enrollment these people are expected to say "it's not our fau fault." . we have more from cnn's jim' costa. >> reporter: with the obama care finger pointing shifting in high gear the contractors who built the healthcare.gov website are saying don't blame us but still offering conflicting stories of what went wrong. they hear testimony today. while one scuff executive is say the site passed eight technical reviews prior to going online october 1st, another contractor says a late decision requiring consumers to register for an account before they could brous for insurance products is behind some of the problems. not only do house republicans want answers. >> it's our job to hold them accountable when it comes to obama care, clearly there is an awful lot that needs to be held accountable. >> reporter: of president obama's fellow democrats want heads to roll. >> it's inexcusable.

somebody ought to get fired. >> kathleen sebelius? >> no. they should wait and get the thing up and running and then determine and let somebody be accountable! >> reporter: a health insurance insurance insider tells cnn contractors and official at the department of health and human services knew about the site's problems but gave a far rosier picture to the white house that insiders say nobody wanted to granddad white house and say your signature achievement may not go so well but the president was not intentionally kept in the dark. >> we did not know until the problems manifested themselves after the launch that they would be as significant as they have turned out to be. >> reporter: kathleen sebelius told cnn the president did not know about the problems until after the site was fully launched. >> i think it became clear early on the first couple of days. >> not before that? >> no, sir. >> reporter: all of the reason the republican say for the president to hold somebody

accountable. >> mooerns the president himself seems embarrassed by it and if he is not going to resign over this mess, he should decide who should. >> president obama is expected to shift focus from the health care rollout for immigration reform. the white house says he'll call on congress to act and rging lawmakers to finish the work by the end of the year. work on measures to strengthen u.s. borders and provide a pathway to citizenship for many in the country illegal. john boehner expressed optimism on wednesday. >> it is unclear what measures the house will take but if speaker boehner wants to get something done, something could, in fact, get done by the year. have to wait and see. a report that claims the nsa tapped german chancellor angela merkel's cell phone. the president assures

americaship the nsa is not monitor her communications and will not monitor her communications. was the u.s. was monitoring her communications? that may be a different question. it is reported that merkel called the president to discuss these allegations which are based on disclosure from nsa leaker edward snowden. our frederik pleitgen has the story. >> reporter: very few details have emerged so far. the german government only came out and said it has information that merkel's phone was possibly tapped into by the nsa and they would not say anything else. now, there was that phone call between merkel and barack obama earlier when merkel according to the german government finds this unacceptable and stop immediately and wants a treaty makes clear the relations between the two countries intelligent communities for something like this not to ever

happen again. the germans have been on the edge for a long time. the government in berlin said that it's asked the u.s. government to clarify what sort of intelligence gathering, what sort of spying and espionage it has been conducting in germany about six or seven months ago and so far it has not gotten satisfactory answers from the united states. one of the things that berlin said today, it expects those answers to be forthcoming as fast as possible. merkel is a policy lesion on her cell phone all the time. a well-known fact in germany she texts during parliamently debates and on the phone all the time. they say it was impossible to tap into that phone and clearly that is not the case and it is something that is very, very damaging to u.s. and german relations. the germans in this whole saga surrounding edward snowden felt the americans were insincere to them and germany thought it was a closer ally to the united

states than to have america collect as much data from german internet users from german phone user answer now german politicians that is coming to light. frederik pleitgen, cnn, atlanta. top secret cia documents revealing this morning despite denouncing u.s. drone strikes, paeck pakistan's government endorsed the program. he met at the white house calling for an end to those strikes. sharp differences this morning between the u.s. and israel over iran's nuclear program. israel prime minister benjamin netanyahu net wednesday with secretary of state john kerry and called for dismantling iran's nuclear bomb making capability. the u.s. is suggesting putting safeguards in place and assure that iran's intention is peaceful and not military in nation.

six global power will resume talks next week in geneva looking for possible alternatives for a diplomatic deal. stanks feastarvation fears syria. aid workers say no supply or food has come into the region. residents worry conditions will soon become like that in the western suburbs where hunger is so severe, doctors are reporting deaths now from malnutrition. >> a warning that egypt is spiraling dangerously close to civil war. reports that the coup is urging the international community to pay close substantially attention. since this all began more than 1,000 people have been killed and more than 2,000 have been arrested. lawyers for boston bombing suspect tsarnaev may try to save him by blaming everything on his

dead brother from the death penalty. they wanted -- prosecutors for the first time monday said a friend of his told him he took part in the killings. the younger tsarnaev attorneys may argue he fell under his brother's murderess influence. >> they say this is the most likely chance that he was under the older brother pulling the strings. see if it works. a 14-year-old is behind bars charged with murdering a popular high school math teacher. colleen ritzer, authorities say, her body was found behind the school. here is don lemon with more. >> reporter: this is the face of an accused killer. >> the defendant before the court is 14. >> reporter: investigators in massachusetts allege 14-year-old philip chisa.m. killed popular 24-year-old math teacher colleen

ritzer where she taught and he was a student. >> he quiet and kept to himself. he's a good kid. nothing out of the ordinary, just a quiet, normal kid. >> reporter: students and family members say ritzer loved being a teacher. at times, sending out homework assignments over twitter and facebook and her blog. >> wonderful lady. couldn't say enough about her. always the teacher to go the extra mile for students. >> reporter: why would anyone want to kill her? allegedly dumping her body in the woods behind her own school? >> i think their sense of security starts to become shattered and they saul said this is danvers. it doesn't happen here. >> reporter: the surprise of ritzer's body was a surprise as a hunt for chism, a high school soccer player who had gone missing. meanwhile ritzer's family had called police that night to say they was missing too. >> result of that report and a

search for the teacher and discovered blood in the sec floor bathroom at the danvers high school. >> reporter: the teen was found in a nearby town on tuesday. according to court documents, investigators learned from an interview with, which chism that he had assaulted and then murdered ritzer. in an adult criminal court the teen's attorney argued he should be treated as a 1y50u67juvenile >> that decision was not made today. >> reporter: he will be held without bail at a county jail facing a murder charge, as a community struggles to answer the question why. don lemon, cnn, danvers, massachusetts. >> a sad story. it looks like old man winter just started to wake from a season's long slumber. large sections of the country getting their first real taste of chilly weather as a cold front moves across the country.

and help you find the aarp medicare supplement plan that's right for you. skakel who has spent the last 11 years behind for murder. a connecticut judge overturned skakel's conviction and ordered a new trial. the judge ruling that skakel's attorney failed to adequately represent him in court. he was sentenced to 20 years to life in prison for the 1975 murder of his teenage neighbor martha moxley. cnn's debra feyerick has the story. >> reporter: the last time 15-year-old martha moxley was seen alive was october 19, 1975. shevers seen going to a party with friends and seen flirting with the nephew of ethyl kennedy.

the next day her body was found in her yard and bludgeoned and stabbed to death from a broken golf club found near her body. the golf club was found that of skakel's home. suspicion fell on thomas skakel. the last person seen with moxley the night of the party. another suspect was kim middleton who move in with the family the day of the murder but police never charged either of them citing a lack of evidence. two decade the case languished. new interest and new tips. a new suspect in january of 2000, 40-year-old michael skakel, thomas skakel's little brother, michael was also 15 at the time of the crime which meant 25 years later, he was charged as a juvenile. he turned himself into police after an arrest warrant was

issued all the way proclaiming his innocence. >> to my knowledge, there is no physical evidence. there is no dna evidence. no scientific evidence or anything that links michael skakel to this crime. >> reporter: despite that a number of witnesses placed him at the crime scene the night of the murder. two witnesses testified they heard boasting he could get away with murder because he was a kennedy. prosecutors claim michael skakel was jealous of his older brother's relationship with moxley and killed the girl in a jealous rage. a charge he denied. the judge eventually ruled michael skakel should be tried as an adult. >> everyone assumes he is guilty. he has been arrested. he is this kennedy cousin. there is books, movies, a lot of disinformation and no one really knows the story. jury trial will expose the evidence to the public. >> reporter: the trial began in 2002. skakel was found guilty and sentenced to 20 years to life for moxley's murder. >> i can't give up. martha was very special. i only had two children and to

lose one was a major, major thing and i'm just not going to give up! >> reporter: deborah feyerick, cnn, new york. >> a connecticut judge has ruled he should be tried again because he did not receive adequate representation. what is unusual here the lawyer mickey sherman was a very well-known lawyer. highly paid. i think he made more a million dollars in this case. you don't usually see inadequate representation then coming into play with a high priced celebrity lawyer in cases like this. it is fatiscinating, fascinatin to see. a colorado judge ordered the release in the 1996 killing of jonbenet ramsey. the district attorney had possible charges against her parents three years after the murder. the indictment remains sealed because the d.a. has decided not to pursue charges. no explanation was ever given about this but these documents, they could shed some light on this long mystery. >> good samaritans rescuing

children from a burning building in miami. their couch went up in flames and two good samaritans sprang into action and became life savers. >> the smoke was coming at them. it was intense. they trying to stick their head out so they won't smell the smoke and panicking and panicking and kids were screaming, ah! >> we heard the screaming and once she put the kids out of the window we ran into action and ran over and said drop the kids and he caught them. >> i'm so glad her and my babies okay. jumping out that window for two babies is dangerous. >> investigators looking into the possibility the fire was intentionally set. the mother had reportedly gotten into a heated argument with her ex-boyfriend just before that fire broke out. thankfully those two men were right there to catch those babies. >> brave people. coming up, could retirement soon be a thing of the past?

welcome back to "early start." everyone, i am surrounded by financial wizardry this morning! it is "money time." christine romans and maribel aber at the same time. >> good morning. >> good morning to you. let's start out and talk about money. crowd. it may be coming to wall street. the securities and exchange commission voted unanimously to propose rules to buy stock and company over the internet using this crowd funding exchange and that creates a whole new way for the plaintiffs to raise money. the other thing is that it would allow them to bypass all of those -- usual costs of going public involving the hiring investment bankers, accountants, et cetera. crowd funding would also give small and promising companies a way to raise money from a wide pool of investors. retirement kind of part of the american dream. maybe a thing of the past.

now it might be a nightmare for many. more middle class americans say they have saved to little for retirement they expect to work into their 80s or either until they get too sick or die. a wells fargo survey says nearly half of middle class workers are not confident they will be able to save enough money to retire comfortable. up 25% from 2011 and 37% say they would never be able to retire. >> they are sort of squeezing out the millennials from the work force and the young kids are not getting their step in. >> people are looking at social security. that is scary. a starbucks is opening first tea house today. tivana tea bar is located in new york city's upper east side. they say it will elevate the tea

attack? democratic politicians now criticizing the white house and demanding accountable for the obama care website and its rough rollout. a bitter taste of winter for a very big large part of the country this morning, waking up in temperatures that are 20 degrees below normal. good morning! how cold it's expected to get. there is a car in my house. >> a man smashes into a man's home. >> that is rude awakening. i'm christine romans. >> i'm john berman. welcome back to "early start." congressional hearings on obama care begin this morning and the blame game is in full force. private contractors that built the healthcare df website are expected to tell lawmakers the problem launch is not their

fault. in the meantime it appears the white house is ready to try something new. to feed the need for information on the obama care rollout. the rollout at least of that website. cnn's casey wian has the details. >> reporter: what a difference a day makes. jay carner said the administration will begin providing daily briefings on obama care. >> there will be regular briefings as secretary sebelius instigation that would try to answer your questions and provide as much information as possible. >> reporter: so far, answers about the obama care rollout have been hard to come by. >> i refer you to agj what information they have. >> reporter: it's not unusual for the white house spokesman to walk away from reporters as he did tuesday. >> trying to help this? >> reporter: when he was still being questioned about obama care but it is an example of the tension in washington over scarce information. >> how much is this costing taxpayers money? as a long time washington reporter before you took this job, obviously, that would likely be something that you felt was a right to know.

will we get that information? >> i would address your question to ahs. i don't have that information. and this is an operation being run by them. >> reporter: health and human services secretary kathleen sebelius was quick to cite some numbers in a quick interview with cnn's dr. sanjay gupta. >> we have had over a million calls and 19 million people visit the website and 500,000 accounts created and people are shopping every day so people are signing up. >> reporter: but creating an account is not the same as signing up. >> how many people have signed up? >> we will be doing what we have done with every other program, medicare part d, we have done it with chip. we will give monthly enrollment figures and we have said that since the beginning. >> reporter: problems are seizing on the secrecy. >> we still don't know these enrollment numbers and ahs is blocking it. this is not transparency and adding to the fears of rolling

out obama care. >> reporter: carney said the daily briefings will help give people a sense what is going on with efforts to fix the problems associated with obama care. we still don't know when the release of the numbers of people who have actually signed up. casey wian, cnn, los angeles. one of the leaders in the fight against obama care, texas senator ted cruz, he is headlining in iowa. interesting. cruz will deliver the key note address to the state republican's party to the ronald reagan tomorrow night in des moines. it is usually a showcase for types of leaders may be considering a run of the iowa caucuses someday. the tea party republican ted cruz made a national game for himself during the government shutdown crisis just before actually with his fight to end obama care and his 21-hour speech on the senate floor. >> he is not going there because it's beautiful there this time of the year? >> it's always beautiful in iowa but you don't go there when the

caucus is two years away. >> this is true. 700 irs contract workers owe close to $5.5 million in back taxes. based on a new report. half of them aren't supposed to be eligible to work because they aren't on a tax payment plan. they say they should treat noncompliance for contract irs workers the same it does for its own employees. >> people don't know why a seventh grader killed a teacher and wounded two other students at his middle school. the 12-year-old shooter also took his own life. students returned to class on wednesday at sparks middle school, the mother of one of the injured students spoke. >> he is saddened by the death of his friend mr. landsberry. from what we have learned from the others at the scene, mason's first instinct was to intervene and help mr. landsberry. we do not believe he was in any

way a target of the shooting and it's my understanding that he was trying to help mr. landsberry when he was shot. >> police say the parents of the shooter could be charged because the gun that he used came from their home. arraignment day for two young florida girls charged with bullying a 12-year-old so relentlessly she committed suicide. 14-year-old guadalupe shaw and kaitlin roman facing aggravated stalking charges for sedgwick who leaped to her death from a cement factory tower in september. police officers in santa rosa, california, thought the replica assault rifle was real and fatally shot the teenage boy who was carrying it. officers feared they would be shot when they spotted andy lopez that turned out to be a

pellet gun. the community very angry with people disputing what the police said. they say the boy never had a chance to drop his weapon. >> if he would have been told to freeze, you know, put your weapon down, if they thought it was a weapon, you know, he would have done that. >> he was a good kid? >> he was a good kid. he was a kid! he was 13 years old! he didn't look like a man, you know, andy was a boy. >> the officers involved in the shooting have been placed on administrative leave. >> no charges against george zimmerman in a dispute last month with his wife. the fight happened days after shelley zimmerman filed for divorce. zimmerman was acquitted in the death of a black teen, trayvon martin. reports that a hospital employee stepped over the body of a missing patient days before she was identified. 57-year-old lynn spaulding van

issued from her hospital room and was found dead 17 days later in a stairwell. the "l.a. times" is reporting the employee reported it to nurse and she called police but days passed before another employee found the woman. >> that's bizarre. the cdc tracing the source of some cases of a severe stomach bug outbreak to mexico. investigators say some of the cases in texas which was hardest hit have come from fresh cilantro from pueblo, mexico. the fda wouldn't name the establishments. at least two separate outbreaks last summer left 643 people sick in 25 states. attorneys for the city of detroit trying to convince a civil judge they tried in good faith to avoid filing for bankruptcy protection. detroit is seeking relief from

18 billion dollars in debt. many of its creditors claim the city did not negotiate fairly for them before filing for bankruptcy. gay rights advocates hope new mexico is the 15th state to legalize same-sex marriage. the justices hearing two hours of arguments yesterday. it is not clear when they will make a decision. hawaii and illinois are close to deciding whether to legalize gay marriage. a strange fight here in new york city. banksy blaming the nypd for shutting him down for the day. the anonymous artist posted his message on his website the day's art has been canceled due to police activity. the cops busted the artist and two snins in brooklyn but the nypd denies it. so far during his month long what he calls his new york residency, banksy arts have popped up in manhattan, brooklyn, queens and the bronx. a lot of people love it but not apparently the city. >> right. massive cold front taking over much of the country this morning. many are waking up to freezing

a huge fire burning out of control in australia. dozens and dozens of them burning across a thousand mile stretch in new south wales. hundreds of homes have been destroyed and the weather described as volatile and unstable. no help at all to the fire crews. cnn's robin curnow joins us by the phone from sydney. robin, what is the latest on

these fires? >> reporter: the fires are creating a huge danger and potential for loss of life. the real key day was going to be on wednesday when the fire team ordered these fires literally run out of control. however, that didn't happen. the worst case scenario didn't happen. the authorities here saying that a bulletin had been launched that the winds had changed, the temperature -- a lot cooler. the fires did not encroach on private property and they did not destroy in the way many thought it would. that doesn't mean, i must say, john, that the risks and the dangers are gone. the firefighters say it's still out of control. 60 of them burning and 20 out of control. that said, this is going to be a

long hot, dry summer for the australians. >> robin, what about the cause of these fires? because one of the potential causes, speculation has been that the military may be to blame here. >> and it has. i think that shocked and angered many of the australians who have watched these bush fires ran across the areas for a number of days now. essentially what happened was there was live ammunition training exercise at one of the army bases in a mountain region and that sparked the bush fire and the dry australian bush and that literally just ran away and they have really not contained that at all yet. also we know the reason for many of these bush fires, we know an 11-year-old little boy was charged for making two of the fires. today we heard about an

strings. let's get a picture of the weather with karen maginnis. >> good morning. john, congratulations on your big win last night. here comes the snow and in the isolated areas. the typically snow belts wrapped around the great lakes from syracuse to erie and towards cleveland and grand rapids and traverse city and lewis county a lake-effect snow warning. there could be between 6 and 12 inches of snow and as we go through the afternoon, the wind is going to be a big factor with possible gusts close to 40 miles an hour. all the way from the eastern great lakes and into the northeastern new england. so watch out with those temperatures much colder than they should be this time of the year. it is going to feel brutal with those additional wind gusts. right now, we have a little bit of snow falling across the eastern great lakes. most of that is on the light side but with that area of low pressure sweeping across the great lakes, that's going to enhance that snowfall so some

getting a new trial after 11 years behind bars for murder. the connecticut judge has overturned skakel's conviction ruling his attorney failed to adequately represent him in court. skakel was sentenced to 20 years in life in prison for the 1975 murder of his teenage neighbor martha moxley. cnn's deborah feyerick has more. >> reporter: the last time 15-year-old martha moxley was seen alive was october 19, 1975. she went to a party with friends that night and seen flirting with 17-year-old nephew of ethyl kennedy, michael skakel. she never returned home. the next day her body was found in her yard and bludgeoned and stabbed to death from a broken golf club found near her body. that club was traced back to skakel home and no fingerprints were found. >> they hit her so hard that the golf club broke and they took the shaft and stabbed her six or

seven times. >> reporter: suspicion fell on thomas skakel. another -- the last person seen with moxley the night of the party. another suspect was kim middleton who move in with the family the day of the murder but police never charged either of them citing a lack of evidence. two decades the case languished. a series of books renewed interest on the crime and a new trial. a new suspect in january of 2000, 40-year-old michael skakel, thomas skakel's little brother, michael was also 15 at the time of the crime which meant 25 years later, he was charged as a juvenile. he turned himself into police after an arrest warrant was issued all the while proclaiming his innocence. >> to my knowledge, there is no physical evidence. there is no dna evidence. no scientific evidence or anything that links michael skakel to this crime. >> reporter: despite that, a number of witnesses placed him at the crime scene the night of the murder. two witnesses testified they skakel boasting he could get away with murder because he was a kennedy.

prosecutors claim michael skakel was jealous of his older brother's relationship with moxley and killed the girl in a jealous rage. a charge he denied. the judge eventually ruled michael skakel should be tried as an adult. >> everyone assumes he is guilty. he has been arrested. he is this kennedy cousin. there is books, movies, a lot of disinformation and no one really knows the story. jury trial will expose the evidence to the public. >> reporter: the trial began in 2002. skakel was found guilty and sentenced to 20 years to life for moxley's murder. >> i can't give up. martha was very special. i only had two children and to lose one was a major, major thing and i'm just not going to give up! >> reporter: deborah feyerick, cnn, new york. police in colorado testify that accused aurora movie james holmes may have been a serial

killer in denver streets and revealed in a hearing on wednesday what may be admissible in the trial. he has pleaded not guilty by reason of insanity. six and a half years is the sentence for matthew portal who confessed on youtube to a fatal drunk driving crash in ohio. he pleaded guilty to vehicular homicide and drunk driving. he says his true punishment is simply living. a programming note qis qchr cuomo will be talking to matthew cordle coming up. a colorado judge ordered the release in the 1996 killing of jonbenet ramsey. the district attorney had possible charges against her parents three years after the murder. the indictment remains sealed

would he go missing? did he get kidnapped or run away? and everyone is praying for them to find him. once i found out in the morning that there was like a homicide, i was like wondering if it was connected because that's the reason we didn't have school because of the homicide. then i was like really shocked that it was him. like i wouldn't have suspected it at all. i was like -- like people say it's always a quiet ones so maybe that's why. maybe like it could have been like he had troubles at home or something. but he was nice. >> prosecutors say they will ask a grand jury to indict the 14-year-old suspect as an adult. sparks, nevada, still a still in mourning days after a seven grader there shot and killed a teacher and wounded two other students at his middle school. the 12-year-old shooter also took his own life. as students returned to class wednesday at this school, the mother of one of the injured students spoke about the tragic incident.
