drifted into power lines causing the basket to burst into flames. >> look at the pictures. these pictures are unbelievable. the balloon continued to fly. the gondola engolfed in flames. the witnesses hearing two people screaming as they leapt away from the burning basket. >> we could hear them screaming, please, dear god, sweet jesus, we are going to die, please help us, please help us. >> terrifying moments. we are going hear more from a witness in a moment. >> erin, what is the scene like there this morning? >> anna and victor, we have seen people go down the road, into the search area. it's a very densely wooded area. the search has been going on in total darkness and is continuing

this morning. >> a mass casualty accident reported multiple hot air boo loons have crashed into power lines and the balloons are now on fire. >> the airborne hot air balloon appears to be high there. >> the basket has come off. >> advise all units, the airborne balloons aren't the issue. we need to locate the basket. >> search and rescue crews comb the area 25 miles north of richmond for wreckage, after a hot air balloon with three people on board hit a power line then caught on fire. witnesses saw debris fall from the sky. my boyfriend came out. he's like oh my god, look at the fall. the balloon was on fire.

stk balloon had taken off with two others. those landed safely. when the third balloon was on approach to land, it burst into flames. >> witnesses tell us they heard two explosions from the hot air balloon. at one point, the gondola and the balloon separated. the balloon took off at a rapid pace. >> that's when the two passengers jumped out. >> you could hear them screaming, please dear god, sweet jesus help us. we are going die. please help us, please help us. >> virginia state police will hold a press conference around this area at 8:00 a.m. eastern. as soon as we get more information on that, we'll bring it to you. >> erin for us in virginia, thank you. remember, this was a festival and there were people who were there are watching, watching all this horror unfold. some of them heard the passengers screaming for help.

>> can you imagine? lynne schultz is one of those who saw this accident unfold. she and her husband are joining us on the phone. tell us what you saw. lynne, are you still there with us. >> caller: yes. >> can you describe what you saw in those moments? >> caller: i saw the support our troops balloon lower behind the farm bureau building, then it came back up. it was on fire on the left side and then there was a big fire and the fire dwindled down some and the balloon kept floating up and the fire sort of circled around the bottom and then debris started falling off. i was shooting film with my camera and i caught pictures of that and i got a few shots of that and it was floating further and further out, away into the

distance. at one point, there was no fire, then you would see a little bit. i didn't see any people or anything, the distance was too great for that. >> you weren't close enough to hear what some people heard, the screaming? >> caller: we were sitting in the take off field. >> you were some distance. >> caller: we were close when they were filling the balloons up. it was a beautiful event early on. >> about 20 different balloons were part of this festival. >> caller: right. i remember seeing like -- there was close to 13 to 15. the last set that was going to go up, they didn't go up. at that point, you didn't quite know what was going on, you know, as a spectator on the field. >> i imagine it was scary. we know this balloon was desc d descending at the time the fire

happened, when it hit the power lines. it was going to the landing field. you were there, how far it is from take off to landing, do you know? >> caller: it's not far. gosh, less than i would say a quarter mile. not that far. they just went up, you know, really high, and floated some, then came back down. but because of the train and one building that was a little far back, you couldn't really see the landing area from where the take off field was. >> we know search crews are searching for the balloon t basket and the three people, the pilot and two passengers. we are looking at these pictures some time after this happens. tell us what you were feeling as you were watching this realtime. >> caller: my heart was in my stomach. i kept thinking this is not

good. this is not good. >> did you see people leaping from the basket of the balloon? >> caller: i'm sorry, again? >> did you see people who other witnesses said left from the basket of the balloon? >> caller: no, i did not see that. i probably would not have been able to see that because of the distance at that point. >> what was the reaction? give us a sense -- >> caller: i did not see any -- anyone getting out of control, upset. maybe, i don't think a lot of people real size what had was going on if they weren't looking in that direction. others were getting ready go up and they were focusing on that. other people were up with the live music. i didn't really notice anybody -- there was a few and most of those were balloon crew

this morning happening. itis happening now in virginia. the search for three people missing after the hot air balloon burst into flames, then crashed. we have pictures from people who were there on the scene, cell phone pictures. this happened in virginia last night after the balloon drifted into power lines. >> witnesses saw people jump from the balloon's basket. those people and the balloon have not yet been found. >> let's talk about it with david susi the author of "why planes crash." how fast might it have been moving upon decent? >> at this point, the airplane -- the airplane, sorry, the balloon two others landed safely. what happens with the balloon is winds change, there are shifts in the air. as you are coming down, it's hard to anticipate what you might be dropping into.

as the balloon drops, there's currents underneath that go under the wires, into the power lines near the landing area. >> how much control does the operator have? >> surprisingly, quite a lot. as the balloon goes through, they are go in multiple directions. how they control the direction is by reaching different layers and understanding where the layers are taking them so they understand where those are. the dangerous thing, the most tragic thing is the layers can shift without notice. that's what happened in this case. >> i wonder, this happened because the balloon went into power lines. was it a bad choice to have the landing area near a spot that would have power lines? >> that's a very good question. tragically, this is not uncommon. in 2012, there was an accident in carlton.

in san jose, the balloon festival had a similar accident. in this festival environment, you have very, very hazardous materials on board those balloons. remember, this is powered by gas, natural gas and propon. the propane is used to control the up and down of the balloon. it's a deadly combination, if you don't take extreme care about the power lines. sometimes they are not seen by even the planners, they don't think about it ahead of time. it's atrophy of individual lens in this environment. >> why do you think it's taking so long to find the missing balloon and the people in it? >> what happens when there's an explosion on the balloon is the hot air from the explosion goes up inside the balloon. as you can see in the pictures, it's not the balloon on fire,

it's the basket and the propane inside the basket. it's a massive amount of heat. those drafts, the drift that is happen in the air can take the balloon miles and miles away from the intended landing spot before the basket burns away and plummets to the ground. >> let's talk about another topic. i want to bring in cnn aviation analyst. les, good morning to you. it's about this drone and commercial airliner near collision happened near tallahassee about 2300 feet up. we understand it happened back in march. les, explain to me the threat that these drones pose to these commercial airlines. >> well, at this point, drones are in its infancy as far as the faa regulations are concerned.

things aren't as well defined. i'm sure the airliner was doing what it was supposed to in the initial part of its approach. it's definitely a threat. this has been a topic of conversation for not only commercial airlines, but general aviation. this is something the faa is looking into closely. >> what would be considered the safe space for a drone to fly? >> well, it's certainly, you know, a drone has got to be like any other airplane, a controlled airplane with contact with air traffic control has got to be operating within those guidelines and in those rules. so, you know, as far as altitude, should be out of approach type air space. if it is in that air space, then -- >> all right, we have having a technical issue there. i thank les abend and david.

but testosterone. >> i'm talking to a girl, i'm trying to have sex with her. i'm trying to play with her. what can -- you know -- if you have sex with a girl and you are talking to her privately, you don't think anybody is there. you may say anything in the world, what difference does it make. >> radar online, which released the recording says this is donald sterling. they cannot say the voice is sterlings and don't know who he's speaking to. >> i have a girl here who has black kids and is partly black, i think, myself. i love the girl and so she's telling me you are wrong. i know i'm wrong. what i said was wrong. i never thought a private conversation would go anywhere. out to the public, i didn't want her to bring anybody to my game

because i was jealous. >> v. stiviano denied breaking the story. she says she did not have a physical relationship with him. sterling's estranged wife, shelly is facing her own backlash trying to keep 50% of her ownership. doc rivers says if shelly remains 50% owner -- >> it would be difficult. i guarantee every person is on board with that. i know that would be a difficult situation for everybody. >> shelly sterling's lawyer said her ownership would be passive. someone else would own the clippers. and we find it improbable players in contract would boycott their teams because of concern as 79-year-old woman would rock the boat.

bottom of the hour, welcome back, i'm ana in for christi paul. a hot air balloon that burst into flames in virginia. rescuers are searching for the

pilot, two passengers and signs of the balloon or basket. witnesses say they saw people falling or jumping out of the balloon. more on this story in a minute. two, house democrats are divided about joining a new committee created by republicans to investigate the 2012 benghazi terror attack. they argue it's a political ploy to keep the controversy in play during a midterm election year. they say it's a serious effort to get at the truth. >> number three, another veteran's clinic is under cover for trying to cover up. on leave or encouraging schedulers to hide that veterans were forced to wait longer than 14 days for an appointment. they have ordered an

investigation by the inspector general. to nigeria and a team of u.s. experts is in the country to assist in the mission to rescue the hundreds of schoolgirls kidnapped by the terror group, boko haram. they may have been split up at this point. >> today in her mother's day address, first lady michelle obama focusing on these abducted girls. >> at least seven people were killed in eastern ukrainian city. 39 others have been injured. meanwhile, russian president, vladimir putin took part in victory day celebrations in crimea. it's his first visit. taking you back to the top story this morning, the tragic balloon crash in virginia. the search is on right now. the search crews are combing what's said as a dense area, a

forested area trying to find signs of the balloon's pilot and the passengers. >> we are live in virginia where this happened. >> what we know from virginia state police so far is this hot air balloon came in contact with a live utility line, which then sparked a fire and these authorities say and from eyewitness accounts, we know the pilot tried to regain control. eyewitnesses say the two passengers on board tried to jump out. some of these accounts sound truly horrific. this is how one woman described what she saw. >> we heard a loud bang. we thought it was fireworks. then we remembered the balloon festival. my boyfriend came out. he's like look at the sky. the balloon is on fire. all we seen was stuff falling from the sky t basket, the balloon, everything was on fire. i said please god tell me

there's not anybody in there. i don't want to, you know, know that somebody is hurt. all of a sudden, we see stuff falling from the sky. >> reporter: you don't know what you saw falling? >> no, i don't. >> we have seen about ten virginia state troopers go down this road into the search area behind me. you can see, it's very densely wooded. the search has been going on overnight in total darkness. it's continuing this morning. the virginia state police will have a press conference at 8:00 this morning. >> heart breaking. >> thanks so much for that update. let's bring in cnn meteorologist jennifer gray for more on the weather conditions when the accident happened. it wasn't necessarily stormy, but winds could have played a factor here. >> yeah. we had storms approaching. that's key. right now, the winds were light, but all the information we are getting is out of richmond. we don't have information from where the actual site was, which

is about 20 to 25 miles to the north. all we are looking at right now, richmond observations. if you look at the radar, showers were approaching. we had storms in the area. this is yesterday at 7:30. the storm is bubbling up to the north of richmond. a lot of times you can get a gust front. it's a strong gust of wind ahead of an approaching storm. so, while winds were sustained at seven to 12 miles per hour, you could have had a gust of anywhere from 25 to 30 miles per hour. so, when you look into that, it could have played a factor. of course, winds look like they died down around 8:00. right now, investigators aren't saying weather played a roll. we have to look into this once the press conference happens. >> just an hour and a half away now. >> scheduled to happen at 8:00 eastern. thank you. we understand that weather did

this morning, another veteran hospital is under fire for trying to cook the books. for six months, cnns drew

griffin has been following an alleged cover up by v.a. hospitals that hide the fact that sick veterans were waiting months for treatment. >> this started in phoenix, arizona where 40 veterans died while on waiting lists. now it happened in wyoming. this is from an e-mail obtained by cnn employee here writes, yes, it is gaming the system a bit, but you have to know the rules of the game. the front office gets upset, which doesn't help us. >> now, a former scheduler says she was told to manipulate the system. >> we were told to game the system. we were sat down by our supervisor in the conference room, he opened up his laptop and showed us how to schedule so

it looks like it's within a 14-day period. it's all verbal. then we keep track of the schedulers complying and getting 100% of that 14-day and those of us that were not doing it. >> v.a. secretary says the employee behind that e-mail has been placed on administrative leave. >> the claims are not just in phoenix, not just there in other parts of the country in wyoming, but also in san antonio. drew griffin has more. >> reporter: victor and ana, this story, this lash of investigations that the v.a. continues to grow. this time, we are reporting from texas where an entirely new investigation is under way. san antonio, texas, is the latest location where investigators from the v.a.s office of the inspector general are on the ground, trying to determine if managers of this sprawling v.a. hospital were

trying to hide the fact veterans were waiting months to care and if any died as a result. the allegations come from this clerk who works in the hospital's medical administrative services and speaking publicly for the first time. brian turner says his job is to help veterans secure appointments. he says he was told to fudge the numbers. he was to meet the v.a.s own national time line goal for setting appointments. that goal, no more than 14 days from what a veteran wants an appointment. the problem, he says, the deadlines cannot be met. he says he was instructed to simply schedule the appointment months and months in advance while making a note that this is the veteran's desired date. >> what they are saying and what we are been instructed is that the -- they are not saying fudge, there's no secret wait

list, but they have said zero out that date. report the following day if someone has a wait period that is longer than 14 days. the standard is one to 14 days within the time line of a desired date. >> regardless of when the apartment -- >> doesn't matter when. >> it could be three months and it's 14 days. >> it could be three months and look like no days. >> reporter: fudging the books is my -- that's my -- >> i would call it that, you call it that, the v.a. doesn't call it that, they call it zeroing out. >> reporter: zeroing out. in a statement, the v.a.s office says the allegations were investigated. based on our fact finding, conducted april 25-28 we found the claims were not substantiated. turning questions how much fact finding went on.

he says no one asked him about the allegations. when he began e-mailing to other staff members, they told me to stop it. >> the next morning, i was called into an office and told not to e-mail another person. >> turner, an army veteran himself asked for whistle blower protection and became a witness in an investigation conducted by the v.a.s office of inspector general. the investigation focusing on delayed care, alleged falsification of records and possible medical harm to veterans of the san antonio, texas, v.a. hospital. while those investigators continue their work here in san antonio, next week, we are expecting the secretary to appear on capitol hill before the senate veteran's affair committee trying to answer at least some of these many, many allegations. victor? ana? >> i'll be watching that.

>> i was shocked. i was shocked. i was talking about the clinton scandal and tony blair. only two knew oh, that's that lady that had an affair with the president. they didn't know about the investigations. when i said, you know, she's been references by eminem, nicki minaj and beyonce, nobody wikipediad her. nobody knew and nobody cared. >> when this discussion about the article came out, were people talking about it? do people care about who monica lewinsky is? >> they were talking about it. i don't know that they care too much now and i don't think they care about how it will affect hillary clinton's chances in the next presidential cycle. i don't think a lot of my peers remember how influential shah scandal was in helping mrs.

clinton get her, you know, as a representative from new york in the senate. i think that's the biggest gap in memory. >> here is my question for you, jason. do you think there's a way republicans, not in 2014, but 2016 and the potential run of hillary clinton for the white house, they will be able to shift this narrative of monica lewinsky into a tool to use against hillary? >> i don't think it's that likely for a couple reasons. number one, there have been juicier scandals since monica lewinsky. there's gay sex scandals. the memory i experience with a lot of my students were 9/11. they were first graders when that happened. that's something republicans can talk about if they want to talk about security or national foreign policy. hillary clinton is a famous lady married to a former president and is going to run for

of people my age. >> there are a lot of questions, jason, about if this was published now to possibly set up or start a narrative against secretary clinton. why do you think we are hearing about this now from monica lewinsky? >> well, i don't know that she ever stopped. she's had books, documentryes. i think she is a 40-year-old woman realizing now, she's just accepted who she is. every couple years, she's going to have to write about it and talk about it. when lynne cheney and others said this is a plan for hillary clinton. just because monica talked in 2014 doesn't mean she won't be asked in 2016. it doesn't get her off the hook. it's a way to remain prominent. she can't do anything else professionally. this is her opportunity to continue 15 minutes of fame for 15 years. >> what is it now, villain of victim? >> i think a mixture.

let's get you caught up on what we learned. this happened before 8:00 last night. the search continues right now. authorities say a hot air balloon was participating in the balloon festival near richmond, virginia. >> the balloon continued to fly. the gondola, engolfed in flames. one witness heard two people screaming as they jumped from the burning basket. >> you could hear them screaming, please, dear god, sweet jesus help us, we are going to die, please help us, please help us. >> you are going to hear from other witnesses in a moment. first, let's go to erin in careline county, virginia. >> what is the scene like there now? >> well, victor and ana, we have seen a little more activity in the last 20 minutes.

five virginia state troopers came up with road from the search area behind me. it's a densely wooded area. the search is going on in total darkness overnight and continuing this morning. >> mass casualty incident reported multiple hot air balloons have crashed into power lines and the balloons are now on fire. >> the airborne hot air balloon appears to be smoking and high there. >> a report the basket has come off. we are trying to find that right now. >> advise all units we need to locate the baskets. >> search and rescue crews combed the area around doswell, virginia for wreckage after a hot air balloon with three people on board hit a power line, then caught on fire. witnesses describe seeing debris

fall from the sky. >> my boyfriend said look at the sky. the balloon is on fire. all we seen was stuff falling from the sky, the basket, the balloon, everything was on fire. >> reporter: the balloon had taken off with two others. those landed safely. when the third balloon was on approach to land, it burst into flames. >> witnesses tell us they heard two explosions from the hot air balloon. at one point, the gondola and the balloon separated and the balloon took off at a rapid pace. >> reporter: that's when witnesses say two passengers jumped out. >> you could hear them screaming, please dear god, sweet jesus help us, we are going to die. please help us, please help us. >> reporter: the hot air balloon festival has been canceled for the rest of the day. virginia state police will hold a press conference in an hour to brief us on the details of the search. >> that's coming nup less than

an hour. thank you. as you heard there, a witness watchdog say it was a festival. people came to see the balloons. some of them heard the passengers screaming for help. listen to what one of them told us earlier. >> it was on fire on the left side and then there was big fire and the fire dwindled down some and the balloon kept floating up, then the fire sort of circles around the bottom and then debris started falling off and i was shooting film with my camera and i caught pictures of that and i got a few shots at that. it was floating further and further out, away, into the distance and at one point, there was no fire, then you would see a little bit. i didn't see any people or anything, the distance was too great for that. >> you can see that fire and those images she shared with us.

mark and another witness who saw the accident is joining us from caroline county at the time. >> i was about five minutes from my house and my kids and i, we saw the hot air balloon a couple thousand feet up, it was smoking pretty bad. >> i heard from a producer, by the time you got home, it flew over your house? >> yeah, it just passed over my house. by then, it was probably, maybe a couple hundred feet, 500 feet at the most above the trees. >> did you see any of the people who were apparently on board? >> no. no, we couldn't see anybody on board. >> what i'm trying to understand, mark, right now, these crews are searching for the persons who were in that balloon and, of course, the

balloon itself. if this was low enough to hit power lines, i wonder, if at anytime, you saw it could have been low enough for the people to jump and survive. i know 500 feet is unrealistic. was it low enough they could have jumped and broken a few bones and lived? >> yeah, i mean, after they passed over my house, it continued to drop rapidly, so, you know, i would hope that if they jumped they were able to survive. >> this is the mid-atlantic balloon festival, mark. your house is close to this event. have you been able to pa tis pate in years past? what is it normally like? >> no, i have never been to it. i believe this is the first one. >> tell us, what is your response when you are seeing this happening? at this time, we understand there was the explosion reportedly, lots of flames, then

the flames died down. was it, as we are saying here, fully engulfed when it flew over your home? >> sorry, i had a car coming by. >> was it fully engulfed in flames going by your home? >> no, it was just a lot of smoke at that point. >> okay. >> mark, obviously a tough situation there for everybody involved and nearby that night, last night as well as this morning. the search continues. we appreciate your time with us here on "new day." >> the question is, now they are searching for the pilot and passengers. you wonder if the basket was low enough to hit the power lines and continued to descend, was it low enough when the two people jumped, reportedly, that they could have had their fall broken by bushes. maybe broken bones, but alive somewhere. >> that's what people are

balloon drifted into power lines. >> witnesses say they saw people plummet from the balloon basket. those people have not yet been found. let's bring in some of our experts ta touk about this, including mary as well as cnn safety analyst, david sousie to discuss. >> i want to talk about what we have been discussing for two months, the missing malaysian plane and the new story in the atlantic. now, my question is, you know what? we'll get to that in a moment. let's start with the balloon. the balloon this morning, i want to start with you, mary. why are they landing near power lines in the first place? >> when an accident like this happens, this isn't the first time it has happened, a couple things are in play. sometimes tricky winds and sometimes you have a problem with your device and you can't get the air heated with your burners and you are having a problem getting enough altitude.

wind with altitude. one problem, one accident i looked at once, a couple balloons collided and bumped each other and affected the flight path that way. there are many reasons it can happen, obviously, power lines are very, you know, an insurmountable obstacle. >> we talked to a witness who said i don't think they have had this festival here before. it makes me wonder, what kind of preparation do they have in setting up the landing as well as the take off area and the whole face that these air balloons are going to be flying. >> right. and the surveillance of the landscape. you know, just what kind of hazards are out there. if you study aviation maps put out by the weather service and faa in conjunction with each other, the hazards are marked. they are there to find them and see them. if for some reason, the wires, these tension lines were not on the map, it would have been a mistake of the u.s. government and other map makers.

so, they should have studied the maps and known what hazards are there to be avoided. >> fires like these, maybe we are hearing more and discussing it more because they are in the u.s. david, are they common? >> common is not what i would describe it as. however, it's important to point out, they are certified pilots, certified balloons, aircraft, as a safety inspector, i used to do safety and approval of air balloon races and fast values prior to them doing the festival. what is confusing about this one is the festival is scheduled to start tomorrow, saturday and sunday. friday night, they had a, i think it was called a happy hour balloon festival. they sent up a couple balloons ahead of time. 8:00 at night is a bad time to send balloons up in the air. professional pilots can do it, it's not extremely hazardous. it's confusing to me and i never

proved that until the investigations i have done to have a nighttime event like that. >> is it because of darkness or is something going on with the atmosphere? >> it's really about the atmosphere. as the sun starts to set, it changes the angle. it changes the heat that is in the various layers of air. the layers of air is what's used to steer the balloons. there are layers going in different directions. the pilots are very familiar with how to get in the different levels and exchange them for position on the ground. that's how they know where they are going to land. that's the steering mechanism they are going to use. they are very unpredictable that time of the evening when the temperatures are changing. >> ntsb is going to get involved. what does that mean for the investigation? >> it's helpful. they will put a team on the ground and gather evidence immediately and safeguard the evidence so it doesn't get lost.

there's one more thing i should mention with david, what you learn when you first start pilot training, it sounds funny to say it, but it gets dark on the ground before it gets dark in the air. if you are maneuvering in the air and not paying attention to the air, you look down and the ground is black even though the sky is light. they could have had a problem seeing the power lines and what was below them. the ntsb will be on the scene and grabbing evidence. >> let's switch gears fast. we have a lot to talk about in the missing malaysia plane as well. we want to bend the ears of experts as well. a team is questioning the data and wondering if it can be trusted. there's a new cnn poll finds half americans do not believe flight 370 is in the indian ocean where the search is taking

place. have searchers been looking in the wrong place? >> the wrong ocean? >> it's troubling for me. we have a convergence of data we have been talking about, convergence of information. the pings in the ocean may have questions about it. but, if you put the two together, it puts you in that area. subsequently, we found the data may be in question as to how the things were arrived. the pings we found in the ocean were from the aircraft and no one has been able to show me what else could be producing this. a gentleman by the name of john fiorentino has been blasting me for sticking to my point, but he did, he was the only one that did provide information about a pinger located in the ocean used on fishing nets and produced the

same pinging at a 33 megahertz. it's damaging to the data because the data was only 100% credible with co-ob rating evidence. that evidence has been eliminated. i'm very concerned we have been looking in the wrong place. >> those -- the confirmation that an gus houston got was the pings several weeks ago. how about now with the article in the atlantic that says maybe they are in the wrong ocean? >> i think it's interesting because it has, you know, good minds behind it. they produced, you know, evidence of why they were questioning. the plane is traveling at 50 miles an hour while sitting at the gate and they didn't take into consideration the movement and traveling of the satellite. but, you know, i'm with david. one of the thing that is

concerned me was the megahertz of pingers. there was no data to show the pingers on the aircraft black boxes at 37.5 megahertz, the variation was only 2 megahertz. there was no way to get to the 33.5 unless you theorize the current did something. the data and the searchers assumed that was the case. it's time to get hard data on that. we have time. put the pingers in the ocean and see what happens to them over 30 days. no one's done that. >> mary, david, much more to talk about but we are out of time. thank you so much. we know you as a viewer may have questions about this, too, especially in light of the new developments. we want to know what your questions are. we are going to talk about mh 370 throughout the hour. send us tweets #370qs. >> also, another big story

let's talk more about the hot air balloon crash in virginia. police are searching for three people after their balloon drifted into a power line and burst into flames. >> we are expecting more information at the top of the hour. witnesses say they saw people plummeting or at least jumping, possibly, from the balloon's basket as it caught fire. let's bring in a hot air balloon expert joining us via skype. phil, thank you for taking time. how does something like this happen? >> because i can't comment specifically on this accident, but, ballooning is one of the safest aviation activities. power lines are a significant threat to balloon safety. >> we know it happened near the landing area where they hit this power line. should the landing area have been so close or close at all to power lines? >> well, balloons, of course,

never know in advance where they are going to land. this is one of the beauties of ballooning and one of the reasons pilots have to remain very alert. it's impossible to know where a balloon is going to land before you take off or when you take off. so, i think that isn't a practical proposal to define a landing site in relation to wires. on the other hand, of course it's the pilot's responsibility to look out for wires and be individual lent and keep high in a landing situation where there may be wires. >> phil, we talked to former faa safety inspector david soucie who says pilots have control of these hot air balloons. in a situation like this, do you think it's weather related or could it be pilot error? >> it's hard to say at this stage, but i think your guest

from the faa did say that the evening situation is sometimes difficult. i think that's not from a weather standpoint, it's more likely to be because of poor visibility or reducing visibility and also, possibly because the pilot might have been looking into sun and seeing wires when looking into a low sun situation, sometimes very difficult. one of your other guests, i think the one from the ntsb said the lines should be marked on a chart. of course the ones marked on charts, not just in the u.s. but worldwide are the big ones. and the ones that are most dangerous. the small ones that are not marked, domestic supply cables, that type of thing. >> in this situation, if a balloon hits it power line, what is protocol? what is that pilot supposed to do? >> so much depends on at what stage he was aware of the

presence of the line. if he saw the line, but knew he would not be able to clear it, then the advice is to deflate the balloon and come to the ground as soon as possible so even if the top part, the fabric part of the balloon touches it wires, at least the occupants are on the ground with the opportunity to escape. of course, if the pilot did not see the wire until more or less the time he hit it, then at that stage, a lot depends on whether the wire arcing began a fire, which would have probably have begun to set fire to the propane, the liquid propane that powers balloons or gives them their lift. that, of course, is a point where it's hard for the pilot to do anything, which is likely to end up with these results.

forces to respond. let's bring in cnn national security analyst bob behr and official bob dickey. >> they are denying the claims saying they had no prior warnings and responded as soon as possible. that is what nigeria is saying now. what do you make of the new report? did the nigerian government drop the ball here? >> they did drop the ball. they did not have enough troops to protect the village. the troops fought valiantly, but when they called for help, nigerian army did not respond adequately. this is a chaotic region. >> the girls had been split up into smaller groups. how does this complicate the mission and finding one group of girls endanger the other groups

of girls? >> of course it does. you are looking at a situation where 220 girls, maybe you have them in groups of three or four or ten or a dozen together. probably smaller groups than that. if you rescue a few of those girls, you endanger the rest of them. that is why there will not been any rescue mission. if there is, it will be a mission where a lot of girls will get hurt. >> you said there is not a rescue mission. why do you feel that is the case? >> i don't think anybody knows how you do that and address the danger faced by more than 200 girls. it is not as if they are all in a stadium some place or in a hotel. they are scattered in dense forests where it is very hard to spot them and very hard to know who they are. very hard to know where they are. and then there is the question of which troops you use to try to stage some rescue mission.

it is conceivable the french would get involved. it is not conceivable the americans will. i don't know if the nigerians have anybody capable carrying that delicate mission even if the girls were all in one place. they are not. >> bob, what do you think about that? >> i completely agree. when they are disbursed like this, you go into a room and take a house. when they are disbursed like this in a large area, we will not see a rescue. at best, this is a negotiation for release. >> you don't think the girls are necessarily a lost cause. a different tactic to use to perhaps secure them. >> absolutely. look, the government is holding members of boko haram. there could be a deal to negotiate to release them. we might get the girls back that way. >> can you talk to us, christopher, about the terrain there in and out of nigeria and

why it is so difficult to find these girls. >> there are two elements that are problematic. there is about to be a third. forests and mountains with caves. you have a lot of borders. you have all of the jurisdictional issues. you have the borders of cameroon, nigeria and chaad in close proximity. boko haram can move them around with relative impunity. the rainy season is about to begin. we are looking at months of difficult movement through the terrain of the rainy season. the chances of operating in that area is slim. that is one reason the nigerian government has tried to pretend it could writeoff this rebellion in the for east corner of the country. >> bob baer and christopher

bring it to you live. >> here is what we know. this happened about 12 hours ago. 8:00 last night. authorities say a hot air balloon was participating in the ploon fe balloon festival. it drifted into power lines and caused the basket to burst into flames. >> the basket, we see, also caught on fire. one witness reported hearing two people scream and the person said she jumped from the burning basket. listen. >> you could hear them screaming please, dear god, we're going to die. please help us. please help us. >> we are waiting on that press conference that is supposed to start at 8:00. we are watching that. right now, erin mcpike is joining us from caroline county.

what is the latest on the ground? >> reporter: ana, we have seen troopers come back from the search area. about ten state troopers into the search area overnight as we were getting ready this morning. the press conference is taking place down that way in the search area. it should be starting any minute now. i want to play for you a bit of the dispatch call last night so you understand the scene last night when this happened. >> possible mass casualty incident. reported multiple hot air balloons have crashed into power lines. the balloons are now on fire. >> visual of the hot air balloon. it appears to be still smoking and still pretty high in the air. >> reports that the basket has come off. we are trying to find that right now. >> advise all units. the airborne balloon is not the issue. we need to locate the basket.

>> reporter: the hot air balloon festival for the rest of the day has been canceled. again, this press conference should start any minute. ana and victor. >> we are watching, erin mcpike, you have it on your screen and you will see when the spokesperson for virginia state police steps in front of the mic for an update. >> we understand there is new information. we hope to learn more about the three missing people, the pilot and two passengers, on the flight when it crashed. let's bring in some of our aviation analysts. jeff wise and miles o'brien. we can talk a bit more about the regulations involving the hot air balloons. we don't hear about these crashes every day, but a power line was within the landing area there and i imagine you might have something to say about what's the power line doing there. >> to you first, miles. >> first of all, the important thing to remember about hot air

ballooning is it is unpredictable. you are flying literally on the wind. you may say you want to land somewhere, but the wind and mother nature may have another idea. it is important to be flexible in the world of ballooning and it is important to fly at the right time. hot air balloonists like to launch very early in the morning before the sun has kicked up a lot of disturbance and thus wind. it is also very important that you have a clear idea of what's on the ground. flying at dusk or near nightfall is not highly recommended because it can be very difficult to spot power lines. so, you know, i don't want to second guess every aspect about this flight, but what you understand is you want to do it at the right time and be flexible enough to land in a place you don't anticipate. >> we're talking about licensed pilots here, right? these are not amateurs.

>> that's correct. you know, you don't just get into a balloon and it is not like flying one of those model radio controlled small drones. anybody can do it. there is training involved and faa certifications and all kinds of things that go along with this. hot air balloonists integrate into the air traffic control system and carry transponders. the idea is the balloon has the right of way because it cannot steer itself. the balloons will let air traffic control and let them know they are launching and steer aviation out of the way. if you are in an airplane, and you have visual flight rules, you will avoid the balloon if you see it out the window. >> jeff, i'm curious about the protocol. is it typical a pilot should put

a fire out before it is out of control or are you trained to bail right away? >> unfortunately, the high voltage lines are the dangers that hot air balloonists face. the canopy is an enormous structure above the basket you are in. there are low altitude. as miles said, you have very little directional control over a hot air balloon. if you hit the lines, it is catastrophic. the fire is not something you can put out with a hand held. it is a catastrophic event. the only thing a hot air balloonist can do when they see high voltage line coming is go up and try to get on the ground before they get too close. it is a dangerous situation. >> we heard david soucie talk about how the balloon could have

flown miles away after it went up because of the winds and vents and all of that will function in the case of a fire and where that balloon is. is it possible that somebody would have had time to leap from that basket and survive? >> well, typically what happens when the envelope gets caught in the transmission lines, it is kind of game over right there. you are talking about entanglement and fire at the same time. the gondola and people will fall out. it is like falling off a building. people do survive these things, depends on what you are falling on to, relatively soft ground. but, it's not like the balloon will catch fire and float away. it tends to go up in flames. >> jeff wise and miles o'brien,

we're in the business of up. everyday delta flies a quarter of million people while investing billions improving everything from booking to baggage claim. we're raising the bar on flying and tomorrow we will up it yet again. >> announcer: this is cnn breaking news. >> we have an update on the hot air balloon crash. >> we have not been able to make any contact with any of the three occupants in the hot air balloon. we are now transitioning from a rescue operation to a recovery operation at this time. i'll just start from the beginning and kind of walk through what we know at this point. it was shortly before 8:00 friday night when three hot air balloons setoff to the air from the meadow event park in caroline county and headed

north. they had a pre-designated landing zone. a field off of luther glen road. two hot air balloons landed safely in the field. as the third balloon made descent, it contacted with the power line. it sparked a fire with the hot air balloon. the fire spread quickly. the pilot of the hot air balloon, based on witness accounts and other pilots on the ground, taking the necessary steps to open up the top of the balloon, which is the standard procedure because the added heat and intensity of the fire will make the balloon rise faster. he was taking every effort he could to manage the situation and extinguish the fire. the witnesses heard an explosion and after that, the basket and the balloon actually separated.

we are still in the process and we spent all night searching for the wreckage of the basket, the balloon. it was just before midnight that we were able to locate one of the occupants. one of the three occupants in the balloon. the remains have been transported to the office of the chief medical examiner in richmond for identification. we know who was on, the passengers and pilot. we have been in contact with their families overnight and this morning. at this time, we are not going to identify which one of the occupants has been recovered. at this time, we are still searching for the two others that were in the balloon as well as the wreckage sites of the basket and the balloon itself. we also found a debris field. we found different items that would have been inside the hot air balloon. this is very helpful for us in the search efforts. we have an area of

concentration. since daybreak, we brought in a large contingent of troopers, part of the tactical force. they are trained in doing grid searches. these guys walk a selected section by foot. it is a very meticulous process. they fan out in the area of the debris field and concentrate on the area to make sure nothing is overlooked and that our goal right now is to locate the other two occupants of the hot air balloon. the search efforts continued overnight. we had a tremendous outpouring of support from the caroline county force. the county is assisting us with ground support. we had several search and rescue k-9 teams and teams arriving from around the state. we are coordinating them through the department of emergency management which is standard for a search operation of this magnitude. now we have daybreak, we hope

this expedites the process. we will continue to keep searching until we find the other two occupants. the investigation into the incident is ongoing. they had two inspectors from the faa here overnight. we have been in contact with the ntsb. they will conduct their own investigations as well. we would also like to thank the public. last night when we put the number out and asked people to contact us with information, those who may have seen the balloon in distress, we had a tremendous number of calls. they are still coming in. we appreciate all the phone calls. they helped us in concentrating search efforts and focusing where exactly the wreckage sites may be for the basket and balloon as well. i'll turn it over now to greg with the meadow event park. he will provide you with details about the event of the festival. >> i'm greg with the meadow event park.

vp of communications. first offer thoughts and prayers to the victims and families. the meadow event park staff is devastated by this. a shocking situation for everyone. we certainly appreciate all the efforts by the law enforcement and emergency services and rescue operations. at this time, that is our statement. we are just monitoring the situation. >> we will open up the floor for a few questions. larry. >> can you say whether the body recovered was the pilot? >> we will break away from the news conference. a few important details. we want to bring our guests back in to talk more about what we learned. to wrap up what she had to say. one person on the hot air balloon has been found. the body has been recovered. they are searching for the other two people on the hot air

balloon. they call this a recovery effort. no longer a rescue effort. they located a debris field. >> let's bring in miles o'brien and jeff wise. do you find it surprising they located a debris field as corrine geller talked about. they have not found the balloon or the basket. >> it is not surprising. it was still flying and still in the air, it was dissent grating. it is not the kind of thing you see an impact in one location because of the nature of this. >> she also mentioned, jeff, that the pilot had tried to open up the top of the balloon after the fire started to let the hot air out and moments later, there was an explosion and the top of the balloon detached from the

basket. why wouldn't the pilot have tried to detach the top of the balloon from the basket sooner? >> what he was trying to do wasn't to detach the balloon from the basket. he was trying to open -- if you imagine the balloon is essentially a container of air that is warmer than the environment. that makes it boyant. the hot air balloon is floating like a boat floating in the water. the way it floats is by making the gas inside the envelope hot. that is why they have the propane burners. in this case, the envelope catches fire. the air inside is very warm. if he is trying to land and the canopy is giving more lift and boyancy. he is releasing it so it can come down. this is falling apart as the

had anything to do with the phone call or being recorded on radaronline.com. this morning, joey jackson said he thinks sterling could somehow try to spin this as part of his legal defense. >> well, you know, i think he is trying to do that. i would have to agree with joey jackson on that. bear in mind that the nba constitution which is the document that governs how he gets judged by the other owners is pretty iron clad. i say that in the sense if the other owners want to throw him out because they think that this action is damaging to the legal and it clearly is and damaging to the clippers, in the end, they can throw him out. i think this is a really tortured explanation as to what he said. you listen to the words he used and they are clear expressions of bigotry.

he did not expect them to be made public, but it is his true thoughts of african-americans, who are a majority of his employees who play basketball. >> he said this is all in private and part of his plan to help get v. stiviano into bed with him. he did not expect them to be recorded. things that he said do not make sense to us. why hasn't he come out to try to fix the mess that has unfolded? >> i think his lawyers and his pr people and whoever he is consulting with are struggling with a very difficult situation. i mean, to subject himself to questioning by the press, he is in an indefensible position except to say this was done in a private setting and i should not be deprived of asset of a team worth millions of dollars, of something i said in private and never meant to be said in

we have maria cardono and blogger crystal wright. maria, could this article make people sympathetic toward clinton again, do you think? >> well, hillary clinton is very popular. very well liked. so, i think that if anything comes out of this, if it is sympathy, that will help her. i don't think this affects her negatively at all. it didn't when she ran for the senate in 2000, it did not come up in any of her confirmation hearings. it was not an issue in 2008. it will not be an issue in 2016 if hillary decides to run. this was a painful episode in her life of which she had nothing to do with. i talked to many republicans who don't want to touch this with a ten-foot pole. there are others who want to bring hillary down. the backlash would be critical

and that is something voters cannot afford to alienate. >> rand paul brought it up in the party. who is this supposed to impact? we had a conversation with a millennial who said a lot of the classmates don't know about this and it means nothing to him. >> i find this troubling that maria, you and i are friends, but you are a mom. it is troubling when i hear women so fiercely support hillary clinton when she has stood by bill clinton through numerous affairs. frankly, monica lewinsky was significantly younger than the president of the united states at the time. the fact that she's the one who is being vilified brings a lot of questions around a woman when a woman is thinking about voting potentially for the first female presidential candidate. i think the timing is good. i think monica lewinsky is

evolving attitudes about gay rights. they are leading the way. programming on television is leading the way in some cases. this might be another example of that. >> this is not, of course, the first time we talked about this. we talked about "duck dynasty" and paula deen and others. brian, i wonder if the networks face a backlash in claiming they stand for cidiversity and inclusion except when you say something that 60% of the people disagree with. can you push away people who don't hold the same views or is this a big tent and everybody is welcome. >> i was on my facebook page after i talked about this a few days ago. people were outraged by hgtv's decision to pull the show off the air before it premiered. some made arguments they are less likely to watch hgtv

because their religious values are infringed here. on the other hand, some comments steered into homophobia. i don't think the hgtv lineup or schedule will take a ratings hit from this. viewers love the shows that are there now. there is always talk about boycotts in cases that rarely actually happen. maybe the "duck dynasty" case you mentioned is an example. "duck dynasty" came back in january and that show had been on the decline and it had been declining. one other thing to mention. you mentioned paula deen. the food network and hgtv are owned by the same company. scripps. when paula deen's comments came out in the deposition. they were published.
