sharkss were circling him. a rescue boat finally plucked the man from the water. he is recovering at the hospital while a fellow fisherman is dead and another is missing. quite incredible. >> that's it for this keeping them hobest honest special report. we'll see you again. thanks for watching. >> cnn center, welcome to our viewers around the world and in the united states and our breaking news coverage. sources, multiple sources, are telling cnn that the ticket is fixed on the republican side. just hours from now, sources say, the republican candidate, mitt romney, is going to announce that congressman paul ryan will be on the ticket as vice president. a major development in the u.s. presidential campaign.
12:01 am
glor ya, tell us what your sources are saying? >> both john king and i have been talking to sources as well as peter hamby. none of our sources are steering us away from paul ryan. some of them are steering us towards paul ryan. in fact, a few of them are. and i think this shows us a calculation that mitt romney is tending to make the fiscal future of the country and the budget issue a real center piece of the campaign. i think what's interesting to me, you were talking to john a few minutes ago about joe biden and how joe biden would have a debate with paul ryan. it's interesting because both of these men came to congress at very young ages. ryan ran for congress when he was the age of 27 in 1998.
12:02 am
and he asked his hen tors whether it was pass a lab test. and they said yeah, it kind of would. but he remained a kid from jamesvillee who goes home every weekend. and then some of his family was killed in a tragic, tragic crash. but they were both the sort of stars of their parties at that -- when they came to congress. ryan decided to go off in the domestic policy path and wrote what's called the paths to prosperity. it's essentially become the blueprint for republicans and how they're going to solve the deficit issue. so i think that's going to become front and center in the campaign, if it hasn't been
12:03 am
already, because it speaks directly to what happens to president obama's health care law. john, i'd like to talk a little bit more about the economy. it's a huge issue around the world as europe struggles with more recession, maybe, maybe not. the u.s. is sort of one step up, one step back in terms of recovery. can you put in a nutshell for us how a romney-ryan ticket or even administration would handle the elements of the economy differently than president obama has? >> one of the things that were said was not only would they temporarily leave the bush tax cuts in line for now, they do not want to take them away. they want to go to a more
12:04 am
sleeping tax reform. that means that he want to cut taxes more for the rich. they believe more of a trickle down approach, if you will. so that will be the defining issuings. how do you reform the tax code? look, we have an incumbent pthd. the democrats are going to try to make this about romney and ryan. they're going to say they want to favor the rich and cut medicare. we do have an incumbent president of the united states. the history tells you ask the voters anywhere around 2 world. when you have an incumbent and the times are tough, issue number one is the encouple bantd. so that's the biggest i shall shoe. that's a very con ttroversial
12:05 am
choice. if we can have a policy debate, maybe whoever wins will actually have a mandate to govern? >> yeah, even for bid an actual policy. >> they mielgt know what the voters want. >> yaw, let's bring wolf blitzer right now in that town we're talking about. wolf, give us some analysis from the ob camp's perspective. how will the obama camp attack this? >> i think they will immediately start talking about what paul ryan's budget, the determinant of the house bujts committee would have called for if it was obviously approved by the house of representatives. but what i'll say is paul ryan wants to end medicare as we know it. i'll say he wants to really,
12:06 am
effectively and social security, two very popular entitlement programs for seniors and the united states, medicare, the health department plan for seniors, united states, social security. the real release, if you will. so they're going to go after paul ryan and mitt romney on this issue. and they're going to try to score some points. i i've jugs been going through reactions from obama supporters. they're saying out loud already this is great news for the president and his team because they think they'll have an issue to run and paul will write the romney ticket. sometimes, they shouldn't be so enthusiastic about projerkt k this is going to be a disaster. i remember back in 1980 when they were high fiving thems and ronald reagan became the nominee
12:07 am
against the incumbent president, jimmy carter? and he won two term as president. you're seeing a lot of these democratic supporters of president obama seeming to be a little bit cocky in suggesting that this opens up the door to go away at mittomney and some of these popular social spending issues. at the same time, i will say this. that the benefit is he's very intelligent. he will energize that debate and was he really an effective conservative. i think it's going to be a positive on that sense. >> so we've got the whole policy side here, as wolf has just laid out. but i'd lieblgo bring gloria back in here now.
12:08 am
there's also the uglier stuff. the veting process is huge, right? what would he have been through before this candidacy would have even been considered. >> well, paul ryan has been in congress for i guess it's about 13 years. wheng i sat down with him last summer, he said he gave up fear for length. i said why? he said he had become the poster child for the democrats who were trying to scare seniors into not voting for him. on a personal level, even people who disagree with him, and there are plenty, including liberal democrats, find him to be a really nice guy who comes from working class groups.
12:09 am
he's fifth generation from jamesville wisconsin. that's a very union-heavy, small town. he sort of worked his way up to kind of get a conservative pedigree, first as a republican congressional staffer and then with the long shot bid for a house seat 13 years ago. the first compassionate conservative, i would argue, in the republican party. another mentor was bill bennett, a conservative luminary. and ryan worked for those guys when he was in his 20s. and when he thought about it, he went to the senate and said does this pass the last test. they said, you know, it really does. and by the way, i should also tell you that bill bennett told me and ryan confirmed that one of his hob bees is hunting elk with a bow a arrow. so there you go. >> i think we've even seen a
12:10 am
shot of him with our coverage so far. we're goirng to take a short break here on cnn, but we will be back in just a moment. meineke's personal pricing on brakes. i tell mike what i can spend. i do my best to make that work. we're driving safely. and sue saved money on brakes. now that's personal pricing.
12:11 am
sources tell cnn that u.s. congressman paul ryan will be on the ticket. with the republican candidate. we've got john king standing by. you recently spent a good bit of time with paul ryan. we've been talking a lot about the substance, the policy. and, you know, it just strikes me as we talk and as we watch the pictures here on the style side where mitt romney can appear quite stiff. paul ryan looks, to me, very relaxed, very fluid, very different.
12:12 am
>> they loox a little bit like older and younger. but he's more of a back slapper. and more comfortable tipping a pint of beer that you might see governor romney in that type of setting. and as oush sources are telling us, a risky choice will be announced. the announcement on the deck of a retired battleship. >> for paul rooip, it might feel like a devotion. >> so my question is why not start freezing spending now and would you support a line-item veto and help us get a voet on it in the house? >> let me respond to the two specific questions. it's about us increasing spending my 84%. >> the discretionary spending. the bills that congress signs that you're saying, well, that
12:13 am
has increased 84%. >> ryan is the gop's numbers guy. he's not afraid to say in his view, the only way back to fiscal sanity is to dramatically shrink government and fundamentally change medicare. the more you delay, the much uglier solutions will have to be. >> if mitt romney taps to share the ticket, he will dramatically reshape the 2012 race. >> it will be a bold choice. it's hard for me to see mitt romney who has played it safe making that kind of gamble. >> there are upsides. at just 42, he would add useful vigor to the ticket.
12:14 am
>> but tapping ryan is a big gamble because of the house gop budget that bears his name. up until now, romney has done everything to make this campaign a referendum on the encull bant. >> the plt's policies are not creating jobs. >> add ryan to the ticket and there's no escaping this. >> it must be taken off the table. >> some will question whether a 42-year-old house member is ready to be commander in chief. >> whether he's ready at this moment, only the campaign trail could tell. and he's going to get -- i will tell you, he's going to take a real beating. >> ryan says family history makes him a fitne nesness fanat.
12:15 am
>> my dad died of a heart attack at 55. my grandfather at 57. so i've always had this incentive to stay healthy. and an avid hunter. >> i got this response saying i'm sitting in a dear stand. it's hunting season. leave me alone. >> he's a self-described nerd. but don't underestimate ryan's ambition or his competitive streak. >> i love the fact that we've elected an african american man as president. >> it is romney who will share the biggest fall debate stage. >> governor mitt romney. >> and romney who decides whether to place a risky bet on paul ryan.
12:16 am
>> the house budget committee chairman, a hill staffer before that. he will be the vice presidential pick. as conservatives celebrate, so are liberals. they've advocated and will be great targets for the election. and spefblgly, the big change to change medical care, health care program. so we'll get this done tomorrow. >> yeah, and i hate to remind you, john, it's the announcement today because it's about 1:16 saturday morning here on the east coast of the u.s. so we are just hours away on saturday from this announcement being made. we've been saying two more.
12:17 am
but it is on us today, saturday. the conservative base is going to love this. is he ready for the skutny, as well? >> including debating with president obama. he says he's ready. we're about to find out. even people who have proven themselves sometimes have a hard time with national campaign. you were talking with wolf earlier. it does put some tough choices on the table. but governor romney will now say, mr. president, we have to make tough choices. where's your plan? so he hasn't confronted the tough choices. and as the democrats are ecstatic tonight thinking this helps them through the victory, i would give this as a footnote.
12:18 am
they say this is what will happen. and guess what, the republicans won big. >> job e john king, thank you very much. there he is with mitt romney. sources telling cnn he is on the ticket. he is the congressman from wisconsin. we even know what the outside of his house looks like right now. the height heats up a as this campaign marches onward. we're going to take a short break here on cnn, but we'll be back with more.
12:20 am
i'm colleen at cnn center. welcome to our breaking news coverage. the ticket is fixed. it is going to be republican white house candidate mitt romney and sources say his running mate, congressman paul ryan, a blue collar guy. a guy the conservative base will love. a bujt man, a numbers man in a campaign that is very much all about the economy. cnn's chief political analyst
12:21 am
recently spent some time. glor ya, what's he like? he's very devoted to fixing the economy. and i spent some time with him last summer, actually, around this time in jamesville, wisconsin. and we talked about his immediate yoric rise in congress. he came at the age of 28 and he's now 41 other 42. >> >> 42, yeah. i sort of asked him what's a nice boy like you doing in washington? so take a listen. >> jou have had an absolutely meteoric rise in congress. you came here at the age of 28. so tell me, what's a nice boy doing here? >> yeah. i'm a policy person. >> some would say a nerd. >> a nerd, i guess, you could say that. my goal in life was to be an economist.
12:22 am
and then i got involved in public policy and i just learned at a young age, you can really make a difference in this country. how did you learn that you could make that difference? >> you know, through mentors and people like bill ben fete and jack kemp. i learned working for these policy leaders, that if you apply yourselves, if you persevere, you can make a big difference. and i algs was very home sick. i'm a big hunter and a big fisher. i moved back home after i was 27. and i looked at a running for, an open seelt, for my home-town district. i basically wanted to be an entrepreneur.
12:23 am
but i also really missed my home. i'm a big, irish, catholic family guy. i have 67 cousins in jamesville alone. and i missed just home. and so i basically did a lot of praying, soul searching and decided to be an entrepreneur. to be able to live at home, running for office, advocating ideas was something i was going to try. so i basically called a bunch of friends and said does this pass the laugh test? and bill and others were very encouraging of me to do this. and i just asked a lot of folks in wisconsin and just did a lot of traveling around: i worked at my cousin's ert-moving business. and then on my free time, i went around the district and just talked to people.
12:24 am
some would say you're till moving the earth. >> yeah, i know, just in a different way. so i think what you can see from paul ryan here, is that he's such a down-to-earth, likable guy, whether you disagree with him on policy or not, youd can see him attracting crowds and young crowds, in particular, which is what romney needs. he alsz needs married women. and men. so, you know, paul ryan may be somebody who could get that excitement level up, particularly among conservatives for the campaign. you talked about he's a hometown guy. we can even see a shot of his housz as we get to know this man a little bit better. there he is.
12:25 am
he talked about his passion for public policy. if the vice presidential post a place for him to be? >> he's a public policy entrepreneur as he puts it. and i think that every vice president has a different relationship with the boss. and the boss, in this case, if mitt romney were to become president, could say to him, okay, paul, i'd like to have you be in charge of congressional relations and how we're going to get this deficit under control so we don't go over the big, fiscal cliff we've been talking ablt. paul ryan has a very lot of definitive ways. what's up in the air and what's interesting about it as planned, the only thing that really seems very up in the air about it, is he says he wants to reform the tax code. but there's no details there about how.
12:26 am
>> okay, glor ya, i want to jump in here. i want to bring wolf to wrap this up for us. how does this race change from this point on? >> i think it will clarify the significant differences between the democratic ticket and the republican tick elt. and, also, on these entitlement spendings for social security and medicare. so it's going to be a bold change. i think it's going to be great for this debate because i'm anxious to sooe real substantive policy dates between what's going to be the romney, rooinl ticket versus the obama biden ticket. and i thif this will do it. and i think that debate between
12:27 am
joe biden, the vice president, will be a fabulous debate. i the they'll be great debates. and i think the american public, the voters out there, especially those who are still undecided will benefit for what is about to happen over the next 87 days. so in a few hours, it will all be official above the u.s.s., wisconsin. in norfolk, virginia. the amounsment will be made in front of wisconsin aboard the uchlt s.s. wisconsin. just very quick recaps. there's the sources on the republican side. mitt rom ne and congressman paul ryan. you're watching cnn.
12:30 am
i'm colleen at cnn's center. welcome to our breaking news coverage. multiple sources are telling cnf that the ticket is fixed on the republican side. just hours from now, congressman paul ryan will be on the ticket. a major development in the u.s. presidential campaign. glor ya, tell us what your choices were saying. glor ya b org er is with us. >> both john king and i have been talking to sources as well as peter hamby. and none of our sources are steering us away from paul ryan. some of them are steering us towards paul ryan, in fact, a few of them are. and i think what this shows us, a paul ryan pick is a calculation that mitt romney is
12:31 am
going to a different generation and he intends to make a different implication of the center piece of the campaign. you were talking about john a few minutes ago about joe biden and how joe biden would have a debate with paul ryan. it's interesting because both of these men biden and ryan came to congress at very young ages. ryan came when he was the age of 27 in 1998 and he asked his mentors, jack kemp and bill ben fete, whether it would pass the lab test. and they said yeah, it kind of would. but he remained the kid from jamesvilre who has a young family there and in much the same way joe biden was. he was a very young man. and then some of his family was killed in a tragic crash.
12:32 am
but they were both sort of stars of their parties when they came to congress. ryan decided -- joe biden went off in the foreign policy direction, ryan went off in doe mesic policy path and wrote what's called the path to prosperity, which sernl seshltly becomes a blue print for republicans and how they're going to solve the deficit issue. so i think ha's going to become front and center in the campaign, if it hasn't been already. it speaks directly to what happens to president obama's health departmentcare law. >> i'd like to talk a little pit more: it's a hauj issue around the world. europe struggles with more recession, maybe, maybe not. maybe one step up, one step back in terms of recovery. can you put in a nutshell for us how a wrong knee ticket or even
12:33 am
administration would handle the elements of the economy differently than president obama has? u r i say temporarily because they do not want to take them away for anybody who makes more than $250,000 a year. but the republicans want to go to a more sleeping tax row form. they believe that cutting taxes on the wealthy is more of a trickle down approach. so that will be one of the defining issues. how do you reform the tax code. in the short term, the current state of the economy, we have an incumbent president. they're going to say they want to favor the rich and cut medicare. we do have an incouple bant
12:34 am
president of the united states. and the history tells you ask the voters around around the world. so that's the biggest issue. but we will, i think, now, by picking ryan, it's a risky pick. you'll have bolder choices. the budget has some very tough choices. they will now be debated. we've had these negative, nasty ads. if we can have a policy debate, maybe whoever wins will have a mandate to govern. >> yeah, heaven for bid an actual policy date. >> they might ow what the voters want. we may get a better, clearer debate. and you know what, that may be good for a town who hasn't figured out how to get anything done. >> let's bring wolf blitzer in d.c. in that town.
12:35 am
give us some analysis from the obama camp's perspective. how will the obama camp attack this? >>. >> it was obviously approved by the house of representatives where the republicans had a decisive majority. the democrats don't have a majority. but what i'll say is paul ryan wants to end medicare as we know it. they'll say two very popular programs for seniors and the health plan for seniors, the united states, social, the real, you know, relief if you will, for so many millions, tens of millions of americans. so they're going to go after paul ryan and mitt romney on this issue and they're going to try to score some points. i'm just getting some of the reactions from obama supporters.
12:36 am
and, youd know, they're saying out loud already, this is great news for the president and his team because they think they'll have an issue on which to run the hammer away from mit romney and paul romney, writing the ticket right now. let's seed if that pays up. sometimes they shouldn't be so enthusiastic about projecting this is going to be a disaster for the republicans. i remember back in 1980 when democrats were high fiving themselves. ronald reagan went onto win two terms as president of the united states. right now, they're seeing a lot of these democratic supporters seem to be being a little bit cocky in suggesting that this ryan selection opens up the door. to go ahead and hammer away at mitt rom ne and some of these
12:37 am
popular, social sfending issues. dayti daytime, i will say this. the benefit of paul ryan, he's very intelligent. he's a good debater. he will energize that republican base out there. especially those who have some doubts about mitt romney. and this is really going to bring it up. so i have think it's going to be a positive on that sense. >> so we've got the whole policy side here, as wolf has just laid out. i'd like to bring glor ya in now. there's the vetting process the vice presidential post is huge, right? glor ya, what would he have been through before this candidacy would even been considered. >> well, you know, paul ryan has been in congress for i guess it's about 13 years.
12:38 am
and when i sat down with him last summer, i asked him why and he said because he had become the poster child for the democr democrats who are trying to scare seniors into voting for him. i have to tell you, though, on a personal level, even people who disagree with him, and there are plenty, find him to be a really nice guy who comes from working class roots. he's fifth generation from jamesville, wisconsin. and that's a very union-heavy, small town. he sort of worked his way up to kind of get a conservative pedigree. first is the republican congressional staffer and then with the long-shot bid for a house seat 13 years ago. his mentor was jack kerks emp.
12:39 am
and they said, you know, yeah, it really does. i should also tell you that bill ben nit and ryan confirmed that one of his hobbies is hunting elk with a bow and arrow. so there you go. >> there you go. all standing by with our extensive coverage. we're going to take a short break here on cnn, but we will be back in just a moment.
12:41 am
sources tell cnf that u.s. congressman paul ryan will be on the ticket with republican candidate mitt romney with the u.s. presidential race. john, you recently spent a good bit of time with paul ryan and this campaign. we've been talking a lot about the substance, the policy. i just strikes me on the style side where mitt romney can appear stiff.
12:42 am
paul seems to be very relaxed, very fluid, very different. >> he is different from governor romney. they look a little bit like older and younger. he's more of a back slapper, more comfortable sipping a pint of beer. but thers ideas. theye t rec each othe tking about big ideas in the govt.ernmenur sources ari us tonight after a long search, that the choice will be announced. it will be on a now-retired battleship, the u.s.s. wisconsin.
12:43 am
>> let me respond to the two specific questions, but i want to just push back a little bit on the underlying premise of us increasing spending my 84%. >> we'll have a longer debate on the bujts numbers then. >> the house budget committee chairman who isn't afraid to say the only way back to fiscal sanity is to shrink government and change medicare. >> if you don't address these issues now, they're going to steam roll us as a country. and the issue is the more you delay fixing these plobs, the much uglier these have to be. >> in short, he's a lightning rod.
12:44 am
>> making that kind of gamble. >> there are upsides. ryan is an energetic debater and campaigner. and at just 4, he would add youthful vigor to the ticket. >> i think he gets that blue collar con sefbtivism. >> it's the house gop budget that bears his name. up until now, romney has done everything. >> the president's policies are not creating jobs. >> add ryan to the ticket and there's no escaping this. >> ryan planned to end medicare as we know it. must be taken off the table. >> other potential down sides? ryan has never run statewide. he has no foreign policy experience. and some will question whether a
12:45 am
42-year-old house member is ready to be commander in chief. >> whether he's ready at this moment, only on the campaign trail can tell. and he's going to get -- i will tell you, he's going to take a real beating. >> ryan says family history leaves him a fanatic. >> i've always had this incentive of being a hunter. >> i got this response saying i'm hitting in a deer stand. it's hunting season, lef me alone. he's a self-described nerd. it's clear, if you had his druthers, he'd rather debate the president. >> i love the idea of barack obama. i love the fact that we have elected an african american man as our president.
12:46 am
i just don't like the idea it's coming from barack obama. and romney decides whether to place a risky bet on paul ryan. >> governor romney has decided to place that bet. all on the 42-year-old house budget committee chairman congressman from wisconsin, a foermer staffer before that. they think dpof r governor romney has made a pick that will make the election about a big policy conversation. and as conservatives sell brat, so do liberals. it will be great targets in the election, and specifically the big plan to change medicare. so we'll get this tomorrow and lead it to the republican con vengsz.
12:47 am
>> yeah, and i hate to remind you, john, it's the announcement today. it's about 1:16 saturday morning in the u.s. we've been saying tomorrow for a while, but it is on us today, saturday. the conservative base is going to love this. is he ready? and is he ready for the scrutiny, as well. he says he's ready. we're about to find out. sometimings they have a hard time like the national campaign. we were talking about wolf earlier. democrats are gleeful. you'll see they destroy the social safety net. the governor will now say, mr.
12:48 am
president, yes, we have to make tough choices. so this will give them a chance to say the president has been too timid. that he hasn't confronted the tough choice. if this helps in november, i would just give this as a silver footnote to those democrats. not taking sides, but they ran against paul in 2010. they say if the republicans win in congress, this is what will happen. there he is with mit romney. sources telling cnn he is on the ticket. he is the congressman from wiscsin. the hype heats up, the scrutiny heats up as this campaign marches onward. we're going to take a short break here on cnn, but we'll be back with more.
12:50 am
i'm at cnn center. welcome to our breaking news coverage. sources telling cnn the ticket is fixed. it is going to be republican white house candidate mitt romney and sources say his running mate, congressman paul ryan, a blue collar guy, a guy the conservative base will love. a budget man, a numbers man in a campaign that is very much all about the economy. cnn's chief political analyst, gor ya bordger recently spent some time with paul ryan. glor ya, what e's he like? >> he's a very cap vating fellow who's very devoted to fixing the economy. and i spent some time with him last summer, actually shlgs
12:51 am
around this time in jamesville, wisconsin. and we talked about hids meteoric rise in wisconsin. and then i sort of asked him about what's a nice boy like you doing in -- from jamesville doing in washington? so take a listen. >> you have had an absolutely mediocric time here in washington. so tell me, what's a nice boy from jamesville doing here? >> i'm a policy person. >> some would say a nerd. >> a nerd, i guess, you could say that. my goal in life earlier was to be an economist. my goal was public policy and economics and nns. i ju learned at a young age, you can really make a difference in this country. and that's what motivated me to public service. >> how did you learn it? >> how did i learn -- >> yeah, that you could make
12:52 am
that dimpbls. >> you know, through mentors and bill bennett. i learned if you apply yourself, you can make a big difference. it affects people's lives in a positive way. that's the whole idea of it all. i'm a big hunter, i'm a big fisherman. i'm a wisconsin guy. i moved back home when i was 27 after working out here for about five years in think tanks and on the hill and looked at a running for an open seat for my hometown district. >> i'm a big, irish catholic guy. i have 67 cousins in jamesville alone. and i miss just home. and so i basically did a lot of
12:53 am
praying, soul searching and decided to be able to live at home and running for office and advocating ideas. >> i didn't know it was possible or not. >> so did you call your mentors? >> yeah, i just called a bunch of friends and said does this pass the laugh test? and bill and others were very encouraging of me to do this. i just did a lot of traveling around. i did a lot of work for my cuss sin's bids. and then on my free time, i went around the district and talked to people. >> so, i think that what you can see from paul ryan here, he's
12:54 am
such a down-to-earth, likable guy, whether you disagree with him on policy or not shlgs you can see him really attracting crowds and young kuds, in particular, which is what romney needs. he also needs married women and men. so paul ryan could get that excitement up, particularly among conservatives. >> you mentioned he's a hometown guy, he talked ablt his 67 cousins. we can even see a shot of his house as we get to know this man a little bit better. there it is, right there. i think he's going to miss it a lot more now. gloria, i sort of wondered you were talking there, we spoke of him as a policy walk. a nerd. he talked about his passion for public policy. >> he's a public policy entrepreneur, as he puts i.
12:55 am
and i think that every vice president has a different relationship with the boss. and the boss, if it, in this case, if mitt romney were to become president, could say to him, okay, paul, i'd like to have you be in charge of congressional relations and how we're going to get this deficit under control so we don't go over this big fiscal cliff. paul ryan has a lot of very ke fintive ways he'd like to do it. and we know what he wants to do on medicare whachlt's up in the air and what's interesting in his plan, the only thing that seems up in the air is he says he wants to reform the tax code. but there's no details there about how? >> okay, gloria. i want to bring in wolf blitzer to kind of wrap this up for us.
12:56 am
