we are heading into a monster week for mitt romney and paul ryan as they gear up the republican convention now just a week away. to start building excitement, the running mates reunite monday with one of this year's all-important swing states. joe johnson is here to look ahead at what else we can expect in a big, big week ahead. >> it certainly looks like the ryan/romney campaign could be changing its strategy already. last week, paul ryan himself said, and campaign aides confirmed, that the initial plan was for the two men to split up more often than not in the few weeks leading up to the republican national convention in tampa. now, mitt romney and paul ryan are already scheduled to reunite for a campaign stop in the manchester area of new hampshire and the campaign has left open the possibility of more stops to together later in the week. early reports are those stops cob in the midwest. new hampshire was the place where romney originally was

supposed to make the announcement of the pick for vice president. they planned to do it last friday but that got postponed until saturday because of a memorial service for the victims of the sikh timle shooting in ryan's home temple district. ryan and romney work well together. i saw them campaign as a team. romney clearly appears to get some pep in his step when he is with ryan. there is some elevated energy there for one thing. the tandem of romney and ryan has also been drawing large crowds, conservatives certainly like ryan a lot. the romney campaign is going to try to capitalize on that. as you know, it is a gamble for the romney campaign. obviously, the two of them can cover more ground in the all-important battleground states if they are campaigning separately, rather than together. >> so you see this, whatever this pick is made. yowant them to tam cain together. you want people to get the optics, it looks like they air good team and work well together. you are dead right about ryan

energizing crowds. i was watching him this week. how do they deal with the delicate balance? in the end, americans pick presidents. it is governor romney that has to step back. if he is going to win, it has to be him. >> it is very clear they are walking a very delicate balance there. i think you will see it in the coming weeks. romney is going to establish himself as the man who is running for president, vote for me. ryan is my sidekick. that's generally the way it works. though, so many conservatives out there see ryan as so important now to energize them and get them to the polls in november. >> when you talk to folks, there is no question this pick was largely designed to give mitt romney someone he likes and can work with and to energize the conservative base. how did the romney campaign deal with the questions of, might it hurt nut mid snl. >> that's certainly a possibility. romney is hoping he himself can make the case to the voters in the middle and let ryan worry about the conservatives as well. romney thinks he can handle

that. he has certainly proven that being a massachusetts governor coming from a state where he had to appeal to both sides. >> don't get any bluer than massachusetts. it may be the republicans turning the spotlight. don't expect president obama to lay low during the week ahead. he is also visiting swing states and raising campaign cash with the help of some n bchl a stars. here is dan lothian. the president will be heading out to nevada. that's an important state for the president. he has gone there talking about what he has been doing to help the homeowners that have the upside down mortgages. that is a state that has been impacted by the downturn in the real estate market. the president visiting that key state and going to the state of ohio. that's a place where recently he had that bus tour, has been spending a lot of time in the state. he is ahead in the polls. both states critical to deciding who wins the white house. of course, the president also going to new york. new york city, as you know, a

lot of money there. he will be going to collect some campgn cash to fuel this competitive race. >> new york more of an atm than a swing state. how do they view this in the obama campaign? they understand the ebb and flow of campaigns. mitt romney will dominate an get most of the spotlight. how do they decide in the obama campaign when to engage and when to step back and let the republicans have their day? >> right now, it doesn't appear they want to step back. they are engaging with the candidate or on the air with these very tough campaign ads. they have been pushing this issue of medicare. that's something that has been part of this campaign cycle but not the key focus. when paul ryan was brought upon as the vice presidential pick for mitt romney, that became a central focus. we saw that from the president when he was doing that bus tour in iowa. the campaign plans to keep pushing that, say that under the policy of what mitt romney and paul ryan has, they are painting

them with one brush, that medicare will be changed, as we know it, it will be changed and turned into a voucher program. the romney campaign saying the president has taken money from medicare to fund, quote, obama care. medicare a big issue we will keep hearing the white house and the president push in the coming days. >> they have also been pushing for weeks to return more of the tax returns. now, the obama campaign having what i will call a not so friendly exchange of notes. >> i guess we could call this let's make a deal. what you have is the obama campaign really trying to push the romney campaign into the corner. they have been asking for more taxes to be -- tax reports to be released. they believe the american people deserve to find out about the financial background of a presidential candidate. some republicans have been pressuring romney to do the same. they believe if he releases these tax returns, then this issue will go away.

now, you have jim messina, who is the president's campaign manager, firing off a letter to the romney campaign saying, in part, quote, governor romney apparently fears that the more he offers, the more our campaign will demand he will provide. i am prepared to provide assurances on just that point, if the governor will release five years of return, i commit in return that we will not criticize him for not releasing more. they say they won't criticize him in ads or any communication or commentary. for the romney campaign, matt rhodes writing his own letter and saying, it is clear that president obama wants nothing more to talk about governor romney's tax returns instead of the issues that matter to voters like putting americans back to work, fixing the economy and reigning in spending. the romney campaign has said, this is not an issue. what mitt romney wants to focus on is how he can go out there and create jobs for the millions of americans that are still out

of work, john. >> that's at least good to know. despite all the nastyness they can have a nice exchange of notes. a group of veterans including former navy seals now accusing president obama of taking too much credit for the killing of osama ben lad din laden. we have discovered some links the group has to the gop. it's new web video rakes the president for his campaign references to the bin laden raid. in a campaign ad, bill clinton raises president obama's courage for ordering the navy s.e.a.l.s to launch against osama bin laden. >> supposed they have been captured or killed, the down side would have been horrible for him. >> the president emphasizes it on the campaign trail. >> i promise tded to go after

bin laden and al qaeda and we did it. >> mr. president, you did not ki kill osama bin laden, america did. >> that's former navy s.e.a.l. ben smith in a new video slamming president obama. the 22-minute film features former s.e.a.l.s, special forces and intelligence officers, skewering the president for taking president for the bin laden raid. the president pushes back. the obama team points to this interview wolf blitzer did recently with the commander of the raid. >> at the end of the day, make no mistake about it, it was the president of the united states that shouldered the burden of this operation and made the hard decisions. i pressed ben smith on that. >> he gets the credit for having osama bin laden killed under his watch. if he gave the order, wonderful.

taking all the credit with the i, i, i, me, my and using us as a political ad is wrong. >> they also blast the owe bama administration for becoming public. >> we have procedures that were compromised and knew the name of the dog on the operation. >> they deny taking parts in any leaks and says the republicans are resulting to swift boat attacks. a reference to the 2004 attacks on john kerry's vietnam war record. >> this new film was made by a group called opsec. a spokesperson says it is nonpartisan. they found many links between the group and the gop. scott taylor, once ran for congress as a republican.

a spokesman for the group has done similar work for the bush administration and republicans in congress. ben smith, that former s.e.a.l., told me he is an independent voter but says on his facebook page that he was once a spokesman for the tea party. >> and opsec lists its headquarters as being in this building in a certain suite and we found out also in that suite are two republican strategy groups and no other groups. we are told by someone in the suite that opsec doesn't have much more than a desk there. a spokeswoman told us where they are located has nothing to do with the message they wanted to get out. >> could that message hurt president obama like swift boat damaged john kerry? >> it could hurt him. it is a very competitive election. it is going to come down to 25,000 votes in a handful of states. national security is a sensitive issue for many people.

>> op. is is one of three groups coming out with that. neither would confirm the military experience of those in the film. >> this is one of the stories where the old watergate rule applies. can you follow the money? where are they getting it? >> they are not disclosing their donors, set up as a special nonprofit under the tax code. they did tell us they have about $1 million at their disposal and plan to run ads in the swing states. we will see if they do and what kind of resources they have. >> stay with us for a death-defying drive. ben wedeman and his crew drive to the city and run out of gas. you will see what people go through every day. candidates going negative. it has been happening for centuries. we will take a look at 200 years. 200 years of campaign mud-slinging and the battle for the state where barack obama scored his first big victory in 2008 could put the romney/ryan

we hear plenty of complaints about how negative this presidential campaign is. really, it is nothing new. what we are seeing around this time, pretty mild. john berman has dug up some of the ghosts of campaign's past. >> reporter: mitt romney, the ad implies, he was more or less

responsible for a woman dying. >> she passed away in 22 days. >> reporter: a stretch to say the least. barack obama, it says he wants to end welfare reform. not really true either. now, mitt romney and barack obama do not agree on a lot but they do agree this campaign s become positively negative. >> there is so much negativity and so much cynicism. >> what's different this year is that the president is taking things to a new low. >> different? different than, say, mitt romney's campaigns against rick perry, rick santorum and newt gingrich? >> are you calling mitt romney a liar? >> yes. >> or for that matter, barack obama's campaign against hillary clinton. >> shame on you, barack obama. >> if history has taught us anything is that every campaign in history seems like the most negative in history. >> 2010, likely to have the most negligent sieve campaign ever. >> the most negative campaign in

memory. >> the most negative campaign any of us can remember. >> reporter: negative campaigns existed even before superpacs. lyndon johnson indicated barry goldwater would start a nuclear war. glover cleveland accused of having a child out of wedlock, ma, ma, where is my pa? andrew jackson accused of killing a man and having a wife that was a big ga mist. john quincy adams, it was said he procured prostitutes for the russian czar. thomas jefferson, they said his election would result in murder, robbery, rape, adultery and incest. until we get charges of robbery, nuclear war starting or prostitute procuring, maybe this will have to wait. >> the president is taking things to a new low. >> they might be mean, cruel and cynical but negative campaigns are not blights on history, they are our history. >> if there is one thing that does seem different this year, it is not that the negative

less than three months to the presidential election, some new states, smaller states, are becoming prime battle grounds. in the race to get to 270 electoral votes, tiny places like new hampshire, four electoral votes, wisconsin, four, iowa, with six are becoming big battle grounds. this past week, i spent some time in iowa. >> we go through probably 3,000 an hour. >> choices, choices, choices. the iowa state fair is a test of diet discipline. >> take another one. >> and on the spirit of farm state fund proved this time around, iowa is a competitive presidential battleground. president obama stopped by the fair during his three-day swing. the romney campaign shows it for paul ryan's solo debut, different feel than three years ago. >> we have a real battle going on for the heart and soul of the

people for this state. >> republican governor, terry branstad say they are fouled up. >> president obama had a tremendous filing but they feel betrayed. he hasn't done what they visit an obama campaign office and you see the competition up close. >> can i count on you to vote by mail? >> have you been out hustled here? >> i think we have an organizational edge in the state. we have done a good job of registering new voters. i think we are building that back up. i don't think we are going to be outhustled on election day or the next 85 days. >> mitt romney's middle class tax increase. he pays less. you pay more. >> the tv ad war is bruising, $6 million in the past month.

the obama campaign outspent the romney campaign almost 2-1. add in party a superpac spending and the pro-romney forces had the edge. >> 4 million fewer jobs than president obama predicted. >> iowa is a greatest of the ryan factor. the president's team says his policy views will trump his midwest roots. >> he may hail from wisconsin but he is very much a product of the right wing washington think tanks and that vision is not a good vision for this country. >> governor branstad says ryan helps with critical catholic voters and is in tune with iowa's biggest worry. >> the number one concern is the budget deficit. >> 1 million people attend the fair. both campaigns are working hard, signing up new voters, new volunteers and leaving the fun to others. >> joining us now, "new york times" national political correspondent, jeff elliot. this is where we have it now,

237 for president obama, 236 for governme governor romney. >> it is a toss-upstate. >> al gore won in 2000, george push in 2004. the result in 2008 is a bit of an anomaly. this ryan pick, without a doubt, i was in iowa as well, has energized these conservatives that were a little unsure about mitt romney. >> you look the awisconsin. "new york times" has it a toss-up for some time. if governor romney can put that in play and iowa, you have a very different midwest than four years ago. >> without a doubt. that is one of the places that governor romney probably thought was out of his reach before this. it makes it competitive. it sends a signal to all these outside superpacs to start spending money there right now. it is going to insure the obama campaign and democrats are going to have to spend their limited resources there. let's move iowa to the

republicans and wisconsin to the republicans. it is a hypothetical. if you do that, 237-222, what the democrats would tell you, ryan puts medicare front and center. what happens down here, can governor romney win 29 electoral votes in florida? if that goes blue, if he kept what i had against florida, he is knocking on the door. >> he can win but he would have to put one of the democratic states in play. he would have to win a michigan and a wisconsin. what they are going to have to do after labor day is make a choice between trying to make a vanity run in michigan, which is sort of in governor romney's blood or go for michigan. if florida comes out of reach for republicans, we don't know, if it does, they have to run the table absolutely everywhere. >> that gets interesting. if that one goes blue, governor romney has to win all of these. let me switch maps for one final play if you look at this. this is what strikes me. this is 2008. you see this right here. president obama just owns it. he owns the industrial midwest,

the heartland of the country. if you look at 2010, these are your senate races, your governor races. i you can taed to governor branstad when i was there. he made this joke, indiana was already republican. he said, if you look at what happened in the governor races, illinois, that's obama guys there. he made the point, we have them surrounded. do republican governors matter when it comes to this election? >> i think it matters in terms of the infrastructure. if there would be a recount, it matters. i don't think it matters as much in 2012. 2012 is not the same electorates athe midterms in 2010. there is some sort of a backlash to these republican governors policies. john kasich not as popular as he would like to be as mitt romney would like to have him be as the head of the republican party. >> it is a better question as we get through both conventions. when you look at this map, i am going to turn florida back and the states back to where we have them in our math right now. when you look at this map, you

think, okay, if ir that is one state where he is going to spend a lot of time in the final 20 days, is there one. >> i don't think there is one. there are several staltes. you have to put virginia up there. if he can keep virginia in the winning column, that makes it difficult for republicans to win. ohio is always a good place to keep your eye on. if governor romney cannot win ohio, it is tough for him to reach the white house. no republican has done it. >> almost impossible for governor romney. jeff, we appreciate your time. we will be going through the map a lot in the next several weeks the obama campaign says it wants to make a deal with mitt romney if he releases more of his tax returns. just add how team romney responds to that. facebook, is it a deal or a danger? mitt romney stirred the debate over his taxes again, revealing new information about how much he says he has paid. >> i did go back and look at my taxes and over the past ten years, i never paid less than 13%. i think the most recent year is 13.6 or something like that. so i have paid taxes every single year. >> the obama campaign's response, prove it. joining us to talk more about all of this and where we are going from here, washington post national political reporter andtime washington bureau police chief. how much does it matter? governor romney said i have paid some. harry reid saying he had paid none. >> you released five years of return, i commit we will not criticize him for not releasing

more. >> that's a very narrow promise that he is making. he is not saying they won't criticize whatever is in the taxes. we know at some point, he will release the 2010, the full tax returns. he is hoping to put this to rest. i don't think he will. i don't think most voters care about this single issue. i think what democrats have been expert at doing is trying to paint mitt romney as somebody who doesn't have to play by the same rules as everyone else. that's the case they are making. >> democrats say a rich guy who is hiding something. the romney campaign says it is clear that president obama wants to talk nothing more than governor romney's tax returns instead of the issues that matter to voters, like putting americans to work or fixing the economy. >> it they become their worst enemy or did they need to say something? >> he was going to have to suffer follow-up questions particularly after he told abc he would go back and look and see what his rates have been. he invited that follow-up. they had to know it was coming.

they did not think he was going to be talking about taxes where they wanted to focus on the white board. the one thing that's interesting is to see the romney campaign trying to claim the high ground. one thing they can do with the ryan pick. paul ryan is divisive and controversial in many ways. they can say it is a campaign abousubstance and ideas. paul ryan is looking at the budget, 10, 20, 30 years out. the obama campaign is coming at us with negative attacks. it is interesting to see them try to take the high road. it often does not succeed. i think the obama campaign is on to a winning issue. we will have to see how it plays out. >> you mentioned this is the odd period in every presidential race where we meet the new running mate. who knows if it will matter come election day? it usually doesn't. we did meet paul ryan. i tried to ask him a question in this great cluster. part of the question is how successful will he be an how different from governor romney will he be?

let's watch this brief encounter. >> they are already calling voters in your state and iowa saying, this is proof they are going to take away your medicare. >> we will take all these issues later. our job is to strength then and protect medicare. that's what we do. president obama is ultimately rationing medicare. we will deal with these later. >> the ryan pick has put medicare front and center. what's fascinating is that the romney campaign says, we have raised more than $10 million. it has energized the base. that's what the obama campaign says. >> are they both right? >> they are both right. we have seen that play out over this week. you have seen the base very excited, very similar to the palin pick, when so many people were energized, people flooding the phone banks and making calls. i don't think we expected to

talk so much about medicare. the romney campaign focused on where are the job. the john boehner slogan was the center fees of their argument for gaining the white house. now, we are talking about medicare. i think the republicans have very much been on the offensive on this. they had a campaign ad out. now, you obviously see obama on the defense, an odd place for the democrats to be. if you look at karl rove, they are trying to make the case that if we actually have a policy debate about medicare, after a few years in which every american has made tough choice that is maybe the republicans can turn this issue in their favor for once. >> the karl rove position is that in the past, you have not had democratic legislation that took any money away from medicare. the obama health care bill did take some money away. it is mostly to providers and not beneficiaries.

republicans feel like they have an "in" that they never had before. they might be able to fight the democrats to a draw. i'm not sure it is where they want to be fighting. as you just said, what they are not talking about when this medicare argument is happening is job creation, people who are unemployed whose cousin or spouse might be unemployed. they are not saying we are going to get you back to work in i afew months. they are talking about the next generation. they are hitting democrats on cuts for seniors which they allege are coming in the short-term. i think the winning argument is near-term job campaigns. >> how important is this? >> the republican convention is a week away. paul ryan last week. that'sow it works. governor romney is going to be front and center. only governor romney can beat president obama. how do they do this in the next week. they will be together in new hampshire. what's the challenge for governor romney? >> i think the challenge is that

he has to reintroduce himself to the american public. you have seen all summer where the democrats have been experts at focusing aon the lay-offs. you obviously see ann romney there. they will try to humanize him with that lavish video about his bio. that's the challenge, having a message that ret son nates with people. >> my sense is that a lot of american people don't feel like they know mitt romney. he doesn't want to talk about his time as governor or bain and his religion is sensitive. >> michael crowley and nia henderson, thanks for coming in. a surveillance camera that knows your face and tracks your shopping habits. is it a big deal or things to come? the chef, julia childs, like

much of their personal information is actually being made available. it is not simply their identity. on facebook, for example, it would be their network of friend. it would be their likes and interests. a lot of that information would become available and i don't think people would agree to that. >> reporter: i ran that by red pepper's ceo. >> we're not actually going to be pooling all of the data. not to mention, applications that we do for retail companies around the country and all that kind of stuff. people allow apps -- applications all the time. it is like allow this app. it is essentially saying that we can have access to your network, and i think that's sortf a comfort line that people are moving towards, as long as that information is not misused. >> reporter: what does facebook think of all this? facebook is a big part of the process and that facedeals logo looks an awful lot like facebook's. a spokesperson says facebook is not commenting on facedeals. they just want to make sure people make informed decisions
