southeast. it's pushing up the eastern seaboard and dumping a foot and a half of snow. new york city being blanketed by near blizzard conditions. >> you don't need to be in your car, don't use your car. many people heard many times, i asked you to keep telling people in the city how urgent it is to stay out of their cars. for their own safety and also to facilitate the ongoing clean up work of the sanitation department. >> that was the mayor of new york city's bill deblazio.

more than 777,000 businesses. more than 6,000 flights canceled today. one of the hardest hit areas is north carolina being called the new atlanta after drivers who ignored warnings got stuck for hours on icy highways. i'm trying to get home. stay focused and get past what we need to get to. >> take a look at this incredible picture. it's in the middle of the traffic chaos. one driver said she saw a car spinout and burst into flame. as i told you, we have this covered for you. the path of the storm where it has been and is heading. we have in place in atlanta. all the way to new york.

allison is driving around and you are in brooklyn and these are near blizzard conditions. is the city prepared? . >> there is a respite between the snow and the sleet. we are seeing the streets cleared pretty well here. we see a lot of people trying to dig out. the big trick here now is where to put it. this is snow being piled on ice that was here before today's snowstorm. the big concern is as we get towards the evening hours, the temperatures will drop and the worry is that all this water and snow turns the black ice. that could be dangerous for driving conditions during the rush hour. it is very dangerous out here and we can't tell you how dangerous it is, but if you are walking, we heard of a very

tragic event in bay bridge, brooklyn. a 36-year-old pregnant woman was hit by a private snow plow and died. her baby was delivered and is in critical condition. we are trying to get more information on that. shows you how dangerous it is outside. >> allison, make sure you are safe out there as well. you can see that. the good news is this is one thing that is not making this as bad as it could have been. the temperature is 36 degrees now. it's going to get colder. right now it's slush. it's not ice. that ice is what causes all the problems with the power lines and sliding out on the road. i said that the mayor was a key figure in this. he has a lot of explaining to do because of the decision to keep the schools open. being second-guessed from politicians to a certain famous weather man. the president of the city's teacher's union said bill

deblazio's decision was a mistake. they called on with their criticism as well. the mayor didn't give any ground. >> we always emphasize, we think about 1.1 million kids depend on the schools as a place for their kids to be during the day. they are safe from the elements. so many families have to go to work. they need a safe option for the kids. >> a little bit of a twitter war going on. he doesn't agree with the mayor. al roker said how dare the mayor's office and the schools throw the national weather service under the school bus. forecast was on time and on the money. also i knew this morning that the mayor's office would close

yesterday. so many people got caught in the sudden snowstorm. that downfall. it god stranded on the roads. the governor talking about how they made sure last night that they had the national guard available to make sure that no one got stranded so they wouldn't have a repeat of atlanta. listen. >> my biggest concern while here last night is i gave a directive to this team. i want to make sure if anyone was stranded and left in their car that we find them. colonel gray and this highway patrol patrolling the roads throughout the night ensuring we don't have any stranded motorists that had to spend the night in the car. we did have blades in the raleigh durham area. that lasts from three to five

hours. to my knowledge, we have not had that. >> at this point just in the last hour, don, it seems like we turned a corner here. the temperatures come up and the snow has stopped. that is huge. look at all this pavement behind me. there is aggressive plowing in the area and this is the first time thanks to the combination of the rising temperatures and the stopping snow that we have been able to see the city streets from end to end here. there is still a lot of work to do and a lot of danger behind this storm. that snow is continuing to move north. raleigh will be catching again here today. the issue will be ice. look at all this slush down here being made. that is going to turn to ice. the governor is saying we will have about 500 miles across this state. we are going to have to worry about icing tonight for motorists. not out of the woods yet, but it

seems like we are definitely turning a corner. >> well, don't get ahead of yourself. i hear there is another system behind this one. thank you very much. i want to go to figure out where this storm is heading. we are live down in the cnn severe weather center. take a look at the pictures. it was slushier a second ago and it's time to get icier and sting. it's like an obstacle course. look at the folks trying to get to the patches right here. >> a food of slush. are we in for more ice later? >> 34 to 36 across the city and late tonight, the wrap around. it's the same storm. it is not a different storm. it's the tail. first of all, we have the head of the comma and now we are in

the middle. the tail comes back with more snow later tonight. it doesn't change over to sleet. it is a snow event. here's how it happens. i will take you through it. below runs up the east coast. it warms up and that's what's happening. all along the shore, it's nice. like 60 degrees. here further inland, we will see that one shot after another the rain is moving away. the rain is pushing up the snow to the north 20 north. as this changes and the low moves by us here, that way all of a sudden this tail comes back and smashes us from the back side. that's how we get snow again later tonight. even two to four inches coming down for d.c. and new york city. this is the problem. we have all that snow. now you are getting rain and sleet on top of it and it refreezes and all that stuff is a wreck underneath it.

there is more snow on top of the ice. >> my goodness. here. what about the southeast. they said hey, listen, that system will not affect us. >> birmingham had three to five inches of snow. snow in birmingham like i had not seen it snow in a long time. the tail is about here. in charlotte, right here. on up to virginia. this is the whole tail part of the storm that has to move by philadelphia. d.c., baltimore and down to richmond with the refreezing that happens tonight. that's what i was talking about. >> that's too far. >> one storm at a time.

. >> welcome back to cnn's extended coverage of the snowstorm that hit the southeast and now the northeast. here's the trouble. getting around new york city. this is everything that is a slushy mess. some of this with people trying to get through the crosswalks as you see here. the temperature is above freezing. what will happen later if these temperatures go down, this can all become a big sheet of ice. driving out on the roads will be a huge problem. we go to cnn's brian todd near philadelphia. what are you seeing on the roads? >> don, a lot of slushy mess on the roads, especially some of the smaller roads that are off from the major highways. we are on 295. conditions are not too bad on this road. we are getting hit with freezing rain, but the conditions along with i-95 corridor all day today. we came upon two separate

accidents that involve overturned tractor-trailer trucks in the washington, d.c. area right along 495 there with the beltway of washington. these trucks are almost identical and they flipped over and neither of the two were hurt badly. one suffered minor injuries and had to be rescued from the vehicle. overnight into today in virginia alone they reported some 800 accidents. again, very treacherous conditions and there has been a bull as you have been reporting midday of just rain and maybe even a stoppage of the conditions in some areas. they are expecting the second punch in philadelphia and also back and the second punch of snow. two to three inches today. those conditions. just south of washington, the conditions are bad along i-95.

the snow plow could not keep up with the rate of snow that was falling. i-95 had a lot of accumulation. we came upon a gentlemen who had done a 180. flipped completely around on southbound i-395. he pulled him out of the jam. that was a good situation resolved there, but a lot of treacherous conditions and the state department of transportation and telling people don't pull over to the side. do not abandon your cars. these are the major thoroughfares on evacuation routes. if you see they abandoned your car, you are in for a stiff fine and towing. maryland, virginia, new jersey and pennsylvania. expect it to get worse in the hours ahead. >> brian todd driving on the roads near philadelphia. thank you very much for that.

this storm is a travel for the second day. more than 6,000 flights across the country canceled today. and across the river from the nation's capital. those runways it's tough to keep them dry in these conditions. how is it working out? >> if you are a flyer, you don't want to see what you see behind me. three planes sitting at the gate and not moving. the situation is this at reagan national. likely it looks a lot like this at many airports. they are trying to get the runways and the taxi ways cleared. not allowing flights in or out. we hope to reopen around noon,

but that hasn't happened yet. once the plane lands, you have to get it to the gate. the taxi ways are all clear. you see one, two, three, four trucks filled with snow. take a look right there. back to back. they are pulling all of that snow from the taxi ways and dumping it into a huge pile. here's the thing. you want to be able to -- once things are back up and running be able to move in and out of the gate on to the runway without any problems. i want to recap more than 6,000 cancellations. at this airport, they have been treating the runway and they are still at it. it is quite a rough go for the workers out here. it stopped snowing, but there is so much heavy snow here to move out. you don't want a plane to land

on a runway and slip off of that runway. it could be potentially catastrophic. don? >> listen. thank you, renee. this is what's happening here at central park. that's what they are getting around now in these dune buggies here. they have been out trying to get the snow off as well. a couple of seconds ago as we were talking, we saw someone put on skis and go out in central park and actually ski right down a walkway into the slopes of central park. what would think people are doing what they can. this is a snow day for you. you can be out and about. it's a serious day for a lot of folks. this is to and from school as well. more on the special storm coverage coming up, but next, afghan president hamid karzai is upsetting the president again. why the u.s. government is so outraged by this.

high. more than a foot high. it's slushy and disgusting. we will get more in a little bit. we want to get the other side lines in today. lots of news going on besides the snow. a package bomb sent to a tennessee couple killed the wife and the husband. the wife was in critical condition after the device went off at their house on monday. she died from her injuries. she was 72 years old. her husband died instantly from the blast. officials say john picked up a package with the bomb when it exploded just inside the home. investigators say they recovered a note they believe was attached to the device. >> afghan president hamid karzai has done it again. stuck his finger in the eye of washington, d.c. he said if he wants to keep

we have asked this before and here it goes again. is this where the u.s. runs out of patience? we sent more than $1 billion to prop up his government and here he goes again biting the hands that feet him. >> here's the issue for the united states. if we consider afghanistan a long-term partner as we move forward and part of the calculus of that is what has taken place over 13 years where america has sacrificed mightily to get afghanistan to a place where they can achieve and have sovereignty and speak so highly of, if this is an important issue for the united states and a priority, our administration needs to work hard and take this on as "issue #1." this should not be pushed down to the department of defense. exclusively to the military and the great soldiers and military folks on the ground to try to

unravel this thing. karzai certainly is poking us in the eye. we have to deal with what we are dealing with with karzai. we need to work and try to shape this thing if we want an out come that is a priority to us. if it's not a priority, we need to walk away this evening and let them have their future and wish them the best. we should not be fumbling around and letting karzai call the shots. the diplomats have to step up and solve the problem. >> i want to get the united states reaction. it was a strong reaction. the u.s. embassy called the prisoner release deeply regrettable and said afghanistan bears responsibility for the results. does this put relations at an all time low here? >> it certainly does. the united states worked very, very diligently and all elements

particularly in white plains. is that the case where you are? >> we spoke to the sanitation commissioner this morning. he said that for this storm, they should be okay. but for future storms, that's really up in the air. he said that they have gone through about half of their current stockpile and they do not expect another shipment of salts for another three to four weeks. we could be into spring. we may get another storm before then. we are worried about that. residents are having a hard time keeping supplies or finding splice. we called around to a couple of hardware stores and they are out of shovels and salts.

the supply can't keep up with the demand. all the back to back we had this season. going back to the conditions right now, we have seen that the heavy snow that was falling this morning has turned to rain. the cruel winter it has been, it will turn back into snow. we will get a slushy mess out here and pile more snow on top of that. you can just imagine what the roads are going to look like this evening. the new york state, the governor has declared a state of emergency for this part of new york. other parts of new york. they are just really urging people to stay off of the roads. not to use their car and use mass transit and as far as we have seen, people are really heeding the warnings. not a lot of cars on the road. our crews were driving around here this afternoon and people are staying home. kids have been out here playing in the snow.

photojournalist will pick up this slushy early commute. this is having a bit of a tough time navigating. streets were plow and after a steady dump of snow. this is what they encountered. there snow plows all over the place. they caught up to them. if he got caught up, he would get them out. that's the commute they are up against in philadelphia. again, slush all over the place. ice underneath it in some areas. it is a real commuter mess. earlier today we encountered two overturned semi trucks along the beltway. 495 near d.c. those are continues that are repeated elsewhere too. two overturned trucks and not major injuries in those cases, but again very treacherous conditions all along this area.

welcome back to extended snow coverage. we are up to more than 6,000 commercial airline flights canceled today alone. 6,000 flights. that's a lot of people who were stranded. with us now from reagan national airport outside the nation's capital. i was just there yesterday. lucky enough to get a flight out to new york city. have you talked to any of those travelers? >> i have talked to some of the travelers and it's a tough road for them. this is a view during the snowstorm that you never get to see. the trucks are out there on the runways and the taxi ways trying to clear away some of that thick heavy snow. this has been that way basically since last night.

there is a concern about more snow. talking to the travelers in the terminal, many say they have been here for hours and hours. the biggest thing is communication able to get on the phone and talk to the airlines. let's listen to what some said when they talked about their situation today. >> i just got here from dulles. we are trying to get to north carolina to see our son and his family.

>> this is the problem. thick heavy snow and it's taken a long time to get off the runways. >> at reagan airport, ed is here driving the streets of atlanta. as the sun comes up, things are changing. what are you seeing? >> we are back out on the streets as you say. we are-clearing up off the roadways. i want to warn people about something they haven't seen in a couple of days. that glare that you see is something called sun light. for people holed up in their homes, for people starting to come out and something we haven't seen in a while in the last 2 1/2 days or so.

lets up and travelers can get back to where they are going. that's the big question. i want to go to the cnn severe weather center. he's looking at the latest track of the storm. what do you have for us? >> it depends on how you want to move by car, plane, train, or bus and where you are in the storm. tonight i know that looked like a great shot. it's still going to be around 28 for a morning low. that is going to freeze a lot of that water out there that is spraying on the windshield. you need to be careful. there lwill be black ice. because you are 34 to 36 in new york city down to 24 by morning, obviously everything refreezes. we are kind in of a little bull because of the basement of the low. that is close enough to give you an idea. pushing warm air this way. pushing dry air kind of this way. we have a hole here.

pushing cold air and still wet air behind. this is the calmer part of the tail. all that snow in virginia right now. it's going to come up to the big cities later on tonight. we are in this hole, it won't get filled in later on for sure. new york city in the clear. the snow is to the north and the west. that is at least time to get some of the roads cleared up or pushed away. boston has not changed yet, but you will in the next hour or so. it will be raining and the heaviest is out here. almost all the way down to the pocon poconos. you will see a few inches and not like we put people into perspective. how many flights are out there. 6,300. there 5,200 planes on the mat.

so this massive ice storm that swallowed up the south is transformed into a monster of a 12340e storm and moving up to the northeast to where we are in new york city, washington, d.c., boston, up to this area. more than a foot of snow dropping across the region. to the south, the airports including reagan national trying to clear runways and planes can resume the flights and schedule. in white plains, trying to dig out and tell us about the conditions there. >> supplies are really low. we have seen people here taking advantage of this lull that we are seeing.

a light rain right now, but we did call hardware stores and they ran out of shovels and salt. this is a problem all over the area. i live in northern new jersey and for this storm, we had to order salts on the internet. we were driving around and cooped find it anywhere. here in white plains, about a foot of snow he said that now that it's raining, this is a welcome change because they can actually go through with the plows. they can clear the snow and see pavement earlier on when it was falling at a rate of about two to three inches per hour. on top of the foot of snow that has fallen. people here are in good spirits
