20,000. alison kosik at the new york stock exchange. 20,000 is an incredible number. what does this mean? what's behind this? >> reporter: okay, so that dow 20,000 just remember that theory is coming from one lone bull, from a strategist from jpmorgan chase who says the dow could hit 20,000 in about four years and here's his rationale. he says that he thinks that corporate america is going to come in with strong profits this year and that will then be reflected in earnings and he thinks that earnings power is going to catapult stocks up to that 20,000 level within four years. he says look how the market's been acting lately, it's been able to shrug off the pressure of what's been going on just in the economy and the world economy and it still continues moving forward and he says with help from these stronger earnings he believes he thinks the dow could hit 20,000. >> that's what the bullish folks, that's a bull's argument. what about the more reserved bears? what are they saying? >> reporter: most everybody else

7:49 am
there's a report now from the state higher education executive officers foundation and here's what it found. it found that average state funding per student fell 9% last year. that as these average tuition costs went up more than 8%. that's been a huge hit to parents and students, many of whom were already struggling to pay in the first place. when you break it down state by state and look back even further, the numbers are more stunning. in georgia, the average cost of tuition has gone up almost 78% since 2007. in new mexico, it's up almost 55%. so the big question of course, are these costs going to keep on rising. there's the silver lining for you. the president of the group, which actually compiled the report noted that 31 states have actually increased funding for the current school year, the 2012, 2013 school year and number of them have proposed an increase for the coming school year as well. students could finally, finally feel at least a little bit of relief.
