that way but we don't know they were kept on it. >> thank you, david. i will see you back at 11:00 p.m. eastern tonight for a special report the mystery of flight 370. thank you so much. my colleague, wolf, is in the chair. starts now. right now, fast moving developments in ukraine. tensions rise now. now a disturbing report jews are being asked to register in at least one city. citizen jake tapper just spoke to the u.s. ambassador of ukraine. he will speak to us in a moment and we're going live to ukraine as well. 500 divers, 170 search boats and nearly 30 helicopters all racing against the clock. they're trying to find any survivors that could still be aboard the sinking ferry. we'll take you to south korea. crews are waiting anxiously for the underwater vehicle that completed its first full mission
10:01 am
searching for signs of flight 370. we'll go live to perth, australia. we also go live to nigeria where families are desperate for news of about 100 girls abducted from their boarding school by islamic militants. hello. i'm wolf blitzer reporting from washington. developments are unfolding quickly in the crisis in ukraine while diplomats are discussing ways to try to ease military tensions, reports are surfacing alleging jews in one ukrainian city are being targeted. is this a propaganda ploy or something more serious. jake tapper is following these developments for us. you just had a chance to speak with the united states ambassador to ukraine. tell us what he told you. >> the question is in the stici of donesque. the pro russian government has taken over that city.
10:02 am
the question is are these leafl leaflets telling jewish residents of that western ukrainian city to either register their property and register their religion with the government is this ukrainian propaganda anti-russian or legitimate? i was talking to the ambassador to ukraine, jeffrey, and i asked him if it was real or not. here's what he had to say. >> caller: we've been in touch with the a natural of people in the jewish community leadership in kiev and the grassroots leadership level and everything here suggests this is the real deal. apparently it is coming from somebody on the ground there among these radical groups. either to stir fear or to create provocation justifying further violence. i would say also i spoke today i
10:03 am
spoke to somebody who has roots on the ground and got the same, atmosphere of fear one of the major narratives and something we will be watching closely the next couple of days. >> ambassador pyatt went on to call the leaflets chilling. obviously the holocaust looms large in memories of jews all around the world and especially where millions of jews were killed. the russian government head under whose names these leaflets were distributed has given conflicting accounts denying he put them out but acknowledging to a different reporter his pro russian activists were handing them out. >> we don't really know who was responsible. we know jews were emerging during synagogue during passover and were handed these leaflets. is the origin of these leaflets, pro-russian agitators or
10:04 am
ukrainian nationalists or who? >> they think they're real, from pro-russian agitators from eastern ukraine. secretary of state john kerry recently made comments about it. i don't believe they would be saying that if it was ukrainian propaganda. i suppose a cynic might but the u.s. government is saying, no, these are real we just have conflicting accounts from the individual whose name they are under. >> secretary of state john kerry just spoke about this and made this statement. i will play the clip. >> just in the last couple of days, notice were sent to jews in one city, indicating that they have to identify themselves as jews. and obviously the accompanying threat implied is or threatened or suffer the consequences, one way or the other. in the year 2014, after all of the miles traveled and all of
10:05 am
the journey of history, this is not just intollerable, it's grotesque. >> i want to bring in our senior national correspondent, nick paton walsh, joining us. christia christiane amanpour is standing by and just spoke with the leader of the ukrainian jewish community. first, nick, tell us what you know about the leaflets? >> reporter: the reports of their posting two or three days ago three were posted on synagog synagogues here. they were not for long and the jewish synagogues here released a statement and saying they believe the talk is a provocation. pictures have been posted on social media. it's not entirely clear if these leaflets were distributed broadly or photographed and posted on social media or ever existed as leaflets at all.
10:06 am
all sides involved say this is basically designed to provoke violence or trouble. i've just spoken to dennis, the self-declared chairman of the people's republic in the building behind me. it's accused his activists handed them out. he categorically denied them and says it's a provocation on our side and said that's not my handwriting and not the handle he's given himself for this particular government. all sides say this is to provoke violence or concern. there is little and limited concrete evidence of widespread use of these signs being put up and not for long. i have to say, too, when you're with the pro-russian crowd while there is at times anti-semitism in society and there has been a long-time pockets of it in many
10:07 am
societies it's not with the pro-russian protesters we've been standing along for a long time. this seized by the u.s. secretary of state, perhaps advisely if there isn't a lot of evidence this has been a widespread campaign perhaps to make a point because a lot of protesters accused of pro ukrainians being fascist themselves with the russian area and on the side of the nazi's very complex history. it's so volatile at this time, everybody whose names are involved in this is trying to say, look, this is simply designed to provoke further trouble and little evidence of an organized campaign. interesting john kerry chooses to focus so much of his statement with that particular instant. wolf. >> interesting indeed. christiane, you had a chance the other day to speak with the leader of the jewish community in ukraine. tell us what he said.
10:08 am
>> reporter: actually, i didn't, wolf. i don't know where that information is from. i have been looking into this and we do hope to speak to him because they have been incredibly interesting what's going on, on the ground. this is before this latest allegation of relievlets and demands for self-identification. of relileaflets. the newly appointed governor of that region an olli gov and himself a jew have said they felt to the threat from ukrainian authorities. remember, at the beginning, all these charges of neo-naziism and fascism and anti-semitism were leveled by the russians against the new ukrainian authorities. to that end, the jews in the eastern european part of ukraine said that actually, they are not fearing any pograms and don't see any threat to themselves or whatever they are doing. this is a completely new element
10:09 am
that's been introduced today, with the allegations that it's being done by the russian separatist side. >> christiane amanpour reporting for us. vick walsh and the interview with the u.s. ambassador of ukraine will be the lead at 4:00 p.m. >> that's correct. the death toll climbing on the south korean ferry loaded with south korean teenagers. an underwater drone completes its first full mission in the search for malaysian flight 370. we'll talk to our panel of experts about where the search goes next.

of jindo, the site of a ship that wrecked. rescue efforts have been slowed by strong currents and weather. today, a father voiced the frustration of so many. >> translator: the civilian team went out there and the tides made it too dangerous and they came out. then the government rescuers said it's too dangerous for them, too. shouldn't i be angry about that? if the government cares for our people, please rescue our families and children. >> at least 20 deaths confirmed. parents desperately clutching cell phones to receive a text from their children and they have been haunting. imagine the boy who sent this message, mom, in case i won't get to you to tell you, i'm sending this, i love you. this one after a father urges his son to try to get out. the teen's reply was quote, no,

the ship. wolf. >> paula hancocks reporting to us, what an awful awful story. up next, an underwater drone searching the ocean floor. now crews are analyzing data from the crews of the missing plane. and the enormous risk as divers try to get inside the story to search for sunken victims. we'll explain what they must overcome.
10:21 am
that's what they're trying to figure out right now. crews are anding data from the bluefin 21 submersible. it completed its first full mission today. search officials may have to regroup and reconsider if the scan of the ocean floor doesn't pan out. he insists the search would continue in some form. an oil strip detected by the ocean shield is not from the flight 370 airliner. the sample tested negative for engine oil and hydraulic fluid. the bluefin-21 drone has covered three square miles during its first trip to the ocean floor, an area roughly the size of miami. the first two deep dives were cut short. now the vehicle has completed an entire mission. our correspondent on the scene, erin mclaughlin. give us an updated, erin, what's
10:22 am
happening right now. >> reporter: hi, wolf. we're still waiting for the results of that analysis of the bluefin-21's very first mission that 35 square mile stretch you mentioned is absolutely mission critical, where officials believe is the most likely place they are going to find that black box based on a detailed analysis of the acoustic pings detected earlier. a second according to the u.s. navy the most significant lasted 13 minutes, the strongest signal detected. we do not have a timetable for the results of this analysis as yet. at the moment, officials being pretty tight-lipped whether or not the bluefin-21 is even back in the water. what we are getting more information on is this cost of all of this. according to the australian transportation and safety board, it's estimated a prolonged privately funded underwater salvage will cost a quarter of a
10:23 am
billion dollars separate from this ongoing visual search for any signs of debris and search by air which so far has yielded nothing, wolf. >> a quarter of a billion dollars, the cost of one of those triple 7s, more than 2$22 fwi50 million apiece. i understand the analysis included the oil slick taken a couple liters back to where you are in perth and gone the a lab and come back and shown it had nothing to do with flight 370. that's obviously disappointing news but it wasn't surprising at all, was it? >> reporter: no, it really wasn't, wolf. angus houston, the man responsible for spearheading this multi national press conference when he announced that find a couple days ago was very clear. they were treating this as a lead that either needed to be ruled in or ruled out. they certainly went to a lot of effort to rule that lead out. it was brought to shore by a
10:24 am
military vessel and choppered to a base and jetted to perth for analysis. again, as you said, it turned out in the end to be nothing, just another lead they followed up and then discounted. they're disappointed in perth but they're certainly not zoush discouraged. authorities are confident they're looking in the right place, wolf. >> that bluefin-21, the s submersib submersible, do we know when it will make its fourth trip under the indian ocean? >> reporter: at the moment, we are still waiting for word from authorities on that. a lot depends on the analysis of that mission it just completed, wolf. >> erin mclaughlin. we'll check back with you, joining us from perth, australia. more coming up on the sinking of the southwestern ship and divers inside the capsized ship and we'll explain what they're dealing with.

so i tell her, i think this trip will be a really great experience for you, for your school days. so i'm very regret. i'm very regretting i said that. >> what a heartbreaking story, trying to rescue passengers from an overturned sunken ship is very dangerous. what are you discovering? >> we have spoken to a former u.s. navy diver who is experienced in these kinds of things. she says there very well may be air pockets in that vessel in south korea not only keeping that part of that ship above the surface but also possibly keeping some people alive down there. they've got to try to get to those air pockets. the passengers do. also, if they're down below decks, they have to try to shut watertight doors, as many as they can and get into those air
10:31 am
pockets. survivable, yes, because we've seen from past instances on ferries and tugboats sometimes, if someone can find an air pocket they can last maybe a couple days, maybe longer. we know the rescuers will possibly try to pump air in there and also help them. but what she said was they do need to bring in barges and tugs and you mentioned cranes to moor those to the ship. it could be the depth of the water, we have to measure the depth but the air pockets could be keeping it up to maintain that buoy ansy and barges or crane cranes in there and possibly get in there. >> what about the danger the divers face. >> if they send in divers they have to be careful and move in and rescue people and also pump air in. you have to be careful not to drill too many holes because if oo you do that some air pockets could be compromised and people
10:32 am
could be hurt. the divers know all that. the rescuers in south korea are very experienced and have good credentials and calculated all that. those are some of the potential dangers and very sensitive at this point. you hope for the sake of the families and people on board they get to as many as they can. >> thanks, brian. i know you will have more today. just ahead, malaysian officials are talking about regrouping. is that cause for concern? a panel of experts standing by. as the situation in ukraine spirals out of control, many are asking what should the united states do about the situation? former ambassador jane harmon is here. she'll discuss what's going on.

wilson center in washington. thank you for joining us. what do you make of these pamphlets being distributed. signed by this ostensibly pro-russian leader who denies he had anything to do with it saying you have to register and register your religion. that sounds pretty ominous. >> it sounds like some ultra national i nationalist group in ukraine is behind this. vladimir putin's relationship with jews have been pretty positive and why israel abstained in the vote condemning russia's aggression into crimea, pretty unusual. my point is we better find out who's behind this first. this is one point i don't hold putin accountable for yet. >> let's talk about options for ukraine. military options for all practical purposes there aren't any. there are diplomatic political sanctions that really can be tightened. do you see that going forward?
10:38 am
>> i hope it does go forward. i think it is going forward. russia has been at the table and there have productive four-way talks today, its economy is cratering. john mccain is right. russia is a gas station and they of oliga rrkoligarchs inside an the country and they're starting to bite and now worried we will do sanctions on the gas and oil directly i hope we do. >> apparently putin's popularity skyrocket as a result of this. the question does he care about those oligarchs losing a bill he ion here or there, or does he care about what he's doing? >> i think he cares about what he's doing and popular this minute. in a month if the stock market crashes way below where it is now and if he tries to borrow money on the international

market and is cut off one of the options under consideration, i don't think the people who live there will be very happy because all of a sudden their lifestyle will change big-time >> the european allies, germany and others, they would suffer, too, because they rely on natural gas exports from russia to fuel their economy. >> russia is the gas station for europe no question about it. 350,000 german jobs depend on the relationship, the energy relationship with russia. short term that's true. longer term, if we don't stop this aggression, it could get worse for europe. there's also an opportunity for us. tom friedman has written brilliantly about a grand bargain between democrats and republicans in this country we can find safe ways to extract export natural gas. it's happening in houston now and could be up next year. why doesn't the u.s. become not just the gas station but energy
10:40 am
station for europe. >> that's a long term proposition >> not long term. it's five years. it seems to me we should plan forward. i think putin's options after this burst of nationlism are pretty circumscribe and our asymmetric power against him is our economy. >> putin had this long long q&a session on russian tv. one of the questioners was edward snowden. i will play a little clip of how that went. >> i'd like to ask you a question about the mass surveillance of online communications and the bulk collection of private records by intelligence and law enforcement services. recently the united states, two independent white house investigations as well as the federal court all concluded that these programs are ineffective in stopping terrorism. they also found that they unreasonably intrude into the private lives of ordinary citizens, individuals who have never been suspected of any wrongdoing or criminal activity.
10:41 am
>> putin in response to snowden's question denied russians are engaged in this massive kind of surveillance. it seemed certainly not incoincidental, snowden wanted for charges in the united states was allowed to ask the russian president a question. what did that say to you? >> it said to me snowden has asylum or whatever he has, temporary asylum in russia for a reason. he's a propaganda tool for russia. i believe we haven't proved it yet, the material he stole, 2 malaysian pieces of material a lot having to do with our technology playbook not just what nsa does against americans and that's carefully circumscribed. the material he has taken has been exploited by russia and they're helping to dribble it out. this is a really bad story. i am not sympathetic to this guy. i think if he truly is a whistle-blower he should come back to the united states and face trial. a lot of people are sympathetic. two newspapers just won pulitzer
10:42 am
prices for their coverage. he would get a fair trial here. why doesn't he try that? >> was putin poking obama in the eye by letting snowden ask a question? >> that's right. putin doesn't miss an opportunity to poke president obama in the eye. >> thank you, jane harman. crews are analyzing data from the underwater drones. what happens next? our experts standing by. and why are the parents of the islamic school girls kidn kidnapped by militants accusing their own government of lying? we're going to the west african nation to find out what's going on. if you wear a denture, touch it with your tongue.

malaysia's transportation minister says search officials may have to regroup and reconsider if the pan of the ocean floor doesn't pan out but suggests the search would continue in some floor and the us australian ship ocean shield oil was negative for aircraft engine oil and hydraulic aircraft fluid. peter, an aviation analyst and former phish assistant director, thanks for coming in. this first mission they had a problem. second mission they had a problem. the third one ended completely, now back. we're not being told yet when a fourth mission will be attempted or what the results were. it shouldn't take too long to download the information to find out if they saw anything during that third effort. >> i think they said about four hours it would take to download
10:47 am
and they will start analyzing it. i think we can expect to see the drone working on a regular basis. i'm sure they will run into a couple of glitches down the road because it's a tough environment but they're on track. >> if the third mission comes back and a full mission says they didn't see anything, what does that mean? >> they said they keep on going and could take weeks to do and two or three days into it say we quit. >> the bluefin-21 is the equipment they will use at least for now? >> that's all they've got. that's what they're going to use. i happy to subscribe to the miles o'brien theory they know a little more than what they're telling us, that the bluefin is looking at a specific spot. >> if they keep coming back and saying nothing spotted, the frustration level not just for the families but everyone else will intensify and pressure will build. you heard at one point the acting transportation minister

need as much as six weeks to search that bottom, at the very least, if he wants to make comments like this wait 5 1/2 weeks. >> do you agree? >> i agree. i think he's inartfully trying to say the air search may be phasing back >> the air search going on for six weeks haven't found any wreckage or anything. apparently the australians in charge of this search say they will soon end that and focus on the water search. here's a technical question, maybe you know the answer. i've been getting conflicting results and conflicting answers. the ping of the black box supposed to go to 37.5 megahertz. the ping detected two hours and then 15 minutes and five and six minute, four separate pings coming in a little less at 32 megahertz. what does that mean? >> i read a number of comments
10:50 am
on that. in one case raised flags it might not have been the black box. the australians said that's understandable, we still think it's legitimate. there certainly is concern about that fact. >> you've seen those reports? >> right. i've seen them. i think it goes back to and what the australians are what else could it be they heard that often in that spot in the general frequency range? they can't determine it is from any other company or, you know, group of people trying to do something on the bottom of the ocean where they would put a pinger down there. you know, i think that's why they are going with that spot. >> we are just going to have to wait and see. i assume the next few hours, we will get word from australia when that blue fin 21 goes down for a fourth mission. more importantly we will get word in the next few hours if it detected anything now that they downloaded all the position from the bluefin-21.

we want to take you to the crisis in nigeria now. the parents of more than 100 kidnapped school girls are moving from anguish to anger. they say the nigerian government lying to them when it says nearly all of the girls have been rescued from suspected members of the islamist jihadist group. according to the families after four days nearly all of the girls are still captive. what's going on? explain why there are these conflicting statements? >> reporter: i so let me break it down for our viewers, wolf. yesterday evening at approximately this time, the nigerian military released a statement to us saying nearly all of the girls that had been kidnapped from their dormitory on monday evening by the islamist group had been freed. and that only eight were still in apriltivity and they were in
