will be hearing either today or tomorrow tape recordings of warren jeffs having sex with his 12-year-old celestial bride. and that apparently is referred to heavenly sessions or private sessions. but that is something else the prosecution will present to prove that he sexually assaulted a 14-year-old and a 12-year-old. >> yesterday, jeffs filed a motion. he claimed was a revelation, a message to the judge from god. and he claimed that god, quote, has sent crippling disease upon the judge which will soon take her life soon. he wrote this about a judge who had polio when she was a child. then when the prosecution was close to wrapping up its case here, when they do wrap up, can

you warren jeffs effectively defend himself? >> i think it's going to be difficult not only for warren jeffs but any attorney. this in effect is a statutory rape case, and that's sort of a document intensive case. because a 14-year-old and a 12-year-old can't consent to having sexual intercourse. i think it's going to be difficult. his defense seems to be that this is a religious prosecution and a persecution, but i don't think that that will carry the day certainly because the judge has already responded that there's no claim of privilege, regardless of religion with communications relevant to the sexual assault of a child. his defense, while he may believe, there's something to it, i don't think there's anything to it at all. >> we'll follow that tomorrow. meantime, we have to talk about a story that got a lot of us talking today. it has to do with the fact that it's been more than 20 years sincere yal killer ted bundy was executed in florida. he confessed to murdering 30 young women before he was sent to the electric chair and police

across the country suspected he had many more victims than that. now a vile of his blood has turned up in florida. how significant could this be for law enforcement? >> it really is significant. now with dna, you know you're going to have dna in cases, it's common place. when ted bundy with us killing women, there wasn't a national database. now we're being told that law enforcement found a vile of his blood an they're going to upload the full dna profile to a national database and also perhaps send it to state databases. so that dna profile can be compared against a lot of these cold cases. it's quite possible that ted bundy could be found connected to other victims, other crimes, because i think the conventional wisdom has been that he killed many more women than he took

images of an massacre and conflicting reports about who's to blame. i'm wolf blitzer and you're in "the situation room." we begin with the breaking news. stock prices take a nose dive today. the dow jones industrials closing down more than 265 points an hour ago. this losing streak now continuing in its eighth day, continuing even after the federal government avoided default on its debt. let's go to the new york stock exchange, cnn's alison kosick standing by with the latest. a lot of people thought once this deal was done, the president signed it, there would at least be a temporary boost in the stock markets but it didn't happen. of. >> and traders were surprised as well, wolf. they were surprised we didn't see more of after positive impact on the marks with the uncertainty off the table with the debt deal. but you know what, for wall street, the focus is no longer on the debt ceiling. investors have moved way bond

that. now they're worried about a series of economic reports. today what spooked the markets is consumer spending reports. consumer spending fell for the first time in two years. people are saving more because they're unsure of where the economy is headed. then you throw in the other down beat report wes eve gotten. on friday, that weak gdp report, it's showing there's just not enough growth out there to create jobs. and also the manufacturing report we got yesterday. manufacturing is actually at its slowest rate of growth in two years. we're at 2009 levels. can you believe it? traders regard manufacturing as the sector that really needs to leave the economy out of this stagnation. where is that going to come from? if consumers, americans don't have jobs, i haven't even mentioned the housing market, wolf? >> wait till friday when the jobs numbers for july come out. that could be another setback as well. thank very much. let's get to washington's hot summer debt drama, ending up against the debt line with the

relief and lots of disgust. the senate gave final approval to raise the debt limit, cut spending. the president signed it after complaining that this crisis in his word was manufactured. and warning that more tough choices will have to be made this fall. >> everyone is going to have to chip in. it's only fair. that's the principle i'll be fighting for during the next phase of this process. and in theing months, i'll continue to fight for what the american people care most about -- now jobs, higher wages, and faster economic growth. >> a little over half of the american people disapprove of the debt compromise according to our brand-new cnn/orc poll. the first poll since the deal was struck.

get this, more than 3/4, more than 3/4 of merps say our elected officials acted like spoiled children during this crisis. let's go up to capitol hill right now. kate baldwin has been working this story very, very well for us. lawmakers are already getting ready to move on. they're fighting even as they're getting ready to move on. >> if you can believe it, wolf. this senate vote brings to a close a one fierce partisan standoff here. one fight it seems law make res already drawing the battle lines for what could be potentially the next showdown and the focus here is on this new powerful committee set up by this debt deal charged with looking for much deeper deficit reduction measures. this special committee is going to be made up of 12 members, evenly divided between democrats and republicans. the members are selected by congressional leaders and are charged with finding $1.5 trillion in deficit savings.

now get this, they're required to report their recommendations to congress by thanksgiving. and congress has to act then on those recommendations by the end of december. many people saying that's quite a tall order and quite a short time line for what they're being asked to do. even before congressional leaders have to pick their members of the committee, they already seem to be drawing lines in the sand. and this has been no surprise if you're watching the debt debate. one line in the stand -- taxes. listen here. >> our first step will be to make sure that republicans who sit on the powerful cost-cutting committees are serious people who put the best interest of the american people and the principles that we've fought for throughout this debate first. >> this committee that is going to have -- be appointed, the members i say here must have open minds. we've had too much talk the last few days of republicans as early as this morning, republican

leaders in the senate saying there will be no revenue. that's not going to happen. >> now, as i said just before the congressional leaders have not yet made their picks to be on the committee, but the leaders have 14 days before they have to announce. wolf? >> the makeup of this committee will be critically important. six democrats, six republicans, six members of the senate, six members of the house of representatives. if there's someone for example who is adamantly 100% opposed to any tax increases whatsoever no matter what, and others are adamantly opposed to any cuts in medicare or medicaid or social security spending, you're going to have a real bat until this committee. >> absolutely. many are saying it's not only the issues that are going to be critical that this committee will be tackling it's the makeup of the committee that will be equally as important. there's some concern that if congressional leaders, as some are saying stack this committee with hard liners in their party, then rather than members of the

gang of six who worked in a bipartisan way to find compromise on tough issues, there's concern this committee is just being set up for failure. of course, first, we're going to have to see who makes it on the committee, wolf. >> if they fail there will be across the board cut thars built in. that's a trigger. that's sort ofled holding a gun to tall of their heads right now. kate baldwin doing great work for us up on the hill. let's look at the unique role of the vice president. knowing a little of what was going on behind the scenes now. >> that's right. a lot of people rib the vice president for his gaffes, either falling asleep on camera or using, shall we say, creative language. but getting attention for something quite different. i should make the point that a lot of people, not only here at

the white house, but up on capitol hill, we're working around the clock. 24/7, to make this happen. but the vice president as much being viewed as the closer. someone who used his deep experience to find common ground. when president obama walked into the briefing room sunday night to announce a compromise deal on the debt ceiling, vice president joe biden was away from the spotlight. he ducked in late, sporting shirt sleeves and sat along the wall. but the role he played in shaping and selling the deal was far from low key. convincing liberal democrats like barbara mikulski who found the deal wrenching. >> he knows with the congress, he knows who we are and how we work. and because he had such a reputation for being fair, i think he brought in a lot of people to the table. >> vice president biden's 36 years in congress and his firm but comfortable negotiating style was on display, say multiple sources as he met separately with democratic

caucuses in the house and senate monday for at least 2 1/2 hours. >> he basically started by saying he wasn't any happier with the agreement than a lot of members of the caucus were, but it was the best we could do under the circumstances. >> senator patrick leahy who had the only camera in this meeting snapped the photos. >> i went to explain and lay out exactly how we got to where we were and why this is important for the country. >> how they got to where they were monday came after a flurry of activity between the vice president and senate minority leader mitch mcconnell over the weeked. senator mcconnell made the call that got the ball rolling. >> senator mitch mcconnell has had a long and good and trusting relationship with joe biden. i think their communication really helped to put this together at critical moments in the last few days actually. >> a democrat familiar with the negotiations said vice president biden and senator mcconnell spoke by phone four times on

the debt ceiling crisis proves it doesn't really matter who's in charge in washington. democrats and republicans both treat the republican with the same disregard, lack of respect, contempt even. the hasty vote in the house to raise the debt ceiling by as much as $2.4 trillion breaks a republican pledge to post the bills online for three days before voting. the complicated 75-page document was written sunday night, posted early monday morning and voted on late monday afternoon. that means yet again members were voting on something most of them hadn't even read. it's a bill that includes complex structures for raising

the debt ceiling. there's also the possibility of amending the constitution by creating a super committee with special powers, changing the historic strength of the senate fill buster. but that didn't stop them. oh, no. remember back when the democrats shoved health care through congress? that was a 2,200 page monstrosity. and then house speaker nancy pelosi said, quote, we have to pass the bill so you can find out what's in it, unquote. republicans, of course, were outraged then at the lack of transparency, and they were right. but here we are once again, members of congress, up against the hard deadline had no time to let this bill go through the regular process of hearings, getting outside opinions, et cetera. you know, the date that the debt ceiling expired, they've known about that for a good long while now, haven't they? instead, we get another bill crafted by a handful of members of congress under a cloak of secrecy by party leards and the white house. it is disgraceful.

airport construction jobs at risk just when the economy can least afford it. let's bring in our homeland security correspondent. what's going on? >> wolf, it is a game of chicken of the federal aviation administration budget, and even at this late hour, it hasn't been resolved. for ten days, 4,000 faa employees have been furloughed. and more than 200 airport construction projects stopped, putting in additional tens of thousands of out of work. meanwhile, the faa has been unable 20 collect taxes on airline ticket sales. losing $25 million each and every day. >> i've been around this business a long time. i have never seen anything like this. and i find it appalling candidly. >> the faa has not had a new budget authorized since 2007. but 20 extensions have kept the agency operating. the 21st, however, contained something new. language inserted by house republicans, cut off money
