conditions could see temperatures drop to 30 below zero. but with the windchills, it's really going to feel like minus 50. >> to give you an idea of how dangerous this weather is with windchills down to negative 35 degrees, your flesh can freeze in ten minutes. if it gets down to negative 50 degrees it only takes five minutes. cold weather warnings are popping up everywhere. >> get ready for bone chilling cold. behind this snowstorm that hit large portions of the midwest and northeast, an arctic air mass will deliver some of the coldest temperatures we've seen in decades. >> this is pretty bad. this makes it inconvenient to get around. >> by wednesday, nearly half of the nation, 140 million people, will shiver in temperatures of zero or below which is why the red cross is warning people to be prepared. >> you should have an emergency kit at home and an emergency kit in your car. that's really important if you should find yourself having to

deep south because unlike these other air masses we've seen, this will make its way into the southeast so even by 8:00 in the morning on monday, 51 below is the windchill temperature in duluth. temperature comparisons, anchorage, alaska, 34 the high on monday. temperature in international falls, 16 below. colder in chicago than anchorage, alaska. colder in st. louis than anchorage, alaska. the heart of this cold is monday and tuesday. atlanta, georgia, monday. 24 colder than anchorage alaska and nashville as well. we'll talk about how low it will go and how long it will last. >> there is not a hat or earmuffs or gloves that could protect you from those temperatures. >> not even a snuggie. >> alexandra steele, thank you. three people are really fortunate to be alive this morning after crash landing on a busy new york city highway. >> it sounds like a scene out of

a movie but somehow the pilot of a small single engine plane avoided hitting motorists to crash down safely near the snowy edges of the expressway and pilot remained calm while radioing for help before the crash. listen in. >> may day. may day. we're losing engine. tower, tower, we're losing engine power. >> our affiliate from news 12 has the story. >> oh my gosh. are they okay? oh my god. they're okay. >> reporter: drivers on the busy expressway shocked after witnessing nothing short of a miracle. the three people that were in this plane that crashed here on the major deegan expressway due to an emergency landing only have minor injuries. >> reporter: the small piper was traveling back to danbury, connecticut, after a sightseeing tour around the statue of liberty when its engine failed.

miguel lopez saw everything. he was working on the expressway filling potholes when all of a sudden -- >> the plane hit the ground. they came straight down. they hit the tree tops. >> reporter: that's when he and his co-workers sprang into action. >> we started slowing down the traffic so nobody would get hurt and the plane doesn't get hit by the cars. >> reporter: it worked. the pilot and two passengers walked out of the plane and onto solid ground alive and relatively unharmed thanks to the quick thinking pilot and the fast acting department of transportation workers. >> and authorities are still investigating why exactly the plane's engine failed. the founder of amazon.com was evacuated after he developed kidney stones. jeff baseos had to be flown out of a navy helicopter. they said that baseos did not need surgery and is feeling well

now. it happened on new year's day but officials are now just talking about it. he sent a comment responding five stars and kidney stones, zero stars. a heavy ice breaker sent to rescue two ships stuck in ice. they are going to carve a path for the ships to escape. the governments of australia, china and russia asked the u.s. for help. the snow dragon became stuck after bringing a helicopter which rescued australian researchers from the ship. it could take a week for the ship to get there. new york is set to loosen strict laws barring the use of marijuana now. >> governor andrew cuomo is expected to make an announcement during his state of the state speech on wednesday. cuomo long resisted the legalization of marijuana. >> his plan is expected to be restrictive.

peace talks. nic robertson joins us live. how did those talks go and why is kerry going to saudi arabia? >> reporter: john kerry is saying the talks are going well. they're still not there yet by a long stretch. trying to get both sides to agree to a frame work agreement that he says will help them get to the final agreement on all of the main tough issues but what he is saying is that some of those tough issues are now on the table and that the path is becoming clearer and that the leaders are tackling those really tough issues which is important and he even goes on to say that there has been some agreement on some smaller issues. this is what he said. >> i remain hopeful as i have been and i'm confident that the talks we've had in the last two days have already flushed out and even resolved certain kinds

of issues and presented new opportunities for others. >> reporter: so why is he going to saudi arabia today? the saudis have a stake in the wider peace agreement and he's trying to sell the palestinians and israelis the benefits of the bigger picture and he says if there's an agreement here under the proposals put forward by saudi arabia in year 2000, 22 arab nations would recognize israel and 35 muslim nations recognizing israel. business opportunities and education opportunities and they could benefit from this agreement and get leaders to look at what they might get in the long-term and not bogged down in tough issues in front of them right now. >> very often these economic issues are paramount. nic robertson for us. thank you. still to come, the game is on. with temps in green bay dipping

ever. live in the midwest? here's advice. you may want to stay inside today. arctic freeze is set to rip through the region. >> the national weather service has issued a winter storm warning for five states. chicago could get as much as a foot of snow. >> many states are going to be battling brutal subzero temperatures, fierce windchills in north dakota will make it feel like 50 below. meteorologist alexandra steele is in the cnn severe weather center. i want to know when relief is on the way. >> not in the short-term any way. half of the united states, about 140 million people will feel temperatures at at least zero between now and wednesday. so here's a look at these current temperatures. nine below is the current temperature in minneapolis. 16 below is the current temperature in duluth. so a lot of the population doesn't live there but we'll get a piece of this polar vortex, coldest air in the northern

hemisphere dropping south and east bringing coldest temperatures we've seen in many years to even areas in the southeast. one, this arctic air and two, this snow. we have snow falling this morning, chicago, st. louis, kansas city. it will snow throughout today and into tonight by 6:00. detroit, indy, st. louis, 6 to 8 inches of snow. it all moves eastward. the timing of the arctic air and moisture incoming don't mesh for the northeast. we're going to have the rain move in believe it or not where it will be about 50 degrees in washington and new york and in 40s in boston so it's a rainmaker. the rain moves out and cold air sets in. could have been a snow maker had arctic air come in 18 hours earlier. snow accumulation, snow stays here in the midwest. kansas city, three to five. st. louis, 8 to 12. chicago, lansing, detroit, indy, so travel troubles for sure there today and tonight. let's talk about the cold.

coldest day is monday and tuesday. minneapolis, high of 14 below on monday. 29 below air temperature it will fall to. chicago, monday, 14 below is your high temperature. but then look at dropping to 3 and then we'll see temperatures pick it up to 16. so in nashville, the coldest day, monday, a low of 4. and then temperatures coming back up into the 20s. atlanta, georgia, even could see single digits on tuesday morning. first time atlanta has had single digits since 2003. so very cold. temperatures in the 20s only and then we warm up on wednesday into the 40s. this cold air drops south and the coldest air gets to the northeast on tuesday. have these been reversed it would be a snow maker for boston and new york. believe it or not, 50 degrees in boston with rain on monday and then we drop to 19. a massive temperature drop. that will be the big thing. we'll go from 50s to teens even

in new york on tuesday. so we'll talk more about the timing of the snow and the cold coming up in just a bit as well and where travel difficulties will be today and tomorrow. >> single digits in atlanta. i don't know if i have a coat for 6 degrees. >> there's even a chance for flurries. 20% chance for snow tuesday morning in atlanta, georgia. >> i do have boots though. >> you're covered. we're good. >> i'm ready. a new jobs report this week. >> and new mortgage rules. a look ahead at the week on wall street. >> reporter: it's the first full trading week of 2014 and superstitious investigators will watch stocks closely giving us a clue on how markets will do for the rest of the year. the thinking is if s&p 500 post a gain in the first five days of january, it will be up for the entire year. it's more than just a belief. according to the stock traders almanac, it's correct. nearly 85% of the time.

israeli prime minister ariel sharon is facing imminent death but doctors say he's holding on for now. >> reporter: fighting like a lion is how doctors describe former israeli prime minister ariel sharon despite multiple organ failure and a blood infection. they say his heart is strong and blood pressure is stable. ultimately doctors are pessimistic saying that he's in critical condition and he's in significant danger. all treatments are being made available but it's a matter of time before the 85 year old passes on they say. his family is keeping a constant vigil by his side. >> thank you. now to the vatican and a symbolic change for the catholic church. pope francis is abolishing an honorary title for some priests. we go to rome for more. >> reporter: pope francis wants to cutback on careerism in the

catholic church so he's eliminated the name monsignor. francis says no more. those who already have the title will get to keep them. he says he wants priests focusing on service and not on developing their careers. >> thank you. now over to northern china where one of the most fantastic winter festivals you'll ever see is getting under way. karl penhaul reports from beijing. >> reporter: if you think you are handy building a snowman, you might want to get yourself to northeast china. the annual ice festival kicks off on sunday. thousands of workers have been hacking blocks of ice out of the

cannot escape its share of the blame. when president obama withdrew all u.s. forces over the objections of our military leaders and commanders on the ground, many of us predicted that the vacuum would be filled by america's enemies and would emerge as a threat to u.s. national security interests." a majority of female recruits failed to complete the minimum of three pullups. the mandate was set to take effect january 1st. critics say the delay raises new questions about women in combat and whether pullups are really a fair test of strength. pentagon correspondent chris lawrence has the latest. good morning, chris. >> reporter: so few female marines pass this test. officials started worrying they were setting a standard that would push a lot of women right out of the corps. military training can be excruciating at its highest

levels. but at the bare minimum, a marine has to be able to do three pullups. >> i want to make sure every marine is successful at maxim e maximizing pullups. >> reporter: more than half of the recruits couldn't do it so marines are pushing back the day when it becomes mandatory. >> if you have a failure rate of 55% and 99% of the men are succeeding, obviously this is not going to work. >> reporter: men have to do three pullups minimum to pass the marine's fitness test. it takes 20 to earn a perfect score. women had to meet the same minimum but only need eight pullups to score perfect. because so few passed, the marines will let them choose to hang on the bar for 15 seconds and pass without doing any pullups. >> wide grip stance that works best for you. >> the flexed harm hang elicits

it is finally here. we can all relax now because tonight at 9:00 eastern on pbs, a return to the u.s. premiere of "downton abbey." viewers have been in mourning over the sudden death of matthew

and now forced into the life of his grieving family with new story lines and stunning scenery and amazing costumes. big question. how is all of the drama going to unfold? joining me via skype from london is the executive producer been with "downton" since the beginning. hello to you. you stunned viewers in the final seconds of the last season. how hard was it for the cast and crew to adapt to the departure of actor dan stevens and new story lines that it triggered? >> of course none of us wanted dan to go but at the same time we understand that he committed to three seasons and that it was a great opportunity for him to go and work in the u.s. which is something he always wanted to do.

of course we knew about a year before that he was going because he had to be written out. we wanted to give him a proper sendoff and of course for us in the u.k., that meant christmas. so we were in big trouble when we did that at christmas time. we just felt that we had to -- it had to be a big story. we couldn't do it any other time except for the end. but, you know, the thing about these stories is when you lose a beloved character, it gives you an opportunity to take the stories further and develop it more so that's what we're doing is starting season four with of course mary is still in mourning but gradually you'll see she finds herself again and that opens up a whole new world. >> you introduced the first black character. how does he along with a new

modern times change the show's dynamic? >> that's what is lovely about being able to do this. there were massive social changes in the '20s and fashion changes. and music. so music and dance features heavily in season four and it was lovely. >> and "downton" fans in america will get their fix again tonight. we know a fifth season is in the works. let me ask you this. can you give viewers in the u.s. a little peace of mind. will "downton" last forever? >> heaven knows how old some characters will be. it will carry on for a while. that's for sure. >> what do you say to viewers that have not yet watched

"downton." what advice do you for those that haven't seen it? >> the skills of the writing is that there's lots of layers and if you just joined it now, i think you pick up quickly. you would miss some of the references obviously but i don't think it would be impossible to follow at all. >> very quickly, you paid such great attention to historical detail but few viewers have inclination or knowledge to know whether china is set properly or ladies hem line is the proper length, why is it porimportant get details right? >> i don't have great knowledge of how great wonderful painting is done but i do know what's good and what isn't. i think that's what it is.

past week. >> parts of north dakota already slippery and buried in snow. could see temperatures drop to 30 below zero. with the windchill, it's going to feel like minus 50. that kind of weather your skin can freeze in five minutes. if you live in the midwest, get ready for more snow. live pictures here. this is woodstock, illinois, where it feels like 14 degrees this morning. >> the national weather service issued a winter storm warning for at least five states. chicago could get up to a foot of snow by the end of today. >> if you think it's cold now, just wait. it's about to get even colder. let's bring in meteorologist alexandra steele in cnn severe weather center, those on plus side of zero are fortunate. >> they won't be for long. half of the u.s. will feel temperatures at zero or below between now and wednesday. so here's this arctic push. a piece of polar vortex.

coldest air in the northern hemisphere we haven't seen in two decades will drop south and drop east. brutally cold temperatures are expected. the coldest of the air will drop south and drop east. it will moderate but monday and tuesday coldest time frames. so for today, give you perspective on where these numbers go. high temperature in duluth will be 15 below zero. 30 degrees colder than average. in minneapolis, the high will be 9. marquette, 2. and then by the time we get to monday, you can see it drops south a bit moderating not as intensely cold. indianapolis, 13 below. cincy, 2. almost 40 degrees colder than where they should be. as we head toward tuesday, look at atlanta almost 30 degrees colder than where they should be. so kind of that is the aspect that dropping south and east. even in atlanta, atlanta could see the single digits for the first time since 2003.

so watch what happens into the northeast because this does move east as well and into the northeast. and what's going to happen is it's going to drop like a bomb. monday the temperature will be 50. that is when it could have been a snow maker but it's rain that will be there then. but then moisture moves out and temperatures drop almost 40 degrees to 19. so that's what we're going to see in the northeast just dramatic temperature drops. from 50 in new york to a high of 13 for the day on tuesday and then we kind of begin to move up a little bit. we really bottom out monday and tuesday. that's one aspect of the story. also snow coming in. snowing from chicago to detroit. 8 to 12 inches today into tonight in areas of the midwest. >> more to come. alexandra steele, thank you. in temperatures this low, water pipes burst, cars don't start and you sit near the window and feel that draft coming into your house. >> right by the door too. time to tackle those problems. let's go to new york for answers. help us out.

good morning. >> reporter: good morning. if you're not feeling those freezing or below freezing temperatures right now, you have time to prepare yourself. doctors are warning that when the temperatures fall as low as they are predicted to, we're all at risk for hypothermia and there are things you can do to prepare yourself to be safe. we're not just talking about cold. we're talking about very cold. what are issues that people may see in the next couple days? >> we've been dealing with frozen pipes. that's always an issue. this morning a lady called saying her pipe was frozen. >> reporter: below freezing temperatures can lead you to big problems. >> this is insulation to put around the pipe to keep cold out. >> reporter: so do a little planning. run your water frequently as temperatures fall and protecting pipes beforehand. >> we have these electric cables that you plug in and run it along the pipe and insulate the

pipe and what it does is keep the heat right on the pipe. >> reporter: electric heaters are being scooped up at hardware stores in new york city adding warmth to your house without overworking your furnace. >> reporter: what are they not thinking to do that can help? >> best thing to do is insulation. insulation is the best thing. that will save energy and save money. >> reporter: spray foams get the job done quickly. >> it can go in doorways. around molding. around pipes to fill space. >> reporter: and plastic sheets for drafty windows come in all sizes. we're looking at 140 million people who will be in subzero temperatures. how big of a concern is this? >> the red cross has activated ten s of thousands of volunteer to be ready for this event and get out messages about how to stay safe. >> reporter: with historic lows

and subzero temperatures for south and northeast, have sand on hand. bring a blanket and don't drive without a fully charged cell phone. get your driveway fit for record lows, skip the rock salt. >> it melts at lower temperatures and it doesn't crack the sidewalk. it doesn't leave white marks all over it. >> given temperatures that are in the forecast right now, the red cross is also reminding people that should you find yourself in trouble or stranded in that car, you are going to be safer hunkering down. don't go out and look for help. >> so i'm curious. how are you staying warm without the hat? >> reporter: i'm actually enjoying this weather right now if you can imagine because over the last few days here in new york city, we've seen those really low temperatures and we're up to almost 30 degrees here. keep it in perspective and think

about people in midwest feeling temperatures 30 below. have to make the most of it. >> 30 degrees is quite fortunate today considering what we're seeing across the country. thank you. >> she's been out in this weather for days now. i guess the blood is getting thicker and getting hardier and used to it. three people fortunate to be alive this morning after crash landing on a busy highway in new york city. >> it really sounds like this is a scene right out of a movie but somehow the pilot of a small single engine plane actually avoided hitting any motorists and crashed down safely close to the snowy edges of the expressway. >> the pilot remained calm while radioing for help before crashing. >> may-day. we're losing engine. tower, tower, we're losing engine power. >> investigators are looking into why the plane's engine failed. andrew cuomo is expected to loosen the state's restrictions on the use of marijuana.

the democratic governor has been against legalizing marijuana but in a surprise move, cuomo is expected to bypass legislature all together and make medical marijuana legal. "the new york times" reports the governor's plan allows 20 hospitals in new york to distribute medical marijuana and only to patients with cancer, glaucoma and other serious elements. the obama family is back home after almost two weeks in hawaii. mrs. obama isn't with them. sasha and malia had to be back for school tomorrow. >> michelle obama will stay behind in the warm weather with friends to celebrate her birthday early. the first lady turns 50 january 30th. congress is coming back to a new year with a long to-do list. >> rested and ready to get down to business or will 2014 look like 2013? we are joined now live. good morning to you. how much do you think congress is actually going to be able to

get done? >> your guess is as good as mine. last year did end on a high note with a compromise over the budget deal and the white house hopes that will give congress some momentum for this year but there is a lot to do and many of these issues are ones that have started fights in the past. the president's vacation is over. he faces a colder reality now, congress. >> if you're a glass half full kind of person like i am, they're the number one most unproductive congress in recent history. >> reporter: this year congress has a full plate. right off the bat, a potentially easy one for the senate. confirming janet yellin as first woman to head the federal reserve but next, a real battle over long-term unemployment benefits. even before vacation was over, president obama pressed this weekend to extend the payments.

>> when congress comes back to work this week, their first order of business should be making this right. >> we will clearly consider it as long as it's paid for. >> reporter: on january 15th, a major deadline to fund the government. a deal was reached last year but it needs to be finalized. as early as february, a deadline to raise the debt ceiling again with both sides already dug in. >> i can't imagine being done clean. >> we're not going to negotiate for congress to pay bills that it has accrued. >> reporter: and an even heavier lift, a deal on immigration reform. >> it can't be my way or the highway on such a big issue. >> reporter: not to mention continued attempts by republicans to change obamacare. >> this has been a failed launch. a flawed law and it needs real change. >> reporter: don't hold your breath for all of this to be crossed off the list.

according to a cnn poll released last year, two-thirds of americans called congress the worst ever. midterm elections will suck up much desire this year to compromise. >> these are not likely to be times of large fruitful legislative harvest. >> the president will also lay out all of his priorities during his state of the union address later this month. >> all right. thank you very much. within two days, a critical change could come for the family of a teenager who is brain dead. >> because that's when a hospital could pull the plug on her ventilator. jahi mcmath has been in this state since december 9th when she suffered complications from surgery to remove her tonsils at children's hospital of oakland, california. >> the family is in a vicious legal battle against the hospital which wants to remove her from the ventilator so the family wants to move jahi to another facility to care for her. the hospital had refused to help since it considers her to be dead but the family insists their daughter is very much alive and argues its against their christian beliefs to let her heart stop beating. >> she has blood flowing through her system. how can a dead person to do that. >> joining us to talk about it, a criminal defense attorney and constitutional attorney. good to have you. so many legal issues to talk about. after the announcement the hospital in california is going to cooperate to allow jahi to be moved to another facility out of

california, the first question that pops up in my mind, are there legal concerns when transporting a legally deceased person from one state to another with no intentions of burial or cremation? >> that can happen. most states have laws ands gove movement of dead bodies. everything is being done pursuant to court order. so i think they should be fine. >> what's the conflict of interest here for the hospital? is there anything to gain by taking her off the ventilator. >> that's what's interesting to me. it's clear that there's a question as to why she died and so if there's an eventual malpractice suit against the hospital, they need to declare her dead and limit potential damages and potentially prevent someone from finding out what really happened. >> we have a statement from the family that i'll read here.

we have our strong religious convictions and set of beliefs. we believe in this country a parent has the right to make decisions concerning the exi existence of their child and not one that looks at a piece of paper and not a doctor who runs the facility that caused the brain death in the first place. how does religious belief, moral belief, play into this? >> unfortunately not at all under the law. california is like many states and since 1980, everyone has said that we can determine death if there's irreversible cessation of all brain activity and that determination is left up to doctors, to science. there's nothing in the law that allows for any variation depending on religion. >> what happens after that is where the religious and moral beliefs come in. not to the declaration of death. >> there's an issue there. the family talked to another physician who doesn't disagree with brain dead but disagrees

that brain dead means true death. and that's always been a debate around this country. once everyone adopted this uniform act, we moved toward science and away from religion. >> what about cost for medical treatment? >> that's the interest of the state. that's why we have these laws to put finality to it. if someone is always going to disagree with when a child is dead, that could cost a lot of money and it wouldn't just happen in this case. it happens in other cases as well. >> if she was moved to another facility in new york, are there any requirements legally for them to continue the intubation and feeding tube and ventilation for a minimum of time or how long could it go? >> most adopted the uniform law. new york was one as well. they would make the same determination that she's brain dead and they should not have anymore medical treatment of a person who is legally deceased. but if they agree to it and the family wants to do it and everyone is willing to participate, then i suppose they

can do it. they would not be required to do it. >> as long as someone is paying for it. >> that's right. >> all right. thank you for helping us unpack this. a lot in this story. a tv host under fire for poking fun at the romney family. up next, her tearful apology and why she says she broke the ground rules. when our little girl was born, we got a subaru. it's where she said her first word. an msnbc anchor offered a tearful apology to the romney family that came over comments about the romney's adopted grandson. she said the little boy stood out among his adopted white relatives. here's what harris-perry had to say. >> my intention was not malicious but i broke the ground rule that families are off-limits and for that i am sorry. also, allow me to apologize to other families formed through transracial adoption. i'm deeply sorry that we suggested that interracial families are in any way funny or deserving of ridicule. on this program we are dedicated to advocating for a wide diversity of families and it is one of our core principles and i'm reminded that when we are doing so it must always be with the utmost respect. >> the romney family has not

commented on the situation. a representative said they're on vacation. >> this is not the first time a host on msnbc has come under fire. last month anchor martin bashir left the network over comments he made about sarah palin. >> does the network have a personality problem? cnn's senior media correspondent and anchor of "reliable sources" joins us now from washington. good morning, brian. let's listen to what the weather channel said about this family photo. >> and of course there on governor romney's knee is his adopted grandson who is adopted african-american child. any captions for this one? >> that little baby front and center would be the one. >> isn't he the most gorgeous. my goal is that in 2040, the biggest thing of the year will be the wedding between karen

romney and northwest. >> okay. so how surprised were you this conversation even happened? it looks like it was preproduced. >> this is one of those television segments that runs off the rails. an attempt at the year in review segment and attempt at humor. if they had a conversation that wasn't personal but was more about policy or more about the substance of things, it wouldn't have gone off the rails. if they tried to make a point about lack of diversity in the gop, the segment would have been legitimate. by going after mitt romney's family even in the sideways way that they did it, the segment went off the rails and on monday after it aired when conservative bloggers and commentators noticed it and picked it up, there was outrage online for days following. >> so it would have been okay to include the photograph as part of a conversation about lack of diversity in the party? >> well, i'm not even sure if

that would have been appropriate. i'm just suggesting if they tried to stay on politics and not make it personal, then it would have been a really interesting conversation. she had a bunch of comedians with her and when you're bringing those people on and then going after people's families, you know, that's a very risky place to be and in retrospect it did because har s harris-perry tries to be above this and have substantial conversations on her program and stands out for doing that and maybe why she came out and apologized so strongly. >> do you think that apology was sincere, was genuine and can she move on from this? >> a model for how to apologize on television. put out twitter messages apologizing on tuesday before new year's and she came on her show yesterday and did it. you saw how emotional she was during the apology. i know critics will believe those are crocodile tears.

i don't think they were. i think she holds herself up to be someone above all of this silly personal partisan stuff and because she fell short of her own standards, she felt truly sorry. after all, this woman is a professor. she's the only professor that has a television show on cable news that i'm aware of. she's unique in that way. i think she wanted to come out and apologize as honestly and as strongly as she could in order to get past it. >> tell us what's coming up on your show? >> we'll talk about this. martin bashir ran into problems on msnbc a month ago. makes you wonder if there's a personality problem at msnbc and if the network is accepting of harsh personal attacks. we'll talk about that. and we have technology stories to talk about. we have two pioneering technology journalists who started their own website
