"a.c. 360" starts now. thanks very much. good evening. everyone, a lot of politics to cover. first, the breaking news we are following now. new information on tropical storm isaac. we know it may threaten the start of the republican convention in tampa on monday. but it would be a matter of life and death for the people in its path. living in tents in haiti and exposed to elements, wide open to bad weather, and they are some of the first that could be in jeopardy. what do we know from this new data? >> i know you have been to haiti and that situation. i can't imagine 24 hours in. this storm is on its way just to the south f port-au-prince. the worst side of the storm will be there about this time tomorrow night. you have 400,000 people or close to that number living in tents and wind going sideways.

i can't imagine tomorrow night in haiti, absolutely unbearable. the wind, 45 miles an hour a gust of 50. that is up 5 miles an hour from the last update. hurricane hunter aircraft are in it, they're finding it more organized, and that's how it gets to be a hurricane before it hits haiti tomorrow, anderson. >> it could become a hurricane tomorrow? >> i believe so. it's in the very good water now. it's warm. there is not a lot of sheer. there is not wind blowing all over the place and it hits land when it hits land and it breaks apart. and then the hurricane goes away, we are back to ts and over cuba, we are still a tropical storm. as it gets near key west is when it gets to be a hurricane again. and the hurricane center has a category 1 85-mile-per-hour storm in the gulf of mexico. but in the update, they said that may be very conservative. we have to keep watching. >> 400,000 people in haiti lives in tents from the earthquake still.

though tents those tents could be blown away. a lot of people wondering about the impact on the republican national convention monday. what point do you think we will be able to tell if it looks like it may hit tampa in a wig way? >> well, it's 100 miles away in the center line. if it's a hurricane here, you will have close to hurricane force winds in tampa or at least tropical storm winds. and that point in time, though maybe the faa doesn't shut airports down, certainly airlines are going to say we're not flying. and you start canceling plains, that is going to be a big headache on monday. if this thing does -- anderson, we were in tampa waiting for charlie in 2004. and it was going to be a big storm. it turned to the right at the last moment. if it's over here and this storm turns to the right, then tampa is another very big story.

that might be only 24 hours before landfall. that is the real rub about when do you start telling people to stay home or getting out of the way. these things turn right and left quickly. >> we have folks in haiti we are going talk about. chad, thank you very much. heading to tampa. the storm known as congressman and senate todd akin has arrived in florida. he said he is going to skip the convention, leading republicans who wanted him to drop out of the race entirely, of course. and they hope out of the national picture. here is a sign how politically toxic he is. mitt romney doesn't want to be ask a question about akin or abortion. he doesn't want to be asked those question. there was a catch no questions about akin or abortion. the obama campaign sent out on e-mail says women across america

deserve to know the truth about romney/ryan's extreme agenda. that notion is part of an effort to paint the romney/ryan ticket as the romney/ryan/akin ticket. take a look. >> the republican party has now adopted congressman akin's policies as part of their flmple. >> paul ryan and todd akin, like two peas in a pod. >> and now we have a republican party platform that was designed by mitt romney. >> that's the message, that the platform, the republican party platform was designed by mitt romney. keeping them honest, there are truthful ways of making that message and less than truthful ways. i'm going to talk to her in a moment but first he want to show you some of the fund raising letter that she sent out this week. it starts off by saying friend,

here's the republican party's message to women in 2012. no choice. no exceptions. it went on to say, their party just voted to embrace akin's position by including a constitutional ban on all abortions even in cases of rape or incest in their 2012 platform. then the dnc chairwoman calls out romney and ryan saying they don't totally aagree with that platform. but guess what? the los angeles times was wrivern at the direction of romney's campaign. it seems pretty clear, right? keeping them honest, that quote was taken completely out of context. it was ripped in fact out of a sentence. if you put it back into that sentence, here's what it looks like. quote, this is from the l.a. times. delegates for presumptive nominee mitt romney are voting down substantive changes to the

platform language that were written at the direction of romney's campaign. so the dnc takes the last eight words out of that sentence. there are facts that contradict the dnc's claim. first the abortion language in the 2012 platform, it hardly differs from the 2008 language and the 2004 lack wage in the platform. that language obviously wasn't written by the romney campaign. peter hanby was in the room while it was being drafted. he said romney's advisors made any number of suggestions but not on the abortion plank. you've been sending out fund raising appeals that seem to link romney with.

in 2000 and 2004 and 2008? because it's the same language -- >> actually. >> people could suggest changes and the romney did suggest changes to a few sections but they didn't say anything about the abortion language and you can fault them for not pushing their position but you can't say they designed the abortion section. >> in fact, we definitely can say it, because even in the previous platform, mitt romney has embraced previous platforms and embraced that language and has said he would be delighted to support a constitutional amendment banning all abortions. but there's no getting around that he has fully embraced a policy -- >> he has for years, you have to acknowledge, he has for years publicly said that he supports abortion in the case of rape, incest or where the life of the mother is at stake. >> i can certainly acknowledge that he says that out loud.

they're just saying specific language that the romney campaign wrote, their is your gates are voting down and abortion language was not part of that. >> anderson, the bottom line message of our e-mail is that "a," women need to know the difference between the two parties and the two presidential candidates on a woman's right to make her own reproductive choices and that mitt romney can say that he's for an exception for rape or incest. his party platform doesn't reflect that. he has previously fully embraced a human life amendment with no exception and said he would be delighted to support it and women need to know the difference. and women need to know that mitt romney is simply saying one thing but not insisting that his party's policies as reflected in their platform reflect his views. and we're not going to let him get away with it. this is an important decision and they need to be informed. >> my only point is, it's my job

should say, we spent a long time trying to come up with a title for john king's segment. might make you sit up more, take notice, when one of the best political minds in the business is coming on. we have not rolled out a title because all of our idea stank. king side download. they are cheesy and lame. john is taking his head. we decide to call it what we think it is. and we made a fancy graphic, the part of the show where john king makes you smarter. john? >> three new battle ground state polls out today in and this race, 75 days before the election and days for the republican convention is about as close as you can get. and all the states, obama states in 2008, wisconsin, ohio, and florida. let's go through them. we look at wisconsin and stretch it out, you see this is the "new york times" polls that is a dead heat. the president with a slight advantage. proof positive the paul ryan pick is giving them a bounce in

wisconsin. it has been a democratic state in presidential politics for a long time. it's a battle ground now. the one up place where you do see evidence of immediate help for romney. when it comes what is often the decisive battle ground, the state of ohio. here you see a slight advantage for the president. some other new polling shows the race a little closer. this is a competitive race and this is a state, it's almost impossible to do romney wins math without the state of ohio. so he needs to improve his standing here. and the state of florida, the home state of the republican convention, weather permitting. but at the moment, as close as they come. the president, a slight advantage here, that is within the margin of error a dead heat in the state of florida. the convention, a chance for romney to move the numbers there. as he tries to do that, and let's look at the key subgroups there.

older voters will be critical in the country, especially if a state like florida. if you look at the age breakdown, the president, winning among younger voters a key part of his coalition in 2008. and look at this, mitt romney in the state of florida a big 13-point advantage. that is better than mccain in 2008 and better than bush in 2004. if romney can hold that, it bodes well for his chances in florida. what does it mean? let's look at how it plays out with the electoral college. if you look, wisconsin, ohio, florida, we have them as ssups. right now, the president, a stronger lean. 237 of the 270 he needs. and romney is a bit behind. 206 of the 270 he needs. if romney can pull out florida, ohio, look at that, he is closing -- he is pasted president, knocking on the door. if he can get wisconsin, he's knocking at the door of being the next president of the united states. he neetds one more big state.

that is if he can all three. what if the president won florida and lost none of the states he has right now? if he wins florida and ohio, to it's game over. that shows you why the three states we are talking about now, especially florida and ohio, are so critical. romney has a tougher map. he needs to win florida, needs ohio and would like to win wisconsin. the three states, florida and ohio, if they are not red come november, very hard to see romney in the white house, anderson. >> john, i want to bring in candy crowley, chief political correspondent. the poll numbers john just outlined, a point of two increase here and there. what do you think is behind that? >> a couple things and the dynamic of the race, like the poll numbers, haven't changed that much. because what you have are countervailing forces. you have the economy, which

really is a drag on president obama. still when you look at the polls. any time you have an economy showing the kind of figures that this economy shows right now, it's a danger zone for the president. on the other hand, you have mitt romney who the american voter has not yet warmed up to. they still have this skepticism about whether he can make things better. some of the early advertising from president obama and folks supporting him has done pretty well at tamping down any kind of expectation that mitt romney would kind of pull ahead in this sort of economy. so you've got these two forces. you've got the economy and the likability of mitt romney, which really he's shown know head way. and that's why when you look at the convention and the upcoming debates it's so important for mitt romney. >> john in the states where romney is showing signs of improvement, how much of that do you think is addition of ryan to the tickets or signs that obama's ads might be working? >> i would say the former more

than the latter. if you look at the new polling if you look at florida, ohio, one of the things that is clear, it has helped among the conservative base. this has helped a little bit. you have a fascinating dynamic now. hundreds of millions are dollars. if you look at the latest polling, in part because of paul ryan, governor romney is rock solid among conservatives and republicans and obama is rock solid. and so it's a bit of paul ryan. the ads have been mostly a wash. both sides and all the super pacs, essentially what they're doing is confusing people. >> in the battle for the undecided for the independents, it doesn't show anything for the akin remarks. because of when this poll was taken. do you think that may have an

impact, just the whole discussion about abortion, abors rights? >> we'll see. i think the romney team is lucky they have the conventions back and they can turn the conversation back to where they want, which is the economy. it doesn't surprise me there is no real switch here, because we know there is a huge gap between the percentage of women intent on voting for obama and those intent on voting for romney. there is already a huge gap there. and to add one thing about what you and john talked about, yes, it's certainly going to be about the swing voters and more than that, this is why we got the ryan pick, it's about getting your voters enthusiastic. and getting them out there. it's a turn-out election more than a message election. >> how much of a bump can a candidate get and how much does that bump last? if you look at in past years, past presidential races, whatever bump, it has faded for a number of candidates. >> they do tend to fade, especially for the candidate

that goes first. and romney is going first. i remember leaving atlanta with michael dukasis and there were 17 points ahead. guess what? he lost 40 states. he would love to boost his number there. and more than a two or three point bounce, they go deeper in the polls. candy is right. the obama people have defined govern or romney in the ving and summer as a rich guy, but they've made the case he doesn't care about the middle class. that's when they have to move. does he care? does he understand? does he get your problems? and governor romney leads among seniors. he needs to boost that number. because when the democratic convention comes down a week later, they are going to hammer romney and ryan on medicare.

in will you be lubbock county where the commissioners were debated to add extra taxes to add funding to the sheriff's department. you wonder, how do you go from debating that to talking like that. >> he is going to send in u.n. troops. i don't -- >> u.n. troops. >> with the little blue beanies. i don't want them in lubbock county. i'm going to stand in front of the personnel carriers and i asked the sheriff, are you going back me? he said yeah i'll back you. i don't want a bunch of rookies back there. i want trained, equipped, veteran officers. >> the local reports went and asked the sheriff about this. the sheriff, anderson, says they talked about the contingencies but none of the talk of civil war has come up.

>> the bill looked like a shoo-in. it sailed through the senate with overwhelming bipartisan support. the next stop, the state assembly and there, it died. not just by lawmakers voting no but lawmakers who chose to stay silent. they chose to not vote at all. >> is there a motion on the bill? this is the assembly this year. there are 11 voters, four key members, members of padilla's party, chose not to vote at all. which in california is as good as saying no. their silence killed the bill. that fell one single vote short of being sent to the full state assembly. why do they stay silence? >> out of fear that the campaign dollars will no longer follow their way. >> reporter: it comes down to cash. campaign contributions from special interest groups. gloria romero knows a thing or two about it.

she's a former head of this committee. not voting, she says, a political teflon. they don't look bad to their constituents and the money from the unions keep flowing. >> they voted no because they were tied to the hip thinking nobody would find out that abstain vote. we found out. we're outraged. >> but is it simply about the money? >> dan newman is president of map light. a research group dedicated at looking at money's influence on politics. we looked at teachers unions and committee members from january 2009 to may 2012. >> the money correlates with the vote. >> with the exception of the committee chair, the numbers reveal a pattern. all those voting no or not voting, received money over the years from education unions than those voting yes. >> i don't know what is in the lawmakers' head but lawmakers
