the pig -- i mean, they will eat anything, won't they? they are sort of cute but they're pigs and the watch dog group citizens against government waste, sorry, i mean, what are those little spirit i spots? something is en dearing but it is not about lawmakers. we brought some of these little friends along from the farm. better than a lot of things they usually eat, isn't it? the good news first. pork is down. since the big push by lawmakers to ban earmarks and appropriations bills we have seen an improvement in capitol hill and don't say that often. we want to emphasize good news and earmark spending down 80% from two years ago, the last time the pig report came out. that year there were more than 9,000 earmarks which cost $16.5 billion. this year there is only $3.3 billion but it is still too much and to put it in perspective the buffet tax would have raised only $4.7 billion a year.

so 3.3 matters. exhibit 1, the m-1 abrams tank. taxpayers, you, are shoveling out $255 million to upgrade these tanks. the big deal? the pentagon doesn't want the upgrades and they're upset about the cuts they're facing and if she say they don't need this, they probably mean it. the army seems to think it can spend the upgrades for three years but lawmakers trying to protect jobs at home thought otherwise. pork is bipartisan. next up, $48.5 million for the national domestic preparedness consortium. the what? if you haven't heard of it, are you not alone. we had to spend time looking it up. it appears it is part of fema, a group of university and research centers that take part in antiterror training programs. the red flag, $48.5 million forking over is more than what the president requested in the budget for that program. what does congress know about the ndpc that the president

doesn't? here is a good one, $5.8 million for the east-west center in hawaii devoted to improving relations monday pacific nations. according to the citizens against government waste they have received ten earmarks worth a total, get ready, sort of a bridge to nowhere sort of thing, $104 million and the state department tries to kill the organization for years but it is headquartered in proengss chairman oneyay's home state. there you go. i never thought i would get to do that on live television. one senator made a career trying to fight it. tom coburn, republican, oklahoma, comes out front. probably thought i had a real pig, huh? thanks very much for being with us. let me start off with this question. should we be celebrating the 80% drop that citizens against government waste is talking about in terms of overall

spending or are you still incredibly frustrated by the examples we shared there like $255 million for tank upgrades the dod says they don't even need? >> any dollar that we're spending today knowing that 40% of the dollars that we spend we're borrowing is painful for me when i think about my grandkids and your grandkids and your kids' kids. we still have a problem that politicians want to get re-elected based on spending money back home. for economic development or making sure a plant does something the military doesn't want to do and the question americans ought to ask is how loyal is that to the oath of the constitution that the supposed senator or member of house took when they said they were going to do what's best for the country and uphold the constitution? it is really frustrating to me, erin that we continue to spend money we don't have on things we don't absolutely need. >> and i mean i think it is

incredibly frustrating to everyone. i am curious about one thing. technically, right, we don't have the earmarks anymore and citizens against government waste says these fairly in their point of view count as what would be an earmark. some in your own party, representative mike rogers says bring them back, the transparency of knowing what people are trying to get is better than this kind of doing it on the sly and hoping that some government citizens against government waste will ferret it out and find it? >> i would actually disagree with mike rogers. the first earmarks were presented to reagan in a transportation bill in 1982 and he vetoed the bill. it only had eight in it. he said send me a bill with none and they did. what you can see it you can correlate the increase in spending in congress with a number of earmarks. as the earmarks rose, the amount of spending rose, and the reason that happened is when you put something in a bill, you don't care what's in the rest of the bill. you vote for it because you have an earmark in it. if you don't vote for it, the

chairman of the appropriations committee comes and says will you never get anymore earmarks. what happens is earmarks become the way we grow. quite frankly, there is still tons of earmarks in the bills because we're still funding projects that were started before there was an earmark moratorium. >> aren't there some projects, though, as an elected person and you get elected to go in and fight for your people and earmarks are a way where you fight for your people which is what you're elected to do. >> i don't have anything in terms of fighting. you have to put it in context. if the country is strong lightning on the debt, what should be your first obligation, control the spending and eliminate the debt so your children have an opportunity for the future or continue to send money that we don't have back to states to enhance individuals? i would tell you the real embrace, the real way to solve the earmark problem is to embrace the constitution which outlined for us limited government and if you think about it, there is a legitimate

role for defense needs. there is not a legitimate role to continuous to spend money on a defense product that the military does not want. >> and believe me, we know, talk about they will take what they can get if they want it. they will try. the senate budget committee kent conrad unveiled the 2013 budget resolution and we have the ryan plan out there but a very important senator conrad says he will rest introduce some symbols tomorrow. if it came to a vote, would you vote for it. >> yes, i would. it is not going to come to a vote. it is not going to come to a vote in he can. it is nothing but a stunt to take away the criticism of not having a real discussion about our budget in the senate, and so kit conrad is an honest guy and what he would really like to do and carey reed won't allow him is put a budget on the floo are and vote it. harry will not do that, violating the u.s. law, the budget act. he has to do it but he refuses

president obama taking on oil speculators. >> we can't afford a situation where speculators artificially manipulate markets by buying up oil, creating the perception of a shortage and driving prices higher only to flip the oil for a quick profit. we can't afford a situation where some speculators can reap millions while millions of american families get the sho short end of the stick. >> that sounds familiar. almost one year ago the president announced a task force

to look into the same thing. >> the attorney general is putting together a team whose job it is to root out any cases of fraud or mipgs in the oil markets that might affect gas prices. that includes the role of traders and speculators. we'll make sure that nobody is taking advantage of american consumers for their own short-term gain. >> according to newspapers it only met a handful of times and never issued an official report. obviously just on the sheer math of this, lots of issues. surely issues going on with speculation and also as prices employ up a lot of americans with money to put to work and end up investing in oil-related funds. a lot of people betting on oil aren't doing something with the best intents. let me ask you about this. the president has a history of blaming speculators for rising oil prices. is this political grandstanding given it has happened two years and the task force rarely met.

>> i wouldn't call it grandstanding. i would say the president is in a tough political position. oil prices and gas prices are clearly something they care about and want to see something happen. the problem for the president, i spent a few minutes on the phone with friends working on wall street for ten or 15 years and a lot say the same thing, it isn't speculation, more turbulence and the political problems happening in the middle east. the president can't do much about that in the short-term what he can do is get more attention focused on regulating and funding regulations. >> you got the american public obviously when gas prices go up they blame the president, whom ever the president may be at that time and george w. bush called for an investigation into speculators when he was president. blaming the speculators is a bipartisan thing to do. why have the american people consistently blamed the president for gas prices given what jamal said? a lot of it is out of the president's hands. >> a lot of it is out of the

president's hands and even more is out of the speculators hands. for every speculation this is somebody on both sides of the transaction and nobody ever really realizes the poor spec later that guessed wrong and lost money. on every transaction somebody must have done. if these investigations didn't cost so much they would call them a cheap point. as jamal said what spec laters are trying to do is price into a barrel of oil everything that might be known, everything that is feared. we're in a moment of extreme anxiety over the middle east. if the president wants to bring down the price of oil he can do two ikz things and release oil and have a middle east policy with more clarity about what is going to be done about the threat. more clarity would be more certainty and mean the froth would come off the speculation. >> the only clarity that would cause oil prices to go down is i am not going to do anything about iran that he can't say even if that were theoretically be a path he would pursue. >> or i did it yesterday. >> i did it yesterday and not

still a kid, why do they leave? >> everyone chooses to leave tore different reasons and toif say leaving the faith is a decision that is so scary that none of us can really put ourselves in their shoes. for me when i was their age the choice was what college do i want to go to, do i want to leave home, and for them they're choosing to leave the only lifestyle they have ever known. each person has their own decision. sometimes it is problems at home. sometimes it is to pursue education. everyone has their own unique choice and we see over the course of the series why they make the choices. >> it is interest when we talk about the muslim faith or evangelical, whoever you are, and identify themselves as that and don't obey owl the tenets of the faith and some of these kids leave or drink or use electricity and doing all kinds of things that are want amish. are they still amish. >> one of the big misconceptions about being rasmish in general is that everyone follows the same set of rules. it is interesting.

there aren't the same set of rules for every amish person. there are people that identify as amish and use cell phones. there is no amish person that will leave the faith and look at a car and say what is that big metal animal. it just doesn't happen. they all come out with a different set of lifestyle. what we do in the show is follow a group of people that left but they have come to one town because when you leave -- >> michigan. >> missouri. when you leave you leave everything you know because their community is all tied up in one, their religion, their school, their parents, it is all one world. when they leave, even if they're from michigan or pennsylvania or ohio, they don't know anything. they come to one town in missouri where they have formed this new community where they live together and try to find their place in the world. >> wow. you have been profiling them for more than a decade as you said. >> yes. >> upper west side manhattan guy. >> east side, please. like east side-west side.

>> all right. okay. i can say something there. bottom line, what got you into this? >> i made a film called devil's playground when i was younger and then i made a tv series called "amish in the city" and this new nears is really in a lot of ways the culmination of a lot of stuff. it is not about rumspringa and most learn their knowledge from one of our films or "witness" and it is not about rum springa and not about the past and it doesn't treat them as a punch line or a hidden and strange world. every episode not only takes and shows what the kids are going through and also taking an area of amish culture and shows you what it really is. why do the amish shun kids who leave? why don't they use electricity? why do they get together and build barns? how do these kids going through this identity crisis of leaving their faith, how do they find

minister emphasized this country never promised it won't attack iran's nuclear facilities. they appeared to throw cold water on the negotiations themselves saying, quote, i do not believe the efforts of the international community to stop iran's nuclear program will bear fruit. i spoke with the chief washington correspondent for the "new york times" and asked him what effect they have on the negotiation process. >> the comments that you heard today are an effort by the israelis to make sure that these talks don't drag on and that they can happen in a fairly brisk way so israel would know by the summer or a little there after whether or not there is really a negotiated solution here. the big fear is that both the iranians and president obama have an interest in having these talks drag on through much of the year and the iranians

because they think it would put off any attack and president obama because he clearly doesn't want to get into a confrontation that could raise oil prices and gasoline prices between now and the election. >> what's interesting is it seems like iran was saying lift the sanctions, united states, it went so well last week which seemed shocking after this and no take away other than that people were agreed they would talk again. >> right. when you talk to the administration about the lifting of sanctions, the timing of this kind of action for action was the diplomatic dance here. the u.s. has a very grade ated list of what kind of sanctions they could either lift or just not put in place when sanctions are supposed to kick in in a deeper way this summer. i don't think that's going to be satisfactory to the iranians who want everything lifted right away. >> and ahmadinejad spoke today and it was army day and big audience and a lot of pomp and

circumstance and then he said, and you can see him there with his sunglasses on and i quote f any aggression is made against the iranian territory, interests and dignity, the nation and the arm the forces will make the enemies regret it deeply. this is the rhetoric we come to expect from him and if aggression is made and if we are attack and had never that iran would take the first step. what defines to iran aggression or threats or attack? >> it is a very good question. to listen to him, you think that he was speaking only of say an israeli bombing raid against their nuclear facilities. >> right. >> it is not clear what their reactions has been to these lesser kind of attacks that we have seen. >> like the scientist murders and things like that. >> and you saw accusations from the united states that iran tried to use the force to put together a plot to assassinate

the saudi ambassador to the united states and taking other actions around the world, so those are more like the old cold war small actions that you try to contain. it is not clear what he is talking about that would trigger a bigger iranian reaction. >> david, president obama has also talked repeatedly about the word contain meant on his side of things and he said iran is not a situation that could ever be contained. what does he mean by that? i mean, what options does that leave open and why is he so careful to use that word? >> erin, this was probably the most important thing that happened last month when prime minister netanyahu came to visit president obama. until that time president obama had never said whether or not he thought that a nuclear iran could be contained and many people including some in his administration think perhaps it could be, that if they ever actually got the bomb, if that was their objective, then just adds the united states managed to contain the soviet union for

half a century, it could in fact contain iran. the president came to the conclusion after a fair bit of debate with his staff that the big risk if iran got a weapon is that the rest of the neighbors of the region would go and get the weapon, saudi arabia, the united arab emirates and the list goes on and thus he came to the conclusion if iran was allowed to get a bomb, it would do the reverse of what he has been trying to do which is bring the number of countries with nuclear weapons down to zero. >> all right. now a human smuggling operation from mexico to the united states that ended in mults i am deaths and police say a 15-year-old boy is responsible for the tragedy and accused of murder. >> a 15-year-old boy holds a tissue and cries through his first appearance in a south texas courtroom. the boy's name hasn't been officially released because he is a juvenile, but he faces very

grown up criminal charges. nine counts of murder, 17 counts of smuggling illegal immigrants into the united states. the district attorney in texas wants to try him as an adult. >> i don't care who it is and how old they are. they need to be prosecutioned. >> last week they say he was driving this van with 16 illegal immigrants inside 2r50ig to speed away from border parole agents when he lost control of the van. >> it fishtailed and couldn't control after that. >> sergeant hernandez was driving alongside and watched it crash. >> the door from the back was open and that's when the bodies were flying in the air and started landing everywhere. >> in all nine illegal immigrants were thrown from the van and killed. seven others were injured, some critically. federal authorities also arrested six adults connected with the human smuggling operation. federal officials say the van picked up the illegal immigrants from a stash house not far from the accident scene. authorities say the teenaged boy

says he was coerced into smuggling the immigrants and told his family would be killed if he didn't drive them past a border parole check point and south texas officials aren't buying it at all. >> we have not found any evidence to back that as far as the human smuggling part, as far as him being coerced or his family being threatened. >> ed, just amazing to see this and sort of the image there in his hands as he was crying. do you know anything about how this kid got caught up in the smuggling operation? >> it is interesting. we read six-page criminal complaint that federal authorities had filed and in that complaint there is talk that an older one of the l adults arrested, perhaps recruited him and one of the adults was offered to drive this car and be paid $40 per person. that person didn't to want do it and recruited this teenager and all of this is very early information at this point.

clearly, this young man is saying that he felt threatened and that he felt that he had to do this to protect his family and that is an argument that is not sitting well with south texas officials and federal officials who just don't buy the story right now. >> right. obviously they're saying it doesn't matter what age he is, he should face the full brunt and repercussions of his action. any talk of leniency given his age or does that appear to be off the table? >> that was one of the questions we asked. i think what struck me when i first heard about the story, you have a 15-year-old person, nine counts of murder, 17 counts of human smuggling and these are extremely serious and hefty charges and they want to try him as an adult. we asked the district attorney down there if he had any hesitation in filing these severe charges against this teenager, kid in all sense, and this is what he told me. i will go after anyone putting others at risk. they need to be put ai with a. they put the community in danger. they can kill you in a second. no special treatment for the low lives. i don't care about their age. i spoke with another immigration

was that text message to you? >> i talked to her friday afternoon. i did not talk to her friday night. >> what was the conversation like? >> it was just personal stuff between me and my sister. >> and you and she -- >> nothing. >> you were close? >> go ahead. >> oh, absolutely. she is my baby sister. >> my understanding is she has been married for a couple of years. did she have a good marriage? was there any sort of conflict there that you can share? >> no. michael loves my sister. michael loves my sister incredibly. their marriage was their marriage. it is what she wanted. she married him because she loves him and he measured her because they were in love. that's what young people do when they are in love.

they get married and make the best of it. >> what else can you tell us about her, what sort of person she was? >> she was an amazing person. she got straight as in high school. she was self motivated and a lot of people after high school have no direction. they wanted to be success and enrolled herself in college and joined the military because she knew it would better her life. she just did the best she could. she wanted to make her family proud. she knew joining the army would do that. she is loved by all of her friends and family, and we all just really want her to come home. >> police have said that they believe she may be in danger. i know you heard the police official saying that as i introduced you. did they tell you why they think that? >> because she is missing, i would assume. >> she hasn't reached out to

it is tax day. the clock is ticking, the day when we file our returns and write a clec to uncle sam and also the day when tax reform should be on the mind of every single american. why? well, because for all the talk about the candidates and who pays what and who doesn't, there is a bigger problem. the tax code. the numbers are absurd. according to the non-partisan group the policy center, our tax code is unbelievable.

it is full of things that cost taxpayers $1.3 trillion every year. this year alone 45% of small businesses reporting spending more than 80 hours a year, two full weeks dealing with federal taxes. maybe the best example is, well, this. this is the country's current tax code. i want to make sure everybody knows this is what it would be if i printed it out. i don't want to murder that many trees. this paper will be used to print something worth while and like the tax code, because it is pretty vile, it is out of control when you look at the numbers. simplifying the code will reduce the cost and burden and preparation for companies and people and spur economic growth. we're thinking forget about the gimmicks and fighting and work towards real reform. america can and must do better and both sides of the aisle that these papers are absurd and while we're at it, it is things like whoever own this is 100-year-old baseball that i get to hold again, a quarter million dollars. at
