want them. cautious red dents pack in parking lots to get stocked up. and while some businesses in key west are boarded up, far be it from locals in town to not have parties. die hards are are riding the storm out in bars and in and around duvall street. >> hello, everyone. don lemon here. exactly the top of the hour. you are in the cnn newsroom. we are mostly about one thing this evening. the disorganized spinning rainmake their is whipping up the gulf of mexico right now. it's still a tropical storm. it is isaac. give it a few hours and we will talk about a hurricane, no doubt. the new protection puts the storm smack in the middle of new orleans and people to the east and west are under a hurricane warning. ready or not, isaac is coming. and key west, rain, lots of it covered the streets. shop owners busted out the

well-used fly wood, covered their windows and rode it out. and nowize sick moving over warm water, getting strong interheaded for the gulf coast now. the cnn severe weather team is all over the storm. john zarrella is in key west in and brian todd getting rained on. we are going to talk to them. but we are covering the storm, tropical storm, from all angles. chad myers, what do we want to know. >> we are talking 150 miles from the center, we are seeing rain come on shore here in south florida. you get winds 30, 40 miles an hour. and you see the lightning strikes. don't go out in the lightning. it kills more people than anything else. and here is the biggest picture. the sat lead. notice the colorful now-ness,

it's evolving into a more organized storm. as soon as the storm gets an eye, the engine starts. it really beginning to go and that is why the hurricane center says, as soon as it gets going, it's on its way to go 70, 90, 100 miles an hour. i don't want you to focus on the line but i want to draw your attention that new orleans is back here oren the yez ear side of the eye than the hard side of the eye, which is mobile over biloxi and gulf port. it could turn to the right and hit parts of florida and stay to the left, like it's been doing. if you remember, the forecast was something like this. and then it was this. and then it was this. and now it was this. so every progressive cycle, we are going left and left and left and left. the planning desk is saying, do we need to send someone to galveston. we don't know that answer. >> there was one stray line. and the meteorologist said,

don't look at the line over there. and now that line is where it's going. >> it was the european model. >> are you serious? >> i am serious. 76 hours out, it destroyed all the other models. give them credit. i'm going to talk about this in about 30 minutes. this is the heat of the gulf of mexico and how that is changing from what was katrina. katrina was a lot different. a lot hotter when katrina got in the water. >> stand by. we were going to go to john. but let's talk to ed rapport from the hurricane center in miami. you seem to have no doubt in your mind that this tropical storm will become a hurricane. the question is when. >> let's say we have little doubt it will be a hurricane. intensely forecasting is a tough job.

at this point, we think a category 1 hurricane, probably category 2 in two days. what tha means, really tomorrow, munld, is the only day we are guarantee there will be conditions that allow for preparations along the coast. by tuesday, t weather will be rough. everybody should be prepare ag long the gulf coast, really tomorrow. >> yeah, and you know, chad was just mentioning the temperature of the water in the gulf. and there's -- the heat -- you said there's an area that is hotter than most of the gulf here? >> yeah, the heat content when katrina was in the water is hotter than it is now, 10% or 20%. that is significant. and where the storm is going here, the loop current never got this there this year, where katrina was in the hottest water it could have been in. ed, address that here. what do you think isaac could be if everything went perfect for

it? >> if we take a look at where our statistics are how good or poor we are forecasting, we average being off by a category or a category and a half by a two daytime frame. it could be category 1 to a higher end category 3. >> a higher end category 3? >> that is the upper range of what the possibility is, given that we are forecasting category 2 at this had point. >> all right. >> he did not just forecast a category 3. >> he said if everything worked perfect, if it hit the heat and everything at the highest end, it could be. >> it's like taking a poll. you say plus or minus 3%, that is what they are. plus or minus a category and a half. >> with e want to the go to john zarrella, key west, john zarrella is there. john, has the worst of the storm past now? it doesn't look like it's

raining where you are? >> reporter: no, it actually is not raining here. and it hasn't rained significantly in a few hours. before that, it was quite heavy, torrential rain, wind a the storm moved over us and passed us. you can look up and it's hard to tell. but as you watch the clouds moving and rotating, you can see them spinning to the north. that is actually -- we are looking now to the north. and a little bit to the west there. so the clouds spinning out over the gulf as it's pulling away from the keys. we talked to monroe county emergency mansion folks up in marathon, about 40 miles from here. and they had did sporadic outages here earlier. but that was corrected. they were able to get crews out. no major problems there. a little bit of overwash and

flooding in key west but very, very minor. they are making the first assessments and what they are seeing, first blush, it looks very good throughout all of the keys from the standpoint of very little damage to speak of. a lot of palm fronds down, that stuff that you expect to see. but beyond that, no significant damage. you know as well as i do, that is a huge vacation destination and the tourism officials are saying they really believe tomorrow will be a day to assess and a day they are telling us when the people can get their shutters off, get the sandbags away from the doors and they hope they can be open for business again by tuesday. and certainly at the latest on wednesday. but again, yeah. clearly the storm is pulling away from us. and pulling away from us vry quickly. and they were very, very fortunate. >> it looks like the sun may -- if it wasn't so late, the sun might even come out.

>> yeah, absolutely. sure. >> the center of circulation, southwest of john right now and the winds and the clouds are going from south to north. he is on the other side of the e eye now. there isn't really an eyewall there. and significantly different damage and we are lucky this is not an 80-mile-an-hour storm and this is a 60-mile-an-hour storm. >> thanks, can you pull up naples now. and officials warning people not to u.s. estimate isaac. brian todd is in naples, florida. storm surge concerns there? >> don, it's become a significant rain event here. rain bands are just swiping the coast here all day. we have another one hitting us now. the photo journalist can take you down the coast here. show you how heavy the rain is. this is not a wind event. the trees are not blowing at all.

this is a rain event. the squalls have been coming all day. they are woreried about the situation behind me now. it's becoming to be high tide. they are worried about the high tide and the storm surge. the high tide combined to storm surge can cause flod flooding inland. that can be a problem with that. no major problems with that. but i spoke to the emergency management here for collier county and i asked, in this situation, where the rain bands and the body of the tropical storm are moving away, i asked, what are are the biggest mistakes people make in these situations? >> well, there is a lot of frustration with a potential for saying it's just a category 1. well, we had significant damage from tropical storm debbie and

depending how long the storm says here, we can still have damages. so we don't want to be lured into a false sense of security just because it is a category 1. >> so that is a significant warning. don't get fooled by the fact that the wind intensity is not so great here. you can see the rain squalls behind me. you can see the rain coming, that is a concern, flooding. and the evacuation situation, it's voluntary. and they are concerned, marco island, and every city, low lying areas. they are concerned. but right now, the evacuation situation is voluntary. but again, another thing they are watching for here, possible tornadoes. with the rain bands coming in, once they hit the landfall, it creates friction. tornado can spawn from that. that is a concern. not out of the woods as you can see. >> all right, brian todd. you have it pointed out where he

convention plans? >> they to take a four had-day event, cram it in three days and have to have an outlook after changing it should the storm gain intensity and head into the gulf coast, perhaps hitting louisiana and causing some destruction. right now, what they are doing is shifting speakers, altering the program. the headlines will be the same. we will see ann romney and chris christie tuesday night make the case to the country why mitt romney should be president. and paul ryan is expected to accept the vice presidential nomination and thursday night, mark rubio will introduce romney to the country. that is all up in the air depending on what happens this week. they are breathing a sigh of relief in tampa. 50,000 people are going to be here. that would have caused a

logistical nightmare. >> people are worried about the storm perhaps stealing the thunder, no pun intended, of the convention. and mitt romney, now come the strategists and now it's time for that. is there a message to counter all the attention going to isaac? >> you know what they are going monday, don? they are going to gather the session and gather it up quickly. they are going to unveil a debt clock. it will click through 24 hours a day until the convention closes. at that time, they are going to point and say, this is where we are. they want to talk act the economy. they want to talk about jobs. and mitt romney this evening up in wolfboro, new hampshire. working on his speech. woe have heard he and paul ryan talking about the economy.

the 7th anniversary of katrina's landfall. talking about katrina, bobby jindal has declared on state of emergency for mississippi. and it wasn't supposed to hit new orleans at all there are some images from katrina that none of us will ever forget. many involve retired general who brought a measure of security to new orleans. >> put those damn weapons down. get those damn weapons down. >> a time when things were touch and go. american soldiers were seen by some as occupiers. and the recovery is far from over. the years after katrina are not forgotten. people there applauding him.

i applauded him when i saw him on the ground. there he is. general, joining us now from my hometown of baton rouge, louisiana. what goes through your mind when you see isaac going through the same spot. >> taking the lessons from fema and turning them into actions and the governors of the coastal states in actions. the actions by the governors, to declare an emergency, started evacuating people from low laying areas. one of the lessons, plan for people without cars. a lot of that actions have already started. ordering buses and ambulaes and focussing in on elderly

people and nursing homes. those are the big areas that are being paid more attention to and a big improvement in the levee system. >> just before i came to you, the mentioned that the governor of mississippi declaring a state of emergency. and robert bentley, declares a state of emergency for alabama as well. so the whole gulf coast preparing. you mentioned fema. do you think the military, fema, do you think they ready now? >> i do think they are better off than we were before katrina. the national guard is moving forward. they have assembled group of herselves along the coast. they are chasing the storm. yesterd yesterday, the story was florida. today, it's alabama to louisiana, and maybe a bull's-eye on new orleans. so they are positioning equipment. and the first response will be

the national guard. fema has already put coordinating efforts in all of the gulf states and along with the federal department of defense coordinating officers to be there to prepare. right now, there is no requests from the public for assistance but the national guard is koord nailing with the governors and fema and positioning logistics. so they are leaning forward. the issue now is getting the people evacuated. >> if you have a chance to voluntarily get out, do it as soon as possible. donna brazile, my colleague here, saying her family is getting out tomorrow. and issue v states of emergency declared by the governor. mitt romney gets ready for his big week.

police custody. it's chai noo's deadliest accident in more than a year. tropical storm isaac is soaking up parts of florida and fwatherring strength. up first, the big picture from chad myers. chad, the wind, where and it's not a hurricane yet. when can we expect that? >> either tonight or tomorrow. believe. maybe even just a little earlier than the national hurricane center because it's getting its act together. the pressure is getting lower. the lower pressure, like an "l" on the weather map. when the low pressure comes, it snows in the winter. when it gets a "l," it gets stronger. the winds catch up and the winds, though not catching up now, still 60 miles an hour l get stronger with that now. and that is the color we haven't seen in a while. and here is what the radar looks like now, showers coming on shore. every time a storm or shower comes on shore, the wind will pick up.

this is going to happen all night. same story. when you get a squall over your town, your house, the wind is going to pick up. we are not going to get squalling or winds over there tonight. and one thing to tell you about here, katrina versus isaac. they look very similar at face value. isaac, you look there and look at katrina, only 6-mile-per-hour storm now. katrina was already 105 miles an hour. they are taking similar paths. and the warm is not as warm. and someone tweeted, how much cooler is it? it's like putting regular or premium in your hot rod. and the water seven years ago was premium. this is mid grade. >> one degree makes that much difference? >> it certainly does. >> chad myers, thank you, sir. how about we go down to

mississippi now where they have a state of searchcy. the storm is just that, a tropical storm. when you wake up tomorrow, isaac will probably be a hurricane headed for landfall in the gulf coast. any where in there. ashley rodry is with our sister station in bay st. louis, mississippi, now, tell me, the storm may be a hurricane and it is coming -- most people there have been through it before. how have they reacted in. >> reporter: well, the weather behind me is not helping with the situation. people have been fishing. they are on the beach, they are walking beach boulevard here, and it's no big deal. and that can provide a false sense of security. and they want people to realize, you might be used to this. but pay attention and start at least considering making preparations. >> we got word that governor

there declared a state of emergency. does that make a difference? at least the response teams and the state are revving up. but people are not really paying attention right now, you believe. >> i'm not sure they are not paying attention. they are just not responding. like you said, people here are used to this. they know what to look for. and right now w this storm being so fickle and not really picking a spot, people are just kind of waiting still. i mean, we saw a couple of gas stations full but there were several that won't. some homes are boarded up, some are not. they are just waiting as a lot of people are. and they know, and the weather isn't helping move them along either. >> ashley, where exactly are you standing? >> i'm standing on what they call a jetty, on bay st. louis and it's a pier. and there is a pier behind the

how are you doing? >> well, you know, it's beautiful today. but it's knot going to be beautiful in a couple days. and alabama as well as portions of mississippi and louisiana and florida were placed under hurricane warning this afternoon. once we were placed under that, i went ahead and issued a declaration of a state of emergency and we have planned for a mandatory evacuation in two zones close toast the coast and those that are prone to flooding. so we are just making preparations for what may come. we don't know what going to come. they are two different -- european as well as the ameri n american -- >> the models, yeah --

all right. let's turn to cnn's chad myers. latest advisory in right now. >> for the past two hours, you have been saying, gathering strength, gathering strength. there it is. went from 60 to 65. they did find a 60.5 miles an hour wind with a hurricane hunter aircraft flying through it right now. they will be in this storm with hurricane hunter planes for the duration of it. there won't problem ably be 10 minutes there's not a plane trying to find something in or out of this, move north-northwest at 15 miles an hour. there we go. if you're keeping track at home, 24.1, 82.6 to the west. gusts are 70, here and there, fairly irrelevant when you talk about gusts. let's go to where that is. i'd put that 30 miles west of key west in the dry tor tu gas. >> what does that mean? >> in the dry tortugas. no one actually lives there. >> this is done. key west out of the woods, so to speak.

>> absolutely. i believe tampa is out of the woods, the winds coming offshore. you will get gusts. every time you get a thunderstorm that pops up like that, lightning, you'll get gusts at 20, 30, 45 miles an hour, just a gust. every time rain comes down, it brings the wind with it. most of the time there's not rain. we had john zarrella in key west all night long. it was clear and not windy, as soon as the rain started, the wind started. he rain stopped, the wind stopped. >> is that changes with the advisory? >> changes with the advisory, none. other than the wind speed. that would post all the way down through here what exact exactly -- where the warnings were posted, where the warnings were deleted, where watches were posted ordeleted. obviously, the storm as it moves, watches are deleted or added. >> let's talk more about florida. we have a picture from south florida, wspn from south

florida. it's in miami. you can see, yeah, those trees are blowing, the wind is moving. >> you take a look, this is exactly what i'm talking about. squalls come on shore. scales co squalls come in, winds come in. they canceled almost 500 flights today in and out of miami because of this wind. that's significant. >> 555 i'm being told by producers. that's the issue with the convention, flights, people coming in. this is in miami. i imagine tampa's airport is not being affected. when you start delaying major airports that affects everything. >> what does this mistaken for the gulf coast, mississippi, alabama, i just spoke to the governor, what does that mean? we have about 10 seconds. >> the reason that happened the track has shifted to the west. mississippi, if this track is exactly right, will have the same type of surge
