hurricane irene is driving to the coast today with 110-mile-an-hour winds. the storm will go on a climb up the east coast impacting, perhaps, one-fifth of the nation's population. north carolina's outer banks will feel irene's winds by nightfall. the full fury will bear down by saturday evening. >> the window for preparation is quickly closing. if you are in the projected path of the storm, please listen to your state or local officials. please listen to emergency radio or television. if you are told to evacuate, please do so. >> irene could make a direct hit on new york city. already the mayor has ordered several hospitals and nursing homes to move patients to higher ground. a broader evacuation may come later today. this animation shows irene's

surge which could overwhelm manhattan's subway and tunnel systems. >> what is your biggest concern? >> the new yorker. >> why? >> because they don't listen. you can always tell a new yorker, but you cannot tell them very much. >> president obama will discuss hurricane irene and the extreme threat that this storm presents. he will speak from his vacation home happening in a half hour from now at 11:30 eastern. cnn will have live coverage of the president's statement. and more than a dozen states could get high winds and heavy rain or storm surge. we have reporters and live crews up and down the east coast from the carolinas to new england to bring you the very latest. our meteorologist jacqui jeras is tracking hurricane irene. she has the latest advisories. jacqui, what are we in for?

>> the real deal. we are talking about a major hurricane making landfall here on the outer banks in less than 24 hours from this time. this is a monster storm that just really engulfs all of the southeastern part of the united states here. winds at 105 miles an hour. that is just in. it is down a bit from where it was before. don't get too excited by a weakening storm. because there is very little to make this weaken any further as it heads up toward the outer banks. we will feel those impacts increase throughout the day for today. we are already getting some of the outer bands that are pushing into the coast. look at the wind speeds. sustained winds around 41 miles an hour. that is tropical storm-force winds right there. that will increase as the bands push in for the day. we think hurricane conditions will move in by tonight for the outer banks. let's show you the track here and where we are expecting this thing to go and the timing of

it. you can see at 8:00 a.m. tomorrow morning, a category two, potentially starting to close in on the outer banks. it will spend the day moving up toward virginia beach. through sunday, into the northeastern part of the united states. take note of the cone of uncertainty. even the good edge or the best-case scenario hitting over toward cape cod. this will have huge impacts. it will depend on which side of the line it will go to see who gets the worse of the storm surge. regardless of that, we will have serious power outages. take a look at this, suzanne. if we get a category two hurricane through new york with all of that wind moving through the area and trees down and power down, we are expecting between 500,000 and 750,000 people without power. it will take 10 to 15 days to

restore it. >> jacqui, could we miss this hurricane and could veer off and this could be a bust? >> i don't think that will happen. the model consensus is tight across the outer banks. it brings it onshore in that area. all of them keep it into the northeast as well. i just don't think that will happen at this time, suzanne. >> jacqui, thank you very much. along north carolina's outer banks, evacuations are now in full swings. take a look at this map. kill devil hills is right here on the map. the town is famous for the wright brothers flight. we have reynolds wolf with the latest. >> reporter: with the exception of the surf, it could be any other day in august. it is a warm day here for the time being. you would think you would have families up and down the coastline. it is deserted.

except one lone red flag which means no swimming. scratch that. i see people off in the dista e distance. compared to what you have this time of year, it is ridiculous. they had the mandatory evacuations in dare county. turk has gone through the same measures. we are talking about a major evacuation when you talk about dare county and the outer banks alone. this place visited by 250,000 people on an average siummer da. the residents here are about 57,000. mandatory evacuations started at 8:00 this morning. the evacuations started earlier this week. when they knew there was a chance this storm could being calling. many high tailed it out. they are bracing for it. they are getting ready. on the drive in yesterday, you could see businesses.

all kinds of mom and pop places getting ready for what is going to be unleashed in this area. this is a barrier island that juts out in the atlantic. true to form as a barrier island, they catch the brunt of tropical systems. i'm telling you, this looks like it will draw a bead right here on the outer banks. back to you. >> thank you, reynolds. millions of new yorkers are also getting ready for hurricane irene. we will get a live look from the city officials who are looking at plans and the possibility of shutting down an entire transit system. this is a report from kate. an amtrak train carrying 175 passengers has derailed in nebraska.

we have reports from a spokesperson that this was around 8:00 a.m. mountain time which is near max, which is southwest of mccook. that spokesperson says there are no reports of serious injuries, but was uncertain if anyone was hurt. it appears the train struck a vehicle on the tracks. we don't know what type of vehicle was hit. just recapping. it is a breaking news story out of nebraska. an amtrak train derailed carrying 175 passengers. this is in southwest nebraska. so far no reports of serious injuries. we are just getting this. if we get more information, we will get back to you on the conditions of the passengers. a car bomb rips into a united nations office building in nigeria's capital today. officials say at least 18 people are dead. more are wounded.

the explosion punched a hole in the building and caused a wall to collapse. it is not clear who is responsible for that blast. developments in libya. supporters of moammar gadhafi have been shelling the tripoli airport. arwa damon got a look inside the airport's control tower. >> reporter: we have to stay a bit low. the rebels say there is a sniper shooting at them. we wanted to show you this. that smoldering airplane. > a maze of secret tunnels under tripoli for moammar gadhafi. sara sidner has the latest. >> reporter: this can fit all the way down the corridors. this is a golf cart. i'm sure it was used because this place is so big, to get back and forth.

it is not often that new york has to brace for a hurricane. experts are warning if manhattan is spared a direct hit, the storm surge could cause considerable damage. we have mary snow following this for us in new york. mary, i understand some folks are evacuating already, is that right? >> reporter: that is right. some hospitals are considered at risk and begun evacuations. that was on the mayor's order. what they are looking at is hospitals and nursing homes in areas that are susceptible to flooding in low-lying areas. one area in manhattan here has tourists lining up to take the ferry to the statue of liberty. even talking about a direct hit on new york is so rare, this

doesn't happen in new york. that's why some experts are sounding the alarm. even if new york is spared a direct hit, there could still be flooding. if anyone is worried about a hurricane hitting new york, the professor is nicholas coch. >> this is where the 1938 hurricane broke through and made the bay a branch of the ocean. >> reporter: coch says it was here that a powerful category three hurricane made landfall in 1938. it was called the long island express and caused widespread damage in new york city, some 70 miles away. even if new york city is spard spared a direct hit? >> it will have damage. >> reporter: he says storm surge could trigger massive flooding in low-lying areas. particularly manhattan. consider the simulation done by

noaa showing what a category two turn can do to a tunnel linking brooklyn with manhattan. a category one hurricane for example could flood the subway station with three and a half feet of water. a category two storm could put jfk under five and a half feet of water. >> it could be catastrophic given the population and density in the northeast. >> reporter: high winds are a big concern. city officials have evacuation plans at the ready. despite the preparations, coch is not worried about the hurricane mostly. >> what is your biggest concern? >> the new yorker. >> why? >> because they don't listen. you can always tell a new yorker, but you can't tell them very much. >> mary, you know, that is a dig on new yorkers there. i certainly hope people will be

preparing for this. i hope the new york transit authority suspend the subway and bus service on saturday. is that true? is that a first? >> reporter: it may do that. if it did, that would be a first. i believe it would be the first time the entire system is shutdown. the subways are a big concern for flooding. what the mta chairman is saying, the real worry is if their winds are higher than 39 miles per hour, they could not guarantee safety if it got to that level. there will be a decision made on whether or not to shutdown the entire system. it would take about eight hours to do that. millions of people take subways and buses. that would be really a huge under taking. >> that is extraordinary. mary, keep us posted. let us know what is going on over there. many new yorkers have no idea what to do if a hurricane hits. we will give you advice. steven flynn is an expert.

he is joining us from washington. steven, if you are a new yorker and live in a high-rise, should you evacuate? what should you do? >> probably not. one is the biggest challenge is water. rising water. it is the new yorkers that are in the low-lying areas that are at risk of the storm surge. folks in the towers are in good shape. we are not talking about winds that are putting the buildings under stress. at the height of the storm, a general good idea is you don't want to be near windows. if you can see out a window, you are in the wrong place. you want to go to an inner room and ride it out there. >> if you are above 10 or 15 floors, stay inside, is that correct? >> it is really -- generally, yes. if we are talking about a category one or less.

new york gets a lot of wind in the winter time. new yorkers know how to deal with it. stay inside and stay in the inner space is the best idea. if folks live in a space that is exposed for flooding, you can do that by going to the office of emergency management web site. you can find out if you are in an exposed area. >> if you lose power and water in a high-rise, what should you do? >> almost the same as everybody else. it is more challenging when you are in a high-rise and the elevators may be down. you need to camp out in your house. you have to imagine you are going on a camping trip for three days and you don't have water or power available. what would you want to have? when you are in advance of a hurricane -- hurricanes give a lot of warning. time is your ally. as soon as things go badly, time is your enemy.

folks spending time getting informed and doing preparations in advance to essentially say can i camp out in my home and be comfortable? >> what do we expect to happen with the tunnels and subway? how long will it take to clear out if they flood? >> it is based on a number of scenarios here. a significant inundation with water, that water will travel the direction of gravity. there are pumps in the subway stations. they take rain. that is another issue. we are talking up to ten inches of rain if it is slow moving. it will be a lot of water. new yorkers are resilient. the bad news is the infrastructure is old and frail. when it is stressed, things will

break. >> the airports. are they threatened to go under water as well? where do they put those planes? >> those are scenarios around the category two level. you can put kennedy under water. you can do the same in laguardia. the problem is immediately. no planes will fly. there will be substantial damage to the airfields. that will be a challenge. that disrupts the national air traffic system. the bottom line, we have a lot of people packed in an island. just like we think of the gulf coast, water comes up and you need to get out of the way. that is harder in new york city or long island. >> stephen, thank you. we wish you the best this weekend. as well as anyone dealing with it. if you are not in the storm's path, travel throughout the country will be impacted by the storm.

you don't have to be on the east coast to feel the impact of hurricane irene. if you are traveling by plane or train, you will see this firsthand. some flights have been canceled along the east coast. some amtrak rails will not be running. alexandra steele is following that part of the story for us. >> the enormity of the travel disruption is important. the planes and trains and

automobiles. planes are impacted in new york because of the hurricane. 430 miles wide. 65 million people living between new england and norfolk. so many more than that flying in and around those two cities and all of those cities. airports impacted. the ones we have seen already in the bahamas and miami and savannah and richmond. we got word a while ago what we are seeing in and out of new york city. jetblue in anticipation of the hurricane cancelling over 400 flights for tomorrow night and into sunday. that is kind of standard operating procedure now. not waiting for the hurricane to come onshore and be here. they are trying to mitigate the trouble by doing it in advance. d.c. and baltimore and philadelphia and jfk and laguardia. what they are in is zone a. that is the lowest level of new

york city. the most susceptible to storm surge. these two huge airports are impacted with that. the runways could be completely under water with the amount of rain coming in between 8 and 12 inches. the trains. amtrak has canceled trains south of washington d.c. a lot more expected than that. they are in the wait and see mode. head to their web site. the long island railroad. mta. reducing service already. moving the trains to safety. similar scenario with the planes. a lot of damage in anticipation to fix all of these will be slow in the coming. the trains and buses. potentially tomorrow being shutdown. they cannot move with winds up to 39 miles per hour or more. that is a certainty over the next couple of days. >> all right, thank you so much. obviously travel will be heavily

impacted. if you are evacuating from hurricane irene, there are things you need to take with you. in the next hour, we will get a check list from lauren. she is the car coach. we expect a statement from president obama on hurricane irene. we want to talk to dan lothian who is traveling with the president. what do we expect the president to address? >> reporter: the president will tell us what the administration is doing and what the federal government is doing to stay one step ahead of this hurricane. the president, by the way, did receive a briefing this morning or had a conference call with his top emergency officials, including those from the dhs and from fema and other officials. they want to make sure they are properly coordinating with the federal government and state and local officials to ensure that nothing falls through the cracks. this president aware of the criticism that can come if the administration is not on top of

the situation. he has been briefed over the last few days to get a sense of the track of the storm and what the federal government is doing. the president over where he is vacationing on the compound will be stepping to the microphones, we expect in the next few minutes or so. his remarks expected for five or ten minutes. >> he had a conference call earlier today with fema officials and homeland security officials. what do we know about that? >> reporter: he got a sense of what is the latest in terms of what the federal government is doing to prepare for this hurricane. the key is, what is the federal government doing in terms of coordinating with state and local officials. that is where the breakdown happens in these events. where the federal government is doing something and not talking to local or state officials. they want to make sure this coordination is happening. >> okay. >> americans to take it seriously and provide an

overview of the preparations for what is likely to be a dangerous and costly storm. i just convened a conference call with the senior members of the emergency response team and directed them to make sure we are bringing all federal resources to bear. i also spoken with governors and mayors of major metro areas along the seaboards to let them know the administration is in full support of their efforts to prepare for this storm. it stands ready for their response efforts. we will continue to stay in close contact with them. i cannot stress this highly enough. if you are in the projected path of this hurricane, you have to take precautions now. don't wait. don't delay. we all hope for the best, but we have to be prepared for the worst. all of us have to take this storm seriously. you need polito listen to your e

and local officials. if you are given an evacuation order, please follow it. just to underscore this point, we ordered an aircraft carrier group out to sea yesterday. if you are in the way of the hurricane, you should be prepared now. if you are not sure how to prepare your family or an emergency, visit ready.gov or listo.gov. that's l-i-s-t-o.gov. fema has millions of litres of water and millions of meals and tens and thousands of blankets positioned along the eastern seaboard. the american red cross has

started shelters in north carolina and other states. these resources are all being coordinated with the state and local partners and they stand ready to be deployed as necessary. but again, if you are instructed to evacuate, please do so. it will take time for first responders to begin rescue operations and get the resources we pre-positioned to people in need. the more you can do to be prepared now in making a plan or making a supply kit or know your evacuation route or follow instructions of your local officials, the quicker we can focus resources after the storm on those who need help the most. to sum up, all indications point to this being a historic hurricane. we cannot predict with certainty the impact of irene over the next few days, the government has worked cost ed closely with

officials to make sure we are prepared. now is the time for the communities to do the same. fema and craig fugate, the director of fema will keep people closely posted in the next 24 to 48 hours. thank you very much. >> you just heard from president obama saying to take the evacuations seriously. to get a plan together. dan, i have two questions for you. when is the president's vacation wrapping up? when does he plan on changing his vacation? is there any threat of this hurricane heading in his direction at martha's vineyard? >> reporter: on the first point, no. we have been asking that question now for the last few days whether or not the president would change his departure here because of initially because of libya, but

the white house has said no change. the president is expected to leave tomorrow morning. in terms of the island and whether or not it will be impacted, it depends on which models you look at. there will be high winds, perhaps some wave forces happening along the shore line around this island. beyond that, it is unclear whether this island will get some direct hit or major damage will happen here on the island. nonetheless, people here are preparing. we saw yesterday that they were pulling boats out of the water. they were selling hurricane supplies. selling a lot of wood so people could board up their windows. the white house believing that the president can still leave tomorrow morning and get into washington and avoid any of the maj major effects of hurricane irene. >> dan, thank you. we are getting new information on the amtrak train that derailed in nebraska. we will have more information on

that has derailed in nebraska. this is from an amtrak spokesperson. it happened at 8:50 this morning central time. a farm vehicle that was on the railway that was obstructing the amtrak train. this was in bencleman, nebraska. they were estimating 170 passengers on board and a train crew. a small number of passengers have been taken to a local hospital. they described this the train leaving the rails along with three railcars. this is train six. we understand. train six. it is an eastbound train. it left from emeriville, california for chicago. passengers are being taken from the scene, we understand, to a

nearby high school to be cared for and transported to their destinations. amtrak managers and representatives, we are told, are en route to the scene. we don't have any information that there are serious or life threatening injuries. we know that 178 people involved in the train derailment. fighters loyal to moammar gadhafi are firing rockets and mortars at the tripoli airport. we have arwa damon with the latest when we come back. ... which is controlled by firefights loyal to gadhafi. we have arwa damon with the latest. tell us what is going on where you are. >> reporter: suzanne, we just saw an ammunition supply convoy going in to the eastern part of the art airport. yesterday, a number of aircraft were hit. the barrage was relentless. rockets and heavy machine gunfire. the rebels have been struggling in terms of trying to defend this vital location. one of them was marveling of the fact that the gadhafi loyalists had so much ammunition at their disposes given the weapons caches they have found. senior commanders here, suzanne, believe the fighting is so intense, the fight by the gadhafi loyalists is so intense

is because they believe gadhafi is still somewhere to the east of the airport location. it is frustrating for them. they are so bogged down in trying to defend this position. it is preventing them from going out there and clearing the villages of the gadhafi loyalists and searching for gadhafi himself. the gadhafi loyalists are firing inside the villages. they are using the villages as cover. that is preventing nato from striking at those positions as well. >> arwa, we are watching the pictures. have things gotten better or worse since you have hunkered down there? >> reporter: well, it has intensified at dusk or sunset

libyan rebels are sending a message to the rest of the world, we need money. and plenty. the u.n. voted yesterday to release $1.5 billion. the rebels say they need more money to make sure their country is safe and stable. joining us to talk about the challenges facing libya is nicholas burns. he is former u.s. undersecretary for political affairs. nicholas, great to see you. the u.n. agrees to release $1.5 billion. rebels say they need more money. do you think there is a risk in releasing too much money before there is a stable government in place? >> i think there is very little risk, suzanne, in releasing the $1.5 billion. it is going to the companies and u.n. agencies that are providing emergency humanitarian assistance to the libyan people.

their cities are destroyed. there is a shortage of food and electricity. that money will not go to the government, but straight to the international aid agencies and other companies that provide help. there is $100 billion in frozen liby libyan funds that could be unfrozen in the next couple of weeks. we will not see that happen, in my opinion, until a government is in place. that government has demonstrated the ability and effectiveness and people have the confidence in the government. >> nick, is it fair to say i don't think nato or the united states trusts the national transition council quite yet? >> i think that is probably true. the rebels have made an impression on the international

governments. you have seen some assistance and recognition by the u.s. and other countries. they are not yet a member state of the u.n. they don't have a functioning government in tripoli. we don't know if a rebel army can translate into a government for the international community to extend this support. >> amnesty international are talking about revenge killings. they are talking about the loyalists giving up the fight. how do you separate this out? >> president obama said the other day that it is important that the new government not seek retribution. he was right to say that. there are reports, suzanne, of human rights violations by the gadhafi forces and now there are unsubstantiated reports that the rebel army may have engaged in

killings. we will look at that very carefully before they rush to the government. >> is there anything the u.s. or natuo can do? >> you heard repeated calls on the rebel forces and their leadership not to engage in retribution and summary executions. there is no question that the majority majority of the people in the rebel council don't want to see that happen. but there's a not army fighting gadhafi. >> nicholas, thank you. good to see you. >> thank you, suzanne. it's the only hospital along north carolina's out wur banks.

one big concernis how hurricane irene is going to affect hospitals along the ghosghos coast. hospitals are also taking precautions. ronny sloan is the president of the outer banks hospital. he joins us via skype, and i understand you are the only hospital serving the outer banks. are you guys ready? >> well, we indeed are, suzanne. we're fortunate, the hospital

was built nine years ago, and the hospital was built to withstand the kind of hurricanes that are coming through in a couple hours. the pylons are 45 feet in the ground, and have shutters for the windows, and we have plans for a disaster plan, and we are getting food and supplies and putting the a-team in place for staffing, and a b-team, and we are prepared to handle all the emergencies throughout the storm and the immediate aftermath of the storm. >> what kind of potential problems are you expectingexpec types of patients and injuries you might see? >> we really expect things more in the aftermath of the storm, chainsaw injuries, and folks who

are exsanlger baiting themselves. and we don't really see any of the patients during the hurricane-force winds. >> if you need to get to the hospital and can't get to the hospital, what should you do? what advice would you give folks under distress? >> i will go back and underline what the officials are saying as well as the president is saying, i would urge all the residents of the county to heed the evacuations and leave now. the communication may not be available to call emergency medical help. emergency medical are staying on the island in different locations to help respond. the issue will be how are you going to let them know you are in need. >> are you in a location where you might have to evacuate patients yourself if you need to move or medevac patients, are you in a spogs to do that?

and we are down to 105, and now people are saying it's just a category 2, don't have to worry about it, and that's not true. it will move things around and tear the roof off of a house and maybe erode your beach. here is the storm right now. yesterday it was 115 all day. didn't believe it for a minute. the hurricane hunters were flying through, and overnight it went up to 110 miles per hour, and then at 1:00 in the middle of the night i was tweeting how the eye was perfectly formed. the eye is gone and losing strength. do not allow that to impede your judgment on what this still could possibly do. remember we talked about how a storm was going to turn, and it finally did. storms don't turn unless they are acted upon by something, by wind, by some type of flow that stopped the storm from going straight. andrew, huge storm. how did it come in? like this. nothing turned it.

hugo, how did it come in? like this. nothing turned it. the turn here weakened the storm. what could have been a category 4 in florida was weakened because of the sheer, and weakened because of the forces that made the storm turn. now the storm gets to go straight for a while. and 100-mile-per-hour storm right through virginia beach and right up along ocean city maryland. 100-mile-per-hour to a 95-mile-per-hour storm all the way up to western long island. it could go over the city, sure. it depends on what side of the eye you are on on whether you have to prepare for wind from the east or the west. you have to think about that and how the windows, especially 75 floors up might be shaking. the higher you go in a hurricane, the higher the winds are. and then you have this wind

piling water into new york harbor, and that will cause the storm surge and that could push water into the city. still a couple days away, but that's the story and i'm sticking to it. >> one final question. is there a possibility that this storm, this hurricane, could move over and never make landfall? >> i thought about that last night, because it took a slight jog out of the bahamas. when it got out of the bahamas, it went eight or ten miles to the east, and i thought, there it goes. and now it's back going straight again. it's possible, but the chance of it missing everything is less than 10%. >> chad, thank you very much. along north carolina's outer banks, evacuations are in full swing. john zarrella, give us a sense, are we seeing signs of what is headed that way? how are folks reacting? >> reporter: we are getting a

little drizzle right now. how are folks reacting? here at the tavern, it's still open, but can you see they have sandbags here and started to get the wood ready and are prepared for the storm. and what is interesting, suzanne, about this part of north carolina, it sticks out. the beach, which we will take you to right now is actually a south-facing beach. as the storm comes up, and hopefully off to the right of us, to the east of us, the winds will start to pick up. of course, we could take a direct hit from the center of the storm. look at what they have done here, suzanne. they put the wooden barriers up. these are the cuts throughs for people to get out on the beach. as you can see, we're pretty much at sea level right here. out there is the ocean and we're seeing the wind pick up. and look at the building here, boarded up already, and they left the windows open because

they are double paned glass. many of the folks we have talked to said they are staying and riding it out. people who are not riding it out, there was supposed to be a wedding here tomorrow, and that has been canceled. the flowers inside are getting ruined, and they do about 100 beach weddings every year and this has to be canceled. the wind is starting to pick up. you can see over here in the distance that right there, that tower, the lifeguard stand there, that was pulled off the beach, up to this part of the beach from way down low by the municipal workers who have been out here all morning picking up any of the lose garbage cans, so they are not flying around in the event of the storm. we talked to the salvation army a while ago.

they will start serving food at the shelter startsing at 8:00 tonight. they are prepared, and they are hear, a here, and they are not on the island. people here, suzanne, taking this very, very seriously. a lot of them saying they are worried this could be the worst storm to hit this area since the 1950s when hurricane hazel, yeah, came ashore in this area, and that was a very damaging storm. you know, one quick point, suzanne, inland flooding is the number one killer in hurricanes now. not so much storm surge any longer because of the early warning systems, and people are able to evacuate the coastal areas. you folks living inland, be real, real careful, because that is and has been for the last decade or more the number one killer in hurricanes, inland flooding. >> wow, great warnings. sorry about the wedding, too, that has been delayed.

of the building. the evacuation started at 8:00 a.m. the hospital expect to be closed and finished by 8:00 p.m., which was mandated by the mayor. they are no longer taking new patients now. the process of moving critical patients can be dangerous, although hospital officials do say there are no problems yet. all of the 241 patients except the 14 are going to other hospitals and facilities in brooklyn. those 14 are going to a mental health facility. they started the process of assessing the patients, and their needs last night as well as looking in to the beds that would be available at the other facilities. we're told medical staff is accompanying a lot of these individual patients to the new facilities, so they could help them comfort the patients as well as help when they get them to the new facilities.

>> and the main concern we keep hearing about is the loss of power. what are they doing about that? they are preparing for backup generato generators? what happens if the hospital loses electricity? >> reporter: well, they are not going to be open, but there's going to be a skeleton staff to prepare to re-open the hospital in the event there's no actual damage and they can get things up and running as soon as possible. a maintenance crew will be here to protect the facility the best they can. this facility is two feet above sea level, and the generators are actually on the ground floor, which probably is not the best place for them. >> okay. michael, thank you so much for joining us. obviously we will give you the latest update as it gets closer to you. new jersey under a state of emergency. jason carroll is live from point

pleasant beach. set the scene where you are and what folks are dealing with now. >> reporter: very easy to do that. you can see some folks are still coming out to the beach, and along here on the boardwalk you see some strollers. this is basically against what governor christy, and he is saying people should not come here. and right now there is a mandatory evacuation for tourists, and at 3:00 today they are going to decide whether or not there should be a mandatory evacuation for residents. a lot of concern for the boardwalk that is here. i will bring in a guest that can talk about that, and the condition of the boardwalk and what is being done in terms of evacuatio evacuations. you are in charge of the boardwalk and what is being done to shore things up? >> right now, we have been taking all objects off the beach, and lifeguard stands, and securing all the rides and

making sure the animals in the aquarium, we have backup generators for them, and securing the buildings and making sure our employees are safe and asking nonresidents to please leave town. we love to have you, but now is not the time to be here. >> reporter: you plan on leaving tomorrow since you don't live in the area. does it concern you a lot that you see out of towners coming in and still trying to catch the last minute rays? >> yes, and we are encouraging everybody to leave and the storm is moving quicker than they anticipated. really, yes, like i said before, as much as i love having the customers, safety has to be the number one priority. >> reporter: safety always being first. any concerns about how the boardwalk will fair during the storm? everybody who i talk to out here cannot seem to remember in recent memory when the storm of this magnitude has hit this

area? >> yeah, back in the 1930s is when one came. the boardwalk itself with the storm surge could take a hit, and sometimes it could take a turn, the winds at the west side, if it hits at high tide, it could be catastrophic for us. >> reporter: we wish you all the luck. thank you very much. >> thank you. >> reporter: once again, i have talked to a number of folks who have said we want to take advantage of the sun before it goes. here is the situation. you don't want everybody trying to leave town at the same time. that's one of the things you want to avoid. in order to try to alleviate some of the traffic in terms of getting out of this particular area, contra flow will be in effect on route 72, so all the

parts of long island could be under water when hurricane irene slams into the northeast. and susan candiotti, she is on the north shore. are folks taking this seriously and ready for what is about to hit here? >> reporter: i get a sense, suzanne, people are. as you pointed out, we're on fire island which stretches about 30 miles. we're to the eastern end of that, a barrier island. there are only two ways on to fire island. there are a couple ferries on either end, and a road -- bridges on either end, excuse me, and a bridge that runs only for residents here. we don't have an evacuation order yet for people up live on the island or on the south shore of long island. of course, there are high dunes set up to protect the shoreline. conditions are beautiful for

people to take advantage of the nice waves and the high surf, and of course, we're two days out from the expected impact of the storm. are people getting ready? yes, i can tell you by going to the stores that some of the shelves are emptying out from what you would need, batteries, water, atms, cash, and one sure thing is expected, a ton of rain and there quwill be rain in low lying areas, so people do need to get prepared. >> and there's somebody behind you there. are folks hanging around and enjoying the surf a bit before the hurricane? >> reporter: they are taking in the sun and surf while they can because conditions will change a couple days from now. this is a normal day at the beach out here, but not for long, because pretty soon we expect to fined out they will know longer allow people to come

low-lying buildings slow the winds down. in new york city, that's different because you get the funneling effect, and so the issue is here. what do you do if you live on the 50th floor? well the best thing is to have a party for somebody that you know on the third floor. get out of the way of the higher winds. it could be 100 miles per hour, so 20% higher up into the top of the building. so what is the best thing to do? which way is the wind going to come? it could switch. it could come from the east, and the wind could come from the other way if the storm is to your best. if you are in one of the sky skapers, people are asking me, should i open the windows? i don't think that will matter whatsoever. get the drapes attached to the wall somehow. tiny nails. i don't want you to get in trouble with your landlord, but

if the window breaks, how would i stop the glass from going too far. with the window breaks and the drape is there, and the glass will keep flying. if you use the drape to catch the window and fall to the floor, you would be safer. the next thing you want to do, you don't want to be down in the basement. why not? why not be as low as you can? well, they will be the first place to flood. so if you have $100,000 porto p porsche that you like, don't park it in the basement. if you can see the outside, you are in the wrong place when this thing hits. when you are in the eye, you

want to be in the bathroom or some interior room. the build something not going to fall down, but you could get hurt because the glass will hurt you more than anything else. suzanne, i know you have lived -- i live on the tenth floor here in atlanta, and the winds are hirer as you go up the hill. the winds are going twice as much as down at the bottom. >> yeah, i used to live in a high-rise in new york a little while ago. and if you have patio furniture out and about, tie it down or take it in because it could go flying off. >> people in florida, what they do is they take their lawn furniture and throw it in the pool and it sinks to the bottom of the pool and can't go anywhere. take everything away that can be a projectile. and you have the tar and then the stones on top of the buildings, and the stones will

turn into projectiles. the same things happened here at cnn, when the building back a couple years ago had stones, and tiny stones turned into flying bullets and broke the windows. >> you got to be so careful about that stuff. >> you have an emergency kit and some things you might need over the next couple days. what is the most important thing you have to have? >> water. that's it. can you survive without food or power, but cannot survive very long without water. it will get very hot. >> if the power goes out, you don't have any water because you don't have the pumps to pump it up. >> and that's the thing, you don't want to be 50. you have a great view, and it's nice, but you want it as low as you can. find a neighbor you like and

hangout there. you will not have power so you won't have lights. somebody said you need a battery-operated tv. and that would be great if you had channels 2 through 13. but that doesn't work very well. these are fruit juices, but water will be fine. empty a couple containers, and jump the water out in the sink, and put it in your fridge or the freezer, all the way down to as gold as it will go, and if the power goes out for a few hours, that stuff will stay frozen, because it's 10 degrees below zero, and not 20 above freezing, and that will keep it going. >> let's not focus on the high-rise, but the regular person on the beach, a couple things happen. bugs get very angry after a hurricane and they want to bite you. bug spray. the sun is brutal after a hurricane. can you go outside and see how

where new jersey governor chris christie is holding a live press conference. >> on roots 277 and 347, they will be closed to eastbound traffic. and all lanes will move westward beginning at 6:00 p.m. tonight. they will be entirely westbound, so for people getting off of the barrier islands. and there will be no traffic southbound on the garden state parkway. south of exit 98 beginning at 8:00 tonight, traffic will be rerouted to 195 west. there is no reason for everybody traveling after 8:00 tonight, we're leaving it until 8:00 for folks commuting home from work later today, but after 8:00 tonight there's no reason for

flood-prone area a. low-lying area. and even when the high tied comes in, which is about a foot in annapolis, you can see some of the areas around here are flooding, and you see a lot of traffic and a lot of activity as people come into town to try and get supplies, to get prepared. you see these businesses around here. these are businesses that would have seen several feet of water after a hurricane issie isabel 2003. and the mayor had something to say about the businesses here, too. >> a lot of businesses are going to sustain flooding damage if we get the storm surge. the city has sandbags available at several locations already. you can can see the residents and business owners taking the sandbags, and tomorrow morning everybody will have them piled in front of the door to minimize some of the damage.

>> reporter: back to the point of sandbags, we have seen several bags of sandbags pull up along these points, and have you seen a mad rush for them as soon as they arrive. people swinging by in their cars, and people standing by and waiting for several minutes. earlier this morning they were coming by every 20 minutes, and then it took another hour for another truck to arrive. as soon as it arrived you had people swarming the truck, and some of them breaking and everybody trying to stock up in the trucks and trunks to protect businesses and homes. some say they did not do it last time but will do it this time. they will not gamble. back to you. >> all right. and out to dinner there in annapolis, and it looks like people are taking it serious this time. stocks did a flip-flop after ben bernanke spoke.

the markets are reacting after a much anticipated speech after fed chair, ben bernanke. the bottom line he will not make any stimulus moves for now. alison kosik joins us from the new york city stock exchange for details. what did he say, alison? >> you are right, ben bernanke, he did not come out and offer a stimulus, but what he did do is leave the door open to something. nothing specific. he did say the fed has a range of tools that could be used to support the economy. he said the fed will continue to discover the tools at next month's meeting, which happened to be changed from one to two days. now, the fed is going to do all it can for the economy, but you know what, it's congress that has to do its part now without messing it up, referring to the whole debt mess, the whole debt debate mess. traders say it's like bernanke

battery jumping cables where you don't need another car to get a jump, and an inflation product. and the last thing you want is a flat, because you have construction, and everything else going on where you don't want to deal with that. look for water saulable, and believe it or not that's a better choice, and an emergency kit, a protein bars, raisins or nuts unless you have allergieal. you will not be cook on the side of the road, more than likely you will be waiting on the side of the road. have rain gear. it's going to rain like you have never seen it rain, and work gloves and basic tools, and of course you want to have flashlights and extra batteries. and cell phone chargers, and your laptop. keep those things in mind as well.

carry a full emergency kit. >> if you come across a flooded area, what should you do? how do you react if there's water all around you? should you drive through it? >> no, never drive through it. what you don't know if there's a manhole cover, because six inches of water could make your car float. you could drive into a pothole or construction area. if the road is flooded, find another route. >> is there a certain measurement where you know it's safe to drive, like if it's six inches or one foot, or how do you know when you can get through that water? is there guidance on that? >> anything over six inches of water, you cannot see the water below it. if you cannot see the ground clearly, find a different route. you don't want to take a risk, because once you are in the water you can't back out of it, and if your vehicle gets stuck in the water and you have to

this just in to cnn. we learned president obama is going to be leaving martha's vineyard early to avoid hurricane irene. the president is leaving early. originally he was supposed to leave tomorrow afternoon, but he obviously is trying to avoid some of the big problems, the transportation problems, and hunker down in washington, d.c. at the white house, and that is also where the hurricane is expected to hit, but the president will be leaving later this evening as opposed to tomorrow because of the hurricane. the president earlier today warning folks to take this very seriously. the president trying to set an example for many others. rebels in tripoli are searching an elaborate system of underground passageways. and we got a look at gadhafi's
