"cnn newsroom" begins right now with kyra phillips. >> we are on the road to the white house. good morning, guys. the president is in the midwest promising jobs, fighting to keep his, and here is the travels of the republicans trying to wrestle it away. they are hitting key battleground states today. rick perry is in iowa and minimum rot knee is in new hampshire and michele bachmann is in south carolina. in washington, paul steinhauser and mark preston have the wider views. now to the straight shooting texan who has dominated the headlines on his second day of campaigning. rick perry raising his profile and more than a few eyebrows and one person in his cross -hairs s ben bernanke, chairman of the federal reserve reserve. >> plenty more money to play politics at this particular time

in american history is almost treason in my opinion. because he never served. perry told a military gathering, quote, i want to make sure that every young man and woman who puts on the uniform of the united states respects highly the president of the united states. in fact, perry even seems to question obama's patriotism. listen to this. >> you need to ask him. [ inaudible question ] >> i'm saying a good reporter. go ask hm. >> cnn's shannon travis is in iowa. governor perry had a gem for you, i understand, in your cameras? >> that's right. >> reporter: he did have a gem for me. it's important to question whether the newly republican presidential candidate if this is his texas swaggering bravado.

he is just getting into this race and has more established contenders who have been in the race longer. as you yu just mentioned he did say a little bit of things and say he sealed it with a kiss. romney took a swipe at you today saying he has private sector experience and that makes him better qualified to create jobs. >> give him my love. >> reporter: what do you think about that, sir, he has private sector -- >> i think oranges and apples. running a state is different from running a business. >> reporter: he will make that a piece of his campaign. >> what i say is go take a look at his record when he was governor and look at my record when i'm governor and then you got some apples to apples. >> reporter: there you have it. rick perry essentially kissing off criticism from mitt romney. >> i thought at first he was blowing you a kiss and then you got him up to the mike.

great job. you're always the one to get right in there and get the best sound. a win in iowa doesn't guarantee smooth sailing in the white house. paul steinhauser has the history to prove it, right? >> reporter: the iowa caucuses don't pick the gop nominee and doesn't happen all the time. four years ago it was mike huckabee who won the caucuses. a big come from behind victory i guess you could say but he didn't win the nomination. nrve nr john mccain did. george bush won the nomination in 2000 and the presidency. bob dole went on to win the nomination. in '88 dole won it but didn't win the nomination. bush won the caucuses in 1980 but ronald reagan won the presidency. what about the other candidates today? rom nominee in new hampshire a second straight day and seems to concentrate more in new hampshire than iowa.

and part of his strategy may not go after rick perry. romney has been trying to run a general election campaign focusing just on barack obama. at the same time, it will be hard for him to ignore rick perry now he is in the race. the dynamics have changed. michele bachmann is in south carolina today. a couple of days down there. remember, south carolina votes first in southern state to vote in the primaries. ron paul, he did have a close second place finish out at the straw poll in ames this past week and didn't get a lot of notice from that. his campaign is happy and static about where ron paul finished and today he has new ads coming out in iowa and new hampshire. this race is heating up. the ride is going to continue. we will cover it all for you. >> the dynamics are always changing as you say. let's shift gears to the obama bus tour also in iowa today. brianna keilar is there.

the president didn't have a lot of support in the rural areas to begin with. what kind of reception is he getting now? >> reporter: so far, a lot of supporters that certainly feels campaign-like even though the white house insists this isn't a campaign swing. actually, president obama did pretty well in these areas. of the five counties that he is visiting on this three-day swing, he carried four of them and almost carried the fifth one. he won all three of these states. but in 2010, you had democrats really get slammed in rural areas in the midterm elections and democrats are very cognizant of that, certainly going into the presidential election so no coincide. you see an emphasis here on rural issues. the president is going to be where i am right now, which is on the grounds of the northeast iowa area community college. he'll be participating in a rural economic forum today. he is going to be meeting with local business owners, small business owners, farmers, and he'll be talking ways to sort of encourage economic growth in

these rural areas. kyra, he also will be announcing new rural jobs initiative, talking about bringing more technology to these areas and talking about job training for rural america. one of the important thing to farmers in this area, increasing capital, increasing federal loans to farmers in small business owners in rural areas like this. kyra? >> he stepped up his campaign rhetoric, yes, no? >> reporter: oh, yeah, definitely. if you were watching yesterday, he was very fiery. like i said the white house saying this isn't a campaign swing, but there was a lot of kind of back and forth going between president obama and republicans. he didn't call them out by name, but he was clearly targeting house republicans, talking especially about this latest debt ceiling battle that we have witnesses witnessed and he has faced a lot of criticism from republicans on jobs. he really fired back saying that congress needs to take action. listen to what he said

yesterday. >> moving forward, my basic attitude is we know what to do. i'll be putting forward when they come back in september a very specific plan to boost the economy, to create jobs, and to control our deficit. and my attitude is get it done. >> reporter: he said that he would be proposing, kyra, specifics for a jobs plan when congress returns in september. and if that doesn't happen, if congress doesn't move forward with some of his proposals or pass a jobs plan, that he said, you know, that is something that he and democrats could run against. so pretty fiery campaign language. he also had words for the entire republican presidential field. you're seeing a lot of stepped-up rhetoric here in iowa. >> probably see a lot more. thanks. taking the bus is usually a more cost-effective approach to traveling but not the case for the president and his million

dollar ride. politico.com reporting the secret service told a news website that it bought two armored buses for 1.1 million each. the president won't be the only one traveling in style. the candidate who wins the gop nomination gets the other bus. this quick note. as president obama continues his midwest bus tour, he sits down with our wolf blitzer. that happens today at 5:00 p.m. eastern. a man accused of strapping a fake explosive device around the neck of a teenager in australia is under arrest in kentucky. zain follows this out of london. was this a connection between the suspect and thinking she was rigged to a bomb for ten hours? >> reporter: kyra, this story reads like an investigative fiction novel. it's unclear whether there were specific links, but what police are saying some of the links are

circumstantial, they may have some kind of business connections. this happened in an hear that is a wealthy and multimillion dollar homes in the parts of the sydney suburb where this happened. basically 50-year-old doug peters broke into a home. the teenage girl was studying for an example and put this fake bomb collar around her neck and it took police ten hours to get it off her neck. take a look at the headlines here. collar bomb hoax suspect he was volatile and decent smart guy. his school mates say he was a ram bunkion aggressive character who was intecketal. he was a popular boy at school who played rugby aggressively and always in for a fight. the bottom line here, it seems as though what police say this was all about extortion. a note attached to this fake bomb collar basically asking for money and then there was also an

until the emts got there. last we heard, she was in serious, but stable, condition. gary giordano american arrested in connection with his friend's disappearance is held over on the yi land. martin savidge joins us live. >> it was hoped by the prosecution this is what they would get but surprised by the fact it wasn't an eight-day extension. it's 16 days and gives them more time to try to make a case if there is a case to be made at this particular point. the question is robyn gardner is now missing for exactly two weeks, according to gary giordano they were snorkeling off this beach. he comes out of the water. he does not see her. the fear is he reports that she has died drowning. but here is the point that the prosecutors have been investigate. ing. a number of women in the united

of school age so she wanted to get back and get them off to school. we expect her back to iowa in the beginning of september and appear at a tea party rally. the question is she considering running for president? that could be answered by the fact rick perry has gotten into the race. if he is successful in wooing voters the next week one things is sarah palin not to run? they would be fishing from the same pond of social conservative tea party voters. sarah palin is telling us she is undecided about running for president. have to wait and see what happens. >> what is the word on jon huntsman? not looking so good. >> reporter: not looking good in the national polls and he did terrible in the iowa straw poll but he didn't participate in the iowa straw poll. i asked him what his campaign fund was. he told me he will spend the next couple of months meeting and greeting voters in new

hampshire. that means have you to go to coffee shops and hardware stores what he was doing on saturday talking to people one-on-one. he wants to get his name i.d. up to about 60% and at that point, he is going to start running tv ads up in new hampshire. the passage for him to win the republican nomination is if met nom -- mitt romney falters. >> mark preston out of washington, thanks. billionaire warren buffett says he has been coddled long enough by congress and he actually wants them to raise taxes on him and all of his wealthy friends. poppy harlow has spoken to buffett a number of times. he is a big fan of poppy's and he is sitting down with her and talk about it more. tell us what he is saying now about this. >> reporter: kyra, he has been

calling for years for higher taxes. always famous for saying i'm taxed more than my assistant than anyone else in the office. take a look at what this man pays in taxes and still asking to be paid more. we will pull it up. last year, 2010, $6.9 million paid in taxes. sounds like a lot of money but only 17.4% of his taxable income because he makes most of his money off investments and investments are taxed at a lower rate than your paycheck for everyone watching right now most likely. what is different in his plan, kyra, is that unlike president obama, he does not think the taxes should be raised on individuals making $200,000 or more. what he says is that taxes should be raised on what he calls the uber wealthy. a lot of his friends, people making a million dollars or more they should have an additional hike and especially people making $10 million or more a year they should see an additional hike. he spoke to charlie rose last night saying this would not affect 99.7% of american people.

it's only going to affect 0.3% of the population. here is what he would change and i'll explain why. he would increase taxes on long-term capital gains, what people make from the stock market. from carried interest, that is how a lot of hedge fund managers get paid. also dividends, what you're paid in dividends from your stocks. right now, those are taxed at 15%. the says if you make money off money you are not taxed high lp. if you make money off of muscle, your hard work, your sweat, you are taxed highly. he wants that to change. and he does admit, look, this isn't going to fix the debt problem we have in this country. but this is going to be a significant portion of this. now, his critics say, look, if you raise taxes on investment income, that is going to discourage people from investing. he points to the 'eight and '90s when the percent of taxes you paid on the money you paid in the stock market was higher and he says no one stopped

investing. he said not one of my friends is going to stop investing because you tax us a little higher. that is his point, it's controversial but he is calling for who he says is significant for the first time he is outstanding that people making over a million dollars need to step it up in how much they pay. >> you bring up an interesting point. you know him well. you have sat down with him a number of times. >> yes. >> what is your take? the fact that, okay, he has talked about this before, but as you mentioned, he is now laid out specifics. you tend to wonder, okay, did someone ask him to do that? does he have somebody's ear? why is he doing that now? >> reporter: yeah. it's a good question. i have no idea what conversations he has or hasn't had with people in politics. buffett really goes his own way. this is a man who was a supporter and outspoken supporter of president obama but he is calling for a different tax plan than what the president is calling for. this is someone, i think, sees the country in such peshl right

now, he believes something significant needs to change and when warren buffett talks, people listen. he does go out on a limb when he needs to and writing the op-ed in "the new york times" on monday morning saying this outstanding wh outlining what he thinks should happen and taking a position he thinks lawmakers should be tag is different than he has. i think he sees this country in a crisis right now. he believes and he said this last night on charlie rose, america will make it through. america always makes it through but it's going to be tough if we don't get our house in order. >> poppy, thanks. coming up, can a black man really win the republican nomination? and why aren't people asking herman cain that? it has lz granderson's attention. he talks about it next.

the republican presidential not. he has tried to separate his candidacy from issues of race and according to lz granderson it seems like everybody else is too. lz just wrote an editorial about herman cain "the black elephant in the room." explain what you mean. >> it seems counterproductive to me if you -- we all know the assumption is the gop and particularly the element that is the tea party seen by minorities as being racist or not being as nurturing for minorities as they are for the white community. if that is the perception out that is out there i think it's counterproductive not to talk about it or address it. how are we going to turn the country around and talk about entitlements if we don't talk about the perception the gop is racest. >> isn't it positive to even see a black contender out there right there in the lineup? >> yeah, sure. it's positive to see it but just because you see it doesn't mean

it's a contributor. just because you have black people in your office doesn't mean they are involved in decision-making. those are the kind of conversations that i think we need to be having at this point not just having a visual but having a contributor. >> okay. so let me ask you this and play devil's advocate. >> okay. >> look at the last -- look how you smile. okay, go ahead! no. >> you know? >> i was looking back at the last cnn poll on republicans choice for the nominee and cain only got 5%. okay some so that put him in what, sixth among all of the declared candidates. some may say he is not even a contender so we are bringing up anything about him. >> well, that's true. but, you know, there are a lot of reasons he is not a contender. he has never held office and says horrific things about gays and muslims i think turn people off but i don't think jen bus

michele bachmann campaign, saying you weren't in the iowa straw poll, you weren't in ames. he dismissed that and said, i'm here. >> shannon travis, great job. we'll be talking more. let's talk to alison kosik. kind of a cartoonish image of making more money, but a real option, right? >> it is a real option. what the fed calls it is quantitative easing. the fed wrapped up a second round of it called qe-2 where it pumed $600 billion of brand spanking newly printed money into the economy. one of the goals in dog this was to lower the unemployment rate. the question is, did it work? it during that time, the jobless rate fell from 9.8% to 9.2%. so in that respect it was well received on wall street because what it also did is create a wealth effect, saw it it in our 401(k)s, makes everybody feel wealthier. the s&p 500 was up, the dow j p

jumped during the months it was in effect. despite what we've seen in the last couple of weeks, it's held on to most of those gains. beyond lowering the unemployment rate, it it's questioning whether pouring money into the economy actually works because what it winds up doing is devaluing the dollar. t that can lead to inflation. the rate of inflation actually rose from 1.1% to 3% while q-2 was in place. what rick perry and other opponents of qe-2 or 3 in this case, if that comes about, what they're worried about is whether or not this would even work. you know, he really bashes bernanke because he questions whether or not putting more money into the economy would really grow the economy or just put a band-aid on problems. lots of questions. the fed hinted to the possibility of a qe-3 but

let's check the news across the country. p cops are calling it a flash mob robbery. a crowd of about 30 people rushed this 7-eleven store, grabbing stuff off the shelves, in and out in in about a minute. if you can identify anyone in this video, maryland police are asking you to police call them. not a fun afternoon at the water park in sacramento. 20 people have been taken to the hospital after a chlorine leak. witnesses say the wave pool turned green and started bunnelling. authorities suspect a mechanical problem with the chlorine system. and a homeless man being called a hero today after helping save an injured driver's life. >> heard hthis smash, seen a cloud of dust, went down there and cut the woman out of there and pulled her out of the car. >> that homeless man waited with the injured driver until emts got there. and last we heard she was in serious but stable condition. back now to this flash mob

robbery, at least what it's being called. all of these individuals that the montgomery county sheriff's department is now looking for, they've posted it online, the surveillance video, to actually try and help find them. captain paul starks is joining us on the phone from montgomery county police department. captain starks, you know, they move quickly, it 's obviously organized. how many people do you think were involved, and was this something that was put together on the internet? have you been able to figure that out yet? >> well, i just spoke with one of the detectives involved in the investigation about an hour ago. he tells me that he and his partner have confirmed 28 different individuals involved on the video itself. they're just beginning their investigation, and we can't confirm how this was organized, although it appears that it was. >> now, have you had a problem with this, or is this the first time this has happened?

>> this is the first time this has happened in our jurisdiction. we're taking it very seriously and we're getting a lot of p help from the community as well. >> now, here's something interesting as well. you said this is not a bad neighborhood. you actually pointed out it it's actually a low-crime area? >> well, what i was explaining to your production assistant earlier is that quality of life here in montgomery county is very good, and evidence of that it is, like i said, we're getting a lot of response from sources in a community who have seen this video who are concerned and are calling police with tips relating to the identities of the individuals involved in this crime. >> so i'm curious, captain, because when we saw this video, it had us wondering, wow, could we start seeing this across the country? you know, we've seen the whole flash mob, the dances and the fun that people have with it. but this makes you angry when you see something like this. it's just downright wrong, and

the fact they have organized this, you wonder if it's going to happen again, if it's going to happen in other areas. have you been able to confirm that with any other police departments? is this a concern this may sort of become a phenomenon? >> i think that is a concern, at least for montgomery county police, and that is why we're taking this very seriously. if you look at the tape, some of the suspects are laughing and smiling. i can assure you we're taking this crime very seriously. >> well, what could happen to these folks if indeed you find them? because i understand you've been able to see faces up close, possibly even getting some names, locations of these individuals? >> that's correct. we're working to confirm some of those leads, and starting yesterday the first business day since this occurred, we've been coordinating with our state's attorney's office and discussing what charges will be appropriate
