arkansas. teams are scouring debris, fearing the number of dead may rise. many areas are bracing for possible tornados. tennessee has declared a state of emergency ahead of the storm. a news crew from our arkansas affiliate, kark, was able to help one woman out. >> i don't know if this belongs to you, but i found this right near the tree. >> oh, it's my daughter's! thank you. >> you're so welcome. i'm so glad i was able to find a picture for you. actually my photographer found that. >> thank you so much. >> joining me now, george howl. so much devastation, destruction.

tell us what you're seeing there. >> setting the scene here, you look at this power pole, you can see it ripped in half. it gives you a real sense of how strong the winds were. you can see some of the damage and devastation here. a lot of the power lines were down. we're at a part just before it got really bad. if you look down the road there, that's where it's a lot worse. down the road officials are doing their best to go through the debris. they are keeping us back at the moment so they can do the job of trying to find survivors. i also want to show you this, over there, that community just behind the gas station, levelled. you get a sense of exactly the path of this storm. it seems like the suspected tornado started over there, went across the street and went into that community where it levelled those homes there. you mentioned ten people who

died in this county, it was really hit the hardest. also in the state of arkansas, a total of 14 people. and also in iowa and oklahoma, we know that people died in those two states. a total of 16 people died from this very strong storm system. one other thing that i want to put out there, we understand that it's getting pretty rough in parts of mississippi. this is a particularly dangerous situation has been issued in that area. folks, when you see something like that, it's best to stay in touch with what's happening with the weather. a pds, it's pretty important to watch what's happening with weather changes. >> 16 dead at least. george, thank you. and on the phone with me right now, the fire chief in arkansas,

just about a half hour drive from mayflower. thank you so much for taking the time to talk with us. tell us how much of the damaged area you have covered and what have you seen so far? >> we have covered about 20 square miles, roughly. some of the houses there were damaged and some of them wasn't. all together we got approximately 80 structures that were damaged. most of those were totalled. >> incredible to see the damage. and in light of that, how do you think so many people did survive? >> i'm sorry, i couldn't hear you. >> incredible to see the damage looking at the pictures here on our screen. in light of that, chief, how do you think so many people did survive? >> well, i mean, you know, awareness is number one. and, you know, we set the sirens off about a half an hour ahead

of time. three years ago and two days we had one here in april of 2011. so, you know, we set the sirens off. we recently built a couple of shelters up here. we had approximately the 300 people in the shelters up here at the high school. >> chief, i know you all have your work cut out for you here today. thank you so much for being here with us and talking with us. >> yes, ma'am, any time. and arkansas was not the only place in the path of the sunday's deadly storms. the same line of storms hit baxter springs, kansas. the town's 4200 residents hunkered down as the tornado rumbled through town. >> he says hey, it's for real.

we need to get down. it's not a joke. >> uh-huh. >> and the next thing i know is my little brother pushing everybody in the bed and getting on top of the mattress and we hear nothing but windows breaking, wood going through the walls. >> storms also ravaged parts of prescott, kansas, near the missouri border. let's bring? jennifer gray. millions more in the bull's eye today. who needs to be on the look out? >> we do have a tornado watch in effect through portions of alabama and mississippi, including jackson. the storm prediction center has labeled this a particularly dangerous situation. these are not issued often and when they are it means business. we could get rough storms and long track tornados. we do have thunderstorm warnings in portions of tennessee. these are moving quickly.

they have large hail within them and they also have the capability, any of these storms, of producing tornados. we have tornado warnings in effect right along i-55 north of greenwood. if you are inside these hot pink boxes just to the northwest, get into a very small interior room in your home. this is a very dangerous situation. this is only the beginning. we could see much the same that we saw yesterday in arkansas move east ward. we're talking about mississippi, alabama, tennessee. warm moist air is in place. during the heat of the day that is when we will see the storms fire up. the moderate risk area for today does include jackson, huntsville. the bright red, that's going to be the bull's eye anywhere in the yellow. we do have the capability of producing strong storms so that is what we will be looking for

as we go through the afternoon and evening hours. it is already starting up as we speak. looks like we will have another dangerous afternoon. >> people need to heed those warnings. what about all of those that are starting the clean up process? >> the good news is central arkansas and the northwest are in the drier cooler air so it looks like they will stay free. the storms will shift to the east so it's good news that they will be able to get some of that clean up done without any more storms. that's the last thing you want when all of this debris is on the ground for another storm to go through because all of the broken pieces of wood and nails act as little missiles and they can be deadly. they will be free from those storms today. most of the storms will be more into mississippi, alabama, and tennessee. >> we will continue to follow this as the severe weather picks up today. thank you so much. and coming up, stunning racist

hour. here to discuss this more, cnn sports. great to have you both here with us. i want to start with you. i just looked at your blog and you say that sterling is no aberration. he has a tainted history in the city of los angeles, having been sued by the government for housing discrimination. so why shouldn't we be surprised by what is coming out? >> most people that know his history and his relationship, by the way, with the clippers and city of la, they were not surprised. this is typical sterling. we have got a long history. there have been lawsuits. there have been allegations of harassment. there have been many claims. there have been setments with many government agencies. sterling had made statements that are intemperabointemperant.

he has been a fixture in la. how could this happen? and now that it has happened, the bigger question is what does the nba, at the end of the day, he's your baby. he's one of your owners. what are you going to do about it? >> do you support a boycott of the team? >> well, originally, when it came out, many people were saying we got to boycott and we have got to do this. we said no, we're not going to go with the boycott for a couple of reasons. number one, it's grossly unfair to the clipper players. these young men have sacrificed. these young men have honed their craft and paid diligent attention to their professionalism. they're in the fight of their life for a championship.

i don't think it's fair for them and even the fans to make them pay, to penalize them for the stupidity, the dumbness, the ignorance and bigotry of an owner. i don't think that's fair. however, having said that, the position that we did and many other thoughtful people have taken, too, those that feel strongly and we hope anyone of a right mind would, that feel strongly about the statements and the conduct of donald sterling should use their own judgment. voice their protest anyway they can. and if they feel that we cannot as individuals support this team in anyway shape or form, go ahead and do that. exercise your own judgment but do something and take some action. >> we saw the players do that in a showing of solidarity. rachel, you're in charlotte covering the play offs. this story moving very fast. what are the next steps for the nba here? what can the commissioner do

here? >> the commissioner who has only been in office for lest than three months is going to give a news conference tomorrow. a lot hope that he will announce an indefinite suspension until this matter can be investigated further. however, there is a limit to what he can do. the nba constitution is a secret but from what has leaked out, there does not appear to be anyway to force steriling to sell this team. donald sterling is worth 1.9 billion dlr billion. he could suspend sterling maybe for a year or two years or indefinitely. the idea and hope would be if he made him so uncomfortable, if sponsors are pulling out, there would be a way to convince sterling that it's in your best

interest and everyone else to sell the team. but sterling has proved himself to be a verily tijeous guy. he's not a guy who will probably go gently into the good night. this is going to be a fight and it will be very interesting to see how adam silver handles this. >> we have heard from other owners around the league. michael jordan is completely outraged. >> these other owners have stood by and let what has long been considered the worst one among them stand as a member of the nba ownership community. nobody just woke up this weekend and realized donald sterling has got a problem. i think that other owners are feeling some of the public pressure and heat over that. we have seen some of the new owners come out and say this is not acceptable.

some of the old owners have come out and said the same thing. all of that being said, the politics coming down, will ownership give adam silver enough power to maybe change the constitution a little bit? actually put in place ways for owners to be removed from their teams? or in the end will this group of owners say wait a minute, i don't want to be in the position of having my team taken away. there is a lot of complicated power plays going on here that may have nothing to do with sterling. we saw in the nfl, roger goodell came in as commissioner. there was a rash of player arrests and he grabbed a bunch of power and decided he was going to be judge jury and appeals hearing person to be able to suspend players when they had not had a trial or charges with the police. he used the public pressure to institute those policies for

himself and he has not let them go even as public demand ebbs. you have to wonder if adam silver will use this public pressure to take some power away from the owners. >> it will be so interesting to see how this all plays out. i want to go back to you, earl. the naacp rescinded an award they were going to give to him next week. are you surprised he was going to be given this award in the first place? >> no. you have got to remember one thing and i wrote about this in one of my columns in 2009. the naacp, we're not talking about the national naacp, we're not talking about the california statewide naacp, but the la, los angeles naacp. there has been confusion. in 2009 sterling got an award. he got a lifetime achievement award from the la branch in

2009. i opposed it then. i said you are the old eest venerated civil rights organization in the nation. it seems to me an award must be given to someone who has earned their spurs in the civil rights battle. sterling doesn't qualify. so now we fast forward five years. i said then it's going to come back to haunt you if you continue to do this. now we see that it has come back to haunt the organization. >> it has been an embarrassment to say the least. thank you so much for sharing your perspective and insight and be sure to stay with us. in about ten minutes, la clippers head coach will be speaking to the media and we will be sure to bring that to you live. >> at least 16 are dead after powerful twisters flattened homes in the plains in the south

change. the search zone is expanding a lot. that little dot on the screen is about to get a whole lot bigger. authorities plan to suspend the mission and focus solely on if floor of the indian ocean. joining me to talk more about this, jeff wise, aviation analyst. so 23,000 square miles, about the size of indiana, we're hearing, how are authorities determining this broader search area? >> you know, they know and they haven't really told us, it's very strange search. this is not how one normally goes about looking for a missing aircraft. >> what does it tell you? does it tell you they don't have as much confidence in the black box pings? >> they used very strong

language to promise us that the pings were associated with mh-370. they said they were hours or days away from finding the plane. that didn't pan out. why did they take the extraordinary steps of promising us that they would solve the mystery. so these did not come from mh-370. that means whatever caused it was not mh-370. we don't know why they are continuing to search in the area. there is no evidence that we

have that it is in the southern ocean. we only have the authority of the malaysians and australians to go on. now that they have been proven wrong about this search area, we really ought to start asking wes about their judgen't. >> another point is reaching out to private contractors to help and bring in new search technology. why wasn't this done in the very beginning? i know a lot of people have been asking that. >> as i said the search has been carried out in a backwards fashion. normally you figure out roughly where in the world you want to look and then you use an aerial survey and then once you found the debris on the surface, then you work backwards and try to find a likely search area on the bottom. then you listen for pingers. we skipped all of these steps and gone right to using the blue

>> tornados across several states claimed the lives of many people. parts of kansas, iowa, and missouri have been reduced to rubble.

but arkansas took the brunt of the storms. former president bill clinton weighed in on the destruction saying my thoughts and prayers are with the families and communities in arkansas oklahoma and iowa. the clean up is expected to be lengthy. for more information, just go to cnn.com/impact. right now, let me bring in cnn meteorologist jennifer gray. she has been covering the severe weather. more tornado watches right now. is that correct? >> yeah. more watches and these are huge. this one in particular right here from southern tennessee through portions of alabama and through mississippi including jackson, this is considered a particularly dangerous situation. they don't issue those very

often and when they do you know we could have a very, very large threat of large tornados and they could be long-lived. a new tornado watch has just been issued for portions of eastern tennessee. this watch will be in effect until 9:00 central time for tonight. we also have tornado warnings in effect. this is for mississippi as well. these are moving to the northeast. they will be crossing i-55 in just a couple of minutes. these are fast moving storms. this warning is in effect until 2:15 central time. and it's moving to the northeast if you're in silver city you need to take cover, get into a small interior room. this storm is headed for you. we also have one just on it. if you are in this county, including the city of rolling fork, you need to be on the lookout for this as well. these are very dangerous storms. these could become very powerful

as we go through the afternoon we are going to have a similar day like yesterday but these storms have all shifted to the east. we have the same weather set up with very moist humid air coming in. this is going to produce these very large powerful storms. a lot of lightning associated with these storms. these two cells just in the past 30 minutes, almost 6,000 lightning strikes. these are very dangerous. if you are in the area around i-55 just to the north of jackson, you need to be very, very careful. these storms move quickly and sometimes they can be a little unpredictable with the severity of them, they can have large hail, golf ball sized and sometimes bigger. the lightning, the hail and gusty winds, and of course the possibility of tornados, not a day you want to be outside. >> speaking of that, some people

are outside particularly in arkansas cleaning up after the severe weather that went through there yesterday. >> it looks like they will have a quieter day for today. they have a little bit drier air trying to filter into arkansas. we could see spotty showers in eastern arkansas for today but luckily central and northern arkansas looks like they will be in the clear for severe weather today which is excellent news. >> thank you so much jennifer. >> and turning now to the controversy surrounding nba owner donald sterling. the los angeles naacp had planned to give him a lifetime achievement. the la chapter says that sterling will not receive the award. the la naacp held a news conference. paul, i can see why they cancelled the award. did they say why they were

giving it to him in the first place? >> no, and that's the question, pamela. and i pressed them on that both on and off camera and the answer was they repeatedly had conversations with mr. sterling and were comfortable with giving him that award saying not much more. but leon jenkins who is the branch president came out and came out swinging. he said if this is mr. sterling's voice on the tape, this is reminiscent of an ugly time in u.s. history. let's listen to more. >> on a scale of one to ten? 11. if you look at the content and the one thing you do have to consider is that it was a private conversation. but not with standing that fact, the words used were very gibberish. it goes back to a segregation system and a time that nobody in

america is proud of. i think when you say things like that you have to pay a price for those kind of things. you have to demonstrate if it's possible that that's not who you are. it was devastating. it's off the scale. >> and pamela, also saying he was going to be given the award because of his body of work and has hosted so many minority children at basketball games, given camps and to schools. >> thank you. we now want to take a listen to a statement that doc rivers, the head coach of the la clippers made just moments ago. here is what he had to say. >> hello, everybody. this is doc, and i would like to start again by, you know, these last 48 hours or more have been

been really hard for our players and for everyone. i would just like to reiterate how disappointed i am and the comments attributed to our owner. i can't tell you how upset i am, our players are. today i had a meeting with, you know, just people in our organization talking about everyone from pr to everyone because i just felt like, you know, they needed to hear a voice as well. and you know, when you're around all these people you realize that they're just as upset and embarrassed and it doesn't reflect who they really are. and you know, that was the thing that i got from all of them that, you know, they didn't sign on for this but they're part of this. and they're upset at this but they're going to hang in there.

and so are we. i can tell you that as a group and as a team. what i said yesterday after the game, i meant. i had to do a better job with our guys and try to get them back. and, you know, from our fan standpoint, being here over the last ten hours since i have landed they have been amazing. we need them. i can tell you that. we need unbelievable support right now, and we're hoping we get that tomorrow. >> you just heard doc rivers speaking to a group of sports reporters in a previously scheduled conference call and making remarks about this scandal involving the owner of the clippers saying this is a defining moment for the nba talking about the players saying they didn't sign on to this but they are going to hang in there and asking for support during this difficult time.

sterling's team is predominantly black, he's dating a woman of color, but private beliefs expressed on the recording are true, what makes a person lead this seemingly double life. >> i'm not surprised by any of this. we have people who have very racist views but who don't consider themselves to be racist. they think the things they say about certain people and they thought patterns are based in some sort of reality. they're based on stereo types, of course. so you don't hear sterling coming out and saying these things to the public. this was a conversation that he had and in some ways kind of led into that direction of that conversati conversation. >> you look at his track record. he's been sued twice for housing

discrimination. so i guess in light of that it's not that surprising what he allegedly said. >> well, yeah, of course, and the history is there. that being said and i'm not band-aiding this individual at all. he clearly is a racist. there are so many other people who may have similar views in real estate. there's a history of real estate owners who don't rent or sell to people of color, to minorities. and these people still have friends who are minorities. this is not at all surprising and it's not at all a deviation. this is someone who got caught saying what he really feels and there are a lot more people like that. >> that's so troubling to think that. his girlfriend is a minority. so how can he share these views, but be dating a minority?

is there 30 owners in the league? >> and that was just the beginning. let's move the story forward talk about the potential fallout good as always to see you both. first of all, the potential penalties are we talking about sanctions or the possibility that he will be forced to sell that team? >> i certainly hope that he will be forced to give up the team. the commissioner's authority is actually relatively limited. he can suspend him and impose a fine up to one year, but this is an unprecedented act that warrants an unprecedented response. i believe that the public, sponsors and players and the other 29 owners have the ability to put pressure on donald sterling to make him understand

that he has a right to be ignorant but he does not have the right to be an owner of an nba team. >> over the weekend, the clippers president did release a statement that basically said that sterling's comments were not consistent or reflective of his views. clearly there has to be an investigation. when you look at the constitution of the nba, it's confidential, does sterling's future with the team depend on the nuanced language? >> it depends upon his language. his language was deplorable and disgusting and there's no room for it. first of all, knowing that he engaged in such a vicious attack against a minority group, everybody should be outraged. now the nba will conduct an investigation and as they have said he is entitled to due process. i represent people every day that are entitled to due process. once that due process is done and the investigation concludes

that those were his words and his remarks, the nba will act swiftly to remove him. owners have legal protections and as a result of that he would be expected to use those to defend himself but what they can do is remove him from the team via a suspension. the commissioner has the authority to do that. that would avoid him being involved with the team, overseeing the team and as a result of that, the end would be near and he would be out. that's what i suspect will happen and should happen in this case. >> there is such a majjor ick factor. there's that factor, the fact that this girlfriend who has has paid upwards of $2.5 million to support over time would do this. kevin johnson is a former nba player and has emerged as a spokesman and advisor on this issue has come up with five

tupelo, mississippi. we go to jennifer gray. what can you tell us? >> a tornado emergency has been issued for tupelo. a tornado is on the ground. a tornado warning now right over tupelo. it's heading to the northeast at about 45 miles per hour. a very, very dangerous situation. it's going on right now. very, very dangerous situation: it's a very, very dangerous situation. i want to circle this area right here, right over tupelo where we're seeing the possible signature. there's a video of storm chasers that are out there and they have caught a tornado on the ground on video. and so there's your confirmation right there as well. so as we go forward in time, these are going to continue to threaten areas of mississippi. they are going to be in the areas of alabama as well. this is a very serious

situation. we have now a high risk of tornado development from the storm prediction center for portions of mississippi and alabama as we go through the evening hours. but right now the focus is going to be on the tupelo area. it's not going to last there long. it's moving at 45 miles an hour. it's going very, very quickly. you get the warning out and it's going to move on to the next town. right now we have spotters that are seeing this on the ground right now. >> we're talking about tens and millions potentially affected from iowa to the carolinas. how many days are we expecting this system to continue? >> we're expecting it do go through today and it's going to last through tomorrow as well. you're looking at a possibility of a flooding threat across much of the southeast. and so this area that we're looking at, it basically stretches anywhere from louisiana all the way up through illinois.

you can see the line of showers developing across the mississippi river valley. this tornado watch right across mississippi and alabama, that's the one that we're very, very concerned about. it's considered a potentially dangerous situation. those are not issued very often. we also have a high risk of development right over that area as well for today. there's a couple of days a year that high-risk areas are issues. today is one of them. yesterday was one of them. we could again see the potential for very large tornadoes, long track tornadoes like we saw through arkansas yesterday. the potential is there. the atmosphere is very unstable so we could possibly see those tornadoes develop again. but today it's going to be across mississippi and alabama. we could see another day in the same area for tomorrow and then as we move on into wednesday and thursday, it's going to be more of a flooding threat. could see severe weather across portions of the east coast. so multiday event. >> now, we think about tupelo, the seventh largest city between

memphis and birmingham. there's about 35,000 people. when we think about the damage in arkansas, that may have been by more than one tornado. something called a super cell thunderstorm. >> yeah. >> are we expecting the same thing potentially in the tupelo area? >> potentially. we're going to see the supercells develop. the atmosphere is the same as yesterday. there's going to be a very similar setup. the supercells can set up very quickly and they can definitely spawn these tornadoes. they can produce very long-lived tornadoes. right around the tupelo area is the concern. that's why it's so important to take cover if you are in this area and that's lee county. anyone in lee county needs to take cover, deb. >> we've got greg from the mississippi emergency management office on the phone with us.

sir, what are you telling people there? what is your greatest concern now with what is happening? >> our greatest concern is that people had their plan in place to know exactly what they were going to do as soon as these tornado warnings are issued. it looks like they have one on the ground near tupelo, mississippi, a very highly populated area. they are revereavaging through area as well. just get to your safe place and be able to ride it out. >> how do you instruct people ahead of tornado season to take the kind of precautions? for example, tell us about whether schools are closed, whether people just need to be sort of prepared and minimize activities during the day where you think tornadoes are going to touch down? what are some of the key things that you tell your folks? >> i tell you what, the storm prediction center did a great job of putting this on our radar last week.

we've done a tremendous education campaign warning people of the potential outbreak that was forecast for today and it appears to come into fruition. just making people think about where they are going to be. are you going to be at work? are you going to be at school? are you going to be at home? if you're out in a store, know what you are going to do. have your plan ready to execute. get into your lowest level of your house, put as many walls between you and the outside and cover up. hopefully that's enough to keep you safe. but, you know, we certainly want our public to be aware and to really -- this is going to be an ongoing situation for the entire day. it won't be over yet after this first round comes through because it's going to be wave after waves, from what these forecasters are telling us. >> are you getting any reports of damage or of people having to evacuate at all? >> well, right now it's still so

early into it. but not a whole lot of damage being reported yet from yazoo city where they had a tornado on the ground earlier. it appears that it was not on the ground very long. but again, it's still very early and these things are ongoing. we're very concerned about what we're going to hear out of tupelo because that's moving over a major population and i'm just reading from my national weather system in memphis. the storm is just north of tupelo now. we really want people to take stuff seriously. >> when you say that there's debris in the tornado, how does that up the risks and the danger? >> oh, no question with debris flying around in the area, they become missiles and projectiles. your cell phone will survive. you may not. you don't need to be taking the chance of going outside.

you don't know what is flying around in the air and these tornadoes will move. one moment you think you're in a safe place, the next minute, no, it could be right upon you. >> when you think about a tornado going through tupelo, mississippi, how much greater of a risk is it to the people who live there as opposed to those who live in the surrounding areas where there's perhaps less reinforcement, less infrastructure? >> well, certainly the risk is higher because it's a population base. any time you have a tornado that is going to come through a major city or come close to a major city as tupelo is, a lot of houses in the suburbs, much of mississippi is rural and in the population bases is where we get concerned about the large amounts of potential damage. we don't have any reports of that as of yet but it's ongoing at the moment. >> all right. greg flynn from the mississippi emergency management office there, we appreciate you joining
