>> "inside politics," the biggest stories sourced by the best reporters now. welcome to "inside politics". i'm john king. thanks for sharing your kund morning with us to share their reporting and insights. another high-profile week for hillary clinton including a few gentle steps away from president obama but to me even more interesting the decision was by some close clinton friends and other senior democrats to go public with their reservations about a hilary 2016 campaign. listen to what tom daschle told the "wall street journal". there's a fatigue and physical demand she has to consider. she's much older than 20 years ago when her husband first started. there's a lot of personal considerations to take into account. everybody in washington talks about this privately. why would senator daschle, hillary clinton friends and

confidants allow to be quoted some by name raising questions whether she should run. >> they don't want her to be target. i talked to one of hilary's advisors and they said the moment she becomes a candidate, even in an exploratory phase her numbers will drop by 20 points. they don't want that. they want to delay this as long as possible. they will play this game with the press for the next year, poking doubts about whether she will run or not. it's good for her and let people talk about it and create some distance. >> ambiguity is good. i'm not sure saying she's too old is good. you tracked her back to her days to first lady of arkansas, through the white house and senate. isn't this a violation of the clinton code to have people who are known closer to, some names attached, some anonymously talking about the down side maybe she shouldn't do this.

some of them say the presidency is beneath her. >> i can't speak to tom daschle but to cheryl mills i can. i dealt with her a lot during the whole clinton era, and she doesn't say things by accident. she's one tough lawyer. she doesn't say things without the clintons knowing she will say them. you have to assume they said please put this out there. whether 50-50, in my opinion on why. half is they don't want her to be a target and half might be that there's a possibility that she won't run. so therefore they don't want it to be complete sudden break and planting that seed. >> that's tinting one and a signal to other democrats who wouldn't run if she doesn't run. >> joe biden. >> crack the code, i guess. >> what do they think at the white house when hillary clinton has such a high-profile and former secretary of state goes out and says we, meaning the united states, the president

obama we need to do more to help the government in ukraine. she said keep negotiating. then she publicly airs her skepticism that the iranians can be trusted to a deal. do they take offense at the white house? >> i don't think they take offense to it anywaysly but they do see some of what she's doing is trying to shape her role in both of these situations. iran the negotiations, secret negotiations with iran started under hillary clinton when she was at the state department. so she will have a hand in whatever happens in the nuclear talks. with russia we're going to see that moment with that red reset button end lesley if she does run. she's trying to stake out a position that's more aggressive so she can cover up her actions as secretary of state. we'll go back to her record as secretary of state more than what she's saying in this period. >> whether it's russia reset or iran negotiations or benghazi she has to deal with some questions as her record as secretary of state. she's dealing with some of that

as she reworks her book. a little bit of humor from senator clinton. >> one possibility was it takes a world, a fitting sequel to it takes a village. another plays off my love of all things tina fey, bossy pant suit. the scrunchy chronicles. 112 countries and it is still all about my hair. >> that's funny, robert. but is it too much? she's got a tough one. she wants to be out there, she wants to give these speeches, keep her profile. you. some democrats get annoyed. the president found out that jo john podesta is helping hillary clinton. >> secretary clinton is re-engaging with domestic politics. when you look at her speeches this week there's a touch humor

but a focus on her book. she doesn't want to move too quickly towards a presidential campaign all this commotion of ready for hilary. she's doing this on her own time. doing that will be difficult. >> that seems to be the purpose of some of these quotes that came out this past week which is to say while the media and the super p.a.c.s may have decided she's running hey inside hilary world she hasn't made up her mind. this is a testing ground where you're seeing the arc of what could be her argument going forward. she's out there talking about her record as secretary of state and define it at the same time her republican rivals are trying to define it around benghazi and other issues of that nature. it's interesting to see the beginnings of what her argument could be. >> i don't see it as an adventure on her part. as secretary of state she had to do these things as you

mentioned. but i would say over the arc of her career she's been more hard edged on foreign policy than barack obama and that's what voters need to be. >> she's the prohibitive front-runner. she took a few gentle steps away from fortunate. the early front-runner by a much smaller margin is rand paul. listen to him here as he says the republican party needs to make a major break from its existing brand. >> remember dominos finally admitted they had bad crust? chief advisers. i asked how does it help you win the republican nomination. their answer was this. they are trying to broaden their appeal for a general election with appeal to libertarians and people with concerns about nsa. they are making a pitch to the republican establishment. they are saying he can appeal to people and win a general election. >> to show that he has a sophisticated enough organization to really run as the party's nominee. that's his big test over the next year. >> i'll say this i got an e-mail on friday from one of republican party's top fundraisers. said rand paul is the news on the gop side period. he's dominating the pre-pre-primary phase on the message to define the party. david, pre-pre-primary phase doesn't mean he's the nominee. rudy giuliani dominated once. >> i think his libertarian you

november? since obamacare turned four this week our puzzle this week use as birthday cake to explore the numbers. let's take a look. happy birthday to the president's hearth plan. view of the health care plan from 2012 when it was passed you do see a point here in early 2012 where it was more popular than unpopular. then we come fast forward to today and the patient is on life support. 53% disapprove of the health care law 41% approve. let's take a closer look at these numbers. african-americans like the program. hispanics are evenly split. look at this among white voters opposition is high almost 2-1 among white voters. whites vote in higher percentages in a mid-term year than blacks and hispanics. younger voters split. slight majority. favor it. again older voters are most likely to vote in a mid-term election year. 20 points opposition to the president's health care law.

those who like it the least most likely to vote. which begs this question. if the numbers go up and they say we didn't get to seven we got to six can they take a policy success and change the politics. >> it's tricky for the white house. they had a rough roll out for health care. this law is crucial to the president's legacy. officials want to celebrate this turned out at that lot better than they expected but hearing from democrats that 2014 particularly in the senate you might want to calm down don't put us in a position to choose defending a law we voted for and fighting the republicans. >> can they run against obamacare or do they need to put more meat on the bones what they would do if they get both chambers of congress. >> when you look at the poll numbers of obamacare. it's having some problems. but poll numbers for republicans

in congress are under 20%. so republicans are dealing with their own perception problems as well. i sat down with the house whip. republicans are going this spring and summer to offer some kind of alternative to show they are not just a party of opposition. that's a difficult task. inside there's a lot of tensions and disagreements on how they should move forward. john boehner will have some difficult questions about strategy. >> pell was the speaker when the program passed. she's trying to be speaker again. nobody thinks that will happen at least in this cycle. however she says democrats who are running from the president and his health care plan are wrong and she says she tells even the president stop calling it obamacare. >> by the way, it's called the affordable care act. it's called the affordable care act. affordable. affordable. affordable. affordable. affordable. >> she's the senior democrat in the house. she was once the speak.

can she get anyone to listen to her? if you look around the country you don't see any democrats saying i love this program. i want the president to come in. they are doing just the opposite. they are saying we need to fix it and i was mad at the president when he had the botched roll out. >> everyone has their own story about thaerlt law. some people whose premiums are shooting up and blame it thrown. other people are happy with it. certainly the negative stories have been outweighing the positive ones. the other thing to remember, i've been spending a lot of time in states that are having trouble with their exchanges this is a state by state issue. what the insurance pools will look at the end of this. everybody is focused on big numbers but states have some crippled exchanges that will spill into the mid-terms and keep this issue going well into the fall. hawaii, president's own state don't even know they can keep their exchange sustainable over the long term because it doesn't

have enough money because not enough money are signing up. >> one of the things that frustrates the former speaker, is part of her personal legacy that she got it done even though her relations with the white house are frayed. >> politics is short term and policy is long term. especially a major policy like this. when you think about the roll out of social security or medicare. it took years to work out. so the democrats, that's the decision you have to make. demographics play in their favor. are they willing to suffer for a few short term years to get through this. >> it was said this week because of what is deepening opposition to the health care plan, he said it will be a tsunami election for republicans like it was in 2010. one of the ways we'll know it's

true watch colorado. see if that senate place gets close. watch new hampshire, scott brown jumped in and says he wants to seek the republican nomination. see if that gets close. listen to the president. he was doing some local cable interviews to promote his health care plan. and he was asked about scott brown. >> scott brown wants to move down to texas, you know, then we can always use some moderate republicans in other parts of the country. new hampshire has already got it covered with a great senator. >> new hampshire has a democratic senator jean shaheen. t new hampshire democrats actually were mad at that because they just spent a week trying to define scott brown mr. tea party and the president of the united states says he's a moderate. >> your saying there's a gap between democrats and states in the white house? >> shocking. >> shocking development.

>> is that the president's freelancing or is it a staff issue? if you're going to do an interview with a political reporter from the new england cable network you're going to get asked about the senate race in new england. >> part of this was the president trying to be a little funny. i think he had a talking point in a briefing binder that he ignored. when it comes to scott brown this is a personal thing with the president. scott brown is the republican who was elected and caused huge headaches for the white house when they were trying to pass health care. he was trying to make a little, take a little bit of a jab at scott brown. >> do you sense any fear among republicans, being so confident they will get the senate? >> absolutely. i think that there's so many structural problems that the republican party has going forward. i was talking to a bunch of gop strategists this week about the fact that the 2014 electorate is so different from the 2016 electorate so they are not focusing on their long term

problems because they are gliding along right now and that's a big problem that will face them going forward. goodyear could mean bad year in 2016. >> i guess mitch mcconnell would take that if he could win his race. all these senate races across the country the institutional republican party has diminished in power. republicans are confident not because they have faith in the structural efficiency of the gop and priebus, there's so many organizations out there that will fund people like scott brown who may be on the periphery of winning some races. >> tomorrow's news today is next as our reporter empty their notebooks including an important bag of auditions for some republican senate hopefuls.
