the united states will stop deporting young illegal immigrants who meet certain requirements. we will hear from president obama shortly as he is getting ready to go into the white hous nation. he is going to speak in a few minutes from now and we will have live coverage of the president. all correspondents are covering the aspects of the story. jessica yellin and juan antonio carlos, and also we will hear from the romney campaign and the outspoken sheriff joe arpaio, and the students, and the people who are directly affected by this dramatic change, and this executive order announced by the president of the united states, and janet napolitano, the secretary of homeland security. i spoke with her a little while ago and i -- and we had this exchange about the policy and its ramifications. >> reporter: is this a pathway

to citizenship for these young peop people? >> not at all. in fact, that is where congress needs to act. we continue to urge the congress, you know, pass the dream act, look at come pprehene immigration reform, the immigration system as a whole. i mean, i have been dealing with the immigration enforcement for 20 years and the plain fact of the matter is that the law that we are working under doesn't match the economic needs of the country today. and the law enforcement needs of the country today. but as someone who is charged with enforcing the immigration system, we are setting good strong sensible priorities, and again, these young people really are not the individuals that the immigration removal process was designed to focus upon. >> full interview with secretary napolitano will air at 4:00 p.m. eastern today in "the situation room," and we will go in depth on many of the specific ramifications of the dramatic announcement. let's take a look colorer at the

ramifications of the policy. it applies to people who came to the united states illegally as children before the age of 16. they must have lived in the country for at least five years and be in school, or graduated from school or be a u.s. veteran, and those who have a record, major record, and cannot pose as a threat to the united states, and cannot be older than 30 years old as of this date. jessica yellin, you have been looking into this, and how did this decision come about today? >> wolf, according to the officials, this has been under consideration for some time, and this is not a last-minute decision by any means, as you can imagine. it is also should not come as a total surprise given the fact that this administration, i should say, as a candidate this president promised to take some action for latinos to change the nation's immigration policy to

be explicit in the campaign in 2008, and then candidate-obama said in his first year in office, he would have an immigration bill out for consideration. that didn't happen. so, now that he is up for r re-election, it is hard not to consider this to some extent through a political prism. he needs the latino vote to come out in big numbers, and right now, we see that the latest nbc news/"wall street journal" poll has the president leading romney among the hispanic votes 61% to 27%, but at the same time there is disapproval, hispanic, that the hispanic pew center poll showed that 59% of the latinos disapprove odd of the way that the president has handled the e deportation, and record number of deportations by this administration, so there is desire by no doubt parts of the obama cam ppaign to make it cle that he stands with the latinos and that he is trying to do something on their behalf to

change the nation's immigration policy, and clearly, he has taken a step in that direction today. >> yes, certainly. latinos and lot of of other folks would have loved comprehensive immigration reform, something that senator mccain, and late senator kennedy and president obama tried unsuccessfully to achieve but in the first 3 1/2 years of the administration, the president has not been able to do so either. he did have some influential evangelicals though advocating for precisely this push. >> thanks for pointing that out. that is true. this kweek, he had an interesting group of evangelical leaders. a leader of the progressive evangelical movement, reverend jim wallace, and one of the more conservative evangelicals, richard land, at the white house, and didn't meet with the president, but they were among a group of evangelical leaders who have come together to push the united front for immigration reform in this country. now, this not only is a sign

that there is a growing movement for immigration reform that brings together both the religious left and the religious right which may also signal some political unity, but it also, you could say gives the white house a little bit of cover if you will to make this move and helps indicate that there's broad support among certain groups for this kind of change. again, it is well short of the kind of comprehensive immigration reform legislation that you just mentioned, but it is a step toward some kind of immigration shift. again, conservative evangelicals as well standing behind it, it seems, wolf. >> critical reaction so far, and negative reak shction coming fr several influential republicans and more on that in a moment. jessica, don't go too far away, and remember, we are standing by, because the president momentarily will be going into the rose garden to make a major statement on the immigration policy announcement. let's get more perspective right now and bring in juan carlos

lopez who is a correspondent here in washington. and what is the reaction, juan carlos from the latino americans? >> well, jubilation, wolf. it isserser considered an import move, and cautiously optimistic, because it could represent a big change in their lives, but it is a two-year period, and this is similar to one of the laws that has similar protections. remember when the el salvadoran refugees came to the united states, and they have renewed every two years, and so there is no path to citizenship here, and there is no legalization, and it is a effort to mobilize and do what they want to do which is to work and go to school. this is not immigration reform like many expect, but it is an

advance and very interesting move on the side of the white house in this election year. >> it is not come prehennive immigration reform, juan carlos, and not only the dream act was rejected by the congress because it does not provide a direct pathway to citizenship, but it is a step as far as so many latinos are concerned in the right direction. is that fair to say? >> and it is interesting, because we see new forces evolving wolf. a group of young people, because this isn't something that was brought forward by different groups, by politicians, by the democrats or the republicans, but a victory of the dreamers. this week "time" magazine has them on the cover and nthey hav been walking and notifying congress and organizing and they are not limited to the democrats or the republicans in their request for support, but in the criticism. so they are surging in the force of the youth and the vote and

the president of the united states momentarily expected to walk in and make an announcement, make a statement on the dramatic word today that the u.s. was changing immigration policy for young people who are here illegally. standby, and we will have live coverage of the president once he is in the rose garden. but we are also getting some reaction from republicans. i wonder if we are getting reaction yet from the romney campaign. jim acosta is traveling with the romney campaign on the bus trip to new hampshire. any reaction so far, jim, from the romney campaign? >> wolf, right now we are waiting for mitt romney to make a statement on this change of policy over at the white house. we arrived at a stop earlier this morning in stratham, new hampshire, and it is where mitt romney kicked off this five-day bus tour that is going through six battleground states over the week end into next week, and he did not answer the questions that we were throwing at him about this change of policy over at the white house.

however, some romney aides who were on the scene were indicating but not promising, but they were indicating that the former massachusetts governor will have something the say about this at an upcoming campaign stop in milford, new hampshire, where he is expected to make a stop at the ice cream parlor and ice cream social with supporters there. he is expected to be there with the former minnesota governor tim pawlenty who is not the only surrogate on the campaign trail with mitt romney. i also had the chance to catch up with kelly ayotte who is a senator here in new hampshire, and she did not have a reaction to the changed poll i is over at the white house, although, she did say that she appreciates the efforts going on inside of the office of marco rubio, and we have all been reporting on this, a proposal to the alternative of the dream act to propose a path for citizenship for the young adults and children in the

situation of being undocumented or illegal through no fault of their own, and she said she appreciated the efforts, but she did not say how she felt one way or another how she felt about the legislation. mitt romney has changed on the policy of the dream act over time. in december, he said in a campaign event in iowa he would veto the dream act if he were president of the united states, but back in april at a fund-raiser in florida, he said to a crowd there that he felt it was important for the republican party to have their own version of the dream act, and then a week later with marco rubio out on the campaign trail, he said he would like to study the proposal that marco rubio is now drafting, so it is going to be interesting to note exactly what mitt romney says this afternoon if he says anything about what is happening today over at the white house, wolf. >> yes, he has to say something, and if not him, at least somebody from the campaign will have to issue some sort of reaction. all right. stand by, jim. we will get back to you. senator marco rubio, the republican, florida, he didn't waste any time releasing a statement and among other things

we are waiting for the president of the united states. he's going to be going into the rose garden we are told fairly soon and supposed to be a few i minutes ago, but obviously running a little bit late. once the president goes into the rose garden the speak on his new immigration guidelines and new

rules announced today, we of course will have live coverage. we are waiting for the president to come into the rose garden and we will have lye coverage. the president will outline the new rules that deal with the younger and undocumented workers and stop them from being deported. we go the los angeles right now where cnn's paul ver cameron is standing by. what is the reaction on the streets of l.a. and the latinos with the new decision? >> well, absolute joy, wolf. earlier today, they began a rally and 150 young people and many of them students were jubilant, a nd they began a marh of sorts. if you can look at the march behind me, they left the immigration office and circling the streets of downtown los angeles and crossing over some of the freeway bridges, et cetera, but as i said to you, wolf, there is a great sense of achievement and euphoria, and let me bring in somebody who is

an undocumented student. this is catherine from columbia, and she is one of the demonstrators and one of the people rallying in a positive way. tell me, when you heard about this, what emotions went through your head? >> i was just like, i want to cry. i'm so happy that it is not just me, but all of my dreamers. they are now having the opportunity to get permits to work legally, and you know, that we won't be deported, because we wake up every morning and we go outside on the streets and we are like, what if i get in trouble and get deported? i don't want to be separated from the people i love, because we grow up here, and we have our families here, and our friends here, and now that all of thoba said, we know that we can start anew, and we will not be deported and we can work and live in the country. >> and i understand that you are go ing the laguardia college in new york, and what are your plans? >> well, i worked in the

international high school, and my plans are to go study civil engineering in laguardia, and transfer to the university city college and finish with a double major in environmental engineering. >> reporter: there was an announceme menment when it came that people were hugging, and can you give us a sense of the rally, and how people feel their life has changed? >> well, in this rally, about 150 people, but among the nation, there are a 1,000 of dreamers, and really, really happy that i know are crying just for this moment, because we are really, we were like, this is our desire, and this is really what we wanted, and now we get it. and now we are going to keep on fighting to get more, because we just get our own little things for dreamers, but now we need to get things for our parents, also. >> reporter: did you talk to your parents? >> my father is in colombia and sadly gave up, and went back to

colombia, but i am here with my mother and i called her and i was crying and i was like, mommy, i amp have these opportuniti opportunities, and now i have to keep fighting for you, because it is not about one person, but everybody in the community. >> we appreciate you so much for taking time out, and good luck, catherine. there you have it, wolf, you have heard from a student directly impacted from this, and if you saw a number of officers behind me, there was a moment where they had blocked the streets and the freeway on ramp, but they have decided no arrests right now, and the protesters are no longer blocking, but they are walk downtown as i said over to the freeway bridges and what not celebrating the huge victory here in los angeles today, wolf. >> yes, an important first step for many young people, and as many as 800,000 impacted by the decision of the obama administration. paul, stand by. we will get back to you and speak to more students as well and get some reaction from across the country. a poll taken a few months ago

from the pew research center shows what americans think that the priority should be when it comes the illegal immigrants, and look at the numbers, 24% said that the priority should be finding a path to citizenship for illegal immigrants, and that is 1 in 4 americans of course. 29% said better border security and enforcement of immigration laws should be the top concern. 43% said both of those should have equal priority. that is a recent poll on this sensitive issue. once again, the president of the united states will be going into the rose garden to make a statement, and we will hear what he has to say. i'm curious to see if the president will bring some of those students who will be eligible for this new opportunity with him into the rose garden, or by himself, what the format is going to be -- we will all find out pretty soon. once again, we will also be hearing from more students impacted by this dramatic announcement today. with aveeno daily moisturizing lotion. the natural oatmeal formula

once again, we are waiting for the president of the united states. he will be going into the rose garden, and we are told momentarily to make an announcement, a statement on the new immigration policy that the administration has put forward today that will allow hundreds of thousands and maybe as many as 800,000 illegal immigrants living in the united states who will no longerer live in fear of deportation based on the policy change today. the obama administration has changed the policy. the administration announced it

will no longer deport young law abiding illegal immigrants who have lived here for at least five years. we will bring in one of the students directly impacted by this joining us on the phone is jose luis zalaya, and you came to the country illegally from honduras and you came with your mo ther to escape your abusive father in honduras and what is your reaction of the policy chan change? >> yes, sir. this morning when i saw the news, i almost fainted. i am so happy, because i am a teacher, and in the idea that i am going to be able to have my own classroom with my own students and to be able to change their lives as an educator gives me so much hope in the service. this is my country, and i want to be able to serve this nation, and this announcement gives me that, gives me the opportunity to serve. that is what i have been waiting

for. >> you are 24 years old, and right now you are a graduate student at texas a&m, so walk us through, because i spoke a little while ago with janet napolitano, the secretary of homeland security, and she says that people can now call in or get online and begin the process that will give you two years to work legally and you will have legal status in the united states, and what do you plan on doing? >> yes. we are planning on getting to, getting legalized as soon as possible so that we can. and the sooner we do it, the sooner i can start applying for jobs and starting motivating students and obtaining in the v valley of texas, and i have been invited to go to the valley to motivate student, and because of the past i cannot do that, but now i can do that. we will get legalized as soon as possible there. is one reason i want to be legal is because i want to be a teacher and educator and now

that we have the opportunity to do it we will do it as soon as possible right, right now. >> it is certainly a step for you, and you will have two years to be legal in the united states and then you have to reapply every two years, but you know it stops short of the dream act and stops short of the come pprehene immigration reform and for now it is not a direct pathway for citizenship for you, and even permanent residency, and how do you feel about that? >> well, yes. this is a definitely step in the right direction, and the dre dreamers will continue to organize and work really, really hard for the communities, and this is definitely a step in the right direction. obama made a right decision. we have been asking for administrative relief for two years, and so, i'm very happy today. today is the day that dreamers can rejoice and celebrate, but we have to remember that we have to get back to work, and to know that dreamers have done so much without documentation gives me so much more hope to know what dreamers can do with the documentation when it comes to serving the nation, because this

is our home. this is our country. i don't want to go boack to honduras. i want to stay here and love this country and serve my country, because this is my home. this is the land of the free and the homef of the brave and that is what i want to do, teach here. >> jose luis, you been here ten years and you came when you were 14 from honduras as i said and running away from an abusive father. did you find your mother and sister in houston? how is that working out? >> yes. so, the reason why i actually came from honduras whenever i was 5 years old, my family and i, because we were so poor, i actually, and we actually lost my little brother who passed away in my mom's arms. at the age of 7 i worked very, very hard and my dad was an alcoholic and made me work the buy him alcohol. at the age of 13, as soon as i came of age and destroyed the house, and in 1999, my mom ran away from honduras to escape my father and came to the country but i was left behind because my

father would not let me come with my mom, and one day i was playing soccer when i was 14 years old and when i was playing soccer, there was a driveby and i was shot in both of my arms and so i ran away from honduras from violence and alcoholic farther and i came to the united states. and since i came here, i have been doing great, and i went to school, and graduated from the community college and texas a&m university and i gave the invocation speech at graduation, and to know that 12 years ago i was a homeless little kid and now i'm a graduate student at texas a&m is an honor and privilege, and now to know that i have the opportunity to serve, i called my mom, and she is happy and proud and to know that we will continue the fight and work for our communities as well. >> jose luis, good luck to you and your mom and your sister and your family. thanks very much for joining us. >> thank you so very much.

hello, everyone, i'm fredricka whitfield. we will get back to wolf blitzer and our coverage in washington after the obama administration announced a major change in the immigration policy, and it will have major implications as the kcountry will stop deporting certain immigrants and we will hear about the lives it has changed a few minutes. he is scheduled to emerge in a few minutes to make the annou e announcements from the rose garden. japanese police have arrested an american man on the

suspicion of killing an exchange student. the girl was killed in a tokyo hotel room last month. she was strangled, police say. she was 19 years old and still a minor according to the japanese law. authorities have 20 days to decide whether to charge him with murder. in china, graphic photos of a woman lying next to an aborted fetus sparked outrage and now a rare public apology from the chinese government. the 22-year-old woman from central china says she was forced to have a late-term abortion, a nd she posted the pictures online in protest. the couple has one child, and they are not allowed another according to the china's one-child policy. these are not the images of the child involved in the case. the photos went viral however, and prompting public debate on this controversial policy, and the woman's husband told cnn that he is angry and wants justice. officials say that three people involved have been suspended.

and this is homs, syria, today. covered with smoke and echoing with automatic gun fire. at least one person was killed in homs in street fighting. at least 26 people died today across the country. the leader of the u.n. mission in syria says that the increased violence is keeping his observers from doing their jobs. and there's not too much progress in that giant colorado wildfire. it is only now 15% contained. the rest is still out of control. hundreds of firefighters from all over the country have been trying to slow down that fire all week long. it has torched 52,000 acres in a few days. officials are hopeful that the weather today will possibly calm it down. >> and global markets are on the edge of their seat. some huge elections this weekend could have major ripple effects. france, and europe's number two economy votes for its parliament tomorrow.

it shows the number of latinos eligible to vote in the united states. you can see how much those numbers have grown. in 1988, for example, there were 7 million eligible voters, latino eligible voters and now there are more than 21 million eligible latino voters and many of them in critical battleground states like new mexico or nevada, colorado, arizona, and even in virginia and north carolina among others. you see that they are ready for the president in the rose garden right now. we are also getting some angry republican reaction to the changes in the obama administration's immigration policy. south carolina senator lindsey graham for example tweeted this. he said, mr. president, i don't think that this is a wise way to fix a broken immigration system. this decision avoids dealing with congress and the american people instead of fixing a broken immigration system once and for all, he adds, this is a classic barack obama move of

know, jessica? >> well, wolf, my guidance is that he will speak for less than ten minutes, and i don't expect him to take questions generally in these sorts of settings he doesn't. one thing i would point out is that this is a little different from some of the, you know, let's get things done sort of statements that he has made lately. this is not an executive order, but a change in sort of how the department of homeland security is directing their resources is how one official put it, and i'm told that this has been under discussion, and for a very long time. it has been in the works for a while one source tells me, and part of what they call a progression. this source in the administration official says that over the past three years the administration has been focused on making the system effective and efficient focusing on basically people who are threatens to the u.s., threats

illegal citizens in the united states to have legal status so they can study other work. the chief can white house corresponde correspondent. let me start with you. i just want our viewers who are tuning in to fully appreciate what's going on. this has come as a big surprise to all of us. earlier this morning were we told that janet napolitano has a major announcement on immigration. she made that announcement giving legal status for all practical purposes to young people, illegal immigrants that have been here for five years. this is a dramatic shift in u.s. policy guidelines, jessica. >> it is. it will be received as welcome news by many latino advocates

who have been pushing the immigration policy. to shift the policy to allow for some undocumented people to say here, at least in this case, some young adults will now have, in their view, some window of opportunity to stay in the country a bit longer. some, no doubt, will criticize the administration for not pushing for comprehensive immigration reform earlier and doing more. at least this is, they may say it's little and late, but it's something. what i will tell you is that according to administration officials that they came to this decision after working for the last three years on a number of steps at, in their words, or in their view, crackdown on illegal immigrants who are threats to society, who repeatedly cross the border after being sent back and come back and on policies that target people who have just come over the border in sending them back. they wanted to devote their

resources to those categories of individuals. once they felt up they beefed up policies that targets those individual, they felt the resources were best devoted. they were more comfortable not targeting this category of young people who have come here as the young children of illegal immigrants. that is the way to look at it. >> this is not a formal executive order that the president will sign. this is more of a policy order coming from the department of homeland security. >> that's right. it's a change this policy as oppose to an executive order like some of those, we can't wait policies, the president has signed in the past. i would add that it's impossible to look at this outside the lens to some extent of policy. there's an election this year wp we know the president and his campaign are working to not just win the latino vote, because he

does have support, but energize the latino vote. he need latinos who support him to be passionate in their support, to come out and vote because that margin could make the difference for him on election day. to some extent we could see this through that lens and this is one step in trying to tell this community, look i'm doing something for you. i've made good to some extent toward my pledge to help latinos push toward immigration reform in the context of democratic party politics. >> stand by. carlos lopez is with us from cnn. it's interesting the department of homeland security estimated that 800,000 young people will be impacted by this and be eligible for legal status in two years. the pugh hispanic center

estimates that number could be as high as 1.4 million unauthorized immigrants in the united states right now. give our viewers a bit of immediate reaction. what i've been hearing from a lot of latinos, they are thrilled. this is an important step in the right direction and this will energize them to support the president. >> reporter: it's a very welcome announcement for many. not only for these kids, that could benefit from this program, very similar to something wlr in place that's been in place for years for refuges from el salvador and other countries. they have been renewing their permit every two years and this is a similar format although it's not the same thing. it's going to impact the lives but also because they see it as another step. them getting closer to a possible immigration reform.

that's another interesting angle. we have different groups that are coming together and that are supporting this initiative. we'll see how it plays out during the campaign. for now, i think it's a very strong message from the white house to the hispanic community. it's not what everyone wanted, but it's a very big step. >> will it be interpreted as the substitute for the dream act that the president support, but was rejected by congress? >> reporter: it was not the dream act. it's not immigration reform, but it's more than they were getting until yesterday. president obama has said repeatedly he didn't have the authority to change immigration policy by executive order. you were clear on the point this is not an executive order, but it's coming from the white house. there is a change. people are seeing something, and obviously something in this context is better than nothing. they have a choice between what they are being offered now and what they have the from before. >> it's interesting. we're getting some critical comments from many republicans

imagine you've done everything right your entire life, study hard, work hard, maybe even graduated at the top of your class only to face the threat of deportation to a country that you know nothing about with a language that you may not even speak. that's what gave rise to the dream act. it says that if your parents brought you here as a child, you've been here for five years and you're willing to go to college or serve in our military, you can one day earn your citizenship. i said time and time and time again to congress that send me the dream act, put it on my desk, and i'll sign it right away. both parties wrote this legislation. a year and a half ago democrats passed the dream act in the house but republicans walked
