the odds, surviving an incredibly dangerous in fact, caused by amoebas. >> it is thursday, september 12th. 5:00 a.m. in the least so let's start with breaking news in colorado. very dangerous deadly flooding hitting the city of boulder and happening right now. these pictures are from the university of colorado at boulder campus. that city is getting slammed with heavy rain and is now under a flash flood emergency with evacuations also being ordered. buildings have collapsed. roads are not passable and at least one person we understand is dead. authorities say a rock slide is stopping rescue crews from getting anywhere close to the building where that person was killed. oh, my goodness. indra petersons is tracking the weather. >> that is unbelievable to watch. you never want to walk or drive through these floodwaters.

six inches is all it takes to sweep you away. we have flash flood warnings in the area due to heavy rain that continues to fall and saw the hest between 4:00 and 8:00 yesterday evening. as a line of thunderstorms train over the area. keep in mind it is heavy rain. we are talking about 4 inches in four hours. about an inch per hour and it's not stopping. there's still more rain in the forecast. what is going on? well, we have an upper level low. keep in mind we see winds go counterclockwise around that low. this direction. here is the high. winds go clockwise around the high. you bring both winds together and it enhances all of this moisture coming out of the south. all of that tropical moisture is fueling through the area. this is the forecast. they have already seen large amounts of rain and over the next several hours talking 3 to 5 inches of rain into the

southwest. more rain expected on the way is never a good thing especially when you already have flooding in the area. keep in mind, some places are expected to see from an inch of rain in half an hour. that makes it so deadly. >> emergency officials in boulder saying do not leave your home and don't go out on the streets because the roads are impassible and it's hard to get that and out of boulder. >> thank you, appreciate it. new dramatic developments overnight that could change the situation on the ground in syria. first, cnn has learned that after months of delays, u.s. funded weapons have now begun flowing to the syrian rebels. this is an escalation of america's role in syria's civil war. included on the list of weapons ammunition and what is called light weapons and communications equipment that is not made in the united states but it is paid for by the cia. now, despite the war that the

arms are now being delivered to rebel groups, the syrian national coalition and the free syrian army, they both deny that they have received any weapons from the u.s. as of now. the other major development. france now says that the united nations will probably publish its report of the chemical attack on monday. this is the attack that the u.s. says killed 1,400 people. france says there will be indications in this report that the assad regime was behind the attack. if that is the case, that is a very big development. we are hearing from vladimir putin what can be called a stinging rebuke of president obama's call for international action on syria and it's also very personal. putin handed an open letter to the american people in the "the new york times" saying a strike on syria will lead to more civilian deaths and blaming the rebels for the attack and left

more than 1,400 dead and blasting the very idea that america's role in the world is special and that on the day that secretary of state john kerry has arrived in geneva about the way forward in the crisis in syria. phil, i cannot remember ever seeing anything like this. there is a very specific target. it is the american audience. >> reporter: absolutely. this is an extraordinary for the russian president to try to deliver his message directly to the american people. a lot of the points he hit are the same things he is trying to hammer a couple of years now. russia is not supporting the syrian government directly and russia believes international military intervention will help nondemocratic forces and russia doesn't believe military forces work. there is is tough stuff at the

end of the piece where he criticizes the american people they are exceptional he says it is extremely dangerous to see people at exceptional. big countries and small countries and rich and poor and those with democratic traditions and those finding their democracy and we must not forget god made us all equal. a sticking point for the russia president who thinks it's a sense of superiority and they observe call it arrogance which inspires the united states, they say, to interfere in the affairs of sovereign countries. >> i wonder how people are going to respond to that. in the meantime, what can we expect from secretary kerry's meetings with russia foreign ministers? >> reporter: this is the first big test can actually work. a couple of key tests that will really determine this.

first, can they agree on language for a u.n. security council resolution that will form the framework for this? in particular, will they agree to language which blames the syrian government for using chemical weapons and will it authorize force against the government for not giving those weapons up. the other big test is the logistical one. russia and syria have apparently been working on a plan to go in and locate and possibly secure the chemical weapons. we foits a big ask. the united states is going to be looking at this very closely determine if this plan is credible. is it serious? >> very implicated situation. phil, live for us, thank you so much. >> you're asking what the response would be to this. the response from the white house came pretty swiftly. a little bit dismissive of what putin said as official telling cnn the run responsible for the chemical attack is irrelevant. this official told cnn putin put

forward this proposal and now he has invested in it and owns it and he needs to deliver. as brian todd reports, very few in washington trust vladimir putin to actually do this. >> reporter: he says i hopes his friends in syria bring their chemical weapons under control and also have them destroyed but vladimir putin's role as the last best hope for diplomacy in this crisis isn't winning believers in washington. >> the russians are part of the problem in syria. they are not credibly part of the solution. >> reporter: they have been ticking through list of why they believe putin won't get the syrians to give up their chemical weapons. putin does so much business with the syrians. they cite plane loads sent to the regime for hefty profits nearly $2 billion in 2011 alone.

dianne feinstein and others believe that putin wants to reach a deal to end this crisis, he doesn't want syria to have chemical weapons and he wants to show president obama he has the ability to end this peacefully if mr. obama can't and another motivation. >> to be center stage to be somebody that you reckon with, somebody you to have come to and seek his ace approval and the world has to come and kiss his ring i think is part of it. >> reporter: what is frustrating for american leaders putten's ties to syria would avoid any effort to punish assad. putin may be the only world leader to get assad to give up those chemical weapons. >> our thanks to brian. also in washington, the senate for now is setting aside the resolution for authorizing military force against syria. it will not vote on it or try to amend the language as the administration works on a diplomatic solution on russia. >> the obama administration and iran are apparently

communicating about syria. los angeles says the president and iran's president have been exchanging information and they will try to meet with him when he comes to the united nations later this month. the iranian president indicated he wants more outreach to the west than his predecessor ahmadinejad. pictures appear here appear to show steam rising from a newly reconstructed reactor at the nuclear complex. it was shut down in 2007 under terms of a disarmament agreement. pyongyang announced plans in april to restart it and at that time the state department said that would be extremely alarming. stopgap spending bill designed to prevent a government shutdown at the end of the month, republican leaders yanked the bill on monday after counts revealed stiff opposition from some members of their own party.

amount of rain expected in the region. what is bringing this rain into the area? two things. we have a low out in the pacific here so we talk about winds going clockwise or counterclockwise around that clo and clockwise around the high. the reason it matters the winds so sfrong from the house it's fueling the tropical rains. you get heavy amounts of rainfall. forward in time we talked about this not over with yet. another 3 to 5 inches rain is still possible in the region and not just about rain over long periods of time. it's in short pertains of tiiod. we are talking about an inch of rain possible in half of an hour. unbelievable amount of rain out there. >> that is incredible. >> be careful if you are in boulder right now. officials are telling people not to leave their homes. stay put until they clear this thing out. secretary of state john kerry has arrived in geneva for meetings with his russian

counterpart. this is a high stakes meeting with awful lot on the table, including the proposal by russia that syria turn over hits chemical weapons to international monitors but this comes just hours after russia's president vladimir putin took to the pages of "the new york times" to jab president obama, writing an open letter to the american people. this was critical of american foreign policy, even of american attitudes. the russian leader continues to insist the u.s. should not launch strikes against syria. phil black is in moscow for us live. give us a rundown what this op-ed says and what was it designed to do? because it seems rather provocative. >> reporter: it is an extraordinary effort by the russian leader to reach the american people directly. and tell them the russian case, that is, russian does not believe in standing by the syrian government. it says standing up for international law and russian believes any military strike is only going to help islamists or

potential terrorists within the syrian opposition and russia believes that force doesn't work and ultimately it thinks it was the syrian opposition that was responsible for using chemical weapons. the russian president criticized assad telling the american people they are exceptional during his recent televised address. he says it is extremely dangerous to encourage people to see themselves as exemption whatever the motivation. big countries and rich and poor countries and those still finding that i way to democracy. we must remember god made us all equal. that is diplomatic stuff for him. because when this issue is discussed here in the russian capital it's often described as american arrogance. >> that statement from putin is

provickive, a finger in the eye to president obama. that aside, how important is the meeting right now? secretary kerry just arriving in geneva today. how high are the expectations? >> reporter: well, this is the first real test as to whether this latest diplomatic initiative to try to get syria to give up its chemical weapons has any chance of successing. russians and syrians say they have been working on a logistical plan how the weapons can be identified, located, secured and perhaps ultimately destroyed all within the context of an ongoing civil war. the u.s. delegation will be looking and listening closely to what they have to say to sejs determine if it's credible, is it possible? are they serious? can it be trusted? >> john. >> phil black live for us in moscow. the news secretary john kerry just arrived in geneva. the talks between he and the russian foreign minister set to begin. we are learning the cia is,

for the first time provided weapons to the syrian rebels. a u.s. official telling cnn weapons purchased by the cia are going to those fighting the assad regime. but two rebel yugroups deny thi. live in bay root is mohammed jamjoom. how do we know where the weapons are going, mohammed? >> reporter: u.s. official is telling us that these weapons have begun being delivered to syrian rebels in syria, that they are not american made, they are cia funded and organized, that they started to getting to syrian rebels in the last two weeks. they are described as light weapons and some anti-tank weapons and artillery in addition to the lethal aid the u.s. has been providing to the opposition groups the past year or so. what is interesting we have spoken to opposition groups and

spoken today to the rebel free syrian army and their spokesman saying we have not started to receive any cia funded weapons. they have promises from u.s. and eu officials that weapons will be delivered soon but as of now they have not gotten these weapons and continue to say this is what they need. they want the u.s. and eu to follow through and get the weapons to them because they believe this will tip the balance in their favor in that brutal syrian war that killed a hundred thousand people in two and a half years of conflict. >> mohammed, thank you so much. police near st. louis on the lookout for a woman they say put two young children to work as thieves. take a look at this. surveillance video from a jewelry store in granite city, illinois, shows just what they say jenesa gray did. distracting a store clerk so the two children 6 and 8 to make off

with more than a hundred thousand dollars worth of jewelry. >> the woman was basically blocking his view so the kids could go back and do what she told them to do. she would hand them her purse and they would take the purse and go back there. you can see their hands going in and grabbing jewelry. >> apparently it's not clear what her relationship with the children is. investigators so far recovered 10,000 of what the woman and these little youngsters are alleged to have stolen but they haven't found her yet. earlier i said it was the mom. that's what i had read in some reports earlier but i guess we don't have that confirmed. >> nevertheless, it's terrible. the poor little kids. a controversial missouri gun law will stay off the books. the state senate was unable to muster enough votes to override a veto from the governor falling one vote short. the bill would have allowed any missouri resident to own a machine gun and call for the arrest of any federal agent when tried to take weapons away.

governor jay nixon vetoed this saying it was unconstitutional. investigators in canada say crude oil on a train that exploded and leveled a small quebec town was a volume tall type of oil than officially declared. the finding reports to lax inspections for the train. though it doesn't answer the biggest question, how did that train roll down the tracks, derail and then explode? fish are dying off by the thousands in hawaii. suffocated by, of all things, molasses. there was a molasses spill. 1,400 tons of the syrup escaping through a leaky pipe into honolulu harbor. the fish coming closer to shore or up to the surface are gasping for breath. official say they plan to let nature take its course because really not much they can do to clean this up. people are told to stay out of the water since the dead fish

bleacher report. good morning, joe. >> good morning, guys. yeah, it's his right shoulder that is giving him all of the problems. his throwing shoulder. they say he has a torn labrum and according to reports the injury could actually require season ending surgery. he was recently in florida where he was checked out by dr. james andrews and after that visit, reports say that the quarterback has got a couple of options here. he can have surgery now, basically call it a season, or he continue to rehab and try to play at some point, then have surgery at the end of the season. the feeling is whether he goes under the knife now or waits nil the end of the year, his days as a jet are certainly numbered. yankees shortstop derek jeter we definitely know he is done for the season. the team placed him on the dl yesterday. basically for that same ankle injury he's been dealing with since last october. so he was asked yesterday when he addressed the media, is it time for him to call it a career? >> why? just because of an ankle injury? no. look. man, people have had a lot of
