dicaprio and we have all the winning moments. your "new day" starts right now. good morning. welcome to "new day." breaking overnight, a southwest airlines jet with 125 passengers on board landing at the wrong missouri airport and the landing was a nail biter. the boeing 737 was supposed to touch down in branson last night. somehow the plane landed seven miles away. get this, the runway was less than 4,000 feet. that is meaningful for a plane that size. what happened here, rene? >> we're still trying to get to the bottom of that but at the moment, one big math problem. this airport in missouri,

they're working on considering the length of the plane, the weight of the plane to determine if this plane that ended up at the wrong airport can safely take off. a hard landing and the smell of burning rubber, two indications to passengers on southwest flight 4013 that something was wrong after their plane landed at the wrong airport. coming within 300 feet of a steep en bancmembankment at the the runway. the plane showed up at taney county airport, about seven miles from its destination. >> one of the planes ended up

landing at port airport. >> we got a call saying the plane has landed at an airport nearby. and we're thinking surely not a jet plane could land there. >> officials say if the pilot didn't brake when he did, the plane could have overshot the runway and tumbled on to a nearby highway. a passenger captured the aftermath on video, which shows passengers being evacuated from the plane before being bussed to the correct airport. in november a 747 dream lifter cargo plane landed at the wrong kansas airport on a runway half a mile shorter than it usually uses. despite fears, the dream lifter would be stuck indefinitely. the jumbo jet eventually took off without incident. southwest is hoping for a similar successful outcome for

their boeing 737, though they've given no timetable as to when they plan to fly out. >> investigators say they don't have enough information at this point to say why this plane landed at the wrong location, but it's a frightening incident. it certainly raises some serious questions about how a mistake like this could happen, kate. >> it really stumps you with all the computers they have on board how this could happen. >> it could be going from bad to worse for governor chris christie. a cnn exclusive shows that an investigation is launched. let's get the latest from our correspondent who is breaking all of these details for us.

good morning, chris. >> reporter: good morning, kate. officials are looking into details of an advertising campaigned that featured the new jersey governor and his family. when hurricane sandy hit new jersey last year, chris christie led from the trenches. and his skillful response shot him into political super stardom. but a new federal investigation into how the governor spent some of the sandy relief money could threaten to wash away the foundation of his political brain. federal investigators will investigate the $25 million tourism marketing campaign, a campaign that was paid for with sandy recovery money. >> the jersey shore is open. >> because we're stronger than the storm. >> a campaign that featured

christie and his family during an election year. he says this is not about politics. >> this is money that could have directly been used for sandy recovery. many of my constituents still haven't got i don't knten the m rebuild their homes or to help. >> reporter: he has a big question about how much taxpayer money was spent to make those ads. the winning bid, a $4.7 million campaign featuring christie and family. the next lower bid that lost out was nearly half the price at $2.5 million and wouldn't have featured the governor. the ads caused controversy as they hit the airwaves while he was running for reelection. democrats slammed him arguing it gave the incumbent governor an advantage. at the time his aides said the

winning bid provided more value. the office of the inspector general at the department of urban development has concluded there is enough evidence to launch a full-scale investigation. >> reporter: taxpayer dollars that could have been used for sandy relief were used for adds promoting the government because he was in them with his family during an election campaign. >> reporter: as bad as the george washington bridge scandal is, if the investigation finds he misused funds, it could get farce worse. we've reached out to christie's office and the inspector general but they've let to get back to us with a response. the ves investigation is likely take months but it will result in a result. >> and west virginia's tainted

water crisis builds into a fifth day. 300,000 residents across nine counties have been forced to go without tap water since thursday. why? a chemical used to clean coal leaked into the water supply. alexandra field is in west virginia. >> reporter: good morning, chris. no one has been given the green light to turn on their tap water just yet. officials are saying once the water was deemed to be safe, there could be more problem if everyone is brought back online at once so they will make zones. still no word on when that notification will come. >> in a state of emergency, you do whatever it takes. >> reporter: firefighters in charleston, west virginia come to the rescue with water.

the lines to collect keep growing. 300,000 people have been forced to get by on bottled water since thursday. that's when a chemical leak was fond to have tainted the water supply. schools are shut down, water samples are being tested around the clock for signs of improvement. >> i believe we're at a point where we can say we see light at the end of the tunnel. >> reporter: but there's still no specific timeline for lifting the water ban. it will happen in phases. >> people are anxious. they don't have certainty of what's going on. >> reporter: officials believe more than 7,500 gallons of a chemical used to clean coal leaked into a water storage tank. the probably recommend was discovered around 8:00 thursday morning when someone reported smelling the scent of licorice.

>> i think there should be a thorough investigation at freedom industries. >> reporter: investigators say it will take weeks to determine whether the leak could have somehow been prevented and how quickly it was detected. for another day people in west virginia are left high and dry. cnn has reached out to freedom industry for a response. they held a press conference offering an apology. ten people are hospitalized, 169 people have already been treated and released. kate? >> we sure hope that's the, tent -- extent of houw bad this coud have gotten. >> let's turn to israel where one of the most controversial statesmen will be laid to rest. earlier this morning a state

breaking overnight, dennis rodman coming home and speaking out again. the former nba star left beijing after spending nearly a week in north korea and said his visit to the rogue nation was misrepresented and

misunderstood. what was the reaction? >> reporter: it was an emotional dennis rodman today. a controversial trip and it seemed the pressure had seemed to really get to him. he spoke to one of our producers before he was confronted by the media pack and he said he was sorry he wasn't able to do more for american missioner ken earth bae. >> i'm sorry about what's going on in north korea. i'm not god, i'm not an ambassador, i'm no one. >> reporter: a slightly different tone from dennis rodman, arriving at beijing international airport after nearly a week in north korea. initially not wanting to talk about his trip, then within minutes, he couldn't resist. >> i haven't done anything wrong. nothing wrong. so i don't know why people are saying that, well, dennis rodman this, dennis rodman that.

interview. he were's a little bit of it. >> i was devastated. how could this happen to target? i'm personally very sorry that this whole event even happened. >> joining us now with the latest on the investigation into these hacks, cyber security expert sco expert. there's still a lot of information that needs to come out about what happened in the neiman marcus case. but you have these two hack, two security breaches that and around the same time. is there any way you think these two could be linked? >> very high probability that they're linked. and there will probably be other retailers that will come out that they've been hacked. >> and targets could be upwards

of 110 million customers affected. >> this is huge. it's unbelievable how many people actually were hacked in this case. and if you think about it, how did it happen? it's really the security standards. they're very lax. if you look at europe, if you look at canada, they've implemented chip and pin technology, which is basically an embedded microchip on our credit cards. it's much, much safer, more secure and it's encrypted. so at the time of purchase, you're not swiping and just taking information off the mag strip. none of that information can be pulled down at the point of sale terminal, which is exactly what happened in the case of target and most likely the same thing with neiman marcus. >> so it's interesting. you're not saying the hackers are not better beyond our capabilities. they're not using best

capabilities yet. >> yes. this is old technology. they haven't spent the money. >> what does it make you think when the ceo sounds surprised? >> it surprises me. priority one should be consumer data, keeping that protected. certain things they did wrong there certainly, allowing that to get hacked. but of even more concern probably is the trust factor. why did they not come out sooner and let the consumers know there was a hack. they're required by pci compliance to do that but it still took a number of days in both instances with target and even the second hack there before they actually started revealing. and they only revealed bits and pieces of some of that was erroneo erroneous, they said it wasn't the pin data, it wasn't the

a local airport official told me "you almost went over that cliff." >> breaking overnight, mistake in the air. a southwest jet lands at the wrong airport, the runway half the size of what's expected. 100 passengers wind up just feet from a highway. we hear from those on board.

airport. they were supposed to land at branson and ended up in taney. the problem goes further because the runway is shorter. it's less than 4,000 feet long. that's about half the length of the airport where the flight was supposed to land. the ntsb is now investigating. rene has more. >> reporter: chris, we just got that information that the ntsb is investigating why these pilots flying the plane got it so wrong. as you mentioned, the passengers did make it off safely but now the task is getting that plane out thereof and it involves a lot of math. at this hour teams from boeing, southwest and that airport in missouri are crunching the numbers, considering the weight of the plane and the length of the runway to determine if this plane can safely take off. a hard landing and the smell of burning rubber, two indications to passengers on southwest 3014 that something was wrong after

their plane landed at the wrong airport, coming within 300 feet of a steep embankment at the end of the runway. >> we had a rough landing. the runway i guess was too short for the plane. >> reporter: the plane, carrying more than 100 passengers, was scheduled to land at missouri's branson's airport sunday night but instead showed up at taney county airport, about seven miles from the intended destination. >> one of the planes ended up landing at point lookout airport and needed aid. >> reporter: the runway at taney county airport is about half the length of the runway at branson. >> we got a call saying the plane has landed at an airport nearby. we're thinking surely not a jet plane could land there. >> reporter: officials say if the pilot didn't brake when he did, the plane could have overshot the runway and tumbled on to a highway. passenger scott schieffer

captured the aftermath on video. it shows passengers evacuating the plane before being bussed to the larger airport. in november, a boeing 747 cargo plane also landed at the wrong airport, this time in kansas, on a runway half a mile shorter than it usually uses. despite fierce the dream lifter would be stuck indefinitely, it took off without incident. >> no timetable on when we may see take-off. sources want to get this done as soon as possible. investigators say they don't have enough information yet to say why the plane landed in the wrong location, but we should mention southwest does have a good reputation. but this comes on the heels of that hard landing right there at laguardia this summer where about ten people were injured in that incident. kate? >> rene, thank you for that. new developments to tell you

this morning. a big step forward in a deal brokered to limit iran's nuclear program. iran has pledged to begin eliminating some of their uranium stockpile starting january 20th. jim acosta joins us live with the latest. wee finally now have the start date of this six-month deal. >> reporter: that's right. you'll recall last november the united states and five other countries brokered the deal with iran. they started to set some of the key details of carrying this out. on january 20th iran agreed to start eliminating its stockpile of higher levels enriched uranium. that will begin on january 20th, one week from today. in, change the u.s. and its allies will start loosening some of those sanctions, about $7 billion worth on iran and nuclear weapon inspectors will be allowed into key iranian sites. now, there are some critics in

congress who are not satisfied. there is a bill in the senate now that has attracted widespread bipartisan support for new economic sanctions, despite the fact that john kerry says this is the first time you're starting to see the the threat roll back. all side agree it's a very delicate process at this point, even something the iranians echoed yesterday. >> thank you very much. also new this morning, a warning from the state department. americans traveling to the winter olympics in sochi, russia need to stay alert to terror acts and kidnappings, this as several terrorists were arrested over the weekend carrying tnt. nic robertson is in moscow.

nic? >> reporter: yeah, chris, the state department is saying there isn't a specific terror threat at the moment but they are warning any americans traveling to sochi for the limb pibs of the threats that are in the region, of the past terror attacks that have taken place not so far from sochi. also at this time, the fbi teaming up with russian security to monitor the whole region there. just three weeks before the olympic games kick off in sochi, security remains a paramount concern after a string of attacks and terror arrests. the u.s. state department issuing a travel alert over the weekend warning u.s. citizens planning to attend the games that they should remain attentive at all times, warning of possible acts of terrorism, including bombings and hostage takings. on saturday five suspects possessing nearly five pounds of tnt in a home made explosive

device were detained and arraigned in southern russia, more than 200 miles from sochi. >> this event is going to be very difficult because it's taking place in an area that we know to be a hotbed for terrorism. >> reporter: terror concerns are real. just last month surveillance cameras captured this powerful explosion inside the train station. insurgents blamed for at least 34 deaths. the fbi and other personnel are now on the ground assisting russia's security force, more than 37,000 strong. >> they've asked for specific assistance, for most likely intelligence sharing, cyber threats. >> reporter: the state department is also alert, americans on russia' declared ban on any promotion of gay relationships to minors.

those traveling to the games found in violation of the law could face a fine of more than $3,000, up to 14 days in jail and deportation. so the state department is also warning about medical issues. they say that the health services in sochi aren't tested yet for a large number of people, so they perhaps don't offer the same standard of facility you might expect in west and are therefore advising they may want people to get not only medical insurance but evacuation insurance, one of the groups arrested, six men arrested over the weekend told authorities they were noting anything bigger attack. >> and the games are just months away at this point. let's get over to john berman for some of today's other big

stories. >> the nsa's bulk collection of domestic phone records has had no impact on preventing terrorism. that is a new finding this morning from the washington based nonprofit group new america foundation. they studied 225 terrorism cases inside the u.s. since 2001 and found that traditional law enforcement and investigative techniques initiated most of those cases, concluding that the nsa's phone surveillance is not essential. and john kerry at a key meeting today in syria. he added that attending the talks is the only way to a political solution for the conflict which has ripped syria apart for four years. >> developing this morning residents and businesses in some parts of west virginia will like live regain access to their tap water today.

officials will issue zones where people can safely drink and clean with that water. customers will need to flush their plumbing systems and run that water. >> cnn has learned that governor chris christie is facing a federal investigation for using millions from a hurricane sandy relief fund for a television ad campaign. the commercials featured the new jersey governor and his family prom -- promoting tourism. this is -- >> and a california nurse credited for saving the life of a united airlines pilot. linda was doing a puzzle while flying home last month when the crew asked if anyone could

provide medical assistance. she found the pilot slumped over and she hooked up an iv and used a defibrillator. the co-pilot landed the plane and the pilot survived. >> that is amazing. having the skill is one thing. having the poise in that situation, it's impressive. >> and indra, a lot changed over the weekend and into the week, right? >> yes. temperatures last week were 60 below in some places across the country. even in the northeast they were 20 below. all of this kind of seems like no big deal but, yes, we will start to see changes. it was a good weekend. temperatures in the northeast were a goo 15 to 20 degrees above normal. new york city still seeing that trend with temperatures a good 15 degrees above normal. loving this. you're talking about 50s and 60s in comparison to the temperatures we saw just last

week. the temperatures look pretty good. keep in mind they will change. we are going to see the jet stream tip down again and bring some more cold air into the east. however, that arctic air, that is staying north. don't worry about this so some will be out there. the timing for this for the northeast is really kind of in through tomorrow as the low starts to form and cruises up the eastern sea board. the bulk of the rain staying off the coast line. behind it looks like you get a break. and behind that another one. a series of these giers going to be bringing these temperatures down just a little bit. none of them huge rain makers on their own. several inches of rain, the bulk of it staying down to the south. even as they cool off, woor talking about a lot of them

being a little built below normal. >> thank you very much. we have a new exclusive. a-rod's suspension was shortened to 162 games, however ai rod interviewed ant nip bosch, the clinic director o said he personally injected rodriguez with banned substances. joe, we appreciate you taking the opportunity. we're going to get into the interview and in what bosch said. let's take a step back and look at this. i'm hearing roomors there may be a federal case. that's very different than baseball arbitration. given everybody said about a-rod and what he's said in the past, what is the overall strategy to resist what seems somewhat inevitable. >> i don't know about inevitable. 162 games is inexplicable. it's not based on the law, it's

not based on the collective bargaining agreement laid out between the union and major league baseball. there's no basis for it. everyone else got 50 games. somehow 162 is what was levied to alex for no reason. ryan braun, who actually tested positive, unlike alex, and went on a cam pan to besmirch the test collectors wound up with 65 games. that in and of itself is a basis to get us into federal court. >> but what's a-rod's problem? he doesn't seem to want to come clean and say what he had said in the past, which is i did the drugs, i did the peds. how long the suspension is, that's a secondary issue. but that basic proposition, why doesn't he just come clean and say like i said in 2009, yes, i took them but it's bigger than me. why doesn't he make a statement like that? >> he doesn't make a statement like that because he doesn't accept it, it's not true. and this is not like hide the

ball for us. i say this "60 minutes" piece where they picked and choosed things that were actually laughable. we would call on mlb to release all of the transcripts from that arbitration. we would agree to release every word of testimony from that arbitration. any unbiased fact finder would say there's no way there's a finding of guilt based on that evidence. >> what about bosch? this is anthony bosch. he said he gave drugs to a-rod. >> once alex rodriguez was fully into your protocol, what were the various banned substances that he was taking? >> testosterone, insulin growth factor one, human growth hormone and some different forms of

peptides. >> all of them bad? >> all of them bad. alex is scared of needles. so at times he would ask me to inject. >> you've injected him? >> yes. >> i mean, joe, what's your reaction to that? >> obviously he ran the lab, he says he did it, he says he has all these electronic messages between him and a-rod about giving him the drugs. >> i know the evidence in this case. there is not one stitch of evidence that this guy possessed a ped, no one prescription from a pharmacy, nothing. there's not one record in the clinic that says alex received a ped and as far as his testimony regarding alex receiving testosterone, it's only his word and his uncorroborated word alone and this guy is a proven, admitted liar and he has all the motivation to testify against

alex because mlb is giving him a sweet deal, millions of dollars and a book deal, they've agreed to go to federal prosecutors to make sure they do what they can to get him out of a prosecution for pedaling controlled substances to minors in miami, which is unconscionable that major league baseball would put the prosecution of alex rodriguez above the safety of the youth in our society. forget about what i say, it's the science. bosch said in october of 2012 before games three and four of the playoff series between the tigers and yankees in detroit that he was there and he injected alex with testosterone. alex was randomly tested before game four and turned up negative. it would be scientifically impossible for those two facts to be consistent. >> why is a-rod hanging out with a guy like this --

>> he wasn't hanging out with him. >> he has all those messages. >> bosch presented himself as a nutritional guru. it wasn't just alex. others who were not suspended, a bunch of top level ncaa athletes, this covers a fraud, but he presents himself as someone who was on the cutting edge of nutrition when it comes to recovery for athletes. >> so we ended up drawing the blood in the bathroom of this one restaurant/bar/club in the bathroom stall at 8:00 p.m. >> with the crowd there? >> with the crowd right there. >> people coming in and out of the men's room and you're in a stall with alex rodriguez drawing his blood. >> yes. as crazy as that sounds. >> you're saying there's just nothing to it. because it's a pretty wild lie. >> it's a wild lie. it's also ridiculous. this is a guy who has been under

the influence of cocaine over the last several years by his own admission. we have affidavits, we have pictures. >> it doesn't mean he didn't stick a-rod, though. >> of course it doesn't mean that. i saw him yesterday on "60 minutes" put forth some protocols that didn't have alex's name on it. under oath he said he didn't know if it was alex's protocol. yet it made it on "60 minutes" as alex's protocol. the allegation that he was in a men's room at primetime in miami taking his blood with the whole tourniquet blood collecting kit is ridiculous. it defies common sense and defies reality. if you think alex rodriguez would let somebody go into the bathroom of a night club, talk about not sterile, would take blood and put vials -- >> if it's true db. >> you'd probably have a witness to it. >> then why didn't a-rod sit

down and testify at the arbitration if he was so righteous about his innocence? >> listen in, in a fair process be, alex is more than happy to sit down. in a real process we're 2-0. both issues we had to take to federal court, we won both. in this process, the sham of a process, it became evident this was a fate accompli. bud selig imposed the unprecedented 211 game suspension, made the call on it. we had a lot of questions for bud selig. he refused to testify. >> i get the argument of why you're singling out a-rod, is baseball scapegoating one guy for a practice they've known about for a long time, i get all that. but you have to unpack that about whether or not this guy is willing to come clean about himself. he once did admit doing

steroids. he backed off that. >> he hasn't backed off. he admitted it at a time when he didn't have to. he did it because he wanted to come clean with himself and with the public. he didn't have to do that. >> but it hurts your legitimacy, your credibility -- not yours, his. when he doesn't sit down and say did i do them? yes. do the full lance armstrong vient where i did all of it, everybody does it. >> this is not lance armstrong where he went on this crusade to destroy and threaten and hurt people who got in his way. >> but the admission about doing the drugs, admit that and everything else becomes believable. >> you're assuming that it's true. based on this evidence, i will tell you scientifically it appears it can't be true, scientifically. >> you're saying you believe a-rod didn't do any performance-enhancing drugs in his his time with the yankees? >> there's absolutely no evidence to that effect -- >> there's no evidence or he

didn't do it? you're a savvy lawyer but they're different things. >> i believe he didn't do it but there's no evidence and the science behind it supports that he didn't do it. he's one of the most tested athletes in history. he's setting records for being tested and testing cleanly. >> a lot of these other athletes didn't test positive either. >> nelson cruz did a 50-game suspension and he said i wish i didn't take it but i wanted to take it because i wanted to put it behind me answered didn't want that suspension hanging over my head. alex was never april forded a 50-game suspension. >> the higher the stakes go, you go into federal court this time, if you really have a real trial there, you know, the penalties for what you say, if it becomes proven that you're lying, you

saw what happened with clemens but they didn't even charge him with using. those are really high stakes, much more than suspended games. can you suspend your life. you can wind up behind bars. is he concerned? >> not at all. he'll never lie under oath, never has lied under oath and he'll be candid throughout. that's not an issue at all. the issue in federal court is a little different than bosch. in this instance what we're doing is looking to undo an unfair proceeding that was not one that was inclusive of due process and fundamental fairness and some of the standards that are required. even in labor arbitrations. i mean, courts, loath to really get involved in private disputes like labor arbitration, unless the law is not followed. the law wasn't followed here, even by their own standards, their own agreement. even the union is backing up alex on this one. the law is not followed. 162 games is impossible under

their agreement. >> would he have taken a lesser suspension? >> i don't think he should have taken an inning but -- >> not an inning? >> i don't think so. 90% of this evidence should never have made its way in. i heard about these documents that they say bosch authenticated at the hearing. bosch couldn't authenticate it. >> this arbitrator, he threw out other cases, he's been seen as a fair guy. >> has he really? not in major league baseball he hasn't. this arbitrator said let me look back a year and a half ago at the last arbitrator who sat in my seat and in one of the highest profile cases voted against major league baseball and that arbitrator was fired immediately. >> so you think the arbitrator was unfair in this as well? >> when the ash traltor has the ability to be hired and fired by major league baseball and an arbitrator that doesn't want to

welcome back to "new day." time for our political gut check of the morning. chris christie has made it through what may be the worst week of his political career, surviving a marathon news conference and picking up support from his fellow republicans over the weekend.

tomorrow he is set to give his annual state of the state address. all eyes will be on that. the question is what are the questions he has left unanswered? joining us with more, cnn chief correspondent john king. good morning, john. >> reporter: happy monday. >> what do you think? people had a weekend to turn their attention away from the chris christie scandal a little bit. where do things stand now? looking better for chris christie? >> i think every republican voter is going to follow this every day? probably not. but the stakes are high for christie. and there are perils and opportunities. the peril is who ordered that vendet vendetta? we don't know that. e-mails suggest there was at least a conversation about this among other top christie aides, including his chief counsel. christie fired one aide. but there are still questions about who knew in the office,

when did they no it, what did they know about it. not every governor gets a lot of national attention when he delivers state of the state address as governor krchristie tries to move on to the national stage. his record as governor is going to matter. he's going to get a lot of attention here. i'm sure he'll work the speech over a little extra. >> do you think the attention is warranted given the scale and cope of what's being vett investigated here? and do you believe the pushback criticism, that the media seems more concerned about taking down chris christie than it did about taki the irs and the like? >> i've also asked questions about benghazi and we asked a lot of questions about the irs and the obama supporters gave us grief then saying why didn't you do as much during the bush

administration, during this or that. that comes with the territory. he's the governor of a prominent state. this would be a big story in his state anyway, whether he has national ambitions anyway. because he has national ambitions, because he took the job of the head of the republican governor social security yau-- association, thi warrants criticism. when you fire your chief of staff and push out your aide, that comes with the territory. >> what do you make of the reaction or the muted reaction from fellow republicans? i guess it shouldn't be any surprise that no one really wants to get out in front of this while there are still so many unanswered questions, but they are either giving him the benefit of the doubt and saying it's too early to tell. >> rand paul gave the most interesting answer, a guy who has had fights with chris christie in the past, a likely

rival if both seek the presidential nomination. both are saying we don't want to touch this. chris christie does not have a ton of friends in the republican party yet he has a ton of appeal in the republicans party. this is so petty, just so small if you will that a lot of people are shaking their head, they're going to see if he can get out of this on his own. this is an ultimately local issue but it could have national implications. politicians, just like voters, are going to watch to see where the investigation leads. >> i guess so. thanks, john. nice to see you. >> happy monday. >> we're going to repeat it until it's true. happy monday. >> let's take a break here on "new day." a reported love triangle in the spotlight. france's first lady taken to the hospital. is an alleged affair finally

welcome back to "new day." it's a scandal gripping the world attention. today the first lady of france could be released from the hospital. she was admitted for exhaustion over the weekend following reports that france's president is having an affair. his alleged mistress, a famous french actress. we are tracking developments from london. what's the latest on the

condition of the first lady? >> reporter: hi, kate. this morning the french foreign minister speaking out saying that this isn't like the united states and france. the president's private life is just that. and whispers of the alleged affairs not all that unusual, but what seems to be really raising eyebrows in this case, that the drama is playing out so publicly. it's the international love saga playing out in the tabloids. the first lady of france, the nine had much year partner of president francois holland, has been hospitalized since friday with exhaustion after allegations surfaced that he was having an affair with french actress julie gaya. he would slip out of the palace and be driven by motor scooter

to and from her apartment. he is threatening legal action against the magazine but has not denied the affair. >> there is legal embarrassment to have his name and photograph involved in such a story. >> reporter: holland is no stranger to having his private life in the public eye. he's never been married. she spent several years with his common law wife until he met his current wife. >> we don't really hollande is

hurricane sandy relief money. this comes on the heels of last weeks firing of several staffers that orchestrated a traffic jam as a political payback. >> reporter: so, more bad news here for chris christie going forward. we're learning that a federal investigation is looking into taxpayer funded campaign ad that has christi being investigated. when hurricane sandy hit new jersey last year, chris christie led from the trenches. and his skillful response to the devastating superstorm shot him into political superstardom. but a new federal investigation into how the new jersey governor spent some of the sandy relief money could threaten to wash away the foundation ever his political brand. cnn has learned that federal investigators will examine the state's $25 million tourism marketing campaign, a campaign

that was paid for with sandy recovery money. >> the jersey shore is open. >> we're stronger than the storm. >> you bet we are. >> reporter: a campaign that featured christi and his family during an election year. democratic congressman frank pallone a vocal christi critic requested the investigation and told cnn it's now moving ahead. but he said this is not about politics. >> this is money that could have been directly used for sandy recovery. and as you know, many of my constituents still haven't gotten the money that is owed them, you know, to rebuild their homes or to put, to raze their homes tore help. >> reporter: promoting new jersey tourism after the storm was a good idea but he questions how much taxpayer money was spent to make those ads. the winning bid a $4.7 million. the next lower bid was nearly half the price at $2.5 million.

and wouldn't have featured the governor. the ads caused controversy as they hit air waves while christi was running for re-election. democrats slammed him giving the incumbent governor an unfair advantage. at the time, christi said the winning bid provided more value. the inspector general at the department of housing and urban development has concluded there is enough evidence to launch a full scale investigation, according to congressman pallone. >> taxpayer dollars that could have been used for sandy relief were used for ads promoting the governor because he was in them with his family during an election campaign. >> reporter: as bad as the george washington bridge scandal has been for christi, if the investigation finds he improperly spent sandy funds it could get far worse, tarnishing the signature achievement that helped propel him towards the white house. chris, we've reached out to christi's office and the

inspector general but yet to get an answer from them. representative pallone tells us moving forward you should expect an official report from the inspector general and that's likely to take months before we see a result there. >> we'll be looking for that. chris frates in d.c. breaking overnight a southwest airlines jet with 124 passengers on board lands at the wrong missouri airport and nearly speeds off the too short runway. it was supposed to touch down in branson. why the mix up and can the jet take off again? those are some of the questions renee marsh is tracking for us. >> reporter: this was a close call. the passengers on board were feet away from disaster. the pilot was forced to jam the brakes. if the pilot didn't brake when it did it could have gone over a steep en bancment and tumbled on to a highway. the flight was scheduled to land

at missouri's branson airport sunday night but instead it showed up at taney county airport, seven miles from the intended destination. the runway at taney county airport is half the length of the runway at branson. for southwest really this is not the kind of headline you want. this comes on the heels of that hard landing at laguardia this summer where ten people were injured. we can tell you at this hour teams from boeing, southwest and that airport in missouri are working one big math problem. they are calculating the weight of the plane, the length of the runaway, weather conditions, many other factors to determine if it's safe for this plane to take off from this very short runway. >> how did it happen in the first place? let's talk about new developments in the water crisis in west virginia. a sign of hope for the 300,000 people under a very strict tap water ban.

overnight officials announced they will issue new zones for people to access clean tap water. people have been without it since thursday after a chemical used to clean coal leaked into the water supply. alexander field is following these developments. >> reporter: good morning, kate. no one is clear to tornado the faucets on but officials are looking at how to lift the ban. zones are being designed, priority will be given to certain zones, including zones with hospitals in them, places where water is badly needed. >> state of emergency, you do whatever it takes. >> reporter: firefighters in charleston, west virginia come to the rescue with water. bottles of it. >> at least 600, 700 cases. >> reporter: the lines to collect keep growing. >> just a minute. >> reporter: 300,000 people have been forced to get by on bottled water since thursday.

that's when a chemical leak was found to have tainted the water supply. schools are shut down. water samples are being tested around the clock for signs ever improvement. >> i believe we're at a point where we see light at the end of the tunnel. >> reporter: there's no specific timeline for lifting the water use ban. it will happen in phases. >> people are anxious because they don't have certainty about what's going on. >> reporter: officials now believe as many as 7,500 gallons of a chemical used to clean coal leaked into a water supply from a one inch hole from the yound ground part of a storage tank. the problem was discovered 8:00 thursday morning when someone reported the smell of licorice. >> there should be a thorough investigation of what happened and why this incident happened at freedom industries. >> reporter: investigators say it will take weeks to determine whether the leak could have been

prevented and how quickly it was detected. for another day people in west virginia are left high and dry. freedom industries did not respond to our request for comment on this report. over the weekend the company held a press conference, apologizing. right now health officials say their main focus is monitoring the potential impact of this spill. they tell us ten people are hospitalized. none are in serious or critical condition. >> surely a serious and critical situation. thanks for staying on it for us. a lot of other news this morning as well. let's get to john berman. >> a study of 225 terror cases in the u.s. since 2001 finds the nsa domestic phone surveillance operation is not helping prevents acts of terrorism. the washington based nonprofit group new america foundation found traditional law enforcement techniques unearthed most of those cases and that the bulk collection of phone records is not essential to preventing

developing this morning the state department is warning americans about attending the olympics in sochi, this comes after reports that several terror suspects have been detained in russia following multiple suicide bombings in the region. authorities there have boosted security responding to the widening concerns just three weeks ahead of the games. but is it enough? that is the lingering question. cnn nic robertson is in moscow with the very latest. hey there, nic. >> reporter: that's a question everyone is asking themselves here. six of the people arrested over

the weekend according to security officials here were saying they were plotting another big attack. now it's worth remembering here that russian officials really want to show they are on top of the security situation here. meanwhile the fbi at the same time saying they've got people here now working with the russian authorities to try and keep the region secure. just three weeks before the olympic games kick off in sochi security remains a paramount concern after a string of attacks and terror arrests. the u.s. state department issuing a travel alert over the weekend, warning u.s. citizens planning to attend the games that they should remain attentive at all times. warning of possible acts of terrorism including the bombings and hostage takings. on saturday five suspects possessing nearly five pounds of tnt and a home made explosive device were detained in a raid in southern russia, less than

200 miles from sochi. >> this event in particular will be very difficult because it's taking place in an area that want we know to be a hot bed for terrorism. >> reporter: terror concerns are real. just last month surveillance cameras captured this powerful explosion inside the train station in nearby volgograd. islamist insurgents blamed for at least 34 deaths. the fbi and other federal security personnel are now on the ground, assisting russia's security force. more than 37,000 strong. >> they've asked for specific assistance in regard to most likely intelligence sharing, cyber threats, forensic evaluations as it relates to weapons of mass destruction. >> reporter: the state department is also alerting americans about russia's declared ban on any promotion of gay relationships to minors. those traveling to the games who are found in violation of the

law could face a fine of more than $3,000, up to 14 days in jail, and deportation. now the state department is also warning that the medical facilities in and around sochi haven't been tested for large volumes -- excuse me -- large volumes of people and for that reason they are saying that people visiting the olympics may want to consider medical insurance because facilities there may not match what they expect in the west. also that they should consider insurance for evacuation in case of a major medical emergency. so concerns are about the medical facilities. the state department does stress at the moment it doesn't have a specific terror threat around the olympics but does remind everyone that this whole region has been experiencing all sorts of different terrorist attacks over the past ten or 15 years.

know, playing the game, like i said, interacting with the people, interacting with the national team, and we didn't -- we were -- i guess we didn't realize how much of an outcry we were going to get from home. >> was this about just being surprised or did dennis not really share with you guys what his plans were of what was going to take place over there? >> well, you know, dennis is a great guy. dennis is going to be dennis. but, you know -- i wouldn't say -- you know, i don't want to sit here and, you know, ever put someone that i've supported and throw them under the bus. you know, we -- we were grown

of the stuff that was being said about us, you know, as to why we went on the trip. you know, this, that and the other. it was disappointing because, we have to come home. we have families here. we have friends here. and, you know, we just felt extremely, i guess, disappointed. the range of emotions was so vast that, you know, one minute we were trying to, you know, laugh about things but the next minute i mean someone would, you know, show true concern as to, you know, what's going to happen when we do return home. >> let's be honest you got swept up in the rodman circus there in terms of how this was being perceived here back home. deapologize to you guys for getting caught up in his antics? >> well, he hasn't apologized. i don't think he needs to

welcome back to "new day". what people are calling a no named olympics seeing another controversy brewing before it's started. the u.s. skating team finalizing their lineup to include one of america's most decorated skater. ashley wagner finished fourth in a performance she herself called embarrassing. so why was fourth place good enough then for the team? we have more details on this. this is a sport that many don't pay attention to any other time but during the olympics this is one people tune in for, andy. >> reporter: really big deal. it was a big blow to the u.s. olympic team when lindsey vonn announced she was out of the sochi games. wagner had a meltdown in saturday's performance the u.s. figure skating association said we need her. after falling twice in the u.s. figure skating championships in

boston saturday, ashley wagner thought her chances of making the sochi games were over. she tweeted after her performance," i am so sorry i let you all down." the top three finishers have always gone on the olympics but not this time. in a controversial move the u.s. skating association passed over third place finisher, and put wagner on the team. patricia st. peter defended the decision saying if you look at ashley wagner's record and performance she's got the top credentials of any of our female athletes. in a statement she said, i'm disappointed in the decision. i may not agree with it i have to respect the decision the federation made. i'm grateful to everyone who supported me and look forward to
