morning. susan, how did authorities discover this problem? >> reporter: good question, victor. good morning. they found that a man had been diagnosed with hiv and hepatitis c, and they tried to figure out how he came down with it. they were tracing his movements and found he had been to the dentist office, the office of dr. scott harrington. and that's what prompted investigators to go to the office and they found deplorable conditions including using expired drugs, and improper sterlization of equipment and rusty dental tools that would go inside your mouth. that's when they decided we have to screen all of the former patients, at least 7,000 of them, at least that's the number they know of, and that's as far as the records go back. here is a former patient. >> we are all very concerned

and, you know, apprehensive. you know, we just don't know until we actually do get tested, you know, whether or not -- it's just one of those things, you know. but we are all very concerned. >> susan, how are the testing going to work? >> reporter: it's going to take place over my shoulder, and this place is run by the health department and they are running the screenings and they are going to have to come in and give three samples of blood and be tested for hiv and hepatitis b and c, and it will take about two to three weeks before they get the results so you can imagine how difficult that waiting period is going to be for all of these patients. >> we know what is next for the patients but what is next for this dr. harrington? >> reporter: he voluntarily

surrendered his license and his office is closed for now, and at the least he will have a hearing and will have to answer to all of the complaints and the district attorney's office is also investigating him for possible criminal charges as well as possibly looking at charges at his dental assistants who were allegedly giving sedation to patients without being licensed. this is far from over. we are not saying there's an outbreak, but they are trying to tap down panic and a lot of people are nervous in the community and that's why they wanted to get the screenings started right away. >> thank you, susan. an e. coli outbreak spread to 15 states. 24 cases have been reported, and eight people have been hospitalized. one case is linked to farm rich brand frozen foods.

most of those sickened are younger than 22. let's go to north korea and an escalation of sorts. they are in a state of war with their neighbor to the south. >> and they trained their missiles one of the united states, and one of the targets is austin, texas. and we get now from our cnn correspondent, chris lauren. >> a lot of folks in texas right now are wondering how in the world did we get on the bullseye list of north korea. u.s. officials are not that concerned about austin, but they are keeping a close eye on the north's latest move. look passed the picture of kim jong-un. there's a chart marked u.s. mainland strike plan, with missile trails aiming at hawaii, california, d.c., and for some reason austin, texas. it's wishful thinking on kim

jong-un's part, they can't reach the u.s. yet. but they have a more limited strike, something short of an all out attack. >> i think it's more in the sense of north korea getting right up to the edge, stumbling and then falling over the edge. >> former ambassador chris hill says the real danger is the north shelling the border island like it did in 2010, and there's a wildcard here that worries the u.s., young, inexperienced and kim jong-un's desire to prove himself as a leader. >> are there any north koreans that have their doubts to whether he is really up to this. >> the north rhetoric has not been matched by any actual military moves, but it has no foreseeable end game and could go on for a while. north koreans protested on the streets one day after the u.s.
