to authorizing military action, the only choice for his administration may be to go along with a new proposal from russia. brianna keilar begins our coverage. >> reporter: in a six network media blitz, president obama spoke about his latest plans for dealing with syria, telling wolf blitzer. >> if we can accomplish this limited goal without taking military action, that would be my preference. >> reporter: earlier in the week, it seemed a military strike was the only option on the table for the u.s., until this. secretary of state john kerry making a seemingly off-script comment that turned into a possible option, providing syrian president bashar al assad a way out of a military strike. >> we turn over every bit of his chemical weapons to the international community in the next week, turn it over, all of it. without delay and allow a full

and total accounting for that, but he isn't about to do it and it can't be done obviously. >> reporter: a u.s. official quickly chalked up kerry's statement to, quote, a rhetorical argument but russia saw a game plan what considered a gaffe, considering syria to take action saying, we are calling on the syrian authorities to not only agree on putting chemical weapons storage under international control but also for its further destruction. syria responded just an hour later. their foreign minister saying i declare that the syrian arab republican welcomes russia's initiative. >> it is a development and i have to say we would not arrive to that point where there are public statements like that without a credible military threat to deal with the chemical weapons use inside of syria. >> reporter: but even as support seem to grow, some question if this is the answer. >> if the regime immediately

surrendered its stockpiles to international control, that would be an important step, but this cannot be another excuse for delay or object instruction. >> reporter: a sentiment shared bit president. >> we don't want just a stalling or a delaying tactic to put off the pressure that we have on there right now. >> reporter: but that pressure, at least for now, seems to be subsiding as the senate postponed their wednesday vote on syria. meanwhile, experts wonder if the russia proposal is a bunch of empty words. >> you would have to have a cease-fire and long period u.n. inspectors would come in and seems to me almost unimaginable. >> syria's foreign minister says syria welcomes the proposal but the question does remain this morning, will that government actually open up its weapons

stockpiles for international inspection? muhammad is in beirut this morning. this is a crazy 24 hours. at this point, what is the assad regime saying? >> no final decision as of yet. all we have heard officially is the foreign minister of syria saying yesterday in moscow that the syrians welcomed this initiative because they believe that the ruxs care deeply for the welfare of the syrian people and the russians want to avert any direction toward syria. what is interesting here this is coming less than a day after the remarks in that interview that president assad gave to cbs charlie rose he would not confirm or deny whether syria possessed chemical weapons. all the while, you have syrians dying, sometimes in the dozens and sometimes in the hundreds, every day by conventional weapons. i can tell you that in this

region, there has been sort of a collective sigh of relief. so much tension, especially in countries like i am now in lebanon about what these air strikes might do and how it might inflame the record high tensions but really that is all we have heard from the syrians as far as what they are going to do next. we have heard there may be some sort of presser later in the day in damascus and we will have to wait and see in the hours ahead. >> mohammed, you mentioned people are dying in syria no matter what the means, chemical or otherwise. there has never been this admission from the syrian government they had chemical weapon stockpiles and with all of this going on, what are the rebels saying at this point? the rebels are angry and very disappointed. the rebels thought these air strikes were going to happen and many believed that would help their cause and fight against the regime.

we have spoken with the syrian free army and say here we go, another stalling tactic by the assad regime. they and others activists have told us they don't think assad is serious at getting to the negotiating table of allowing the international community or any international body to take control of their chemical weapons arsenals. what we are hearing from the opposition in syria is they are deeply disappointed. they think this is only going to prolong the suffering of the syrian people and they are saying yet again what they really need is nsyria is a military intervention which is what we have been saying close to two years now. john? >> mohammed jamjoom, in beirut, thank you. >> interesting to hear what the president has to say tonight. >> whatever speech they had

planned has to be drastically different over the past 24 hours. fascinating. 7 minutes after the hour. brazil's president is bristling over reports that the nsa spied on oil giant. if the latest information leaked by edward snowden is true, the u.s. would be guilty of industrial espionage. the report comes as brazil prepares to auction drilling rights to some of the largest oil fines in decades off the atlantic coast. is the government using border inspections to get access to your electronic devices? no documents relieved by the aclu is part of a settlement with the obama administration shows the government can create a travel alert for almost anyone. that, "the new york times" says, allows custom agents to detain you at the border and confiscate your electronic devices without a warrant. customs and immigration forces are not commenting.

west lawn of the capitol this afternoon who is leading the charge to defund obama care and they are calling on the white house to exempt americans from the plan. to florida now. an parent altercation between george zimmerman and his estranged wife and her father. 911 got a call from shelllie zimmerman. she called 911 and said her husband threatened her and her father with a gun. >> is hes in now? >> no. he is in his car and he continually has his hand on his gun and he keeps saying, step closer. he is just threatening all of us with his firearm and he is going to shoot us. >> a friend of george's, wes, was there and was able to keep the two of them separated. there may have been some incidental touch between wes, the friend, and dad. but the reality is what happens

>> it looks like we still keep about a 60% chance of showers in the forecast coming up. as we go watch flash flood warnings and watches out all across the four corners regions. the rainfall is going to be isolated so it doesn't look like it's widespread rainfall but look at the prescription we have got out there right now. we have moisture coming up from the southwest. typically, it's monsoonal moisture but enhanced by a lot of the tropics have been active here so some of the moisture is making its way around the north. swirling around the four corners region. if you live in albuquerque and tucson and phoenix and you could see the potential for flash flooding today on the order of 1 to 2 inches. around phoenix, as i mentioned, only about half an inch but you get the dry river beds and they

the dramatic shift that could now avert u.s. air strikes on the assad regime. president obama is set to address the nation this evening. this is a huge high stakes address that was supposed to be the president's final push to convince the country and the congress to finish syria for using chemical weapons on its own people but now it seems everything has changed because of what was either a diplomatic breakthrough or a diplomatic bungle. a senate vote to authorize military action is now on hold. the russian government has jumped all over what is called a rhetorical slip by the american secretary of state. cnn's senior national security correspondent jim shuto breaks it all down for us. >> he could turn over every single bit of his chemical

the u.s. does not want to play games and the deal could not be a reason to get congress to delay military action but it may be just that. the u.s. may not trust syria or russia but it does not want to look like it's dismissing a serious diplomatic issue. >> what is president obama's response to all of this? >> i have to say it's unlikely we would have arrived at that point where there were even public statements like that without a credible military threat to deal with the chemical weapons use inside of syria. if we can accomplish this limited goal without taking military action, that would be my preference. on the other hand, if we don't maintain and move forward with a credible threat of military pressure, i do not think we will actually get the kind of

agreement i'd like to see. >> the recent developments complicating the politics here. the president is set to spend the afternoon on capitol hill and try to get the lawmakers to vote yes for military action. the big pitch is tonight when he addresses the nation on syria and cnn will carry that live tonight at 9:00 p.m. eastern time. 36 minutes past the hour. back in custody this morning, a detroit man police say stabbed a sheriff's deputy and escaped wearing the officer's uniform. abraham pierson also known as derrick white was in a holding cell on monday. the deputy had just removed the inmate's handcuffs when authorities say he pulled a sharpened comb and stabbed the deputy in the neck and handcuffed him and fled. then police say he kidnapped a woman but the police caught up

with him. >> we were alerted to the suspect. he tried to escape again but he was caught. he is looking at a significant amount of time. >> that he is. the deputy was treat for his injuries at a hospital and happily was relieved. charge this morning for a new newlywed wife accused of killing her husband by pushing him off a cliff. authorities say jordan lynn graham was arguing with her husband in july as they walked around a trail in the park. the two apparently tussled and prosecutors say she pushed him face first off the cliff. and then they say she lied about what happened when they first interviewed her. as for a motive, court documents say she may have been having second thoughts about getting married. they only had tied the knot a week before. >> a bizarre story.

an ohio man committed online he killed someone while drunk driving. matthew kordell is expected to appear in court. he admits being behind the wheel when he crashed into another car in june killing 61 yered vincent kanzani. he faces up up to eight years in prison. a judge is saying it's up to jurors to decide if aeg live should have known that jackson's doctor conrad murray put the pop star at risk. before they rest their defense next week, they may call katherine jackson back to the stand. she originally testified in july. a wildfire is exploding in size in california. officials say the fire is growing more stubborn.

air tankers are dropping fire retardant and unfortunately it is still expanding. the fire has burned through more than 3,700 acres and 100 homes are threatened and dozens of families have been evacuated there. the fire, unfortunately, is only 20% contained. karen maginnis, how is the weather affecting that fight? >> the temperatures is dry and warm there and they have been in a drought the last several years and keep the dry air filtering in across this region and very little as far as rainfall chances go for that region. but they were saying late in the day, about 8:00 p.m. local time, that the fire had actually turned back on itself. that is good news for firefighters because it kind of stalls the fire out. but right across the san francisco bay area, this is where we are looking at some smoky conditions due to the fire but they are saying that that mt. diablo museum on the

monument this that was build by the ccc is intact but still have a number of trails that are closed. we keep those temperatures mostly in the mid to upper 80s with only about a 10% chance of precipitation. they are saying they think the fire started with a brush fire that soon got out of control. as you can imagine, very easily with dry fuels and the terrain there and it's been jumping around but it looks like they may be able to get it under control over the next day or so. we certainly hope so. >> we do hope so. karen, thank you. we have been talking for a few days now about that big gator that was caught in mississippi. the big monster that looked like it was smiling? >> it wasn't. >> hold on to your breakfast, folks, for one that is even bigger. >> and also not smiling. >> that one definitely not. the 741-pounder was caught over the weekend. this is north of nanchez. it measures more than 13 1/2 feet.

welcome back. four men accused in a gang rape of a 23-year-old woman on a bus in indiana have been convicted on rape and murder charges. the victim initially survived the december 16th attack but died in a hospital on december 29th sparking international outrage. lawyers for the four men convicted say they will appeal. 45 minutes past the hour. important milestone is marked in alabama. 50 years ago this week the doctor walked his son named sonny to an elementary school in huntsville. they were stopped by segregationists day before but that day, september 9th, 1963, sonny iv became the first black student to enroll in a white alabama public school. take a look at that picture. >> breath-taking. >> the doctor is now 82.
