office. >> i can't believe they were doing this. >> militia of hoboken telling cnn christie's office withholding relief funds after superstorm sandy. details on both stories start now. we begin with breaking news of an ominous threat aimed at thousands of tourists set to visit olympic for the olympic games. these men claim to be the suicide bombers who carried out the attack in volgograd, russia, just days from the drive of sochi. phil joins me live, tell us more about this chilling video and how this message was disseminated. >> sure, fred. this video posted to a well-known jihadi forum.

in it these men claim responsibility for the acts that took place in volgograd just a few weeks ago in the final days of 2013, the 29th and 309 of december. there were bombings here at a train station, also a trolley bus in all killing 34 people. ominously these people promise there is more to come specifically making very direct threats against the olympic games. they have presented -- prepared what they describe as a present for russians, for tourists who will be in sochi. during the games they have a long list of people who are willing to take part in the actions they have planned. they say they have a task for each of them. they say that all of this is revenge for the blood they say has been spent. the blood of innocent muslims has been spent around the world. >> what about the russians you've spoken to. do they feel convinced security can be comprehensive enough for

these games? >> reporter: russian officials say in sochi, it is absolutely secure. they say those games will be safe. anyone who visit the city will do so safely and does not have anything to worry about. what the attacks here in volgograd just about 500 miles away so there are perhaps potential vulnerables in other parts of the country, there are other targets that could very easily be attacked perhaps and where many people's lives could potentially be at risk. that certainly has people concerned. >> tomorrow the olympic torch makes its way through. how concerned are people about that event? >> we expect a very, very strong security operation in this city tomorrow. the olympic flames arriving by flames and coming into the same station attacked by terrorists a

few weeks ago. from there the torch relay will make its way through the city over the course of the entire day. we certainly expect russian police and security sources to be very visible in their efforts to ensure this torch really got off in this city without any problems tomorrow. as i say, just a few weeks since the terrorist attack here claim third degree 4 lives. >> thanks so much. in volgograd, we'll keep an eye on these developments. thanks so much. we're also following a developing story in stateside new jersey. a mayor made stunning allegations against governor chris christie. hoboken mayor dawn zimmer standing next to christie here told the state of the union today christie's office played politics with sandy relief money withholding funds unless she backed a redevelopment project. the governor's office denying that. live from washington with more on this. what more do we know about the

mayor's claims. >> the mayor for the first time tied governor christie to the threats of retaliation. she said her funds held hostage until she pushed through a project by the rockefeller group. this is a real estate group with ties to chris christie. in may the governor kim guadagno came to her with a message sent from christie himself. lets listen to how she skid this on cnn's state of the union. >> he made a direct threat to me. the lieutenant governor pulled me aside and said you've got to move forward with the rockefeller project. this project is really important to the governor. she said she had been with him on friday night and this was a direct nenlg from the governor. >> we contacted the government's office and he declined to respond to these new specifics from the mayor.

the characterization of the conversation with guadagno is categorically false saying it's clear partisan politics here are played, a democratic mayor with a political axe to grind come out of the woodwork and try to get their faces on television. the mayor says she's willing to testify under oath about all this and she wants a formal investigation to her claims? >> what's the simmons to why the mayor didn't come forward with this. >> it was seven months ago. the mayor was asked repeated by by candy crowley today. lets take a listen to her kplngs. >> i was really concerned if i came forward and no one believed mewelde really be cut out of sandy funding. as i watch coverage with bridgegate, i do see parallel. >> she said she was afraid no one would believe her so she didn't speak up.

russia's president says he's doing everything he can to keep the winter olympic games safe.

after a new terror video came out today, we're wondering if what he's done will be enough. the video had this ominous statement from men claiming to be suicide bombers saying this, quote, as for your olympics, something that you really want, we've prepared a present for you. you do your business and we'll do ours. we've prepared a present for you and all tourists who come over, unquote. russia flooding sochi with police. one u.s. lawmaker worries about what it's not sharing about security. >> i am very concerned about the security status of the olympics. i do believe the russian government needs to be more cooperative with the united states when it comes to the security of the games. we have found a departure of cooperation that is very concerning to me. >> mike baker is a former cia covert operations officer and president of diligence, global

intelligence security pharm. he's joining me via skype from idaho. good to see you, mike. representative rogers complains the russians aren't sharing enough intel, particularly with u.s. authorities. would the expectation be they would reveal everything? >> it's their turf. they are very nationalistic. they know what they are doing. but there is this tradition of cooperation between the host country and all the other intel and law enforcement services. you've got two issues. you want to ensure you're providing the host country with additional intel if they need it. you're also hoping to get a very thorough assessment to take back home with you so you can work with your own olympic team to ensure the host country is doing the security you want to see.

the lack of cooperation -- if that's the real concern, i'd rather hear it from the security experts handling the liaison. >> what can the u.s. do to protect its delegation? what kind of cooperation can u.s. intelligence give or provide or expect from russian authorities? >> well, part of the problem is that the russians are in a difficult situation here. just in their backyard, they have got a major threat. they have been engaged in a very brutal battle, most people know about it over the years, particularly chechnya, dagestan. there's a real problem here. it's not that far away. recent bombings the past month killed 34 people in volgograd, maybe 500 miles north of sochi. so this is a real issue. what are we hoping for? we're hoping for almost an open,

transparent ability to az security steps they put in place. they have been putting major resources into this. putin's reputation is on the line. we're hoping to get that assessment. we're hoping to share intelligence with them and feel as though we're working hand in hand. frankly that's always been a problem. there's no reason to expect just because it's the olympics suddenly intel and law enforcement are going to be holding hands. >> given video from alleged suicide bombers, do you expect an attempted attack at the olympic games. >> look at the realities on the ground, a highly motivated group of people. not that far away from where the olympics are taking place. there's a history of brutality, forces and folks engaged in this battle, particularly chechnya. they are highly motivated

fwraef this week as new jersey governor chris christie sworn into his second term, he will be bombarded with more questions about his use of sandy relief money. the latest allegation coming from hoboken mayor dawn zimmer who said counter-'s administration played politics with sandy relief funds and the city's relief dollars were held hostage because she didn't back one of the government's redevelopment projects. cnn's candy crowley, cnn's chief political correspondent. you talked to the mayor, tackled

olympic security with two key members of congress. we'll get to the olympic topic in a moment. first hoboken. does this mayor believe she has prove of the allegations her city would have received more help had she supported the governor more? >> she has contemporaneous diary entries she shared about her disappointment. the governor, even though she's a democratic mayor and he's a republican governor have had a good relationship. in fact, the christie office told me they were stunned to hear her allegations on friday because it's been a cordial relationship. they, by the way, deny all this. in the end what we heard from the hoboken mayor is she is telling the truth and willing to tell it under oath or any place else. >> i couldn't believe they were doing this. the bottom line is the christie

administration's response is deflection. the major question is did they connect hoboken and sandy funding to the rockefller project. the fact is that is what they did. i'm coming forward, i'm sharing my story directly. i'm here talking to you. i'm sharing my journal. i'm offering to testify under oath. what are they doing? they are hiding behind spokespeople. in fact, the lieutenant governor reached directly by the bergen record and she declined to comment. i believe if and when she is asked to testify under oath, the truth will come out. >> and why now? >> she says when this happened and it happened in may of last year, she said if she went forward and said, hey, the governor of new jersey is black mailing me into agreeing to a project that is run by friends of his and that he won't give me my relief money from hurricane

sandy, she won't believe that tale. in the wake of this she had to come forward. also, a second round of relief money from the feds, she said she doesn't want to get shortchanged on that. she basically believed last may no one would believe her. now she thinks in light of things going on, on both the bridge story and on the use of relief money that she wanted to tell her story. >> this week investigators may begin hearing some of the 17 -- from some of the 17 people they subpoenaed regarding closing of access lanes to the george washington bridge. does this impact christie's ability to impact his state especially on a week he's been inaugurated. >> moving forward. right now approval ratings after pounding coverage of him. i think the biggest problem

right this second, hard to get things done, investigation and subpoenas and this and that. part of what anyone in the office gets to do. do this, that, whole front page this person said this and that. it's tough to get your message through. >> you talked with lawmakers about security with the winter olympic games. did you believe it's too dangerous to go to sochi. >> two members of the intelligence community, intelligence coming in about the possibility of any kind of attack about the russian olympics. as you know the chechnyaans, a lot of attacks, raised the level. both king, a member of the intelligence committee and mike rogers, a member of the house intelligence committee expressed big reservations about how they are handling this so far.

sa tori, have these problems, new allegations followed the governor there? >> the governor has been here fundraising. what the president is talking about now in this private community another event tonight. this is a different event. a donner outreach. basically governor chris christie will be meeting with donors who will potentially support him in the future. this is where they have questions. except for "drive" by glimpse or two, new jersey chris christie spent day one of his fundraising trip to florida behind closed doors. >> do you have a few seconds, sir? >> reporter: it's unclear if the bridgegate followed into fundraisers. they played a little bit-of- a guessing game. >> talked about governor scott and how good he is.

white house? any talk about this being an issue if he decides to run in 2016? >> none. >> more likely on that front today, so-called donner outreach in north palm beach. the co-founder of home depot is introducing christie to donors who could provide major backing for a christie for president campaign. >> fred, we do believe the governor chris christie has already made his way inside this event here. i can tell you the host of the event has told cnn they have more people wanting to come than they can accommodate. he said those people have decided to have an interest after the scandal happened, mainly saying they are competitive, they adopt want to sit on the sidelines and they like the way the governor handled this so far. that was all before the recent allegations came out. basically after this event is over, we're going to try to hear from people inside if he was asked any tough questions.

>> all right. thanks so much. appreciate that. so it appears governor christie has found himself in quite the political crisis. how do you govern under clouds of suspicion. what does it do to political aspirations for a political white house run 2016. expert david johnson here with me in studio. good to see you. >> good to see you. governor christie as leader of the republican association has been behind closed doors at many of these fundraisers. you think that's a big mistake? >> i really do. it goes against the chris christie brand. he's known for addressing issues head on and he's not doing it in this incident. the long we are don't hear about him, these allegations swirl, the more damaging for chris christie and the harder for him to recover. then what we're hearing, too, are snippets like we saw in this recent piece. governor scott, even though he wants to raise money doesn't want to be photographed with him

and basically running to the other side of the room during these private fundraisers. >> we don't know that for sure. not just an issue they weren't poised together in front of crams. >> we're hearing from people who have been at fundraisers and numerous incidents when governor scott came up, had the photograph, chris christie hug him and deliberately stayed at the back of the room. chris christie was going to come into campaign, raise money. after all these allegations, he said no, too much of a distraction. >> after bridgegate first came to everyone's tangs, he did have a two-hour press conferece, many people praised him. he handled himself well, allowed himself to be, you know, allowed himself to be asked anything and answered. now latest involving hoboken

mayor, what do you think this governor needs to do? how does he address latest questions? what forum? >> he's dying the death of a thousand cuts with all these scandals, back to the original press conference. what did he know and when did he know it? what he has to do with the latest allegation is get out in front of it. what i would recommend is canceling appearances. go back to new jersey, hammer it out, address the issue, and have the two of them speak to the news media together. >> why would he want to do this before the inauguration. perhaps plans would be appropriate after the inauguration. >> this would overshadow the inauguration. his inauguration is to introduce bipartisan chris christie to american people. >> do you think he should talk about things during this speech? >> i think he needs to. >> really? >> he needs to address it.

we have a lot to do in terms of educating particularly those under 30 about the sacrifices so many people made for them, what it all represented, how it connects with life today. part of my mig in life is to try to do just that. it doesn't mean i'm going to reach everyone but i'm going to reach everyone i can. >> how do you do that? is there a significant challenge in the under 30 group? there does seem to be a disconnect to understand the prelude to the work he did and the work he did and what happened shortly affiliated? >> -- shortly thereafter. >> we have to do a consistent campaign. they are going to affect the rest of their generation. if you get a few of them and put them on a specific assignment, i think they can help their peers to better understand. we have a camp called the now camp, nonviolence opportunity

watch. juan of the things we do during the camp is not just talk about dr. king's nonviolent principles and steps but take them to places where the movement was led, down to montgomery, down to birmingham. you'd be surprised. those are authentic places. some people still living. my daddy's barber still living and he tells stories. it connects young people and wakes them up to, wow, i didn't even realize and recognize how all of this stuff happened. an for me, i'm going to begin to live my life a different way. we had a few of them say we learned more in this one day about history than we learned in our entire year taking a history class. >> where is the void? is it that your father's legacy isn't being taught to its fullest extent in school? is it that generations, parents,

grandparents, great-grandparents aren't passing down the lessons? why is it so many young people don't seem to understand the gravity of the circumstances that brought your dad's legacy to fruition. >> i think we take too much for granted. i think the holiday sometimes make people think you automatically know. wow, they don't know and we have a national holiday. you can't do it in a day. it has to be a lifestyle. it has to be something we're doing in the schools. it has to be something we're doing in the churches. it has to be something we're doing in the homes, in our community organizations. i don't think we're doing enough of that holistically on a consistent basis. every time i go to programs that all of us sponsor, i see very few young people present. i try in everything i do to be involvement not in a peripheral way but in a very central way. >> does it worry you there
