told americans why his administration is certain syrian president ba bashar al assad regime is responsible for a sarin gas attack the u.s. government said killed more than 1400 civilians. >> in the days leading up to august 21st weshg know assad's chemical weapons personnel prepared for an attack near an area where they mix sarin gas. they distributed gas masks to their troops. then they fired rockets from a regime-controlled area into 11 neighborhoods that the regime has been trying to wipe clear of opposition forces. >> reporter: he made the case for a military response. >> this would be a targeted strike to achieve a clear objective. some members of congress have said there's no point in doing simply a pin prick strike in syria. let me make something clear. the united states military doesn't do pinpricks. even a limited strike will send

a message to assad that no other nation can deliver. >> reporter: but facing a likely defeat in hong for a military strike, the president then argued against military action pointing to a russian-brokered proposal for syria to give up its chemical weapons. >> i have therefore asked leaders of congress to postpone a vote for the leaders of force while we pursue this diplomatic path. >> reporter: it's an extraordinary turn of events. the policy of u.s. involvement in syria's civil war began with one reportedly off-the-cough rourke that president obama made a year ago. >> a red line for us is we start seeing a whole bunch of chemical weapons moving around or being utilized. >> reporter: and it has unexpectedly turn on what appears to be another. >> is there anything at this point that his government would do or offer that would stop an attack? >> sure. he could turn over every single built of his chemical weapons to

the international community in the next week, but he isn't about to do it. and it can't be done, obviously. >> reporter: what one u.s. official initially called an off-message comment by kerry, it bore the proposal that russia that the president has yet to endorse. >> it's too early to tell whether this offer will succeed. and any agreement must verify that the assad regime keeps its commitments. but this initiative has the potential to remove the threat of chemical weapons without the use of force, particularly because russia is one of assad's strongest allies. >> reporter: brianna keilar, cnn, washington. >> secretary of state john kerry is set to travel to geneva tomorrow to talk about all of this, the latest syria proposal with the russian foreign minister. but what about the syrian regime itself can, can it be trusted to turn over the chemical weaponses? officials say they plan to sign on with the chemical weapons

accord. so is this a capitulation or a stall tactic? nic robertson following that part of the story from beirut this morning. nic, what's the latest? >> reporter: well, the syrian state tv didn't take president obama's speech. what did they run was a ticker that said obama asked for a vote allowing for the russian gloam has to take over. his is a country whose president just owe the weekend who said they couldn't confirm or deny whether or not they have chemical weapons. now the foreign minister is saying they're willing to open up those stock files international analysts, international inspectors as well for the country to sign the chemical weapons convention. >> translator: i am authorized to reiterate our support for russia's initiative regarding the syrian chemical weapons, in compliance for the organization for the prohibition of chemical

weapons. and to reaffirm syria's willingness to fully cooperate in implementing this initiative. >> reporter: and, of course, a reality is there's a war going on in the country. difficult to imagine how any inspectors could get into the country. so syria really seems to be taking advantage of russia's initiative here. but is it a stalling tactic? certainly, the opposition thinks so. the gulf countries that want to see the convention taking over. 76 people died in syria yesterday. and the world is missing the point. that's what we're hearing from the gulf countries, john. >> and to turn officer the chemical weapons, it would take some kind of enorm us in international presence inside syria that doesn't yet exist, although that's part of these details that are yet to be worked out? >> reporter: well, absolutely. i mean, syria has dozens, we're told, of chemical weapons stockpiles around the country.

some of them are in zones or close to zones where there is fighting. look at the inspectors who were in those areas a few weeks ago they were shot at. they go into multiple site, they would need protection, tens if not hundreds of thousands of some diplomats to get boots on the ground to secure the inspections teams on the ground. look what happened at iraq. the narrative, of course, there weren't chemical weapons in iraq. but, look, i was there when the weapons inspectors were going on at the sites. the concern is when they go in the front door, what goes out the back doory they've inspected the site but who's there to secure the site? what dot authorities do, do they run the weapons off and hide them somewhere else? so it's a very, very difficult to get into to control such is a massive undispersed stockpile of weapons, john. >> and it may involve greater u.s. involvement.

nic robertson watching the situation in beirut. thank you so much. >> what whole concept of boots on the ground nobody wants. breaking overnight an explosion in benghazi, libya. on one of the country's main streets. that blast happening a year after an attack on the diplomatic outpost in benghazi. that attack left four americans including ambassador christopher stevens dead. it's unclear if anyone was killed or hurt in that explosion. >> a new report claims that extremist groups including al sa reya. and they believe terrorist groups targeted the consulate in advance of the attacks. numerous have been identified and several sealed indictments have been issued in recent months. well, it is september 11th, and that means solemn ceremonies across the country to mark the 12th anniversary of taxi on the

world trade center and the pentagon and shankville, pennsylvania. we have a live picture from the world trade center site. the 9/11 memorial, many will pause there, and at the pentagon in shankville to remember the dead and to remember all of the heroes. the world trade center site looks very different today than after the attack. this time video shows construction of the new one world trade center rising 104 stories and almost complete. it is expected to open next year. >> they will is shine those lights. >> i was just over, the museum is as expected to open next year as well. >> it's amazing the work they've done at that site. 12 years. the white house easing sanctions against iran for the second time this year. humanitarian services, goodwill activity and athletic exchanges all relaxed. the obama administration is calling it a commitment to reinforcing ties.

killing a man while he was behind the wheel. today, he may get his wish. pamela brown explains. >> i killed a man. >> reporter: matthew cordle's youtube video confession where he admits to killing 61-year-old vincent canzani in a drunk driving accident has gone viral, viewed more than 1 million times. but his first court appearance. >> i'm sorry you all came to this whole big thing. but there's nothing unusual. there's no reason to be arraigned here today. >> reporter: had cordle pleaded guilty, everything might have gone differently. judge julie lentz said she was thrown for a loop when he changed his plea from guilty to not guilty. >> we're not going to take an arraignment. run downstairs and pick a new judge so he gets a sentence from another judge. >> reporter: she said cordle doesn't deserve new treatment, he should come back for another day for arraignment. cordle wag originally charged with driving under the influence

and vehicular homicide before he turned himself in on monday. >> had you not gone through all of this on video, would you still request an arraignment today? >> had that not happened, the circumstances would have been far different. >> but you said you didn't want to give him special treatment, why did you want to expedite the process today? >> for the victim's family. they want closure. >> reporter: cold's attorney said he has not spoken to the victim's family but wants to speak to them in person. meanwhile, cordle wants to plead guilty once a sentencing judge is assigned to his case. pamela brown, cnn, columbus, ohio. >> police say they're confident they'll be able to retrieve video between an alleged altercation from george zimmerman, his wife and her father. they're going to get that from a smashed ipad. they also released dash cam

video of zimmerman taken into custody. this has happened two months after zimmerman was acquitted in the shooting death of trayvon martin. a potentially ground breaking breast cancer drug may be on the horizon. they want the fda to approve expanding perjeta's use in order to shrink tumors before they have surgery. if the fda approves the proposal tomorrow, perjeta would be the first drug ever approved to treat breast cancer before there is surgery. this shows promising results. they started with late-stage cancer. it was so promising they said to move this drug through. and hopefully it will help women with early stages of breast cancer. >> you think it's a very exciting development? >> i do. you always wonder when a drug comes on the market that

she's safe after a witness takes down that attacker. >> good mon. >> yes that say superhero. you can imagine. >> good morning, i'm john berman, this is "early start." >> i'm zoraida sambolin. >> the situation in syria and the remarkable turn of event now has the president putting a pause on it. he addressed the nation last night, laying out the case for why he says the u.s. kneeleds to send a message to syria's leader and his allies that the use of chemical weapons crosses the line. send that message but apparently not quite yet. with growing opposition to his call for an air strike, the president said congress should hold off taking a vote for now as diplomats work through a russian plan of giving chemical weapons stockpiles to international monitors. but the president still trying to win the votes he might need if diplomacy fails. >> to my friends on the right, i

deal? >> you know, the government isn't saying anything directly. but you do have their parliament, their congress talking about this today. in fact, there was one interesting comment by one member of the parliament saying this essentially boxed obama in, that obama, this legislator says, never expected that the syrians would take them up as quickly on that russian offer. and also criticizing the united states answd the president for keeping the option of military action in his back pocket. so that's, i think, pretty representative of what the feeling is here, zoraida. >> and jill, what can we expect from john kerry's meeting tomorrow? >> you know, they wanted to get to it very quickly that's why you have secretary kerry basically jumping on that plane, going to geneva. and then from russia, minister lavrov will be going and sitting down and talking about concrete details because if this is to work, they have to figure out

precisely would you would you get the chemical weapons together. out would you assess where they are? how many there are. how would they be destroyed. and also issues like, if you do have to go in there, you need -- the u.n., you need to protect the people who go in to collect those chemical weapons. so all sorts of issues like that. and we're told that they will have experts, technical experts with them. and then finally, after they work this out, it could take at least two days. then they would go to the united nation. there's certainly a press for action very quickly. and apparently, the russians have worked out some of this. but we hope to hear those details when the two men is the down. >> all right. jill dougherty, live in russia, thank you very much. an explosion rattling benghazi, libya overnight this is a yee after the day after an outpost was attacked leaving four americans including ambassador stevens dead. an explosion happened in the middle of the city leaving a

foreign ministry and a major bank damaged. it's unclear if anyone was kiltd or if anyone was injured during that explosion. it is a somber day in this country as we mark the 12th year since the september 11 attacks. in new york city, the lights will illuminate that. this is a look at the 9/11 memorial. the families will gather here to read the names of the fallen in honor of the here rose of that day. there will be ceremonies at shanksville, pennsylvania. 12 years after the attacks the world trade center site looks very different today. the new tower is at its full 104 stories and is expected to open to tenants next year. 35 minutes past the hour. it is the end of the political road for two embattled new york politicians. anthony weiner, eliot spitzer both lost their primary

a team of researchers. a montana accused of pushing her newlywed husband off a cliff is due in court today. jordan linn graham faces a hearing in missoula. authorizes say she fought with her husband just days after their wedding. it was a fight that ended with him apparently going off a cliff face first. police allege she lied about reporting him missing. friends said the relationship between the two seemed awkward. >> anytime we asked codey how the relationship was, he always said it was good. we would always have group activities have people over. go out for dinner, have people over for cards and stuff like that. and she was just -- she was very quiet. she wouldn't engage in conversation. she acted miserable. she didn't want to be there. >> according to police, graham texted her friend the day her husband died, writing, quote, if you don't hear from me at all

tonight, something happened. >> wow. all right. new charges for a detroit convict accused of stabbing a sheriff's deputy also carjacking a woman. abe braham pearson is face with charges of assault, robbery and impersonating a police officer. he was in court, about to be sentenced for armed robbery when sources said he used a sharpened comb to stab a deputy who had just taken off the handcuffs in the neck. he stole his uniform, escaped he allegedly carjacked outside. the department is now reviewing its procedure. a roller coaster ride where a woman died over the weekend is set to reopen this weekend. now that six flags found that mechanical failure wasn't the cause of her death. rosa esparza died in her seat,

the family is suing the park saying the ride was unsafe. is synthetic pot the blame for killing three people and making many more sick in colorado? the drug known as spice may have sickened 75 people since august. the formula involved is said to be hundreds of times stronger than previous recipes. the cdc has sent a five-member team to that state to conduct an investigation. also in colorado, voters there have thrown out the leader of the state senate. john morse and another senator angela guerin have succeeded in elections. gun rights advocates pushed hard for their removal after they backed the state's strict new gun laws there passed there in the aftermath of the aurora shooting massacre. other news have been good it comes to tropical weather. but now, we go to the big time meteorologist indira petersons.
