it's 5:00 a.m. in the east. t.s. eliot was wrong, breaking news, february is worse for weather. a giant storm bringing snow and ice to millions, it's quickly racing across the region. many schools are closed. not here in new york city. it won't be here for long but it's going to make a real mess this morning. >> nearly 2,000 flights have been canceled this morning. in kansas city, a southwest airlines jet wound up stuck at the airport. taxiing to its gate with 55 passengers and five crew members on board. they were taken to the gate by a bus. >> snow equals whiteout conditions. take a look at these pictures not far from st. louis. you can imagine driving in this, not easy. >> in indiana, crews were out

late treating the roads after snow turned to sleet and freezing rain. these are from bloomington, where the evening commute was a real, real mess. >> it took about 45 minutes traveling about five blocks. i'm thinking about moving to florida actually. >> took like about an hour just coming from that light right up there. >> all right. snow still falling this morning in cedar rapids, iowa. hit by 3 inches of snow so far. the problem now is the plunging temperatures there. and the winds. the no will be blog all over the place making travel treacherous. stay home, cedar rapids. >> and look at this, the city slammed with 9 inches of snow setting a new record. some parts of kansas got more than a foot. >> kansas city warned residents to stay home there. for good reason. the city was pounded 10 inch es of snow.

nischelle turner is here. what's the late jest. >> there's a lot of information coming out pretty much as we speak. overnight they did arrest three men and one woman in an apartmented bying in lower manhattan, they do believe they are connected to the drugs found in philip seymour hoffman's apartment. during this raid, they uncovered 350 glass and bags considered to be heroin. they originally discovered 50 envelopes believed to be here rain, also prescription and empty drug bags. and information about the death, the result of an apparent overdose. a law enforcement source tells cnn that preliminary investigations find the drug in the apartment was not laced with the painkiller fentanyl which authorities blame for deaths in new york and also in

pennsylvania. philip seymour hoffman withdrew $1200 in six transactions from an atm in his apartment. investigators also said that a witness saw hoffman talking to a man. and he was found dead in his apartment with needles still in his arm. the people arrested last night are believed to be connected to the drugs. they're not connecting him to his death. but they are connecting him to the drugs found in his apartment. >> a lot more details overnight. learning minute by minute what happened. nischelle turner. >> still a lot to find out. >> thank you. also this morning, washington reeling and the political mud flying from a congressional budget office report on obamacare. the cbo finding the law will reduce the workforce by the equivalent of 2 million jobs, mostly because people won't have to work as many hours to get health care coverage. the analysis is complicated but the picture both sides tried to

paint by what this means is much simpler. >> i wonder what the cost benefit ratio is to all of this disruption both to the providers of health care, and consumers of health care, when at the end of the day, the best that you'll be able to estimate is we've reduced the number of unemployed from 45 million down to 30 million. what the cost. >> by giving you the option of affordable quality health insurance, we're not giving you -- that's not a neg thing, that's a positive addition to the choices before you. >> the cbo also estimates the rollout of the health insurance exchange means fewer americans will get coverage than originally estimated. >> a lot of people believe this could be a key factor to the congressional elections. >> i had no fewer than 15 e-mails from republicans saying that this shows obamacare is fraud and we should repeal it. >> democrats trying to figure out a way to talk about it.

telling people it's not 2 million people who are losing jobs, it's 2 million people who will stop trying to find jobs. another key series of white house meetings for the president set to talk to senate democrats last night. house democrats stopped by and the president told them he will continue to use executive powers if congress will not take action on his own. >> it will be at least two more days before the president will put his signature on the food and farm bill. that bill will expand crop insurance for farmers but cut direct payments. and it will reduce food stamp spending by $8 billion over the next decade. that's about $90 per month per person. >> and warning reforms made be made soon to the agency's phone surveillance operation or they did take action. right now, the usa freedom act is making its way through congress. new revelations this morning about nsa leaker edward snowden,

and they come from former na director mike mcconnell, now a top executive at defense contractor booze allen hamilton. snowden worked at booze allen, and mcconnell said snowden targeted booze allen for access. he says snowden got the information after breaking into the computer system and stealing the answer to the agency's employment exam. mcconnell called snowden a spy and said he's caused more damage to u.s. national security than anyone in history. this morning, 30 enlisted sailors accused of cheating on exams. the sailors allegedly passed answers to nuclear reactor training to others. they had no connections to weapons unlike dozens of weapons officers accused of cheating. still a black eye for the navy. the navy pledging to get to the

bottom of this. the u.s. has hit the pause button on drone strikes in pakistan. the u.s. has been working to bolster its relationship with prime minister sharif. and has insisted there's no formal agreement over the strikes and will go after any al qaeda target deemed a threat to the u.s. and back on capitol hill, the crew chief financial officer of target talking about the data breach. john mulligan was before the house and congress committee the day after admitting to a senate panel that target no idea its systems had been hacked until government officials told them. >> had you had any knowledge of that malware was there before the department of justice gave you that notification? >> we did not, senator. mr. chairman, despite the significant investment in multiple layers of detection that we had within our systems, we did not. >> so, you had all your systems

what's going to happen to the families of athletes when tourists who spent large amounts of money to come here when they start showing up and perhaps seeing that some of these hotels simply aren't ready yet for some of the visitors? >> the national press and international authorities maybe they've saved the good rooms not for the journalists and you guys are getting the rooms that aren't ready. we're also seeing a report about wild dogs in street. have you seen that first hand? >> reporter: absolutely. there are tons, thousands of street dogs living around sochi. you see them running through the new park. some of the new building developments like the one behind me. and there's a real controversy here. because residents of sochi, dog lovers, say that for a long time, the city authorities have culled these dogs. that they've basically poisoned them in the streets with injections or poison food.

i've seen video of this. this is awful, the dogs die in convulsion for hours. it looks very painful, agonizing, and some of these dog lovers are taking matters in their own hands because they claim that the city authorities have stepped up the extermination of the street dogs. i've been to a dog shelter that volunteers built. they're paying their own money to house dogs to protect them. and this has put the city and olympic authorities under fire. they've responded saying, hey, we're not killing dogs. we're getting them examined by professional veterinarians and then releasing them. the city government just built a new dog shelter. but of the activists i'm talking to say they don't trust them. they say it's just been done because the eyes of media are on this. because it looks pretty bad around a public point of view to

be exterminating dogs around the olympic park. >> wow. >> these are not the stories that va vladimir putin wants just two days before it starts. >> when you go to the olympics, that ring of steel, it won't be what we've seen recently. people usually go and see that country, right? there's not that chance. >> a ring of steel. >> you're going to be there and not going anywhere. governor chris christie preparing to go national. he's launching a month-long fund-raising tour to take him around the country to test his star power. the governor will raise money for other republican candidates. he is in charge of the republican governors association. and also speak at the political action committee meeting next week in washington. that is a big deal. a chemical spill that contaminated the water supply for 300,000 people in west virginia, it's now a criminal investigation. cnn has learned that subpoenas have been issued by a federal grand jury. some 10,000 gallons leaked into

a holding tank right into the elk river last month. water bans have been lifted. many are reluctant to drink that water. they've found trace levels of that contam knit still in that water supply. in virginia, authorities are stepping up the search for kevin quick. quick's toyota 4runner was uncovered on monday. and investigators are checking his movement over the weekend for possible clues. they say the officer's phone has been turned off since friday night. oh, yeah, that music mean, it's "road warriors." today's installment being trapped on a plane with crying children can be a nightmare. whether yours or someone else's it doesn't matter. some airlines are offering solutions. child-free zones. singapore scoot for 20 bucks you

>> a cnn fact check, t.s. eliot is wrong. february is the cruelest month. february is the cruelest month. >> sorry, 30 minutes after the hour. we are going to start with what's happening to so many people at this very minute. millions getting hit by a huge, fast and powerful winter storm, delivering not just snow but treacherous ice as well. this is blanketing an area from philadelphia all the way up to boston. so many schools are closed. here in new york, for now, at least, the nation's largest district, will be open. that's for now. there are real risks today, especially with the ice starting to come down. this could get really, really bad. >> nearly 2,000 flights have now been canceled mostly in new york and boston. but, hey, a lot connects through new york and boston so check your schedule. this is the scene in kansas city when a southwest airlines jet wound up stuck in a snowdrift after landing. the jet was taxiing to its gate.

then all of a sudden it started to sleet. now, it's raining. the cnn sign right there says 30 degrees. well, 30 degrees and this shine right here is not going to be good for the rest of the day. it's raining because at about 3,000 feet, it's 35 degrees. it's raining down through the atmosphere. down here, where it's 30. and everything is freezing up. now, scooping this sounds like a great idea. but had they left the snow, the snow would have made a little traction. you scoop away the snow, all you have it glazed ice. it could be very slippery today. even if it looks like it's been cleared, that may be the worst spot you walk on. here's what the graphics look like. snow all the way from binghamton and buffalo and erie. the heaviest snow is going to be to the north of where the heaviest snow was last time. we're talking about binghamton, syracuse, saratoga and back over to maine. the ice is what we're getting here. the ice is a problem.

we're going to see some spots three-quarters inch of ice. now, if it just bounces off because it's sleet, that's good. but if it's raining the whole time and collecting on the power lines, collecting on the trees, we're going to see power outages for sure. certainly, a lot more school districts. at least those superintendents thinking about it right now in the early morning. do they want to send kids out in this or not, i don't think it's a good idea. >> three-quarters inch of ice that is treacherous stuff. chad myers, thank you so much. >> you're welcome. breaking news overnight into the investigation of the death of philip seymour hoffman. police in new york say they have arrested four people believed to be connected to the drugs found in hoffman's apartment. that as new details emerge just what hoffman did in the days before he died. that death of an apparent heroin overdose in his manhattan apartment. cnn has learned the night before, hoffman withdrew $1200 from an atm at a manhattan

grocery store. at the sundance film festival, two weeks ago, a magazine writer said hoffman walked up to him and started to talk. >> he was wearing this floppy hat. and i didn't recognize him. and i asked him his name. he said you don't recognize me? at that point, i said should i know you. he said, well, i'm a heroin addict. the whole encounter was less than 15 seconds or so. as he was walking off, he said i just got out of rehab. >> toxicology reports from hoffman's autopsy are still pending. the family is planning a private funeral for the 46-year-old academy award winner and father of three. and we expect a lot more fallout on the budget office report on obamacare. it proves the affordable care act is a job killer, and democrats insist the gop is misinterpreting it. the cbo finds that the obamacare

law will reduce the workforce by the equivalent of about 2 million jobs. that's not people losing their jobs. that's just fewer people who will be working or try to work. it's not accomplished again by cutting jobs, just a reduction of numbers of hours people have to work to get coverage. the white house says people will choose not to work. still, it's very controversial. and both sides staked out their positions over what this means. >> i wonder what the cost benefit ratio is all of this disruption, both to the providers of health care and the consumers of health care, when at the end of the day, the best you'd be able to estimate is we've reduced the number of unemployed from 45 million down to 30 million at what cost. >> by giving you the option of affordable and quality health insurance, we're not giving you -- that's not a negative thing. that's a positive addition to the choices before you. >> what's so interesting about this, too, john, the original

forecast 800,000 equivalent job lost. immediately it was thought this is worse than they originally forecast. >> and more than double. the cbo also now estimates the fraud rollout of the health care exchanges means that 1 million fewer americans will get coverage than originally estimated this year. at the white house today, president obama is set for another series of key meetings with senate democrats that stop by to talk about economic priorities. last year, democrats wisted the white house, the president told them he will continue to use his executives powers if congress won't take action on its own. this morning, the $1 trillion farm bill and food stamp program is closer to law. president obama is set to sign it on friday in michigan. the bill will have crop insurance for farmers but cut spending and also reduce food stamps by $8 million.

over the nsa surveillance programs lawmakers warning reforms must be made soon or they will take action. right now the usa freedom act is making its way through congress. that measure would eliminate the nsa's bulk collection of metadata entirely if the obama administration doesn't act soon. we're finding out just how edward snowden got his job was a major defense contractor, the vision that opened the door for his stealing thousands of documents. mike mcconnell said that snowden targeted the company knowing it would give him access to high-level secrets. he claims that snowden broke into the computer system and stole the answers to the agency's employment exam. he calls snowden the worst spy in american history. overcease marketing, let's say they're taking a breather that far sharp selling in the east. markets in asia and europe right now mixed. here in the usa u.s., watch for

all right. breaking news this morning is the weather. just pounding millions and millions of people this morning for a treacherous morning commute. you were just looking at live pictures of hartford, connecticut there. the snow simply falling. 3 inches an hour of snow coming down. we also have pictures, i believe, from cincinnati, ohio, right now. a look at the roads there. a slow morning commute as there is still some snow falling. not a lot of cars on the road. and you know what? it's a good idea not to go out on these roads because it's dangerous in so many places. this is what it looks like in new york city. this is columbus circle right now. now, you will notice you don't see it snowing. that's actually the bad news. it's because the rain -- it's turned to rain. the snow turned to sleet and now to rain. and it is freezing on the roads and the sidewalks. and this is incredibly dangerous. we're talking about maybe half an inch, three-quarters inch of

ice. this will make the roads a skating rink. not the kind of thing you want to be driving on this morning. so, please, be very careful. check what it's like before you go outside. >> chad myers told us it's 30 degrees on the ground but the snow's falling as rain now and that's a real problem. okay, chris christie is about to hit the road launching a month-long fund-raising tour that will take him around the country and test his star power in light of that scandal dogging his administration. christie is going to speak at the political action committee meeting tomorrow in texas. a federal grand jury is now issuing subpoenas into the chemical spill that left more than 300,000 people unable to use their water in west virginia. a federal official confirms to cnn this is a criminal investigation. some 10,000 gallons of these chemicals leaked from a freedom industries holding tank into the elk river last month. water bans have been lifted. many residents are reluctant to drink the water. independent tests found trace levels of the contaminate still
