the east. will the u.s. go it alone for a military strike in syria? it may have to. britain is out, voting against military action. prime minister david cameron may not like it, but saying the people have spoken. it comes as president obama briefs congressional leaders on syria and u.s. intelligence suggest the assad regime was preparing for a massive chemical attack. here is dana bash. >> reporter: top officials insisted on a thursday night conference call, they have no doubt the assad regime in syria is behind deadly attacks there. secretaries of defense, states and others back that up that the u.s. intercepted communications from a high-level syrian official that indicates they were responsible for the

weapons. though obama officials insisted no decisions have been made on military action against syria, cnn is told they privately made clear to lawmakers chemical weapons is such a threat, the u.s. could engage with or without support from allies like great britain. bob corker emerged from briefings thursday announcing support for surgical, proportional military strikes given the evidence of their continues use of chemical warfare. bob menendez reaffirmed his support says a u.s. response is justified and warranted. others argue the president still has to come before congress and the american people before he acts. >> it's toup the president to sell this to the american people. >> dana bash, cnn, washington. we have fred in libya or

lebanon, rather. he's in beirut this morning. we are going get developments from him about the syrian capital, how things are standing now. we'll get to him later in the broadcast. >> incredible reporting. we'll bring the latest from fred as soon as we have him. a new report in the washington post shed light on the bang the united states is getting for the spying bucks. the report says washington will spend more than $52 billion this year on intelligence going to things like paying cia agents and other analysts. the united states still has blind spots in the world like pakistan. spies don't know how secure things are in pakistan. north korea, another one. the missiles and the leaders are mysteries, this report says. the post used information from edward snowden for the latest report. progress, slowly, but surely fighting the enormous wildfire

in and around yosemite national park. they are keeping the fire burning deeper in the park. the fire burned 200,000 acres. it's 32% containment right now. this is a shocking figure, i think, to many. officials are estimating the cost to date to fight the largest fire in california's history, $47 million. this is a concern. there have been so many other fires. it's been a bad fire season. it was predicted this year would be a bad fire season. it's turning out to be so. >> it's horrific. i want to bring in indra petersons. this fire took so long to get to 30% containment. the weather, what affect does that have. >> when you talk about the fire, it's larger than new york city. that puts it in perspective. i put up the top five fires. it's the top five in california. the biggest was cedar fire a

decade ago in san diego. the weather is actually good. it's helping. it is the steep terrain. the wind is five to ten miles per hour. 77 degrees is the high. some hints for moisture in the afternoon producing a thunderstorm. that low is, again, just this terrain. it's so steep in the area. it's difficult for firefighters to get in there. they are dealing with that. the midwest, we are seeing the heat. look at the temperatures. we are seeing the heat farther south, oklahoma city, ten degrees above normal. des moines expected to break a record. want to take you forward in time. relief is in the forecast. the temperatures are starting to go down as the cold front makes its way through. saturday and sunday you see the change. we'll see 70s and 80s in the forecast. unfortunately, the cold front is good news for them as far as temperatures. for us, as we go through labor day weekend, a cold front moves through the area.

that means chances for rain. sunday through monday, that's labor day. we watch the cold fronts merge and see rain in the northeast to the mid-atlantic as well. >> it's been a nice week. >> labor day weekend. a lot of people taking it off. >> i'm going with poppy on this one. >> make the best of it. >> she's very positive. we want to turn back to the top story in syria. a crisis as the world waits for president obama to react. the syrians claiming they proved the rebels were behind the chemical weapons attack. fred is monitoring developments. he is live in beirut this morning. we want to find out what you are hearing about this. >> reporter: this was apparently the defense minister. he was in a phone call with the defense minister of iran. they had evidence that rebels unleashed chemical gases in the suburbs of damascus.

this is contrary to what the u.s. is saying and what many others are saying as well. they say it was the syrian government behind all this. the syrian regime is saying it was the rebels who did all of this. also, with a strong statement, bashar al assad came out saying if they are attacked, they will retaliate with any means they have. i want to tell you about the mood as well. many people are nervous and buying additional food. a lot of people have come over here to lebanon. it's not a big exodus but many are playing it safe, going to bring their families out of the country and wait to see if america strikes. the regime is sending people, propaganda people out waving syrian flags, honking their horns, making the people prepare for what could be an american attack. >> any word on how the u.s. is

reacting to the claim it was actually the rebels? >> reporter: not so far. it comes out of left field. so far, the u.s. is saying all the evidence that washington has points to the fact this was a regime chemical attack that happened there. the big question is going to be what are the u.n. weapons inspectors going to find out? today is the last day gathering evidence on the ground. they are going to the eastern suburbs of damascus. they are leaving tomorrow morning then they want a brief. then we'll probably hear or possibly hear what sort of chemical agent was used in the attack. that could tell who could have done this. >> it will piece together what they find there. fred, we appreciate that. thank you so very much. vice president, joe biden, announcing two white house executive orders on gun control. first the military surplus weapons closing a loophole.

register them to a trust or corporation without a background check. the nra responding by saying if the obama administration is serious about reducing gun violence, they should spend more time prosecuting criminals for gun crimes. >> will not challenge state laws in colorado and washington allowing people to grow, buy and use marijuana. they can regulate marijuana use on their own, not a federal level. this could set the stage for more states to make pot legal. the feds will focus on distribution of marijuana to minors and preventing revenues from going to various criminal enterprises. the nfl agreeing to settle a lawsuit with former players about concussion related injuries. the league setting aside $765 million. most of it for retired players

suffering and those who died. a new warning added to the bottle caps of tylenol. you are going to see this soon. johnson & johnson will warn of the risk of taking too much tylenol. overdoses of it has been the leading cause of sudden liver failure in the united states for more than a decade now. the warning labels will be in stores in october. her dream of winning the u.s. open is over for this year, at least. 17-year-old victoria duval, no doubt, is still the -- you recall she scored a massive upset in her first round match beating the 2011 open champion. it was a bit of a heart break for her. i know she had sights set on

she may have firsthand account of the murder that hernandez is charged with from an alleged accomplice. hernandez is expected to be arraigned next week. new charges in the boston bombing case. a classmate indicted on two counts. the 19-year-old and two others went into the suspects dormitory. they are accused of removing a laptop and backpack. he faces up to eight years in prison on each count. months before his death, michael jackson apparently begged for the drug that would kill him according to a nurse practitioner. she warned jackson against using the powerful anesthetic, propofol. months later, dr. conrad murray was brought in by aeg. he was convicted of involuntary

manslaughter in michael jackson's death. bradley manning is doing well in kansas. he spoke wednesday with his client who now prefers to be called chelsea manning. manning already made new friends at the prison. his attorney said he will soon travel to leavenworth to meet with the prison's medical staff in hopes they will allow his client to receive hormone therapy. investigators trying to find what caused an oil rig explosion. workers were drilling on the rig when something went horribly wrong and it burst into flames. fortunately, all the workers managed to make it to safety. fast food nation slowing a bit. thousands of employees walk off the job in a nationwide protest. it's part of a growing campaign for better pay in their industry. we spoke to demonstrators

asking, can i get a living wage with that? >> reporter: fast food workers took to the streets to strike in dozens of city from hartford, connecticut to memphis, tennessee and all the way to berkeley, california. more than the federal minimum wage many of them earn, $7.35 an hour, which works out to $15,000 a year for those who can clock 40-hour workweeks. >> it's a hard job. we work hard and they only pay us $7.35 and it's all right. >> reporter: charles and his co-workers want to form a union. they are asking $15 an hour to flip burgers and take your lunch money. the national restaurant association says paying workers more could mean you pay more for your big mac. they say 5% of workers earn the

minimum wage and they are teenagers and part timers. >> as we are coming out of the recession, we should look at a way of creating more jobs and increasing the economy, growing the economy, not adding burdens to small businesses. >> reporter: the conservative employee institute say higher wages would lead to fewer jobs for humans. then again, fast food companies are turning profits. mcdonald's pocketed 5.5 billion bucks that they turned over to the shareholders, not the small business owner who is run the franchises or the workers who staff them. >> yeah. we were talking about the importance of getting support. moving on, we want to talk about something that new yorkers are used to seeing a lot on the subway tracks. >> michaela has never seen a rat. >> these are cuter, what was

billion. an ipo could come as early as next year. if you think the next iphone will boost apple stocks, have you been buying apple because you are bullish on the iphone? apple is expected to announce it at a september 10th event. it may initially boost the stock but short lived. apple stock has been lower a month after the new iphone was released. >> interesting. >> an analyst says there's a lot of hoopla but then it dies down. it's a thing in wall street. you buy it up. when it happens, take the profit. >> the changes are incremental at this point. >> i'm anxious to see if there's the fingerprint technology. another big story, you heard of the fast food strike.

a legislation that would force retailers, big box stores occupying more than 75,000 square feet or parent companies have to pay $12.50 an hour. the current rate in d.c. is $8.25. 60 cities striking to boost their hourly pay to $15. i think you are at the beginning of this discussion about the minimum wage. >> we were just talking about that. >> you are just at the beginning. so many people, these jobs for many, they were a career. they were a steppingstone to something else. there's not a lot else out there. the average age of a fast food worker, 29. you have people paying off student loans working at big box retailers. there's going to be more discussion about this. does it mean higher pay for what we buy? a push to automate and start to

downing street? >> reporter: they are trying to recover from last night's humiliating defeat. these are the headlines in every paper. humiliating defeat on every single one of them. it was a surprise in an emotional night. the vote was defeated 285 to 272. it appears david cameron misjudged opposition in parliament but members of his own party as well. take a listen to what he had to say after the vote was announced. >> i strongly believe in the need for a tough response to the use of chemical weapons but i also believe in respecting the will of this house of commons. it is very clear tonight that while the house has not passed a motion, it is clear to me the british parliament reflecting the views of the british people does not want to see british military action. i get that and the government will act accordingly.

>> reporter: a stunning turn around. he was talking of taking quick and decisive action. now parliament voted no, saying they do not have enough evidence or justification to take military action in syria. >> we were understanding france is weighing in on this discussion about the situation in syria. the president, what does he have to say about the position that country will take? >> reporter: that's right. he did an interview saying he does not support any intervention that would liberate, quote, unquote, syria or try to overthrow the assad regime. this is perhaps a reference to what has been said before also by president obama, the only solution for syria is a political solution, one in which asaid steps down of his own

accord and hands over transitional authority to someone else or another organization. that seems to be the case for france, which muddies the waters in terms of what exactly does a military or will a military strike achieve? it's something president obama is going to have to answer for himself. >> we'll be watching this to see thousand white house responds to this, not only the developments from britain but now from france. thank you so much. day by day, fire crews in northern california slowly getting a handle on the wildfire burning inside and around yosemite national park. it is the largest in the history. 200,000 acres burned. it's destroyed 11 homes and thousands of structures threatened. the fire is said to be 32% contained. evacuation advisories from several surrounding communities have been lifted. that's one bright spot. talk about the weather and how

that affects there. we'll bring in indra petersons for more. are things looking better this weekend to help the firefighters? >> it's an unbelievable turn. you have been talking how long it's been burning. it is the 13th day. almost two weeks of this weather. look at the terrain. we see the fire build its own weather. that it's difficult characteristic. we are not seeing a lot of spotty clouds on this or thunderstorm activity in the afternoon. it is good in the news of less winds, less threats for dry lightning. we are looking at a lot of 70s. this is on the outside of the fire. a huge blaze like this, the winds. as far as the heat, where we are seeing it is in the midwest dealing with record breaking heat in des moines, iowa. looking at the temperatures cutting back and cooling off for the weekend. the biggest change is tomorrow,

letter from prison slamming penn state for paying millions of dollars in settlement money to his victims. the former football coach wrote, the only concern from the beginning by administrators and trustees has been to protect their image. the school settled with 25 of the 30 young men. he is serving up to 60 years in prison. hundreds marching in billings, montana demanding the resignation of judge todd baugh. a sexually assaulted raped girl that killed herself seemed older than her chronological age. >> i'm not sure what i was attempting to say at that point, but it didn't come out correct. what i said was demeaning to all women. >> the judge also gave the now

54-year-old former high school teacher who raped this 14-year-old girl the sentence he gave? 30 days in jail. prosecutors called that a slap on the wrist. they have asked the judge to put him away for 20 years. meanwhile, an online petition is seeking to remove him from office. the judge says he has no plans to step down. a big day for san diego today. the imbattled san diego mayor stepping down. 19 women accused him of sexual harassment. he apologized but denies he sexually harassed anyone. they accepted his resignation. straight or gay? it is all the same to the irs when it comes to marriage and your taxes. as you know, after the supreme

agreed to a blockbuster settlement that may end the legal fight over head injuries. the league agreed to pay $765 million to retired players and their families. this is a big deal. andy joins us with more in the bleacher report. good morning, andy. >> good morning. this case could have went on for years. by settling it, the dark cloud goes away. the players with concussion injuries get the help they need. the nfl didn't have to take responsibili responsibility. it's a win for the nfl and owners. the retired players whether they are involved in the lawsuit or not are able to get help. $675 million goes to injury compensation. $75 million for medical exams, $10 million for medical research and more for litigation fees.
