officials, at the naevl sea systems command building, that is building 197. not sure hauf into the base that will building is. we'll hopefully get that layout and more details and kaye details in that briefing, wolf. >> brian todd, don't go too far away. let me update viewers what we know right now. we want be to welcome viewers in the united states and around the world. i'm wolf blitzer in washington. not very far away from where i am right now over at the navy, u.s. navy yard, maybe about a mile and a half from the u.s. capitol or so, there was a shooting incident at around 8:208 a.m. eastern. about 3 1/2 hours or so ago. and according to authorities on the scene, at least according to the spokesman for the naval district office here in washington, d.c., ed zigger director of public affairs, multiple deaths and injuries.

precise number hard to come by. once again, initial information often wrong. we want to be precise what we know and don't know. we will be getting a lot more information momentarily. the president of the united states has been getting ready to speak on the financial crisis five years later. what's happened to the u.s. economy over the past five years since the collapse and the deep recession that developed. that has been delayed at least for now. we'll have live coverage of the president. maybe he'll speak what's happening at the u.s. navy yard, the shooting incident. let me bring in jake tapper on the scene. we're waiting for a news conference, the d.c. metropolitan police chief, the mayor, others, i think they're going to be speaking where you are. is that right? >> reporter: that's right right behind me. there are cameras set up and an immense media throng has been set up. vincent gray has just arrived hud ling with the police chief kathy lanier. i'm sure he's getting the latest information. what we know, wolf, is that there was a shooting at the

naval yard and at least ten individuals have been -- were shot in that. we're told that one shooter is down by one source, another source says it's more than one shooter and both shooters are down. there's conflicting informationings from washington hospital center, we're told they have three victims there. one man, the metropolitan police department officer who was shot and two women, all three of them are the prognosis is good. and the medical personnel who are speaking said it appears to have been the wounds of a semi-automatic weapon. evan perez, cnn reporter at the justice department says that the elite atf, bureau of alcohol tobaccoen an fire arps unit that assisted in and preending is tsarnaev after the boston attacks has been dispatched to the scene earlier today and trying to get the shooters here as they did so ably in boston and cambridge after the boston marathon attacks. we're waiting here for a press conference in about five or ten minutes where we're going to get

the latest information. i can see the mayor and the police chief and other individuals who are going to be holding this press conference over there getting all their information together. as soon as it happens, i'm sure we'll bring it to you live. >> excellent. we're going to come back to you in a moment. thanks very much. tom fuentes, the former assistant director of the fbi is joining us on the phone right now. you know, it's not unusual by any means, even almost 3 1/2 hours since this incident occurred, tom, for there to be so much conflicting information coming in from official sources, shall we say, because the information is pretty fluid right now. so i just want viewers to be cautious about what they're hearing. is that right? >> that's true, wolf. that's why i've cautioned reporters over time sometimes information -- what's happening is a variety of information goes into the command post. and it may or may not be true. they have to substantiate whether it's true north. but it gets reported out through

other contacts as it's disseminated to the other agencies. that creates confusion. the first initial reports, it doesn't mean that's what the authorities at the command post know to be true. it just means they heard a report and are checking it out. the report a little while ago about law enforcement hurriedly heading toward the river south from the location or north of the location, that can be some bystander or a neighbor looked out the window, saw somebody suspicious running down the street with a gun. that could turn out to be a plain clothes law enforcement officer. so you have all types of reports coming into the command post that need to be checked out. >> and as i say, even if they come from official sources, we have to be cautious. ed ziegler, director of public affairs for the naval district of washington, d.c. even someone in that authority, when he says two shooters are down at the d.c. navy yard and that there have been multiple

deaths, multiple injuries, the two officers who were wounded are not fatalities. he says the fatalities were people in the building itself. even that kind of information, tom, based on your experience, has to be checked and rechecked because this is may be information he believes to be accurate that he's been given, but turns out to be inaccurate and give us some perspective on that. >> he's going by what he's been told and what has been coming out of the main command post at the scene, which is you know, really the best source of information. but again, in these types of situations, we have seen in the past information comes out that turns out not to be accurate. and i'm remembering the sandy hook elementary school shooting where all kinds of information, including the identity of the so-called shooter at the time was false. so it does take time to sort out what's real, what isn't. at the time, and unfortunately, in the chap of command as

information is going out to other offices, to other agencies, false information can get sent by accident, and you know, there does have to be a degree of caution in what you report. >> tom, hold on a minute. brian todd is on the scene for us at the u.s. navy yard watching what's going on, getting more information even as we speak. brian, are law enforcement authorities moving towards the area, moving away from the area? because as you pointed out earlier, it was a little confusing. what's going on right now? >> reporter: there was some confusion, wolf. i can say that both of those cases are true. we've been moving toward and away from the area. we saw a large ambulance heading down that way seemingly toward another entrance to the unable yard. there are multiple law enforcement vehicles down 11th street which is where i'm pointing this direction here. there is a chopper, a park police chopper circling nearby, multiple agency officers down the street and have been coming around the corners all morning

along indicating just a lot of activity. now, unclear, we have not been allowed to move further down 11th street than we are from this location. unclear whether that is some kind of is takening area or an area where possibly people are being taken out of, either evacuated or maybe wounded being moved away. there is a lot of activity down the street. an fbi mobile command center moved down the street a short time ago. we saw tactical officers down there in full s.w.a.t. gear down that street. again, that's got to be the case all over this installation. there is a fairly large naval installation here. 3,000 people work here. and this is as barbara and other reporters have been saying all morning, it's a very secure location here under normal circumstances. we've got, again, choppers circling around and reports now of multiple injuries possibly two shooters, again, getting

some more information on that. the hospital spokeswoman confirmed there have been some fatalities. the numbers we don't know yet. we have heard one of the hospital officials say that the witnesses and some of the victims who they have treated have indicated that they heard shots notice rapid succession, indicating possible use of semi-automatic weapons, things like that. but again, some of those details we're trying to get confirmation of and hope to get that soon in this police news conference. >> we're going to be standing by for that. we're standing by to hear from the president of the united states. we did speak with some eyewitnesses on the scene. listen to what they said about this shooting coming face to face with a gunman. >> the fire alarm went off first. i was on the phone and somebody said hey, this is not a fire alarm. somebody has been shot in the building. we went around trying to get people out of the building. as we were exiting the backdoor, we noticed he was down the hall. he stepped around the corner. we heard shots. he aimed his gun at us and fired two or three shots and we ran

down the stairs to get out of the building. after we left the building, there were still shots in the building. >> he aimed a gun at you? >> there was a group of us. he fired our way. >> so you were there too? >> yes, sir. >> looking down the barrel of a gun? >> he was far enough down the hall we couldn't see his face but could see him with the rival and he aimed at us and fired and hit high on the wall just as we were trying to leave. >> what was going through your mind? >> get everyone out of the building right now. get everybody out because there's someone shooting. >> reporter: did you believe what was going on? >> no, i couldn't believe it. you go to work, you never think something like this is going to happen in your building. >> what were you all doing at the time? what was going on before this started? >> we were just working at our desks and the fire army alarm went off which occasionally there's a practice or there's a fire in the building. and immediately, there was announcement that there was a fire emergency in the building. but our your fire wardens came running very quickly yelling for everybody to get out of the building now. that's when we starred moving.

>> reporter: what did you think? when you saw this guy i'm a gun and you realized he was shooting? >> just get out of the building. just get out. i mean, everybody going down the stairs. people were pushing and shoving. people were falling down. after we came outside, people were climbing the wall trying to get over the wall to get out of the spays. it was just crazy. >> reporter: sounds like it was pandemonium. >> it was. >> do you have any idea what kind of gun it was? >> is i do not. >> it appeared to be a rifle. yes, sir, that's the before the we could tell from that distance. >> all right. so there you hear some eyewitness accounts. let's bring in lou poe lumbo, director of late at any time intelligence protection. retired police officer himself. this is an unfolding situation right now. preliminary information usually is wrong. there we see is the mayor of washington, d.c., maybe he's approaching the microphones right now. lou, hold on for a moment. i want to hear what the mayor has to say. here he comes to the microphones

right now. >> give us a little room in order to get the other law enforcement officials where they need to be. >> that's the mayor with the police chief kathy lanier right behind him, mayor vincent gray. we'll get an update on what's going on. >> all right, good afternoon. we obviously have had a horrific tragedy here at the navy yard and the immediate area beginning this morning about 8:20 a.m. a shooter entered the building 197, which is the naval sea command and began shooting. our active shooter team responded immediately there. launched a search for the shooter, and engaged at least one person along the way.

we know that there are four wounded that have been removed from the scene and taken to a hospital. we're still trying to confirm the number of fatalities involved and we'll have todo that later. as far as we know, there is an isolated incident. we don't know of any other installations that are involved. and thus, we would ask all the residents of this area to please stay out of the area. this is an active investigation that is going on. and, of course, because this involves the military and the federal government, we have been actively and directly and continuously involved with the white house about this incident confirming what we know at this stage. i want to call upon our police chief, kathy lanier now to provide additional details. she will be followed by the park police chief teresa chambers,

and we have other law enforcement officials here with us. again, i'm sure you all understand, we're not prepared to answer a lot of questions at this stage because this is a continuing active investigation. and we will reconvene at some point later this afternoon as more information is available to us. chief lanier? >> so obviously, at this point it's still very preliminary. i'll give you what it is we do have right now. and there's still a lot of work to be done. we won't be taking questions right now. we will be doing another briefing within the next two hours. we'll give locations for that briefing. right now, what i can tell you is our initial call came in for a shooting on the navy yard. it came in shortly after 8:15. there was a request for metropolitan police department assistance. our units were on the scene, active shooter teams were deployed and deployed on base within seven minutes of the first calm coming in. multiple active shooter teams

from the metropolitan police department, park police, u.s. marshals, eventually also fbi have been inside the base since that time. right now, and this is very, very preliminary, we have one mpd officer who was shot in engagement with the shooter inside of the navy yard. we have one shooter that we believed involved in in that is deceased. we also have other casualties. i will not give a confirmed number at this time, but i'd say we have multiple victims inside that are deceased. we'll get updates once we have the numbers confirmed. the big concern for us right now is that we potentially have two other shooters that we have not located at this point. so right now, all's we have on those potential other shooters, and this is not con firpd, we potentially may have two additional shooters out there, one being a white male who was

last seen around 8:58, 8:40 this morning in a khaki tan military uniform, short sleeved with a beret hat, appeared to be like a naval uniform. that white male was last seen around 8:35 this morning with a handgun. we also have a lookout potential will another shooter that was a black male approximately 50 years of age who may have been in possession of a long gun. that person was wearing an olive drab colored possible military-style uniform. we have no information to believe that either of those folks are military personnel, but we do have information that those individuals are wearing military style uniforms. so anybody that has information that may have seen someone matching those descriptions, we are asking pore them to call the

metropolitan police department on 202-727-9099. so in terms of the investigation, it is still very active. we have asked our members of the community to please remain out of the area and in their homes until we finish doing the search. obviously, we've got a large area we're still actively engaged in a search on. so with that, i just want to thank all the other agencies that have been here. this is a very active on going unified investigation at this point. the fbi has been here fully engaged from the very beginning along with park police, metro transit police, dod naval criminal intelligence. so we've had everybody here along with us all along. as soon as we get additional information, we will you push it out. il let chief chambers have an opportunity if she has any comments. our officer is in stable condition right now in surgery. >> the only thing to sad, we we were with the mpd quickly on the

scene. that happens a lot in washington, d.c. we have our aviation component that is helping with still eyes in the sky as well as medevac. and again, we'll be a part of this on going and fluid investigation and we'll be back with you later today. thank you. >> is there any indication this is an act of terrorism? >> we're not prepared to answer questions at this stage. we'll be back in a couple of hours as we gather more information. we certainly don't want to provide information that hasn't been confirmed. please bear with us as we continue this investigation and in a couple of hours, i'm sure we'll have more. thank you all very much. >> thank you. >> so there you heard from the mayor, vincenten gray of washington, d.c., the police chief kathy lanier, jake tapper is ready to brief us, as well. fascinating information, important information. the police chief saying that one suspect, she believes, confirmed dead. potentially she says two other

shooters, they are at large right now. they're searching potentially kathy lanier, the police chief says they're looking for two other shooters. i want to go to jake in a moment. barbara starr is our pentagon correspondent. barbara, if in fact they are looking, if there are two other shooters on the loose right now, that escalates the shooting incident dramatically with fatalities and injuries. >> absolutely it does. it couldn't be pore serious if you have three people conspireing to carry out an attack at a u.s. is military installation the nation's capital. this is terribly serious, of course, already. it makes it even more difficult. let's try and help people understand what may be going on here. we confirmed a short time ago from a senior u.s. navy official that one shooter was dead. rumors have been flying all morning, some navy officials saying there's two shooters. other tweets and unconfirmed

reports talking about up to athlete shooters. why the uncertainty about what exactly is happening here? one of the reasons is the major source of information that anybody had as this was unfolding were people inside the building who were calling out, call, making phone calls, trying to communicate what they knew. and their information, of course, quite understandably sketchy. unclear. they're hearing things going on in the hallways. trying to get the very best information that they could for law enforcement as it was making its way into the building. so for the first period of time, some uncertainty about all of this. the rumors had persisted all morning that there were multiple shooters and a short time ago, in fact, a navy official down at the navy yard publicly confirmed to cnn and other news organizations that there were, indeed, two shooters. now, the chief saying possibly a

total of three. wolf? >> hold on a minute. i want to go to george washington university medical center. they are accepting patients now from the shooting incident. there's a news conference under way. >> our staff operating rooms and physicians stand ready. in conclusion, please know that our sympathy and prayers go out to the family of this patient and those who is have been affected by these traj can he events in our nation's capital. thank you. >> can you tell us military, civilian? >> i know nothing about the shooter other than what i told you regarding this patient. >> you said he was a man in his 60s. was he from the washington area? >> i don't know anything about the patient other than what i mention. >> a single gunshot wound to the head. >> you don't know what type of gun it was? >> i do not know. >> [ inaudible question ] >> we told the fire department we are able able to receive at least four to five critical and at least 20 more noncritical. but how many are inbound, i do

not know. >> reporter: you talk about the efforts in the ambulance. i assume to get him here and to help him? >> the firefighters did exactly what the standard of care is. they provided excellent cpr on their way in. they had iv access, established an airway. they went out of their way to save this patient's life. unfortunately, the injury itself was not survivalable. >> you say this was the first victim shot at the scene, the first victim to be brought to a hospital? >> i don't know if he was the first victim. he was the first to be transported. >> reporter: what time did he arrive? >> what time did he arrive? around:30 or so i think or 9:00 a.m. >> reporter: what time did he pass away? >> shortly upon arrival. within a minute or so of arrival. >> reporter: that's an important time. he's pronounced dead? >> yes. >> where was the gunshot? >> temple. >> right or left? >> left. >> reporter: can you tell how far away the. >> i do not know how far the shooter was. >> reporter: talk about the

injury again and whether this is something he could have survived. >> the injury was not survivable. the patient was dead on his way to the hospital. >> reporter: tell us a semi-automatic weapon? >> i do not know what type of weapon this was or the caliber or the bullet. >> reporter: was the bullet still in the head of the victim? >> i don't know if the bullet is still in the head. we did not obtain an x-ray. >> two more questions. then he's done. >> reporter: has the body been removed from the hospital? >> the body is with the medical examiner. >> when do you expect to receive these additional patients? >> i do the not know. we haven't heard back yet. >> reporter: talk about -- >> thank you. >> thank you. >> all right. so there you heard someone, a physician from the george washington university medical center here in the nation's capital saying that one person died, was pronounced dead at the hospital here on the campus of george washington university

from a gunshot wound to the techal, to the head. so that's a confirmation of one fatality, at gw. jake tapper is on the scene for us. jake, i want to be very precise because this information can change, obviously. but when you hear the d.c. police chief cathy lanier say one suspect is dead, potentially they are on the lookout for two other shooters right now, you know, it's unclear what's going on, isn't it? >> reporter: i don't know if you can hear me. >> i'm sorry. yeah, i'm sorry. when you have a police chief come out and say there are two potential shooters still at large although inconfirmed it shows you how little is known about such a situation. the police chief kathy lanier talking about the shooting earlier today. the first report came in just before 8:15 eastern time.

there were the metropolitan police department response team there within seven minutes. there are multiple fatalities. she said one police officer has been shot. he is in stable condition. and one shooter has been shot. and is dead. but the big news as you point out is the fact that there are potentially two other shooters out there. she described them, one a white male last seen around 8:35 this morning here at the naval center wearing etan military uniform with a handgun. short sleeves, wearing a beret. it appeared to be a navy uniform but she could not confirm it was an official navy uniform. the other shooter a black male around 50 years old wearing olive drab clothing, possible military uniform again in possession of a long gun. the police chief cautioned if anybody knew of anybody fitting these locations to call the metropolitan police department at 202-727-9099. it's still an active crime scene

here. and they are still looking with park police helicopters and other surveilance to find these other two potential shooters although the police chief said it was still unconfirmed they had existed. within two hours they will brief with updated information. they would not answer questions about the identity of the shooter killed or the identity of the police officer. they didn't want to give any information they had not yet confirmed. that is the big news from down here. >> very big news indeed. one suspect cathy lanier the dc police chief saying is dead. potentially there are two other shooters at large right now. let's go over to the pentagon and barbara starr. you're getting more information including a statement from the press secretary, george little. >> that's right, wolf. our pentagon producer, larry has just learned that security has been stepped up here at the

pentagon. always a place of very tight security since 9/11. now stepped up even more. more pentagon police officers patrolling outside the building with their weapons. this is a place where where, again, there is a security perimeter, but people can walk up to it. they're not supposed to be able to get past it, but they can walk up to it. if there are two shooters on the loose as potentially suggested, the pentagon taking no chances increasing security around the building. we are seeing that at other military installations including where there are marines in downtown washington, d.c. the military taking toence chas, taking a very cautious approach to all of this until it is resolved. let me go back on one detail. the chief of naval operations admiral jonathan greenard, head of the navy, he lives at the navy yard. he was there this morning. he and his wife were quickly evacuated from the navy yard the admiral at this hour in his

office at the pentagon. >> the statement we're just getting from george little, among other things saying defense secretary can the george hagel is closely following the situation. then they go on, george little to say this, while the pentagon remains open, the pentagon force protection agency increased its security posture not out of a specific threat but as a pro active precautionary measure. then the statement says this is. this is a fluid situation. navy officials are working closely with law enforcement and emergency management representatives from the fbi and the district of columbia to secure the scene and begin the investigation. more information will be released from the appropriate agency as it becomes available. so barbara, clearly, the pentagon acknowledging they've tightened security at the pentagon right now. not out of some specific threat but out of an abundance of caution as they like to say. what you're saying is you can see and you can feel that will heightened security over at the department of defense. >> oh, absolutely, wolf.

it's very visible and that is part of what they do when there are these situations. they did it in the hours after the boston bombing attacks. part of security is to be visible. there's -- this he like to say there's the visible and the invisible. but part of it around the pentagon is to be very visible to make sure that the people who work here, 20,000 people come in and out of this building every day, that they feel secure, that they feel safe and also to keep this place very secure. and the visible security is part of that. i will tell you that there are also every day 24/7 a number of not so visible security measures, just as there are on the white house, capitol hill. there is very good surveillance around this area. they feel they're in a very good position, but when things like this happen, like boston, like other situations, they put extra force out there. they want the public to know that they are looking after things, wolf. >> and the security has really

intensified elsewhere in the area, as well. once again, out of an abundance of caution because as kathy lanier, the d.c. police chief just told us, potentially, potentially there are two other shooters at large right now, that they're looking for. we're told the president of the united states is about to begin xwn speaking over there at the white house. originally he was going to be speaking almost an hour or so ago, but that is -- this event at the white house has been delayed. delayed presumably because the president like so many other officials monitoring the situation over at the u.s. navy yard. over at the naval sea systems command where there have been fatalities and injuries as a result of a shooting incident that occurred about four hours ago. there you see some video of the president walking from the west wing of the white house next door to the eisenhower old executive office building. these are live pictures of the president walking over. the subject at hand is the financial crisis crass, five

years later. what has gone on with the u.s. economy over these past five years since the near collapse during the great recession that occurred in 2008. so the president's going to be speaking on that, but i wouldn't be surprised at all if he opens his remarks with some words about what's happening across town. about three, three and a half miles away from the white house at the navy shipyard. the shipyard is only about a mile and a half away from capitol hill right across the river from reagan national airport, right next door literally to washington nationals park, the home of the major league baseball team. the president getting ready to be introduced over there right now. but the big news is what kathy lanier, the d.c. police chief told us all a few moments ago. one shooter, one suspect, deceased, she said. suspect dead. shot apparently by a law enforcement potentially two

other shooters, her words, potentially two other shooter on the loose right now at large right now. and both wearing some sort of uniform. so it's unclear exactly how precise that information is, if there's some confusion out there, but that's what the d.c. police chief kathy lanier said just a few moments ago. let's wait for the president. lieu polumbo is joining us. but here comes the guest, the special guest that the president has invited for this event. the president was going to be highlighting how the u.s. economy has improved dramatically over these past five years. the millions of jobs that have been created, the new regulations that have gone into effect. he's going to suggest clearly the economy has a long way to go to get out of the deep hole it was in five years ago. but they're making progress. so there the president is about to be introduced. i'm anxious to hear if he opens his remarks as i suspect he will with some comments about this

shooting incident not far away over at the u.s. navy yard. the president coming in right now. so let's listen in from the top. >> before i begin, let me say a few words about the tragedy that's unfolding not far away from here at the washington navy yard. that's part of why our event today was delayed. i've been briefed by my team on the situation. we still don't know all the facts. but we do know that self people have been shot. and some have been killed. so we are confronting yet another mass shooting. and today, it happened on a military installation in our nation's capital. it's a shooting that targeted our military and civilian personnel. these are men and women who were going to work, doing their job protecting all of us.

their patriots. and they know the dangers of serving abroad, but today they faced the unimaginable violence that they won't have expected here at home. so we offer our gratitude to the navy and local law enforcement, federal authorities, and the doctors who responded with skill and bravery. i've made it clear to my team that i want the investigation to be seamless so that federal and local authorities are working together. and as this investigation exmoves forward, we will do everything in our power to make sure whoever carried out this cowardly act is held responsible. in the meantime, we send our thoughts and prayers to all at the navy yard who have been attached by this tragedy. we thank them for their service. we stand with the families of those who have been harmed. they're going to need our love and support. and as we learn more about the courageous americans who died today, their lives, their families, their patriotism, we

will honor their service to the nation. they helped to make great, and obviously, we're going to be investigating thoroughly what happened as we do so many of these shootings, sadly, that have happened. and do everything that we can to try to prevent them. now, in recent weeks, much of our attention has been focused on the events in syria. the horrible use of chemical weapons on innocent people, including children, the need for a firm response from the international community and over the weekend, we took an important step in that direction towards moving syria's chemical weapons under international control so that they can be destroyed. and we're mot there yet. but if properly implemented this agreement could end the threat these weapons pose not only to the syrian people but to the world. i want to be clear though that even as we've dealt with the

situation in syria, we've continued to focus on my number one priority since the day i took office, making sure we recover from the worst economic crisis of our lifetimes and rebuilding our economy so it works for everybody who's willing to work hard so that everybody who is willing to take responsibility for their lives has a chance to get ahead. it was five years ago this week that the financial crisis rocked wall street. and sent an economy already into recession into a tail spin. and it's hard sometimes to remember everything that happened during those months, but in a matter of a frightening few days and weeks, some of the largest investment banks in the world failed. stock markets plunged. banks stopped lending to families and small businesses.

our auto industry, the heartbeat of american manufacturing, was flat lining. by the time i took office, the economy was shrinking by an annual rate of more than 8%. our businesses were shedding 800,000 jobs each month. it was a perfect storm that would rob millions of americans of jobs and homes and savings that they had worked a lifetime to build. and it also laid bare the long erosion of the middle class that for more than a decade has had to work harder and harder just to keep up. in fact, most americans who have known economic hardship these past several years don't think about the collapse of lehman brothers when they think about the recession. inestate, they recall the day they got the gut punch of a pink slip. or the day a bank took away their home.

the day they got sick but didn't have health insurance or the day they had to sit their daughter or son down and tell him or her that they couldn't afford to send their child back to college the next semester. so those are the stories that guided everything we've done. it's in the earliest days of the crisis caused us to act so quickly through the recovery act to arrest the downward spiral and put a floor under the fall. we put people to work repairing roads and bridges to keep teachers in our classrooms, our first responders on the streets. we helped responsible homeowners modify their mortgages so that more of them could keep their homes. we helped jump start the flow of credit to help more small businesses keep their doors open. we saved the american auto industry. as we worked to stabilize the economy and get it growing and creating jobs again, we also

started pushing back against the trends that have been battering the middle class for decades. so we took on a broken health care system, we invested in new american technologies to end our addition to foreign oil, we put in place tough new rules on big banks, rules that we need to finalize before the end of the year, by the way, to make sure that the job is done, and we put in new protections that crack down on the worst practices of mortgage lenders and credit card companies. we also changed a tax code that was too skewed in favor of the wealthiest americans. we locked in tax cuts for 98% of americans. we asked those at the top to pay a little bit more. so if you add it all up, over the last three and a half years, our businesses have added 7.5 million new jobs. the unemployment rate has come down, our housing market is healing. our financial system is safer. we sell more goods made in

america to the rest of the world than ever before. we generate more renewable energy than ever before. we produce more natural gas than anybody. health care costs are growing at the slowest rate in 50 years. and just two weeks from now, millions of americans who have been locked out of buying health insurance just because they had a pre-existing condition, just because they've been sick or couldn't afford it, they're finally going to have a chance to buy quality affordable health care on the private marketplace. what all this means is we've cleared away the rubble from the financial crisis and begun 0 lay a new foundation for economic growth and prosperity. and in our personal lives, i think a lot of us understand that people have tightened their belts, shed debt, refocused on the things that really matter. all of this happened because ultimately of the resilience and grit of the american people. and we should be proud of that. and on this fub-year

anniversary, we should take note of how far we've come from where we were five years ago. but that's not the end of the story. as any middle class family will tell you or anybody striving to get into the middle class, we are not yet where weigh feed to be. and that's what we've got to focus on, all the remaining work that needs to be done to strengthen this economy. we need to grow faster, we need more good-paying jobs, woo he feed more broad-based prosperity. we need more ladders of opportunity for people who are currently poor but want to get foot middle class. because even though our byes are creating new jobs and have broken record profits, the top 1% of americans took home 20% of the nation's income last year. while the average worker isn't seeing a raise at all.

in can the fa, that understates the problem. most of the gains have gone to the top .1 of 1%. so in many ways, the trends that have taken holdover the past few decades of a winner-take-all economy where a few do better and better and better while everybody else just treads water or loses ground, those trends have been made worse by the recession. that's what we should be focused on. that's what i'm focused on. that's what i know the americans standing beside me as well as all of you out there are focused on. and as congress begins another budget debate, that's what congress should be focused on. how do we grow the economy faster, how do we create better jobs, how do we increase wages and incomes, how do we increase opportunity for those that have been locked out of opportunity,

how do we create better retirement security, that's what we should be focused on because the stakes for our middle class and of fighting to get into the middle class could not be higher. in today's hyper competitive word, we have to make the investments necessary to attract good jobs that may bood wages and offer high standards of living. and although ultimately our success will depend on all the innovation and hard work of our private sector, all that will grit and resillence of the american people, government is going to have a critical role. in making sure we have education system that prepares our children and workers for a global economy. the budget congress passes will determine whether we can hire more workers to upgrade our transportation and communications networks or fund the kinds of research and development that have always kept america on the cutting edge.

so what happens here in washington makes a difference. what happens up on capitol hill is going to help determine not only the pace of our growth but also the quality of jobs, the quality of opportunity, for this generation and future generations. >> the president of the united states making the case for action right now in congress to get a budget passed by the end of this month to make sure there is no government shutdown, to make sure that the funding for obama care goes forward. lots of economic issues on the agenda right now on this, the five-year anniversary of the near collapse of the u.s. economy and the start of that great, great recession. president ez obviously has a lot going on right now. not only worrying about economic issues, raising the nation's debt ceiling, making sure obama care is fund, make sure there's no government shutdown, but on top of all this, he's got a crisis in syria. you heard the president say he's hopeful that this ingredient

with the russians may bear some fruit. we'll see soon enough whether it does. we have a lot more on that story coming up. about three and a half miles away where the president is right now, there's been a shooting it incident, multiple fatalities. according to authorities on the scene, multiple deaths. we don't have specific numbers, the president saying some people were shot. some of them were killed. a mass shooting he called it. let's bring in gloria borger and jake tapper. jake, i just want to be precise. first of all, what we heard from the d.c. police chief, cathy lanier saying one shooter, one suspect was shot and killed. but potentially there are two others who remain at large right now. and just update our viewers on that because that is ves very disturbing if in fact it's true. >> this is unsettling news,

wolf, and gives some explanation why we've seen so many helicopters in this region, presumably searching for these two individuals that the police chief identified as being potentially suspects and the second and third shooters. they're described as one of them is a white male wearing khaki clothing. he was last seen here at the unable yard at about the 8:35 this morning wearing a beret. that's not to say he is known to be in the military but he was wearing military style clothing. he had a handgun and that's one of the shooters potentially shooters. the third potential shooter is a black male identified as about 50 years old wearing olive drab again in a potential is military uniform. he is said to be in possession of a long gun. these are the have two individuals that this big manhunt is under way searching for. both, of course, the metropolitan police department and the u.s. park police. but also u.s. marshals and now the fbi is involved, as well.

we know from evan perez, our correspondent at the justice department not long after the call was placed this morning shortly before 8:15 this morning in the metropolitan police department showed up, this elite unit at the bureau of alcohol, tobacco and firearms dispatched to the kescene. in any case, this manhunt is still under way. we're told to expect more information in the next hour and a half or so. wolf? >> jake, stand by for a moment. we're going to bring gloria borger into this situation. we're monitoring multiple story right now, including the huge breaking news here in washington what's going on at the u.s. navy yard. one suspect believed dead but potentially, according to the washington, d.c. police chief, cathy lanier, two other shooters at large. right now, the president speaking out about syria, the economy.

what we heard from the washington, d.c.ing police chief, cathy lanier. >> the big concern for us right now is that we potentially have two other shooters that we have not located at this point. so right now, all's we have on those potential other shooters, and this is not confirmed, we potentially may have two additional shooters out there, one being a white male who was last seen around 8:35, 8:40 this morning in a khaki tan military uniform, short sleeved with a beret hat, appeared to be like a naval uniform. that will white male was last seen around 8:35 this morning with a handgun. we also have a lookout potential will i for another shooter involved that was a black male approximately 50 years of age who may have been in possession of a long gun. that person was wearing an olive

drab colored possible mirt style uniform. we have no information to believe that either of those folks are military personnel but we do have information that those individuals are wearing military style uniforms. >> cathy lanier, d.c. police chief. a manhunt, emergency manhunt clearly under way as a result of po tensionally her words, potentially two other shooters remaining at large. there's some movement over there at the navy yard. brian todd is on the scene. what are you seeing, brian? >> reporter: a lot of police activity just now coming down 11th street toward this staging area down here. this is clearly some kind of staging area for law enforcement. our photojournalist of mark can zoom back here to what appears to be a staging area. there is tactical vehicles and personnel. we saw some plain clothes personnel donning some tactical

gear sometime ago. clearly some kind of staging going on down 11th street, the easternmost side of the fave yard. they're setting up some kind of perimeter over here to move in and move around. as we know, they are looking for two potentially two other shooters in addition to the one that the police chief identified as being deceased. they are looking to find potentially two other shooters and we'll go over the description again. one is a white male, last seen at about 8:35 a.m. eastern time. more than four hours ago. again, if there are two potential other shooters, they've been on the loose for the an least four hours. one is a white male with a khaki military clothing. short sleeved shirt with a beret carrying possibly a handgun. the other is a black male approximately 50 years old with a long gun wearing olive drab clothing. we have to reiterate for viewers that the police chief said these are potentially two other shooters. it could be the case they may not find two other shooters. we have to keep you you abreast

of that potential development. this is such fluid information. such a fluid scene here that we have to say the word potential and stress ta at this time. potentially two other shooters. you've got tactic it will gear being donned by police down here. they are setting up some kind of staging area down on 11th street southeast. this is a fairly large perimeter around the navy yard, about 3g,000 people work here. a lot of buildings in this facility. this was the naval sea systems command building where this shooting occurred at about, according to police chief, the call first came in shortly after 8:15 a.m. so you're talking more than four hours, wolf, of a very, very active crime scene. >> stand by, brian. because there's a lot of fluid -- fluidity we should say in the situation right now. but a manhunt clearly under way for potentially two other shooters, one shooter killed as a result of what's going on, all of this according to cathy lanier, the d.c. police chief.

here's what some eyewitnesses told us just a little while ago about what they saw at the u.s. navy yard. >> the fire alarm went off first, and i was on the phone and somebody came up to my desk and said somebody has been shot in the building. en we went around trying to get people out of the building. as we were exiting the backdoor, he stepped around the corner. we heard shots. as he came around the corner, he aimed at us and fired at least two or three shots. we ran downstairs to ge out of the building. >> he was far enough down the hall we couldn't see his face but could see him with the rival and he raised and aimed at us and fired and hit high on wall just as we were trying to leave. >> everybody going down the stairs, pushing, shoving, people were falling down. after we came outside, people were climbing the wall trying to get over the wall to get out of the spaces. it was just crazy. >> barbara starr is over at the pentagon where they've tightened security out of what they call an abundance of caution. what's the latest?

>> wolf, security heightened here at the pentagon as it has been in so many areas across washington, d.c. this morning. abundance of caution, but if, if there are two additional shooters, no one is taking any chances. it might be worth revisiting quickly why the uncertainty about the possibility of two additional shooters. as chief cathy lanier just talked about a short time ago. the reason is this information comes from eyewitness accounts inside the building several hours ago. people who reported they believed they indeed did see additional shooters. so that's the information they're working off of. that's why they're trying to find these people. the descriptions, however, a bit peculiar. if not really describing a military uniform, for example, one being described in short sleeves with a beret, a navy style uniform. the navy does not wear berets. a very small detail, i grant you, but it goes to the question, are these people in
