hamid karzai. the president has ordered the pentagon to begin planning for a complete withdrawal. karzai has refused for months to sign the secured deal. it's the first time the two leaders have spoken since last june. new this morning, the white house says he considers four options for restructuring the national security agency phone surveillance program. this morning, "the wall street journal" is reporting the options range running it through telephone companies to ditching the program altogether. the company gets millions of phone records from three companies. last month, president obama asked the intelligence agency and the justice departments to come up with alternatives to take it out of the nsa's hands. new information about controversial cuts in the number of air marshals. the department cutting the number of air marshals. that's according to an internal dhs e-mail obtained by cnn.

the department declined to say how many positions have been eliminated. critics say the secrecy allows dhs to cut the workforce without having to tell anybody about it. something what happened in the years before 9/11. >> those cuts could come up today as jay johnson testifies before house members. he's expected to address security concerns at airports including the shoe bomb and toothpaste terror alert. this is johnson as first capitol hill appearance as secretary. once on the critical list, obamacare seems to be in relatively good health. the president said 4 million people have signed up for affordable health care. the white house is making a major push to get people signed up by the march 31st deadline. >> it doesn't seem like they will get to 7 million. more people do keep signing. you. >> and the help is relative. happening today, credit swiss expected to be grilled by the alleged role in helping

americans evade billions of dollars in taxes. carl levin said the bank's actions were right out of a james bond field and helped them hide billions from the irs. currently their investigating credit suisse for offshore. >> is it reads like a spy novel. some of those monies into the bank vaults. >> i don't remember the bond film that was specifically about accounting. irs commissioner john cosco will discuss about funds in the irs being aloe indicated including bonuses to employees. he's maintained that bonuses are needed to retain and attract good employees. the commission will also face questions about the agency's accused targeting of tea party

groups. president obama is taking his year of action message on the road today. he'll be in st. paul, minnesota, pitching the economic plan spelled out in his state of the union address. the president has been able to focus on transportation issues at st. paul's union depot. announcing new competition, encouraging investments to create jobs and restore infrastructure. today, house democrats are set to kick off their efforts to raise the minimum wage. the president and democrats pushing to increase the minimum wage from $7.10 an hour to $10.10 an hour. a procedure used only when leaders think they have a good chance of succeeding. >> i don't think they have a good chance of succeeding. they also use it to embarrass people who don't sign the petition. stocks making mother run at futures. the s&p 500 likely to open in record territory. at the same time, job cuts to

jpmorgan chase, 5,000 happening this year. they say it's a drop in mortgages and people can get a loan to their checks with a lot of banking online. jpmorgan doesn't need as many humans so they raised the profit goal. macy's cutting jobs as profits rise. hp is in the midst of layoffs as its stock prize rise. bottom line, it's a bottom line economy. leaner and meaner corporations are producing higher profits and boosting stock prices. it's another reason why what's good for wall street is not necessarily good for mainstream. record-high stocks, some people say i don't feel it, that's why. 9 minutes after the hour. is bitcoin about to bite the dust? the collapse on the major bitcoin exchange to doom electronic cash.

cnn's phil black is live in chi everybody this morning. phil, what's the situation today? >> reporter: yeah, good morning, john. so many challenges ahead for this country after the revolution that has taken place here. first of all, establishing that interim government. it was supposed to happen yesterday. they missed that deadline. the challenge proved too great. and is it a significant challenge because they're trying put together a government that represents all the main political opposition parties. these are parties that really don't agree on very much. apart from the fact they don't like the former president viktor yanukovych. it's going to have technical experts. also a desire to see some of the people's heroes. these are people who rose to prominence through occupation and struggle on independence square behind me. the plan is is to have the list of names today. they're going to put it to the crowd here in the square before voting on it in the parliament tomorrow. the first job of this new government will be to tackle the country's economic crisis. the country is broke. it needs tens of billions of

dollars in aid, in donations and loans from other countries. the united states said it's willing to be part of that conversation. it is ready to help. but first, this country has to get this interim government together, john. >> it's a crisis that's gone from political to economic. the european union and the united states, we're showing ukraine. it shows how much will it go on with tough love before they get the cash. mexico said it's holding top drug kingpin joaquin "el chapo" guzman. he'll stand charged there before he even goes to the u.s. guzman was considered the most powerful drug kingpin in the world. experts fear mexican prosecutors could squander the opportunity to mine him for vital information about the country's biggest and deadliest drug

cartels. missouri's michael taylor executed after the governor refused his last-minute appeals. the 47 year taylor kidnapped and reigned a teen age girl back in 1989. authorities argued that a lethal drug from a pharmacy could result in pain and suffering but the plea was rejected. the family of an oklahoma man who allegedly died in police custody released video of that tragic scene. police say elizabeth rodriguez was combative when questioned about a domestic disturbance outside of a movie theater. rodriguez's wife record the confrontation on her cell phone saying she feeder for her husband's life. >> he doesn't move. >> we'll take care of him. >> he doesn't move. you kill him! you kill him! >> reporter: taking him face down on to the pavement, pepper spraying his mouth, nose and eyes and putting the weight of five grown men on top of him and

then handcuffing him as he was unconscious or possibly already dead. >> autopsy results are pending. police say the ever officers involved in the incident are now on administrative lead while the investigation is ongoing. >> new jersey governor chris christie is facing voter's questions he'll face the questions from the ask the governor radio show. they're said to hold another town hall. one of the hot topics could be the whole bridge kwaet controversy. he did hold a town meeting last week in new jersey where that honestly never came up at all. officials are investigating a massive cold ash spill. at least 30,000 tons of toxic coal ash released into the river when a pipe broke. protesters were demanding that company remove the ash stored at its plants. an explosion forcing dozens of people to evacuate their

homes in louisiana. look at this, hazmat crews were on the scene this morning. officials say the crew was drilling a gas well when there was a sudden explosion. so far, no reports of injuries and no word of evacuation. a big victory in the battle against childhood obesity, according to federal data, obesity in children between the ages of 2 and 5 has decreased over 40% in the last decade. much of that reduction coming in the past three or four years. experts report to increased attention to nutrition. breast-feeding rates. higher levels of physical activity. this comes as the first lady's let's move program marks its fourth anniversary. white house is pushing new rules to start advertising foods deemed unhealthy. >> this is huge news. scientists say they don't know for sure what's causing it, but they don't know if it's a greater focus on nutrition it's wonderful news it's happening. senior women there's an increase

please do the right thing and veto sb-1062. >> this law says i have the right to say no or yes, based on my beliefs, without fear of prosecution or persecution. >> they're saying that's a religious freedom or free speech issue. businesses throughout the state have threatened to boycott arizona. some are saying, look, we're not going to build plants if this is how the state's going to do business. >> jan brewer has until friday. people wondering why it's taking so long to make that decision. serious questions about u.s. you/afghan relations. president obama making things perfectly clear in a rare phone conversation with the afghan leader hamid karzai. he said unless karzai signs a long-term agreement before leaving office there were not be any troops in afghanistan beyond 2013. the karzai has refused for months to sign the security deal. this is the first time the two leaders have spoken since last june. the u.s. is actually making
