a major win, the winner in mississippi, the republican senate primary, take a look at this. 51% over the tea party challenger, chris mcdaniel. thad cochran will be the republican nominee once again for the senate seat in mississippi. dana bash is in mississippi. this is sort of a surprise because a lot of folks that bought the tea party challenger would do well, they referred to this stunning loss to the tea party challenger and virginia. thad cochran manage to pull it out. how did he do it. >> it is hard to imagines that the incumbent senator that has been in the senate for 36 years being back and it is an of said that it is given the dynamic we have seen over the past few months. that is chris mcdaniel, the challenger have momentum on his

side. he attacked the anti-washington sentiment we have seen for years, the question is the u.s. is headed he'd do it. they had a wake-up call three weeks ago on the actual primary day we need a candidate got 50% needed to avoid a runoff. for the past three weeks the campaign has been working incredibly hard to wake up the supporters who voted for him for three decades and shake them into getting to the polls. they did it with a lot of money and a lot of effort and they are able to do so by explaining to them in real terms what he has done for the state and the need for federal dollars which he has the seniority to send back here. i should say on the flip side tonight, chris mcdaniel, he did not sound like somebody wanted to go away anytime soon.

listen to how incredibly tough his so-called concession speech was without the word concession and it. >> there is something of an unusual about a republican primary that is decided by liberal democrats. so much for bold colors. so much for principal. i guess they can take some consolation in the fact they did something tonight. once again compromising, once again reaching across the aisle. once again abandoning the conservative movement.

>> the law is that there is no automatic recount. if christmas than once every county will have to go to the court to do so. no word he will but he did as far as we know use the word concession. >> stand by. want to bring gloria borger and to this. that was a tough state than they did not hear any congratulatory words. he was clearly better, he was angry, a bunch of democrats crossed over this open primary and they voted to help thad cochran. >> he feels clearly that he got robbed. if this had been just a republican vote he would have won and as dana bash said earlier, even some of his most ardent supporters say that is probably true. that we have not seen the numbers yet so we have to take a look at that. cochran got a wake-up call a few

weeks ago and he decided to organize. he had the power on his side, the political team of haley barbour. he outspent him by 6-1, lots of ads running and get out the vote ground game which is really important in this kind of a primary. he b. mcdaniel. as you point out, this candidate is not going away. he is not happy about it. we don't know what he is going to do but he thinks he got robbed. >> he is not very happy. he sounds angry indeed. i want to check out another important race, new york city, cnn projects there is a winner. charlie rangel will be the democratic nominee in the 13th district in new york once again. that represents harlem and some of the other areas in new york city. a close race but we project he will defeat his democratic challenger.

alexandra field is in harlem for us and you had a chance to catch up with the congressman, tell us what it was about. >> he was not making himself scarce tonight. this is a candidate, a congressman he showed he had every confidence says and i was going on. he was going to win this, he came up on stage, he rallied and spoke to them for about an hour saying as we watch the numbers he was killing time that he wanted to enjoy his night and he talked about the confidence he had going into tonight. it is interesting because we peeled back, this race was projected to be close. he had an opponent, center as they ought, he nearly beat him to make years ago by 1100 votes. tonight i spoke to the congressman shortly after he declared victory and despite the close race two years ago he was feeling good about this and here is what he said.

>> did you consider waiting for him to concede, why declare now? >> and never entered my mind, the frustration of these people in the room and the vote was so close, it reached a point that was more concerned about them and the press that i was about anything else. >> the congressman says he has not spoken to senator and he has packed up the party behind me. they have their victory party, they declared victory and he took off. he has not spoken to the center and we did not hear him speaking about the senator on stage. very little said about his opponent in this race. it is not a concession, they have not conceded this race, they think it is important they know that every vote in this race is counted and it is because the race two years ago was close but tonight we are projecting congressman rangel is the winner and he himself knows

or believes he will have a 23rd term, it will be his last. >> he is 84 years old. wants to serve in congress for another two years after this term. looks like he has a chance, a democratic district. we have projected he wins the democratic contest and he will win the general election in november. let's bring back dana bash. you have covered charlie rangel for a long time. your thoughts on his win. a lot of people thought he would lose to this challenge. >> they did and it is not the first time the people have counted him out and he has defied those predictions. he is somebody who has had the height of power for a lot of years. as the ways and means and the democrats took control, the top democrat there and he felt pretty hard. and he has not with regard to

this power he has not been well physically, he has been ill the heat is still around the halls of congress. all the time. is not surprising he is able to pull this out even though the odds certainly seemed to be against him and as we have been reporting all night, the demographic in harlem he is representing for so long has changed in a way that made it more difficult for him this time. >> i want to talk about two other races, the republican establishment has won over some tea party challenges. let's go to colorado first. the former congressman in colorado, and establish a republican, he will be the gubernatorial nominee. a loss in boulder and colorado, the tea party support, if you will. against illegal immigration but

outspoken on that front. he lives in colorado. similarly in oklahoma the establishment republican congressman james langford beats a good night for the establishment and some of these races. your thoughts. >> it is a good night for the establishment. they have done the trifecta. in terms of their republican game plan for keeping control of the senate, i think the people who are making the master plan for that would feel this is a good night for them. with the wind in mississippi for thad cochran and the land for lankford in oklahoma, they have a good shot at keeping those seats which is what they want to do with unwanted takeover the

senate. the establishment spent a lot of money in the cochrane race, the chamber of commerce was in there from the beginning. pouring a lot of money and and the chamber of commerce, they have decided what happens in 2010 to them where they believe they lost a half-dozen seats because of ill prepared contenders, they will not let that occur to them as they search for winning control of the senate in 2014. they are probably happy tonight. >> thanks very much. cnn.com will have all the latest election results all over the country all night. i am wolf blitzer and washington. anderson is here right after the break. 40 on the ground, working the army widely viewed as an effective. in u.s. demand says it is growing and in support of the central government that needs to unify but has not. after meeting with leaders john kerry was cautiously optimistic. >> words are cheap, i am not taking anything i hear to the bank and saying it is going to be solved. i am hearing things that indicate to me that if they follow through on the things they are saying there is the capacity to have a new

government that could be a unity government, could reflect a great capacity for success. >> a lot to talk about with nic robertson and former deputy assistant secretary of state. the 90 military advisors, on the ground, you've been talking to pentagon officials, what do we know about what they are going to be doing and where? >> 90 came today, a total of 130 now anderson. they will start off in baghdad and stay in that area because the big concern right now is could baghdad fall to isis? unlikely at the moment, but that's what they want to figure out. the word we hear, assess. they are there to assess the situation, assess how the iraqi forces are doing, assess the isis threat. the reports may not come for two or three weeks and that could be late in this because the latest estimate is isis now has about 10,000 fighters between syria and iraq, about 3,000 of them already possibly inside iraq and foreign fighters joining to

boot, anderson? >> barbara, there were reports the u.s. launched drone strikes in iraq. is that confirmed? are you learning about that? >> there was no u.s. air strikes inside of iraq or on the syrian boarder. what we think happened was syria launched jet air strikes against isis targets inside of iraq leading to a lot of concern, a lot of confusion and once again, under scoring that boarder has virtually disappeared. >> there were reports they made gains against isis, is that accurate? >> we don't, anderson. once again, when the iraqi government is feeling the heat of international opinion voicing the iraqi army is collapsing,

moral is collapsing, a quarter of the forces left the battle field, they are pushing back. today the spokesman saying they were trying to take the refinery, this biggest oil refinery in iraq, that they were well on the way to doing that and state tv put out pictures, what appear to be helicopters, government helicopters landing there. the government saying they are taking back control of two keyboarder crossings, one into syria, and one into jordan. again, no way for us to independently confirm that. also, interestingly, today, we're seeing a lot more helicopter activity. helicopters similar to those used at the u.s. embassy here, in the vicinity of the embassy and tonight, helicopters taking off again from the vicinity of the u.s. embassy deploying flairs as they were taking off. that increased activity not clear if it's linked to those new 90 military advisors who have arrived in country, but we haven't seen this up until now, anderson. >> david, let's talk about drone strikes and air strikes. i mean, is that the solution in terms of military involvement,

if there is going to be military involvement, which would be better, drone strikes, air strikes, would they work against this enemy? >> i think the use of solely air power and solely drone strikes as being the way to solve this problem to fight this war is really questionable. there is really no record of drones being effective and conventional military advance, a season territory and air power alone has proven historically not to be enough to be successful in contesting this kind of war. >> the way isis is fighting, david, it is relatively conventional. it seems like they are moving around in pickup trucks, which could be targeted. they are, you know, in many cases it seems like in mosul, they are leading the governance of it to groups and to others. they do seem to be a movable target, no? >> they are a movable target, but to hit the targets and right targets, you need really good

intelligence and that intelligence needs to come from all kinds of sources, not just from the air but also intelligence on the ground and you have to be able to use that intelligence effectively to take out the people who in the assets that are threatening to you, but in the case of what is happening in iraq you have a lot of people who in the sunni side of the equation who are supportive of isis but if we were to attack them, some of these people are people we were with in the past, if we took them out, secretary kerry was talking about, it gets harder. the actual employment of air is in my mind questionable unless you have not just intelligence assets but the ability to followup on the ground. >> david, unless you have u.s. military personnel in forward positions, i mean, this must be a very difficult thing to try to orchestrate from baghdad at this

point. >> well, unless you have u.s. military, our intelligence personnel or assets there can see what is happening, especially in such a dynamic situation. if you go to the war in afghanistan in the early days, it was the presence of u.s. special forces and intelligence people on the ground that enabled our air power to be used effectively to push the taliban and al qaeda. you can't do it just with air. you need intelligence and as we found in afghanistan, if you don't follow that up with something conventional, you end up with a long, drawn out war that doesn't achieve objectives. >> in close battles, unless you have special forces on the ground with lasers guiding in aircraft to where the bombs should go, the chance of having civilian casualties which in this kind of war you don't want to antagonize. >> the civilian casualties are high, the chance of killing people you don't mean to kill

and the ability to have the strategic impact isn't there unless you have intelligence and i would also add you have to have the ability to followup on the ground. >> right. nic, barbara, thank you-all very much. controlling not just territory, wider boarder problems. robert ford was american ambassador of syria and saw firsthand the growing influence of isis. american advisers are arriving today in iraq, is what is going on in iraq now a problem that america can solve? >> i think america can help from the margins, but the problem is essentially, a problem among iraqis and it will have to be solved by iraqis. >> and solved, i mean, is the political part of it the most important part of it? >> oh, for sure, for sure. if you listen to what the different elements of the sunni

community that have risen up, if you read what they are saying, it's very much political grievances at the top of the list. >> you said one of the biggest things americans need to understand what is happening in iraq and syria is that it's one big conflict. >> yes. >> not two separate ones, can you explain that? >> the main group is the islamic state of iraq and syria and extends from the eastern half of syria into the western half of iraq ignoring the boarder between syria and iraq because the boarder wasn't even there. if you hit the group in iraq, say, they may retrieve back into syria, regroup, rest, reorganize and back into iraq again. >> is it a national security interest or national security threat to the united states? >> well, it is, no, it is, for sure. this islam make state has threatened the united states and there are jihads that are

fighting with it that have promised to come after targets in the west. >> but when you talk about, you know, saying that if you hit isis in iraq, you have to deal with them in syria. that just sounds like, again, you know, mission creep, very rapid mission creep. >> yeah, this is not a problem anderson that will be solve in one day or one week or one month. this is a really tough problem now and to be honest, i see no easy choices for administration. i see no easy choices for the countries in the region and friends in places like europe to solve the problem, but we can't ignore it because the problem is actually growing bigger. >> in terms of united states action, it's not a short term fiction. >> no. >> is there a military solution to this? >> no, there is not, not in syria or iraq. in iraq, they are going to -- i think administration's thrust is

right to focus on trying to get a government that addresses some of the sunni arab community's concerns without surrendering to the islamic state, far from it. >> if we weren't able to do that with a trillion dollars and more than 150,000 drops on the ground, we couldn't get maliki to do that, not to the extend we wanted to. why should anyone believe that the u.s. with 300 advisors on the ground will be able to do that? >> that's a fair question, anderson. what i would say is two things, number one, the situation in front of the government in iraq is more difficult for them now than it was, say, in 2009 and 2010. the al qaeda problem in iraq was much more under control then than it is now. we have more leverage promising to give help if the iraqis will move on political issues.

every time we do a keeping them honest report, we hope it makes a difference. america's servicemen and women, va hospitals making them wait months for medical care. the fact is some have died waiting. the allegation by a phoenix whistle blower concerned what she say was done to conceal the deaths. >> somebody is going on that electronic wait list and where people are identified as being dead, somebody is changing that and saying no, they are not dead. >> correct. >> to hide the fact people died

on that list? >> that's my belief. >> what would be the other -- any other purpose? >> there wouldn't be any other purpose. >> that's the key piece of drew griffin's reporting. as it was airing, the house committee of veterans affairs the in session. moments later indiana republican congresswoman put drew's story and allegations in front of a va official. >> i just got a note from a constituent that says there must be a cnn program on tonight and that there is a revelation, it says records of dead veterans were changed or physically altered, some even in recent weeks to hide how many people died while waiting for care at the va phoenix hospital that point to a new coverup in the new on going va scandal, de-iced quote unquote receipts removed so veterans wouldn't have to be counted as having died while waiting for care. so even to the phoenix facility

four times, are you aware of this new revelation? >> i'm not aware of the revolution. i am aware the oig is looking carefully at the deaths that occurred. i do not know of any attempts to hide deaths, congresswoman. >> phoenix is still doing this kind of stuff and you guys have had them under the microscope and physically been there four times and this is new? >> congresswoman, i don't know the details of the acquisition. >> today we finally got a response from the va, neither confirmation or denial, spokesman saying quote the allegations made in phoenix are completely unacceptable and must be investigated. there were more hearings today from the whistle blower. drew griffin has been reporting from the beginning. >> you broke the story, the allegation someone is the phoenix va is trying to hide the number of dead there. is someone investigating this?

>> the information was given to the office of inspector general by the whistle blower. she did that as soon as she noticed the records she was in charged of being changed. the inspector general's office told us this afternoon they were aware of the allegation prior to our broadcast last night. it is under review, and let me remind you of what we are talking about. the scheduling at the phoenix va, anderson, says until recently, she's been going through this wait list calling to check on the veterans waiting for care and in seven cases where she was personally learning that the veterans on that wait list had died, where she notate that in the record, someone she says has gone in and changed those veterans back to living. >> the fbi is going to find out what did that? >> yes. yes. the fbi will find who did that. >> will the fbi also be able to find out who changed dead people back to life and put them back on a list?

>> yes. >> and they will find out that fraud was committed? >> correct. >> are you pretty confident that people are going to be charged with crimes here in phoenix? >> i would be surprised if they were not. >> i mean, it's just extraordinary. she says this was going on recently. >> she says it was happening up until just a few weeks ago. it's her belief somebody is trying to throw investors off the trail of several veterans who died waiting for care by hiding the fact, anderson, they died. she thinks it's a crime. we know the fbi is involved but beyond saying they are aware of the allegations, the ig isn't saying much, the fib isn't saying anything. >> and pauline still works for the va. last night she said she was scared about coming forward on the program. has she got reaction today? >> she was emotional talking to us today. she said very supportive.
