petersons with a check of the forecast. >> we have one day with a breather but by this morning you are seeing on the current radar snow already falling around philly. we are a few hours away from new york city to start seeing some of that snow fall. eventually we will start seeing snow pretty much from the northeast really back all the way through new england and even the mid-atlantic. so that is the story today. you can see that winter threat extending pretty much along that immediate coastline there as the low is expected to form today. as far as amounts, around new york city, around boston now up to a little bit more from yesterday and looking for maybe as much as 2 to 4 inches. a pretty good system will be out there farther to the north around portland we could see as much as 6 to 9 inches of snow. pretty good storm maker is out there and we will talk about the timing a little bit. you can see this morning as we start to see it especially during the morning commute hours making its way into the city here. then by the afternoon, especially late afternoon, look at new england. we are starring to see the snow coming down and impacting everyone. think about your commute home tonight that could be a problem for a lot of people out there.

behind that, we are actually looking for when does the low form? this is key. where it forms means who is going to get more snow and how much snow they are going to get based on the position so we have to watch that through tonight and tomorrow if boston gets more than it's expecting or maine gets dumped on so it's up in the air a little bit. >> but a lousy commute home? >> yeah, not good. the latest developments involving the nsa phone surveillance programs. president obama is meeting today with executives of eight high tech companies who called for changes and how the government spies on phone and e-mail records. this comes a day after a federal judge declared that part of the nsa's programs are likely unconstitutional. this judge saying that collecting phone records like the nsa does probably violates the fourth amendment protections against unreasonable searches and seizures. the judge with harsh language called the program almost or -- in its scope and he also said the founding fathers would be

aghast and writing the government can't cite a single case where the nsa surveillance actually stopped a terror attack. the journalist glen greenwald said in his words that it's further proof that the american people needed to know what the nsa was doing. >> the nsa screams the word terrorism to scare people but there is no evidence. say the people in the know, this court, people on the intelligence committee, that these programs actually stop terrorist plots. >> edward snowden who leaked a lot of those documents to greenwald as he stole the documents, of course, said the ruling justifies what he did, writing i acted on my belief that the nsa's mass surveillance programs would not withstand a constitutional challenge. the secret program authorized by a secret was exposed to the light of day found to violate americans rights.

the first of many. as for snowden's future white house is responding to the suggestion he should be offered amnesty in exchange of returning the documents and data taken from the nsa, insisting its position has not changed. >> mr. snowden has been accused of leaking classified information and he faces felony charges here in the united states. he should be returned to the united states as soon as possible where he will be accorded full due process and protections in our system. that is our pengs it has not changed. a lot going on here. it's important to know the judge in this case has stayed his ruling for now, meaning the changes for now, pending a government appeal, the justice department is reviewing the decision. it looks like the votes are lining up in the senate behind a compromise federal budget plan proofed in the house. several republicans, including hatch and chambliss will back

this bill and seemingly giving it more than enough votes to pass. a key vote is scheduled for ooed. the department of homeland security has a new leader. jay johnson will become the secretary taking over two months after janet napolitano left to become the head of university of california. johnson is a former federal prosecutor and the vote in his favor was pretty overwhelming. 78-16. the family of a missing former fbi agent robert levinson is renewing its calls for a meeting with the head of the fbi. levinson disappeared on a trip to iran in 2007. but new revelations published last week show he was working as a cia contractor. the family says fbi director has repeatedly delayed meeting with them. a law enforcement official telling cnn the bureau is hoping to arrange a sit-down with eleveninson's family soon. the pentagon's top sexual assault prevention officer is stepping down.

patton will leave after a 35-year army career. he has been the public face of the army sexual assault prevention programs as congress moved to make changes and how sexual assaults are handled in the military. he is leaving amid rumors -- to ukraine. protesters continue their rally upset at the country's growing ties to russia. key meeting set to take place an hour from now between that country's president and russia's president vladimir putin. diana, why is this meeting drawing such anger from the protesters? >> reporter: chris steen, the reason the protesters came out here about four weeks ago now is because the ukraine's president decided not to sign a trade deal with the european union. now when they see him going to russia to strengthen ties with

thanks. what? it is an important and possibly dramatic day in north korea where the country is marking the second anniversary of the death of kim jong-il. the current leader kim jong-un surrounded himself with top officials but on the heels of the execution of his uncle, they are also wondering could a purge of mow prominent citizens be in the cards? a lot of people there looking over their shoulders there. anna is live in seoul this morning to give us a sense what is going on today. >> reporter: as you say, john, thousands of officials turned out to pay tribute to the father of kim jong-un. he has perhaps placed himself in between the leaders of the military and the workers really

i guess putting out there that he is into a unified front and behind the scenes is a completely different story. there is instability. threats to his power and talks of the coup which is why kim jong-un had his uncle executed last week. he was, of course, convict of treason. this is a man you have to remember who was second in command. he was a mentor to the young leader. kim jong-un is just 30 and he is the youngest head of state in the world and, yet, he is grabbing on to power and really governing with an eye on fear and saying he is consolidating his power and will do whatever it takes really to make sure he doesn't lose any grip. no one, john, is untouchable. >> he knows right now the whole world is watching, especially what happened with what happened with his uncle right now. any sense from either the south

koreans with missile testing? >> the police are on high alert and expecting further provocations and something south korea does when there are times they must prove their might. the americans have come out and said exactly the same thing, that they are expecting a nuclear test or a rocket launch in the coming weeks, if not months. this is of grave concern. we know north korea wants to expand its nuclear program and will do whatever it takes to make that happen. you have to a couple of months ago when north korea was threatening to rain fire. we know what is coming is there will be real stability here on the peninsula in the coming months, john. >> anna koren for us on on the peninsula clearly a tense

situation. despite the tensions there, dennis rodman, former nba star, he is heading back there this beak what he calls basketball diplomacy. he will be playing basketball with the their basketball team and a publicity stunt for rodman. he has called kim jong-un his friend and this comes a week or so after kim jong-un executed his uncle. there could be big changes coming tour medicine cabinet. the fda is proposing for the first time the companies that make antibacterial soaps say they have to prove they are more effective than plain old soap and water. the agency is saying there is some evidence that using them could actually call health risks. >> there are more and more studies showing the soaps were not more effective than regular

soap and water, and so it was one of those things that we kind of dub our stupid uses of a chemical. if it's not doing any good, then why are we putting this potentially harmful chemical in our homes. >> some 2,000 products contain the antibacterial agent but it would not cover hand sanitizers or hand wipes. a study looked at three studies and researchers say no evidence that vitamins help you long term. some people who took the supplements actually increased their risk of getting sick. the researchers say that vitamin sales are all based on anecdotal evidence and you're better off, they say, not wasting your money. dr. sanjay gupta talked about this last night. he said vitamin d is an exception in all of this. >> folic acid for women of child-bearing years is an important thing to remember.

top of your car. dangerous to leave the snow and ice on top. not just for you and for other drivers. in some states, it is a crime, yep, see that? you could be ticketed. indra petersons is checking the forecast for us. hi there. >> with all of that pleasant news you're injure sharing, right? now let's just bring in more snow. it's not when it's in your morning commute and your drive home on top of it. look at the radar right now. we can currently see the system is make is its way in in philly, you're seeing that snow. you could see anywhere 1 to 3 inches and hot spots could see 2 to 4 inches and that is new york city. that is boston. the farther north you are, especially portland, maine, look at you. 6 to 9 inches of snow is possible. of course, farther back upstate new york could be 3 to 5 inches. let's talk about the system itself and what is expected. we have mentioned the morning commute and seeing that on the radar. the system starting to make its way into the northeast. now by the afternoon today, that is where we see things ramping

up especially towards new england. keep in mind the system slowly going to be making its way up the coastline so it's starting earlier in new york city late in the morning for boston and making its way overnight and kind of in through maine. that is that key time frame. overnight tonight in through tomorrow morning is when a low is supposed to develop and with what that means, it means how much snow you're going to get. farther north of maine you get more and develops farther south, boston could more than we are currently predicting so we have to watch overnight where the system develops and it means more winds will be kicking up overnight. if it's not bad enough to drive in snow itself, blowing around and the visibility is poor so each more problems. >> thanks for that extra. appreciate it. the lottery i would like to say is not the best personal finance tool. dumb luck is not usually a good investment choice but put that aside. tonight's megamillion jackpot is close to $600 million. it could set a new record. there have been 21 straight megamillions drawings without a winner. if there is no winner yet
