[ telephone ringing ] [ static warbles ] [ beeping ] red or blue? ♪ good afternoon everyone. i'm anderson cooper live in boston. we are following two breaking news stories today. we are learning new details 19-year-old terror suspect dzhokhar tsarnaev was not armed when he was hiding in the boat. and we are also breaking news on syria. chuck hagel says u.s. officials believe the syrian government has used chemicals in the battle to sustain power. he did not say exactly who was targeted but did detail the type

of chemical agent, sarin gas, take a listen. >> this morning the white house delivered a letter to several members of congress on the topic of chemical weapons use in syri syria. ed -- the letter will be to you shortly. assesses with some degree of varying confidence that the syrian regime has used chemical weapons on a small scale in syria. specifically the chemical agent sarin. >> we're joined on the phone by senator lindsey graham -- actually by remote. senator graham, first of all your comments on chuck hagel. >> yeah, i was one of the senators on the letter. well, it's a red line that's been crossed. it's clearly an indication and

admission by the administration that sarin gas was used by the assad regime and the president said that would be a red line. so the question is what's next? >> what do you think should happen next? >> i think the international community should rally around helping the rebels by having a no-fly zone some place they can operate safely, arm the appropriate groups within the rebel forces and there are some radical jihadists unfortunately, every day it gets worse, but really put pressure on the russians to get assad out. and the day after he leaves, the number one goal for me is to secure the chemical weapons. there are enough chemical weapons in syria to kill thousands if not millions of people. so i want the syrian opposition council to agree to work with us, the international community, to secure the chemical weapons sites and destroy them. >> in your mind does that include or preclude the idea of u.s. boots on the ground to secure those chemical weapons sites? because all the experts i've heard from say it's not just

something you can do from the air. >> right. okay. no boots on the ground to provide support for the rebels. it's my belief if you could neutralize the syrian air force and their tanks that this would be over pretty quickly. you ground the planes and you start shooting a few of the tanks, i think this thing ends pretty quickly. in terms of securing the chemical weapons, this should be a regional effort, international community effort, i don't care if the russians are involved, but to secure these sites. the syrian opposition doesn't have the ability to do it. i wouldn't mind if there's a u.s. component, but it's got to be internationally led. >> i want to talk about the boston bombing investigation. you've made headlines by laying blame for the terror attack on the obama administration. will you explain that? >> yeah, i think it's system failure. they asked me if the system fails who do you blame, well, you blame people in charge of the system. they deserve credit for the bin

laden raid, a gutsy call, did some things right, did some things wrong. here's what we know about boston. the russian intelligence services contacted the fbi and the cia saying you've got a radical islamist in your midst. we put him in some kind of system. when he leaves to go to russia and dagestan, the department of homeland security picks up his leaving and returning, but they don't share it with the fbi and the ci a. that's a system failure. and after he comes back in 2012 he goes on youtube and the internet declaring his hatred for our country threatening to kill us all and the rest is history. so, yeah, i think the system did fail. >> what do you say -- i mean do you feel you know all there is to know at this point about any failure? >> no, i don't. i know this. i know that when he goes to russia and the department of homeland security picks up him leaving and the fbi and cia are not informed 11 years after

9/11, that's a mistake, that's a big mistake. and when he comes back from dagestan and he goes on the internet, youtube and other public outlets and starts talking in a radical fashion and we can't pick that up in light of all the warnings we've had, i know that's failure. and i think there's just -- bin laden may be dead, anderson, and i'm glad he is, but radical islam is not. and in our own backyard the threat is growing. and i think quite frankly the administration is oversold with the demise of bin laden and knockoff jihadist is probably not the right term to use. i think it's quite frankly minimizing the threat we face. between benghazi and boston to me we're going backwards, not forward in terms of national security. >> your comments are the first time a public official has laid at the foot of the obama administration. there are those saying you no doubt are politicizing this, what do you have to say? >> i say when mr. bush screws up, i think you're screwing up

in iraq, i said this is not who we are, i am now saying to my fellow citizens 11 years after 9/11 clearly our system is not working. i don't mind giving support to this administration or any republican administration, i don't mind appropriate criticism. the fbi and cia are very brave people, great organizations, but how can you say given the facts 11 years after 9/11 the system is working the way it should and at the end of the day the administration in charge deserves the credit when it works and the blame when it fails. and the goal is not to blame them exclusively, but to fix it. and i hope we will. this will be a wakeup call. >> what do you see the best way to fix it? do you see a role for congress and the senate to have hearings? >> yeah. >> investigations on what went wrong? >> yeah. and you can put some blame on us. sequestration putting agencies under pressure by budget cuts not being able to solve any big

problem in congress. yes, i'd like to do a joint investigation unlike benghazi. you've got the fbi needs to be looked at, the cia and the department of homeland security and maybe more. but combine our resources and do a postmortem on this. the actual investigation itself, hats off to the boston police, to the fbi, but here's another question. after the bomb went off, one question you would ask is there anybody in the boston area we've interviewed that would be a -- would fit the signature of doing something like this? and one way to have that is photo for his whole world to see, how did that not ping the system? how did we not match the photo with the prior contacts we had with this individual? it's hard to be on a watch list if you're not capturing a photo. surely the guy -- we had a photo of the guy. i don't know why that didn't register. there's a lot to learn from this. >> no doubt about that a lot to learn. senator lindsey graham, appreciate your time today. thank you. >> indeed. here's what else is going on

in the boston bombing investigation. there is a lot to tell you about. remember the heavy gunfire heard when police zeroed in on the 19-year-old suspect. it appears all the shots may have come from police. two officials briefed on the terror investigation tell cnn that no firearm was found in the boat where dzhokhar tsarnaev was captured last friday. we are also hearing today from the parents of the two suspects. they held a news conference, the russian republic of dagestan again denying that their sons launched the attacks that left four people dead and more than 260 wounded. the suspect's father is right now preparing to come to the united states. he could head here as early as today. there have been reports the mother had intended to come, but she is also facing charges here, shoplifting charges that she skipped out on. so there have been some thought if she comes to the united states she could very well be arrested on those charges.

it's just the father who plans to come here. he might be bringing important information that could help in the investigation if he's willing to talk to important law enforcement here. he has apparently the -- discuss the situation with him in dagestan already. meanwhile, we are getting mixed messages from the suspect's mother. she spoke to cnn today one minute claiming the deadly bombings were staged, the victims actors and the blood paint. the next minute choking back tears and expressing sorrow for the victims. he was believed to be armed and dangerous. he certainly was dangerous, now it turns out as we said the bombing suspect dzhokhar tsarnaev was not armed after being found hiding in that boat. deborah feyerick joins us now with the details. deb, the criminal complaint referred to a standoff and gunfire between the police and suspect when he was captured. what have you learned today? >> well, the criminal complaint

does indeed reference gunfire, gunshots, but it doesn't say between police and the suspect. it just says he was taken down after basically gunfire erupted. so they sort of hedge how they worded that. we do know that the two bomb suspects had guns on them. one was identified as used against the carjacking victim. other guns were used during a shootout in watertown, a shootout that lasted really just over a minute. guns recovered from that scene as well. but it does not appear that when dzhokhar tsarnaev raisatsarnaev shelter in the boat that he was armed, at least not with guns. we're also learning, anderson, federal law enforcement officials telling cnn's susan candiotti that they do believe one of the two devices was detonated using a remote control. that really goes -- that is substantiated by what we knew yesterday by the member of the house select intelligence

committee that they do believe that a remote control used for toy cars, a similar device, was used to detonate the bombs. the one we're talking about is a bomb that was set by the man in this hospital 19-year-old dzhokhar tsarnaev. we are being told by sources -- by a source, anderson, that he is now breathing on his own. specifically he is no longer intubated and he remains in fair condition. anderson. >> obviously, deb, investigators are searching a number of sites trying to find out anymore material or places where they may have tested any devices. i understand in watertown there may have been a bin found. what are you hearing about that? >> yeah. what's so interesting about this, you know, i keep pressing the folks i'm talking to about where did they build the bomb, where did they build the bomb. what they have found in watertown is a bag, a bag put in one of the donation bins you see on street corners where you put clothing. apparently investigators and police found a bag, they were

called by someone collecting donations in those bins. police were called and police found a bag that contained remnants of fireworks, remnants of fireworks. this is important because a number of folks i'm speaking to say they believe that the fire or powder may have been extracted and used to build these particular bombs. remember, a pyrotechnique was found in the dorm room of dzhokhar tsarnaev. also when they look at the blast patte pattern, white smoke, light, it's consistent with the kind of blast a firework might make. but it could be a big find actually. they have to confirm that that's exactly what it is right now. anderson. >> all right. deborah feyerick, appreciate it. as we said, the tsarnaev brothers' father is making plans to come to the united states. unclear on exactly when he may. tsarnaev mother will not travel with her husband. she is wanted on shoplifting

charges from last year when the family lived in boston. she skipped out on those charges. she told reporters in russia there's only one explanation for her sons involvement. she is still claiming they were setup. listen. >> i am like so not my kids were not involved. >> of course she has not seen her children in the past year at least. so she doesn't have much knowledge of what they have been up to this past year. that was her news conference with many reporters. she obviously became emotional. she spoke at length and more calmly one-on-one with our nick paton walsh. say your sons murdered three people and injured a hundred and deliberately planted bombs in a civilian area and detonated them and then went on the run shooting people. you've seen the pictures. there are people in boston who want to know why and they

believe they did this, they believe that. >> you know, i saw very, very interesting video last night that was something like a really big play that is like paint instead of blood. like if there's made up something. >> do you really believe that? i know it's tough to believe what the american officials are saying. >> that's what i want to know. because everybody's talking about it. that this is a show. that's what i want to know. that's what i want to understand. >> should point out obviously there's absolutely no evidence, no factual basis for her comment the idea that it was painted and

welcome back. we're following a number of breaking developments both here in boston but also regarding the crisis in syria. defense secretary chuck hagel says the u.s. has evidence that the chemical weapon sarin gas has been used in small scale. i want to bring in christiane amanpour. you've spoken with leaders in the region, what are they telling you about chemical weapons in syria? >> well, the leader of the free syrian army told me exclusive yesterday that, yes, he absolutely believes he says in his doctors and various troops there have found evidence of chemical weapons being used. let me just step back a little bit and say that this all started to bubble up again in terms of why the u.s. is now coming out with its statement on this because a very senior israeli brigadier general, the head of israeli military intelligence, which has incredibly good intelligence, not just surveillance and

electronic, but human intelligence, told a conference in israel this week that he believed sarin gas had been used. listen to what he said. >> translator: according to our professional assessment, the regime has used deadly chemical weapons on a number of occasions in the past few months. march 19, victims from shrunken pupils. the type of chemical was likely sarin as well as neutralizing and nonlethal chemical weapons. >> well, to try to get more detail on this as i said i spoke exclusively yesterday to the head of the fsa who was heading right back into syria from the positions in turkey to get more evidence on this. and he told me that there had been attacks, chemical attacks, in march and even earlier. he told me in three locations.

and he also said that his doctors had the evidence for it. he said they have taken soil samples, they have taken blood samples as well as giving physical checkups to victims who had come to these hospitals inside syrian opposition controlled territory. and this is what he told me about where they took place. i want to know whether you can confirm whether the syrian government forces have used chemical weapons, sarin familiarly, as israel says. >> yes. i can confirm that used chemical weapon many, many times. they used the chemical weapons against the city of homs and use it repeatedly in aleppo. again in aleppo in many places. they used it.

and another time they used chemical weapons outside damascus. and the kinds of chemical weapons that were used is some gas, some poisonous gases. >> so, anderson, you can hear he's saying it clearly. now, the syrian government yesterday had said they had not used chemical weapons, but of course other u.s. allies, france and britain, have been telling the u.n. and talking about evidence that has come out of chemical weapons. and general told me he's in there right now trying to get more evidence, more sampling to bolster what they claim is the use of chemical weapons. so really the question is we're all trying to figure out is does this reach a red line? does this mean the red line is crossed? obviously senator mccain believes that, senator lindsey graham believes that. perhaps there is some wiggle room in that the u.s. is saying they only know this with varying degrees of confidence. they need more corroborating

evidence and also talking about being on a small scale. but it clearly is a dramatic shift in what's been going on in syria. and so many officials have told us that if this is the case, which they believe it is, then action needs to be taken because that will otherwise further em bolden the assad regime to use this on even a wider scale. anderson. >> it's interesting, christiane, because prior to israel making this statement just the other day, i recall i believe it was a month or two ago these allegations had made headlines and there had been talk about the u.s., even european forces investigating this. do we know did anything ever come of that? did any european countries or the united states actually send in any personnel to try to gather evidence months ago? >> well here's the thing. this is obviously coming from this reported attack back in the middle of march, march 18th and 19th. you heard the israeli brigadier general say that. and that is what the consensus is, that the biggest attack, the

most recent was in march. and that would have been aleppo and outside damascus in which there were some 26 people killed and more than 100 wounded. now, the general tells me it happened in homs in the old city several months ago as well. in terms of investigating, the u.n. is trying to send in an investigative team but the assad regime has so far denied them access. and in terms of other special forces or allied forces, intelligence or otherwise on the ground in syria, there must be some but of course there is a u.s. unit, an important special forces and headquarters unit being sent to and in jordan. we don't know whether those have gone into syria. we don't know the results of that, but clearly that is what people are awaiting to see, what are the results of those investigations? should they be able to conduct them. but again really important to know that most people who observing this internationally say that if this is happened and they believe it has, it's

probably a tactic by assad to try this on a small scale to see whether the international community reacts and then to decide whether or not to use this on a bigger scale. and of course the u.s. and others have to weigh not just the assad regime who may already be using this, but whether these chemical weapons then fall into the hands of others if the regime falls. so can they go in and secure these chemical weapons stocks on the ground? >> yeah. and that is a difficult task indeed. christiane amanpour, appreciate the reporting. i want to talk about exactly what sarin is. it's a manmade chemical warfare agent. it's toxic, colorless, tasteless. it was used in two terror attacks in japan you may remember in the 1990s. kaus eye pay, blurred vision, convulsions and paralysis, respiratory failure possibly leading to death. very serious stuff. much more coverage on that. also more coverage from here in boston. stay with us. even in stupid loud places. to prove it, we set up our call center right here...

information in on the boston bombings. for that i want to go to gloria borger in washington. gloria, what are you hearing? >> well, what we're hearing, anderson, is that the suspect in a second interrogation told authorities that he indicated he intended to use the remaining explosives that he had and detonate them in times square. you'll recall that under a first interrogation he said he was going to times square to "party" that is what we saw ray kelly, the police commissioner say yesterday. apparently there was subsequent questioning. and under subsequent questioning the suspect indicated that he did intend to use the remaining explosives in that times square vicinity. now, we do not know whether new york authorities believe that they have any reason to continue to worry about this. i mean, we're going to hear from them i presume at a press conference later, but it seems to me that this suspect changed

his story from a first interrogation to a second interrogation. now, as you know, people treat with suspicion anything that is said in a hospital interrogation. but it seems that his story did shift dramatically. >> we are anticipating hearing comments from commissioner kelly, also mayor michael bloomberg of new york shortly. we'll obviously bring those to you live. so, again, the headline this is now apparently from a second interrogation in the suspect indicating they both had intended to go to new york to detonate whatever devices they had in times square, correct? >> whatever devices they had leftover. and, again, it's a story changed his mind. ray kelly the other day said he told them he intended to party there. >> right. we are also learning today based on another two sources that the suspect, dzhokhar tsarnaev, when he was found in that boat had no

we are waiting comments from new york mayor michael bloomberg and police commissioner ray kelly on new reports gloria borger just reporting that apparently after a second interrogation with the second suspect dzhokhar tsarnaev, he indicated that he and his brother intended to go to new york to set off whatever devices -- explosive devices they allegedly had to set them off in times square.

earlier commissioner kelly indicated based on an earlier interrogation with dzhokhar tsarnaev, he and his brother intended to go to new york to "party." we'll bring those comments to you live. i want to update you on a number of developments. breaking news out of the pentagon. defense secretary chuck hagel now saying u.s. intelligence officials believe the syrian regime has used chemical weapons. hagel revealed that in an extraordinary news conference in the united arab emirates. >> this morning the white house delivered a letter to several members of congress on the topic of chemical weapons use in syria. the letter, which will be made available to you here shortly as soon as george gets it we'll get it to you, states that the u.s. intelligence community assesses with some degree of varying confidence that the syrian regime has used chemical weapons on a small scale in syria,

specifically the chemical agent sarin. >> the key remarks there some degree of varying confidence and also on a small scale. get perspective on what this might mean for the civil war that's been raging inside two years now. mohamed jamjoom joins us now. do we know anything about where and when chemical weapons may have been used? >> well, anderson, this is interesting because we've heard the last few months many time the rebels in syria on at least three or four occasions has said that the regime has used chemical weapons against syrian people. what's interesting is just in the past month you had the regime make a claim that chemical weapons had been used by the rebels against syrian people. and in fact on march 19th, this is a date that's emerged a lot the last few days first by the head of intelligence for the idf in israel, today defense secretary chuck hagel spoke about it. people are citing this date as a

date they believe chemical weapons were used. there were a couple videos that surfaced that day. one on castro state television, syrian regime saying this proved the rebels had used chemical weapons against the syrian people. there were other videos posted online by rebels and opposition groups there purporting to show chemical weapons had been used against the people by the syrian regime. all these videos purr portding to show people having suffered the aftereffects of having been exposed to some type of chemical weaponry. just a few days after that video appeared u.s. officials had looked at that videotape, they concluded, they told cnn they did not believe that these tapes showed that these people in the tape had been exposed to chemical weapons. possibly exposed to chemicals, but not chemical weaponry. in the last month you also have the syrian regime inviting the u.n. weapons experts to come into syria to try to ascertain if chemical weapons had been used, but in fact just in the last couple of days the

secretary general of the u.n. ban ki-moon actually said that they had a team ready to go but that the syrian government had not given them permission to come into syria as of yet, anderson. >> mohammad, we're going to have to jump away from you. we have developing news here on the boston bombing investigation. representative peter king from new york joins us now on the phone. congressman king, appreciate you being with us. we understand you have information that boston bombing suspects were perhaps planning something in times square. what do you know? >> yeah. i've been talking to police officials who were told that in addition to the remarks -- the general remarks that the terrorist made in the contact about a party in new york, later on in interrogation they made references to times square which police are interpreting is indicating either possible or very likely attack on times square, times square was the second phase of the attacks. now, this has been told to me by, again, police officials who

have been told what happened during the interrogation, what was said during the interrogation. and that's the latest i know. i've been told by several high ranking police officials. >> i just want to be absolutely clear, is this a theory by the police that by referencing times square -- i mean, was there a specific reference to setting off explosives in times square? or was there just a general reference to doing something in times square? >> my understanding is from police that their analysis of what they were told, the bombers said about times square indicates to them that an attack was likely at times square. i'm not determining what the police analysis of the statement was. >> right. congressman king, i appreciate you talking to us with that. we are waiting word from new york mayor michael bloomberg and also police commissioner ray kelly. they are expected to speak very shortly. as we indicated before, commissioner kelly yesterday had previously said that -- and

new information just coming into cnn now. according to a number of officials that cnn personnel have talked to, law enforcement officials as well as city officials in new york, city officials now believe the bombing suspects intended to go to new york, not just to party as police commissioner ray kelly had indicated yesterday, by also perhaps to try to set off

investigators zero in. >> today we are listing the public's help to identify the two suspects. after a very detailed analysis of photo, video and other evidence, we are releasing photos of these two suspects. they are identified as suspect one and suspect two. >> reporter: april 18th, just three days after the bombing, authorities give us our first glimpse of the suspected bombers. brothers, tamerlan and dzhokhar tsarnaev. how did they isolate them? chilling details from the fbi affidavit. at 2:38 p.m. the day of the marathon a security camera picks up the two suspects turning east on boylston from gloucester street. both are carrying knapsacks. bomber one, a few steps ahead of bomber two who made the mistake of wearing his baseball hat backwards and no sunglasses making him easily identifiable. additional security video from the forum restaurant, site of the second explosion, shows the

two men standing together at 2:41 p.m. at 2:42 the same camera shows the older brother heading for the finish line. the younger one stops right in front of the restaurant. he stays there for several minutes. only when the first bomb explodes at 2:49 does he begin to walk away leaving his knapsack on the ground. ten seconds later it explodes. marathon veteran bob leonard snapped hundreds of photos at the finish line. when the fbi released the security camera footage showing images of the suspects, leonard used his time stamp to see if his camera had picked them up too. sure enough he had photos of the men's faces. he uploaded them to the fbi. but even with such strong leads there was no sign of the suspects. it was as if they had vanished after the bombings. had they left town, or did they make the mistake of laying low until they could escape safely? authorities had no idea until late thursday night when hours

after the suspects were id'd they got word of shots fired. about 10:30 p.m. on the campus of m.i.t. police find campus officer sean collier dead in his car shot multiple times. just before midnight also in cambridge a carjacking and another series of mistakes by the suspects. the driver tells authorities that one of the suspects pointed a firearm at him and admitted the bombing saying "did you hear about the boston explosion? i did that." the suspects need cash. the man is forced to hand over his atm card. the stolen suv is running low on gas. they stop at a gas station at 8: dlsh 816 memorial drive in cambridge. the younger brother caught on surveillance video. >> it was the first clear cut image not only showing physical description but also what they were wearing. >> reporter: according to the carjacked victim he manages to

escape while one is inside and the other pumping gas. a short time later the police track the men down in watertown. not only had they kept their hostage's car, but also his phone which allowed police to track their location. another goof. when approached, the suspects throw explosive devices out of the car. an intense gun battle begins on laurel street in watertown. >> there was exchange over 200 rounds of gunfire, improvised explosive devices and handmade grenades thrown at officers in the scene. this is stuff in an urban police department it's almost unheard of. >> reporter: the older brother, tamerlan st tamerl tamerlan tsarnaev dies at the scene, dzhokhar escapes. a man notices cut on his tarp and blood. thermal imaging spots someone inside. it is dzhokhar tsarnaev. law enforcement uses stun grenades, call on him to

and welcome back. as i mentioned, we are awaiting a press conference from new york mayor michael bloomberg and police commissioner ray kelly on what seems to be new information, interpretation, of what the suspects dzhokhar and tamerlan tsarnaev intended to do after leaving boston. the intent, apparently, to head toward new york. exactly what they were planning, new york is unclear. police commissioner ray kelly yesterday had indicated law enforcement believed they were coming to new york to party, in his words. now there are a number of reports, congressman peter king telling us based on conversations he's had with new york law enforcement, as well as our own gloria boerger from two sources, one law enforcement

source, one city official, telling her they now believe the suspects intended to come to new york in order to continue causing mayhem, allegedly setting off whatever remaining devices they had. again, we're trying to get more clarification on it, and hopefully, we'll get some facts from mayor michael bloomberg and commissioner kelly. i want to play you some of what commissioner kelly said yesterday about his understanding of what the suspects were intending. let's listen. >> it was some information that they may have been intent on coming to new york but not to continue what they were doing. information that we receive something about a party, having a party. bit of information that we have that may have been words to the effect of coming to party in new york. >> he later went on to say that information came from a session that interrogators had with

dzhokhar tsarnaev. john fuentes, former fbi agent, joins us from washington. what do you make from this information? obviously, we need to wait to hear from the mayor and police commissioner on what their understanding is, but if, in fact, these suspects did intend to go to new york, did intend to continue their alleged activities there, what does that tell you? >> well, i think, anderson, you're right, we need to hear from the press conference what they've been told as to what the target may have been or what the threat was or how they obtained the specific information about that. so, i would kind of defer to that at the moment, but new york city is new york city, and there are just an abundance of soft targets that could be easily used to attack people quite easily. you've got the major train terminals, new york central terminal, penn station, you've got the ferries, you've got the massive subway system and subways and trains were used in 2004 in madrid, 2005 in london.

so that certainly would not be a first for any terrorist that reads about it on the internet that a target of mass transportation will have a lot of people and be a relatively soft target. >> you know, tom, it is interesting for two suspects who are accused of planning this, plotting this attack on the marathon day, they did not seem to have much of an end game. i mean, we now know that dzhokhar tsarnaev attended classes, hung out on campus, even, you know, went to a party in the days after the bombing. was seen on campus kind of living his life. tamerlan was seen by his wife, apparently, on the thursday, the last day, thursday after the bombing. but they had to get money from atms late thursday night, early friday morning. let's listen to this press conference now. >> good afternoon. i'm joined here in city hall by police commissioner ray kelly. ten days ago, our city and

nation received a horrific reminder that we remain targets for terrorists, and immediately upon news of the explosions in boston, we fully mobilized the new york city police department counterterrorism operations because we thought there was a possibility there could be a related attack here. we now know that that possibility was, in fact, all too real. last night we were informed by the fbi that the surviving attacker revealed that new york city was next on their list of targets. he told the fbi, apparently, that he and his brother had intended to drive to new york and designate additional explosives in times square. they had built these additional explosives, and we know they had the capacity to carry out the attacks. if god forbid they had arrived in new york city and gone to times square, one thing for sure, they would have seen an enormous police presence, but they would not have seen extensive networks of cameras that are part of our security initiative to help police

identify suspicious movements, such as packages left unintended on the streets. the investments we've made in counterterrorism operations, technology, and intelligence, help reduce the possibility of a successful terrorist strike, but they certainly do not eliminate it. nothing can do that. we don't know if we would have been able to stop the terrorists had they arrived here from boston, we're just thankful we didn't have to find out that answer, and as a result of the extraordinary work of the watertown, massachusetts, police department, the boston police department, and the fbi, the department of homeland security, and other law enforcement agencies, the terrorists were stopped before they could carry out further attacks, but not before, sadly, murdering an m.i.t. police officer, sean collier, and wounding others. the role surveillance cameras played identifying the suspects was absolutely essential to saving lives, both in boston and now we know here in new york city, as well. we've made major investments in

camera technology, notwithstanding the objections of some special interests and the attacks in boston demonstrate just how valuable those cameras can be. we've been able to make these investments and many others with the support from the federal government, and i did want to thank homeland security secretary janet napolitano and president obama for recognizing security should be based on threat and threat alone, not pork barrel politics. the fact is, new york city remains a prime target for those who hate america and want to kill americans. the attacks in boston and the news that new york city was next on the terrorists' list shows just how critical it is for the federal government to devote resources to high-risk areas. it also shows just how crucial it is for the nypd to continue to gather -- to expand its counterterrorism capabilities and intelligence gathering activities. now let me turn the floor over to police commissioner ray

kelly. >> as the mayor said, last evening we learned through the joint terrorist task force that the boston marathon bombers had planned to travel to manhattan to detonate their remaining bombs in times square. dzhokhar tsarnaev, the terrorist suspect that was captured alive, initially told investigators that he and his brother decided after the boston bombings that they would go to new york city to party. however, a subsequent questioning of dzhokhar revealed that he and his brother decided spontaneously on times square as a target. they would drive to times square that same night. they discussed this while driving around in a mercedes suv that they had hijacked after they shot and killed an m.i.t. police officer in cambridge, dzhokhar said. that plan, however, fell apart when they realized that th
